Mohd Hayat Bhoru (code Danish), who had undergone training in different camps in Pakistan occupied Kashmir for five and a half years, was en route to Jammu city to create a safe hideout for HM ‘divisional commander’ Maqsood Bhat, presently operating in the Neel area of Banihal, who had been directed by Pakistan’s Inter-Services Intelligence to carry out a major terrorist attack in Jammu city.

Meanwhile, Police recovered the bullet-riddled dead body of 25-year-old Firdous Ahmad Rishi from the outskirts of village Dooru, near Zainageer Canal in the Anantnag district. Reportedly abducted by armed militants from his village on December 2-evening, Rishi was found killed in the same area where a 22-year-old seminary student, Shahzad Ahmed Palla, had been abducted and slaughtered just a day before. Even as no militant outfit has claimed responsibility, officials indicated that militants of the Harkat-ul-Mujahideen (HuM) and Jaish-e-Mohammed could have been responsible for the killing.

Security forces (SFs) killed Al Badr Mujahideen's ‘chief commander’ in Kashmir valley, Bilal Afghani alias Chhotta Bilal, during a 24-hour-long encounter at Aarth village in the Budgam district on December 3. Sources told Daily Excelsior that the 24-hour-long operation of Budgam Police and Central Reserve Police Force at village Aarth came to an end on December 3-evening with the recovery of Bilal Afghani's dead body. One AK-47 rifle, one UBGL and one grenade-thrower were also recovered from the debris of the house that was destroyed during the course of the encounter. Senior Superintendent of Police (Budgam), Syed Ashiq Hussain Bukhari, confirmed Afghani's death and said that the 30-year-old Pakistani militant had operated in Budgam district for nearly five years after having operated in the Bandipora area in north Kashmir for two years. He informed that Afghani was involved in over two dozen attacks on Police and security forces besides civilian targets, primarily in the Beerwah-Tangmarg belt.

Meanwhile, Nasir Ahmad Bhat, the head of the Hizb-ul-Mujahideen’s (HM) operations in Jammu and Kashmir, was arrested in a raid near Pulwama on December 4, according to The Hindu. A resident of the village Arwani in the southern Kashmir district of Anantnag, Bhat is the senior-most HM ‘commander’ to have ever been arrested. Bhat’s arrest, police sources said, has retarded the group’s plans to sabotage State elections scheduled to be held next summer. Operating under the direct command of the HM’s Rawalpindi-based chief, Mohammad Yusuf Shah a.k.a. Syed Salahuddin, Bhat had the overall responsibility of its operations within Jammu and Kashmir. Over the past three years, he is believed to have directed a string of bombings and shootouts which claimed several hundred lives. Bhat - who used the codename ‘Ghazi Misbahuddin’ - had been despatched to rebuild the Hizb-ul-Mujahideen after it lost a series of top commanders to Indian counter-terrorism operations in 2003-2004.

Syed Salahuddin, chairman of the United Jihad Council (UJC) and ‘supreme commander’ of the Hizb-ul-Mujahideen (HM), said on December 15 that the militant leadership is ready to support the Irish peace model as a first step towards the solution of Kashmir issue, provided Government of India accepts the disputed status of Kashmir issue, Kashmir Times reported. In an interview to a local news agency Current News Service, Salahuddin said, “The Kashmir issue is unresolved for last 60 years. Government of India must accept the disputed status of Kashmir issue. In that case we are ready to support the Irish peace model as the first step towards the solution. The other related steps must follow in a phased manner.” He rejected the four point formula of Pakistan president Pervez Musharraf saying it has created doubts in the minds of people since the formula has not been explained. "Different parties and people are differently interpreting the formula. Mehbooba Mufti is interpreting it according to her own interests and same is the case with other parties," the UJC chairman said. Describing the India-Pakistan talks on Kashmir as a futile exercise, he stated that Musharraf was expecting a breakthrough from the dialogue. "We had already predicted that the talks are not going to yield any results. Implementation of UN resolution is the only solution of Kashmir issue and all other activities in this regard are neither a solution nor acceptable to people," Salahuddin said. He denied that there was any pressure on militant groups from Pakistan and added that militancy is more effective and self reliant at this time. "Whosoever comes into power in Pakistan, they can not stop the struggle in Kashmir. Our struggle is not for the freedom of Pakistan but for the survival of Kashmiris," he claimed. Salahuddin opined that the ongoing movement would continue even if Pakistan stops supporting it.

This information was revealed in a report appearing in Scotland on December 23. “A Scottish gang is bankrolling murderous terrorist attacks in Kashmir, raising hundreds of thousands of pounds each year through counterfeiting and mortgage fraud,” the report said. The report quoting MI 5 sources revealed, “Around 50 Scots Asians - most of them in Glasgow - are raising funds for Jaish-e-Mohammed (JeM), a Kashmiri separatist group responsible for hundreds of deaths and reportedly involved in the kidnap and murder of American journalist Daniel Pearl.” It said that much of the cash raised in Scotland is sent first to Dubai, where it is laundered, and then passed on to JeM terrorists operating in Kashmir. The report revealed that up to £50,000 a month is raised in Scotland. As well as money from mortgage fraud, around £15,000 of this total is raised by selling counterfeit DVDs, CDs and clothing at market stalls and in pubs and clubs across Scotland. MI5 estimates that there are about 50 hardcore JeM sympathisers living in Scotland, responsible for shipping half a million pounds abroad every year to fund the militants' activities halfway across the world.

Sources told Daily Excelsior that SF personnel entered Palnoo village after receiving information regarding the presence of three local militants of the Hizb-ul-Mujahideen (HM), Asgar, Jehangir and Firdaus. The three reportedly took shelter inside the village mosque and refused to come out. During the course of negotiations by civilians, the militants opened fire in which a civilian and a soldier were wounded. Officials stated that the holed up militants captured five men of the civilian rescue team and held them hostage. The security personnel lobbed tear gas shells, forcing the three militants to come out. They then engaged the captors in a gun battle in which two militants were killed, police sources said. Another militant fled and took shelter in one of the minarets of the mosque and engaged the police in an encounter for nearly an hour, after which he too was eliminated. The DIG H.K. Lohia said all the five hostages were unharmed and the mosque suffered no damage in the gun battle. According to sources, there were clear instructions to maintain a tight cordon around the Jamia Masjid (mosque) of Palnoo village so as to ensure that the three local ‘commanders’ of the Hizb-ul-Mujahideen (HM) did not manage to escape, adds Daily Excelsior. The militants killed on the mosque premises were identified as Shiraz Ahmad Bhat alias Asgar, Muddasir Ahmad Mir alias Jehangir and Ishfaq Ahmad Wagay.

Official sources said the questioning of two HuJI militants, Mohammed Khalid and Mohammed Tariq, residents of Jaunpur and Azamgarh in Uttar Pradesh respectively, who were arrested by the Uttar Pradesh Police from near Barabanki railway station on December 21, revealed that Tariq Kashmiri was also part of the HuJI network involved in the November 23 serial bomb blasts in court complexes of Uttar Pradesh. Tariq Kashmiri is the second militant to be detained in Jammu region on the basis of Khalid and Tariq’s questioning.
