Concerned over the apparent appeal of Islamic State (IS) among a section of Indian society, the Centre along with states and Union Territories (UT) worked out a cohesive strategy to counter attempts at radicalisation and recruitment, The Times of India reports on August 2. Counselling of "vulnerable and radicalized" youths as well as their families and propagating "moderate" interpretations of Islam to counter the IS ideology of violent extremism will be key contours of this national blueprint. The counter-measures were on August 1 discussed by Union Home Secretary L C Goyal with the Chief Secretaries and Director General of Police (DGP) of 12 states and UTs, including Jammu and Kashmir, Maharashtra, Telangana, Andhra Pradesh, Karnataka, Uttar Pradesh, Tamil Nadu, West Bengal, Bihar, Delhi, Assam and Kerala, that have reported instances of radicalization and recruitment by IS. The immediacy with which the threat needs to be addressed was underlined in presentations by three central agencies —(Research and Analysis Wing) RAW; National Technical Research Organization (NTRO); National Investigation Agency (NIA) and Telangana. RAW conceded that even though southeast Asia is not an area of priority for IS now, one needs to closely watch the outfit in the long term. It said though the IS footprint in India is limited as compared to many western nations, a counter-plan must be readied right away to avert the potential threat. A presentation by Telangana on counter-radicalisation measures listed counselling of "vulnerable" youths and involving their parents, peers and community elders in such efforts; increasing the level of interaction with 'moderate' groups, Non-Governmental Organisations (NGOs) and civil society to track and tackle radicalization; and countering extremist ideology of IS by propagating "moderate" interpretations of Islam. A key point was the need for a "tactful" approach to youths reached by ISIS, involving counseling and efforts to bring them back into the mainstream. With the social media emerging as a preferred medium of radicalisation and recruitment among young, net-savvy Muslims, NTRO discussed monitoring of suspected terror sites and social media handles. The suggested counter-strategies included disabling of harmful content and running a counter-propaganda. The NTRO presentation also touched upon how to retrieve evidence from cyberspace. Calling for uniform standards of investigation in terror cases, the NIA stressed on guarding against implication of innocent people and ensuring that scientific evidence is key to all terror investigations.

A defence spokesman said "Pakistani troops have been resorting to unprovoked small arms firing in forward posts along the Line of Control (LoC) in Krishnagati, Mandi, Balakote and Pallanwala sectors since 2130 hours tonight." While Krishnagati and Mandi sectors fall in Poonch; Balakote and Pallanwala are in Rajouri; and Jammu Districts respectively. In a major blow to Lashkar-e-Islam (LeI) that was responsible for recent attacks on Telecoms in North Kashmir, its ‘deputy chief’ Tariq Ahmad Mir alias Zahid alias Tariq Mawar’s body was recovered from Ferozpora Nullah in Naid Khai area of Bandipora District on August 3, reports Daily Excelsior. Deputy Inspector General of Police North Kashmir, Garib Dass said that the Tariq along with Qayoom Najjar fired upon a Police party at Mirgund in Baramulla District on August 1 in which Station House Officer (SHO) Pattan and two cops were injured. “After giving slip to Police, a search party again spotted them running at Gulabwari in Sumbal but they did not open fire as they were not sure whether the duo were militants or civilians. Subsequently, the two militants jumped into the water but Tariq could not swim and he drowned. However, Qayoom Najjar managed to cross the river and escaped,” the DIG said. One pistol, one magazine and 13 rounds were also recovered along with the deceased from Ferozpore Nullah.

Elsewhere, General Officer Commanding (GOC) of Srinagar based 15 Corps Lieutenant General Subrata Saha on August 5 said that launch pads of militants across the Line of Control (LoC) in Pakistan occupied Kashmir (PoK) are active and they are trying to infiltrate into Kashmir but troops are ready to face the challenge, reports Daily Excelsior. He said “All the launch pads across the LoC in Kashmir are active. Estimates are that there are large numbers of militants and intensity of attempts to infiltrate is also high. Every day, we receive intelligence inputs and are visible as well. So, till our troops are deployed there, we understand we can face this challenge.” The GOC said that so far there has been zero infiltration in Kashmir this year due to good intelligence network. “I think this is the first time that we have been able to achieve zero infiltration so far particularly in this period when the snow melts and it takes a while for the anti infiltration obstacle system, the fence to come up, so that it goes entirely to the credit of the soldiers who are operating on the ground and of course supporting them is a good intelligence network and improved surveillance grid and some very depth changes in depositions that have been done to be sure we were able to pre-empt all these attempts to infiltrate”, he added.

There have been 33 incidents of ceasefire violation along the India-Pakistan border since May, 2015 Haribhai Parathibhai Chaudhary, the Minister of State for Home Affairs, in a written reply to the Rajya Sabha (Upper House of Indian Parliament) stated on August 5, according to The Times of India. He also said three security personnel and one civilian lost their lives in these incidents. Three security personnel and 12 civilians were also injured in the violations. The figures were from May 1 to July 27, said the written reply. "Various measures are taken for the safety and security of the people residing in the border districts. The affected families are temporarily shifted to safer places and accommodated by the administration at various government buildings and are provided all basic amenities like healthcare, drinking water, power, temporary toilet, sanitation and security," the minister said. He said security measures have been augmented in the border areas and the anti-infiltration grid strengthened. He also said Police deployment was made in border areas during night and adequate security was being provided to the abandoned villages for protection of property. "Close coordination amongst various agencies is maintained. Uninterrupted power supply is also being provided in border villages during the night. Bullet-proof bunkers and ambulances are kept in readiness at convenient locations for evacuation of people in case of emergency," Chaudhary added.

Eight other BSF personnel were injured in the attack. A senior Police officer said “There was firing on a BSF convoy on the highway near Samroli by militants early this morning. Two BSF jawans were killed and around eight personnel injured.” Giving details, he said that militants hurled grenades and opened indiscriminate fire on the convoy when it reached Nassu belt on its way from Jammu to Srinagar. Nearly a dozen houses of the civilians were damaged after being hit by splinters of mortar shells and bullets of heavy firearms. In 2015, till July 26, there were 192 ceasefire violations along the international border in J&K, which resulted in death of three civilians and one BSF personnel, Minister said. He also informed that the Centre proposes to have a provision for giving INR 5 lakh compensation, in addition to what the state Government pays, to the families of those who get killed in firing from across the border. 22 people were injured while 7,110 people were temporarily affected and 50 houses were damaged, he said.

Based on information provided by Naved, Police and central security agencies have launched a manhunt for a businessman who is alleged to have paid him and Mohammed Noman alias Momin INR 5 lakh for sharing it with other LeT cadre. The businessman, who reportedly owns a shop in uptown Srinagar, had provided the money to the Naved and his handlers to run LeT network in Kashmir and to carry out terror strikes. So far 11 people have been arrested by the Police based on information provided by Naved during his interrogation and all of them are being questioned, the sources said.

After sustained questioning for nearly eight days, alleged Pakistani terrorist Mohammed Naved Yakub was brought to New Delhi on August 13, amid tight security for a lie detection test, reports Daily Excelsior. National Investigation Agency (NIA) Director General Sharad Kumar, who returned from his two-day visit to Jammu, said the agency has evidence that he belonged to Pakistan and was part of Lashkar-e-Taiba (LeT), which trained him in use of arms and ammunition and for recruiting cadre for expansion of the terror group. “As far as the case of his Pakistani origin is concerned, it’s an open and shut case as NIA has enough evidence,” Kumar said. The NIA chief said since Naved was still hiding certain things he will be made to undergo some scientific tests, including a lie detection test. Naved, who was questioned yesterday in his presence of Kumar, said that he had undergone a refresher course for six weeks in Pakistan from March this year along with 25 others before infiltrating Kashmir. This was after he had undergone two training modules– ‘Daur-e-Aam’ and ‘Daura-e-Khas’. While the first module teaches LeT cadre physical fitness, mountaineering and use of small arms, in the second they are trained in using assault rifles and manufacturing small explosives. NIA has secured his custodial remand till August 24.

General Officer Commanding (GOC) 15 Corps, Lt General Subrata Saha, told reporters on the sidelines of a function in Srinagar that Army has foiled 11 infiltration attempts since May this year and killed 19 infiltrators. “Since end May, there have already been 11 attempts in which 19 terrorists have been eliminated. So, if you compare it, yes definitely there is increase in intensity of attempts to infiltrate and they have all been eliminated”, Lt General Saha said. The Corps Commander said that late snowfall this year could be one of the reasons for increase in the intensity of the infiltration attempts. “First of all this year we had late snowfall. This could be reason for increase in the attempts of infiltration. Apart from that whether there is specific intention and one can’t say as they are getting eliminated on the LoC”, he said. The GOC said that number of militants on launch pads this year has increased as compared to previous years. “In terms of numbers, it could be marginally higher than previous years”, he added.

The National Investigation Agency (NIA) on August 21 arrested the truck driver who allegedly ferried Lashkar-e-Taiba (LeT) terrorist Mohammed Yakub Naved to Jammu, reports Indian Express. The driver, identified as Khursheed Ahmed alias Surya (35), said to be an over ground operative of LeT, is a resident of Awantipora in Pulwama District. The NIA sources said Khursheed had taken Naved and his accomplice Mohammed Noman alias Momin to Jammu on July 20 on a reconnaissance mission during which the timings of convoys of Border Security Force (BSF) and Army were marked. The militants initially wanted to attack either of the convoys then and there but decided against it at the last minute and were ferried back to the Kashmir Valley, officials said. Khursheed has already served a prison term of two-and-a-half years for alleged drugs' smuggling and cases are also registered against him for involvement in stone-pelting incidents in 2010 and 2011.

Outgoing General Officer Commanding (GOC) of 15 Corps, Lt General Subrata Saha, who is likely to be new Director General Military Operations, said that the LoC fence that was constructed after 2003 ceasefire between India and Pakistan required qualitative improvement. “As we point to the future, we are looking into the future. We are looking for much better technology because the current fence has lived for 10 years. Although, it is replaced at places every year but then it requires a qualitative improvement. Now that is going to be done. We are going for much more improved fence. We will try to replace entire fence. We will look into areas which need it earlier”, said the GOC. Saha said that new surveillance equipment will be also installed along the fence to make it smart. “Important thing is we are looking at some technological advances that have taken place to ensure that the fence is able to better withstand the vagaries of weather that we have here especially in Kashmir. It is something we have tried last year, designed changes to make it more effective….and then of course we will have the equipment that makes fence a little more smart… it will be integrated with the fence itself. We are improving it and these are the major changes we are looking at”, he added. Lt General Saha further said that at places where terrain is difficult there are multiple layers of fence to counter the infiltration. “The terrain is difficult. No doubt about it. We have learnt from the experiences of the past. And, because of this, we have gone in for now multiple tiers. Even, if they (infiltrators) succeed in going through one, but between the second or third, they are neutralized. When we say multiple tiers, in certain examples, the fence may be ahead, we also have some good strong terrain features in the depth. We are taking the advantage of terrain through the multiple tiers. In some specific areas, where the terrain demands, we have got multiple fences also. It has helped”, he said. The GOC said that infiltration attempts this year have increased and in 11 attempts the army has neutralized 19 infiltrators so far. “This year – 2015 – if you see: first of all there was a late snowfall. Because of late snowfall, the attempts started late and within this short span of time, the number of attempts that have been made are definitely higher than previous years. There were 11 attempts in which 19 terrorists have been eliminated. Likewise there is an increase in the movement that we noticed…if we go by the numbers they are marginally higher than the assessments we had put on in the previous years. Percentage is marginally high”, he said. Lt General Saha said that militants are making more attempts after the improvement in security situation in Kashmir. “It is obviously linked to the fact that the improving security situation is something that perhaps they are unable to reconcile with”, he added.

The driver, said to be an over ground operative of the LeT, is accused of arranging logistics including transportation, accommodation and food for Naved and three other LeT militants, who infiltrated the Kashmir Valley from Gulmarg sector in June 2015.

Mr Singh said “Our soldiers will not hoist white flags and will give befitting response of the violation of ceasefire on borders”. The Lashkar-e-Taiba (LeT) terrorist Mohammed Naved Yakub, from Faisalabad in Pakistan, arrested in Udhampur (Jammu and Kashmir) on August 5, 2015, has nailed Pakistan's role in sponsoring terrorism against India in his confession before a magistrate under Section 164 of CrPC, reports Times of India on September 1. In his statement, which is admissible in court as evidence, Naved gave details of his birth, addresses, contact details, work, his meetings with LeT ‘commanders’ and training at three different camps in Pakistan-occupied Kashmir (PoK). Naved has confessed that he was "trained from 3.30am till 10 pm every day, which included several lectures on jihad, sports activities, namaaz and arms training". "Naved and his colleagues in the Lashkar training camps were shown videos of atrocities on Muslims in Palestine and Kashmir," an unnamed officer said. Meanwhile, Times of India on August 31 reported that no "discrepancies" have been found in polygraph (lie detection) test conducted on Naved.
