Militants fired upon and critically injured a Sarpanch (head of the Panchayat, village level local self-Government institution) at Akhran Qazigund in Kulgam District of Jammu and Kashmir (J&K) in India on August 4, reports Daily Excelsior. Inspector General of Police (IGP), Kashmir, Vijay Kumar said, militants fired upon a Sarpanch Arif Ahmad Shah near his residence at Akhran Qazigund in Kulgam District. Arif Ahmad was removed to hospital in Qazigund where his condition is critical and later shifted to SKIMS Soura in Srinagar.

Sajad Ahmad Khanday, Sarpanch (head of the Panchayat, village level local self-Government institution), affiliated with the Bharatiya Janata Party (BJP), was shot dead by militants near his home at Vessu in Qazigund area in Kulgam District of Jammu and Kashmir (J&K) in India early on August 6 (today), reports Daily Excelsior. Khanday was immediately rushed to a hospital in nearby Anantnag District where he was declared brought dead. The incident comes less than 48 hours after Arif Ahmad Khan, Sarpanch, was shot at Akhran Qazigund in Kulgam District.

The Special Operations Group (SOG) Jammu arrested five militants of Lashkar-e-Toiba (LeT), from Doda District of Jammu and Kashmir (J&K) on August 8, reports Daily Excelsior. According to a Police spokesperson, the arrested militants were identified as – Toqeer Ahmed Batt son of Ghulam Qadir Batt, a resident of Sazan Doda, who happened to be Moulvi at Masjid (Mosque) Shimal, Doda, Asif Bhat son of Mohammad Ayoub Bhat of Sazan, who is a surrendered militant as well as former Special Police Officer (SPO) of J&K Police, Khalid Latief Batt of Kotal, Doda, a contractor, Gazi Iqbal son of Mohammad Iqbal of Kota, who works in a chicken shop at Jammu and Tariq Hussain Mir son of Shamas Din of Tanta Doda, who owns a karyana shop at Tanta. They were arrested on the disclosures of Mubashir Farooq Batt son of Farooq Ahmed Batt of Sazan, Doda, a BSc Nursing student at Kharar, Chandigarh who was arrested in joint operation by SOG Jammu and Army on July 19 along with INR 1,50,000, the spokesperson added.

Four militants including an Al-Badr ‘commander’ who were behind the abduction and killing of a Sarpanch (head of the Panchayat, village level local self-Government institution) in Khanmoh, were killed in an encounter with SFs in the Kiloora area in Shopian District of J&K in India on August 28, while a fifth militant was arrested. Two militants who were involved in the abduction and killing of a Sarpanch, was identified as Suhail Bhat and Shakoor Parray, district ‘commander’ of Al-Badr terror outfit. The other two militants were identified as Zubair Nengroo and Shakir-ul-Jabbar. The arrested militant has been identified as Shoiab Ahmed Bhat, a resident of Awantipora in Pulwama District. Two AK-47s and three pistols were also recovered by the Indian Army from the encounter site. A Sarpanch from Khanmoh area of Srinagar Nisar Amhed Bhat’s body was recovered from orchards in Dangam Ratnipora area in Shopian on August 28. He went missing from Srinagar on August 19. Senior Superintendent of Police (SSP), Bandipora, Rahul Malik, said that while conducting the investigation, it was found that these five militant associates were affiliated to militant outfit ISJK and had carried out a recce of Army camp to launch an attack. “The five militant associates were waiting for the weapon consignment from Pakistan and in between, we received the specific information about that group following which the arrests were made,” the SSP said. The group, according to the SSP, Bandipora, was involved in making flags to recruit local boys and were sharing videos and photographs while propagating their ideology also. “The group was providing support, motivating and radicalizing the youths to join the ISJK militant outfit. They were making ISJK flags in Chittibandy-Aragam area of Bandipora and supplying the same to their associates in Srinagar”, the SSP said. Arms, ammunition, matrix sheets and ISJK flags were recovered from possession of the arrested militants. The identities of the arrestees are yet to be ascertained.

The 13,500-page chargesheet names people who were arrested from Pulwama for providing shelter and shooting the last video of Adil Dar, the suicide bomber who used around 200 kilograms of explosives in the attack. As many as seven people have been arrested so far by the NIA in this case. Besides Azhar, those charge sheeted include seven militants who were killed in various encounters and four absconders, two of whom are still hiding in J&K— one of them a local and the other a Pakistani national. Two relatives of Masood Azhar — Abdula Rauf and Ammar Alvi — have been named in the chargesheet as the main conspirators behind the case. Pakistani troops violated the Cease Fire Agreement (CFA) by resorting to intense shelling in forward areas along the Line of Control (LoC) in Poonch District of Jammu and Kashmir (J&K) in India on August 28 night, reports Zee News. A defence spokesperson said, "Around 10 pm, Pakistan initiated unprovoked ceasefire violation by firing with small arms and intense shelling with mortars in Degwar and Malti sectors." However, there has been no report of any casualty on the Indian side in the CFA violation.

The militants were identified as Saqib Bashir Khanday, Umar Tariq Bhat and Zubair Ahmad Shiekh, all residents of Drangbal Pampore. Inspector General of Police (IGP), Vijay Kumar, said, “As per Police records, the trio was part of groups involved in planning and executing several terror attacks in the area.”

A Junior Commissioned Officer (JCO) was killed as Pakistan troops violated cease fire agreement (CFA) by initiating unprovoked firing along the Line of Control (LoC) in Rajouri District of Jammu and Kashmir (J&K) in India on August 30, reports The Times of India. Naib Subedar Rajwinder Singh (40) of Sikh Light Infantry Regiment was critically injured after Pakistan breached the truce early on August 30, resorting to small arms firing at Kalsiyan, Khanger and Bhawani areas along the LoC in Nowshera sector. Rajwinder Singh later succumbed to his injuries.

A joint team of Jammu and Kashmir Police (JKP) and Army neutralised a Lashkar-e-Taiba (LeT) terror module and arrested three militants in Mahore area in Reasi District of Jammu and Kashmir (J&K) in India on August 31, reports The Times of India. The arrested trio, Ghulam Hussain, Abdul Aziz and Ashfaq Ahmed was in contact with Pakistani handler Mohammad Qasim of Mahore, who exfiltrated to Pakistan occupied Kashmir (PoK) in 2002, via different means, and some benami transactions in different accounts of the accused were detected, Reasi, Senior Superintendent of Police (SSP), Rashmi Wazir, said. The LeT module was tasked with reviving the organisation in Mahore. Some families of slain terrorists who received financial aid from Pakistan’s Inter-Services Intelligence (ISI) were also identified, the SSP said, adding that the involvement of more suspects was found in this module and further probe is in progress.
