According to the Daily Excelsior, unspecified number of terrorists appeared near the SOG camp, housed in a building of the District Institute of Education and Technology (DIET) near Town Hall in Sopore township of Baramulla district at around 0600 hrs (IST). Hurling grenades and firing from automatic weapons, the terrorists managed to enter the fortified camp in which about 40 personnel of SOG and CRPF 16 Bn were present. The attack set off a fierce gunfight leaving five CRPF soldiers fatally wounded. Meanwhile, an unidentified caller claiming to be the spokesman of the Al-Mansoorian outfit owned responsibility for carrying out the attack through a telephone call to a local news agency, Current News Service (CNS).

On December 5, terrorists detonated a powerful remote-controlled Improvised Explosive Device (IED), hidden in an underground water pipe, the moment a private vehicle driven by a civilian driver and carrying soldiers of Ist Rashtriya Rifles and a Special Police Officer (SPO), passed over it one kilometer short of Naiyna Batpora village in Pulwama district. The powerful blast reportedly hurled the car skyward and left a 10-feet (3-meter) wide crater in the road, killing all nine soldiers including an officer, a Special Police Officer (SPO) and the civilian driver. Later, a person claiming to be a spokesman for the Hizb-ul-Mujahideen (HM) terrorist outfit claimed responsibility for the blast in a telephone call to a local news agency, Kashmir News Service (KNS).

Eight senior terrorists of the Lashkar-e-Toiba (LeT) and JeM have been repatriated to Pakistan through Wagah border after being released from different jails of the country. Forty eight border crossers of Pakistan, who were also involved in the offences like transportation of arms and narcotics besides acting as guides of the terrorists are also being released "in the next few days", reports added. However, according to the Daily Excelsior, the State Intelligence agencies wanted all eight LeT and JeM terrorists to be detained for two more years under the Public Safety Act (PSA). "All necessary formalities in this regard (PSA detention for two more years) had been completed for eight militants but a Jammu-based politician secured a legal order for their release", they said.

Daily Excelsior reports that on December 7, Pakistan rejected India’s new offer of use of entry permits along with passports by the passengers and insisting on state subject certificate as travel document for the Srinagar-Muzaffarabad bus link. India made the offer on the opening day of the two-day technical level talks on the bus service to overcome the documentation issue while Pakistan stuck to its position that State subject certificate should work as identity on the basis of which the two sides can allow Kashmiris to visit the other side of the Line of Control (LoC). While India favoured use of the bus service by all Indians, Pakistan insisted that it should be exclusively for the Kashmiris from both sides. The Indian side at the talks was led by Alok Rawat, Joint Secretary in the Road Transport Ministry, while the Pakistani delegation was led by Jalil Abbas Jilani, Director General (South Asia) in the foreign office.

Providing details, the Minister disclosed that a total of 255 army personnel were killed during 2004 as compared to 464, 408 and 448 in 2001, 2002 and 2003 respectively. He also ruled out withdrawal of the troops from the Siachen Glacier, adding that there is no such move. He stated that Defence Secretaries of India and Pakistan held talks in Delhi on August 5 and 6 on the Siachen Glacier but what was discussed were "modalities for disengagement and redeployment of troops" and the same were subsequently approved by the external affairs ministers of the two countries while reviewing the status of the composite dialogue.

Official sources said troops of 37 Rashtriya Rifles, SOG and Mendhar Police, who had killed two terrorists at Naika Majari in Mendhar on December 31, continued their search for the third terrorist, who had escaped during the earlier operation. The slain terrorist has been identified as Hizb ‘commander’ Abu Askari and one AK rifle, three magazines, 80 rounds and 3 kg RDX were recovered from him.

Three Lashkar-e-Toiba (LeT) cadres were killed during an encounter that ensued after security force (SF) personnel raided their hideout at Nawpora Reban in the Sopore area of Baramulla district. Further in Sopore, suspected terrorists are reported to have shot dead a fruit merchant, Ghulam Mohammad Bhat, at his residence. During a separate encounter at Naika Majari in the Mendhar area of Poonch district, SF personnel killed two more LeT cadres, identified as Abu Katal and Abu Larvi. Two AK-47 rifles, three magazines, 90 rounds of ammunition, one wireless set, eight hand grenades, six detonators and some eatables were recovered from the incident site.
