Another civilian present in the residence using an axe, killed the mercenary. His associate escaped from the residence.

Seven civilians, part of a marriage party, were massacred by unidentified terrorists at Trinagal in Udhampur district on December 2. News reports indicated that the civilians were proceeding for a marriage when they were stopped by terrorists posing as security forces (SFs) and questioned. Suspicious of the questioners, the civilians attempted to escape when the terrorists opened fire and killed seven. Two others managed to escape and informed SFs about the massacre. The site of this massacre is close to Galyot where four Village Defence Committee (VDC) members and three civilians were massacred by unidentified terrorists posing as SF personnel. In a statement on December 2, the Hizb-ul-Mujahideen (HM) said that its members had carried out the attack at Galyot. The statement claimed that four SF personnel and three VDC members had been killed in the attack and their weapons looted.

The Assam government on December 3 decided to defer the panchayat (local level) elections in the Bodoland Autonomous Council (BAC) areas spread over eight districts of the State. The State Panchayat and Rural Development Minister, Bhumidhar Barman said that an emergency Cabinet meeting on the same day in Guwahati decided to defer the panchayat polls in the BAC areas in view of the protest voiced by Bodo Liberation Tigers (BLT) and its allies. The slain judge, V K Phull was the District and Sessions judge of Rajouri district and was going to Poonch for a wedding. News reports said that the judge and the others were travelling by a car when they were stopped by a group of terrorists posing as security force (SF) personnel. On spotting the PSOs in SF uniforms, the terrorists opened fire killing the judge and the other three persons accompanying him. The driver of a truck, which was present in the spot, sustained injuries in the attack. V K Phull is the first serving judicial officer to be killed by terrorists, since the insurgency began in 1988.

Inspector General of Police (IGP), Kashmir Zone, K Rajendra Kumar while speaking to the press said that the operation began after a Hizb-ul-Mujahideen (HM) terrorist, Rasheed Lone alias Ashfaq Maulvi, was arrested on the outskirts of Srinagar on December 6. He was carrying Rs. four million in cash and a satellite phone. He confessed that he was to deliver the cash to the HM’s "divisional commander" for north Kashmir, Nazir Ahmed Yatoo alias Shakir Gaznavi. His confession also revealed that he was being accompanied by Shafeeq-ur-Rehman Bajwa alias Fayaz, a Pakistani HM mercenary who was in charge of the outfit’s logistics and financial matters. Shafeeq Bajwa, however managed to escape when Rasheed Lone was intercepted and arrested. While search operations were launched to locate Shafeeq Bajwa and Nazir Yatoo, police also launched a series of raids at the business and residential properties of some major Kashmiri businessmen, who Rasheed Lone identified as being associated in the covert financial network. The police official, however, refused to identify the business houses involved in the network and only said that ten persons, whose identities he refused to disclose, were taken into custody for questioning. News reports however, identified the business houses as the Koh-e-Noor group and Hubba Bubba group of Srinagar, a Baramulla-based businessman Mohammad Abdullah Wasil, several Srinagar based businessmen including an arts exporter Mohammad Shafi Mir, Ahangar, Mohammad Shafi Dar and Farooq Ahmed Bhat. According to media reports, a group of unidentified terrorists appeared at Poshkreeri village, in Anantnag, and opened indiscriminate gunfire on a cluster of houses. Members of the minority Sikh community have been living in these houses, protected by police. Three women were killed in this incident. Around the same time, another group of unidentified terrorists attacked a cluster of houses occupied by the minority Hindu community in the adjacent Hugam village. One woman was killed while two of her daughters were injured in this incident. A police personnel was also injured in the same incident. Security force personnel have launched a combing operation in the area to arrest the terrorists. Ayubi is also reported to have confessed during interrogation that he was being assisted in his task by Mushtaq Wani, a top politician in Lolab, Srinagar. A Personal Security Officer (PSO) of Wani has reportedly been arrested, but his identity couldn’t be ascertained immediately. Ayub has also reportedly disclosed that the Al Qaeda had spread its network in Jammu and Kashmir (J&K), New Delhi, Mumbai and Uttar Pradesh, besides to a couple of other Indian cities much before the United States declared a war on Taliban and Al Qaeda. According to news sources, Ayub was arrested from an official quarter in Poonch House, Panjtirthi on the basis of specific information about his infiltration into the City. Official sources said a group of eight terrorists, all of whom were believed to be foreign mercenaries, attacked the house of Talib Hussain and over-powered three police personnel. Talib Hussain was not present in the house. The terrorists snatched all eight rifles from the police personnel along with ammunition. While police sources indicated that Saifullah was LeT’s ‘district commander’ for Bandipore, a Defence spokesperson maintained that he was the outfit’s ‘deputy chief of operations’ in the Kashmir valley. Saifullah was in the news earlier this month when security forces had interrogated nine women from three Bandipore villages on the allegation that they had active links with the Lashkar commander. Two women were later booked under law as Saifullah’s wireless set was recovered from one of them. Ministry of External Affairs spokesperson Nirupama Rao, while speaking to the media, said the LeT was saying that it was moving towards Kashmir. "It clearly shows they have not abandoned their ways and not decided to abstain from further acts of terrorism against India", she said, adding that Pakistan’s assertion "does not seem to go far enough to address our (India’s) concerns". Speaking on the same issue, External Affairs Minister Jaswant Singh, said, "I must make it clear that a kind of trickery, that is simply changing names, shifting headquarters from one part of Pakistan to another or to indulge in cosmetic seizure of assets is really to make a mockery of the gravity of the situation and the enormity of the issues that we confront". US Secretary of State Colin Powell said in Washington that he had added the two Pakistan-based outfits to the State Department's terrorism blacklist. Powell said he was designating the LeT and the JeM as foreign terrorist organisations under US law. He said in a statement that the move was "another important step in our campaign to eliminate the scourge of terrorism." He added, "These groups, which claim to be supporting the people of Kashmir have conducted numerous terrorist attacks in India and Pakistan." He further said, "The United States looks forward to working with the governments of both India and Pakistan to shut these groups down." The designation of both groups as terrorist outfits makes it illegal for supporters in the United States to provide them with material support and requires US financial institutions to block their assets. US authorities are also authorised to deny visas to group members. Another outfit active in Jammu and Kashmir, the Harkat-ul-Mujahideen (HuM), is already on the US list of designated terrorist outfits.
