In a separate incident, another BSF Sub-Inspector, Kalu Ram, sustained injuries when he stepped over an anti-personnel mine (APM) near Kirpan post in Poonch District on December 1. He had gone to inquire about the November 30’s landmine blast in which a trooper got seriously injured.

Hours after the three-day-old curfew was lifted in most of the downtown localities in Srinagar (Srinagar District), sectarian clashes erupted again on December 1, forcing the authorities to re-impose curfew. District Magistrate Baseer Ahmad Khan told that curfew was lifted on night of November 30, from the areas falling under the limits of the nine Police Stations. “However, in the morning (December 1) unruly groups of the two warring sects gathered in the Zadibal and Nowhatta areas and resorted to intense stone-pelting”. “Consequently, we have issued prohibitory orders under Section 144 CrPC in the areas falling under the Police Stations of Zadibal and Nowhatta besides the Urdu Bazar Police Post in the Fatehkadal area”. He said the restrictions, commonly known as curfew, would remain in force indefinitely.

Sources said that the relaxation would come into force from December 1 (today), subject to November 30’s night remain peaceful. Senior Superintendent of Police Ashiq Bukhari said, “As of now Srinagar is normal and the situation is under control. Barring a couple of minor encounters between stone-pelting groups and the Police on 90-Ft. Road at Soura and Bohrikadal in downtown, no untoward incident was reported.” No one was injured in the incident. For the third day running, however, Kashmir University did not conduct its graduate and post-graduate examinations.

Security Forces (SFs) observed movement of three different militant groups comprising four to five militants each, with arms and ammunition close to Dakku post of Pakistan Army opposite Krishna Ghati sector (Poonch District), reports Daily Excelsior on December 2. Sources said that the groups are camping along the LoC have tried to sneak into the Indian side during firing by the Pakistan Army between November 25 and November 27. They further added that most of the ceasefire violations by the Pakistan Army in Poonch District have been reported from Krishna Ghati sector. Infiltration attempts by the militants were the major reason for firing from across the LoC.

A designated Terrorist and Disruptive Activities (Prevention) Act (TADA) Court, presided by Sanjeev Gupta, on December 3, awarded double life-imprisonment to two Hizb-ul-Mujahideen (HM) militants, Nazir Ahmed Sheikh alias Gul-Danter and Showkat Ahmed Khan alias Pupwaja, while Farooq Ahmed Chichoo was sentenced to five years Rigorous Imprisonment after 22 years long investigation and trial, reports Daily Excelsior. The HM militants were involved in the killing of Border Security Force (BSF) Inspector Dharamvir Sharma on October 26, 1990, within the limits of Nishant Police Station (Srinagar District). On October 27, 1990 the dead body was disposed off as unidentified. However, on the same day, Deputy Commandant 24th Battalion of BSF lodged a report with Nishat Police regarding the missing of Dharamvir Sharma. On the basis of clothing and photographs, the dead body was later identified as that of Inspector Sharma. The militants, according to The Hindu, are affiliated to Jammu and Kashmir Liberation Front (JKLF) and not HM.

The Divisional Commissioner’s office in Kashmir put the voting percentage at 97.3 per cent. Earlier, Chief Electoral Officer (CEO), Umang Narula had earlier, tentatively, put the voting percentage at 90. As reported earlier, militant outfits had earlier threatened and shot dead Panchayat members forcing many to resign, both formally and informally through public channels.

Sources said that the top five ‘commanders’ have already infiltrated into Jammu and Kashmir (J&K) through Samba sector (Samba District) in July this year. Shah Chand Khan is the ‘commander-in-chief’ of the outfit in J&K and Badshah Khan, Noor Mohammad, Abdul Razak and Muneer Khan are his associates. The militant outfit is said to have close links with the Haqqani Network. A meeting was held at Lahore (Pakistan) on July 10, 2012, and soon after the top commanders were ‘launched’. All the five ‘commanders’ are said to be Pakistani nationals with Abdul Razak belonging to Gujranwala (Gujranwala District in Pakistan) and Muneer Khan to Rawalakot, (Poonch District) in Pakistan occupied Kashmir (PoK). Badshah Khan who is the main ‘commander’ after Chand Khan is brother of Sajjad Afghani, the top ‘commander’ of Harkat-ul-Mujahideen (HuM) who was killed in Kot-Balwal Jail break, Jammu, in 1999. Badshah Khan has reportedly visited his brother's grave in Jammu District and offered prayers there, soon after his infiltration. HuA was formed by the merger of two Pakistani militant outfits, Harkat-ul-Jihad-al-Islami and Harkat-ul-Mujahideen, and was led by Maulana Saadatullah Khan and the organization took part in Afghan war. HuA was also operating in Myanmar, Tajikistan, and Bosnia-Herzegovina. In late 1990s it was operating in Jammu and Kashmir. It was declared a terrorist organization by USA in 1997 and the group then recast as Harkat-ul-Mujahideen in 1998.

In a written reply to the Lok Sabha (Lower House of Parliament) Minister of State for Home Affairs Mullappally Ramachandran said that there are about 2,500 militants in various camps in Pakistan and Pakistan occupied Kashmir (PoK) and that the terror infrastructure in Pakistan or PoK still remains intact, reports The Hindu on December 5. The reply further reads, “Reports indicate that there are 42 militant camps functioning across the borders, 25 in PoK and 17 in Pakistan with about 2,500 militants”. The reply however says that a decline in infiltration attempts in the last five years has been observed — 535 in 2007, 342 in 2008, 485 in 2009, 489 in 2010, 247 in 2011 and 249 till October this year. A senior army officer, while confirming the cyber training to girls, said that it was worrisome as these girls could be pushed to this side of border after arranging their marriages in Jammu and Kashmir (J&K). He further says, "In the past few months some militants, along with their Pakistani wives, have entered the country. These security agencies are not being given permission to quiz the women". It is also reported that these girls have already completed their training in handling grenades, small weapons, explosives, sabotage activities etc. It is worth mentioning here that, Ashiya, wife of Havildar Mohammed Sajjad of the Pakistan Army, resident of village Patni in the Jhelum area of PoK, during her interrogation and in a recorded statement, she had revealed that she was trained by the ISI in militancy-related activities and about 80 such girls were also getting training in the camps being run and financed by the ISI. Official sources said Pakistani troops resumed firing on the Indian Army posts at 8.30pm. The firing was reported from more than half a dozen posts till 10.30pm. Pakistan Army also used heavy fire arms in targeting the posts on this side of the Line of Control (LoC). Police identified the dead ‘divisional commander’ of LeT for North Kashmir as Pakistani national Abu Zarar. He was looking after Bandipora, Lolab and Sopore area of North Kashmir. The other two have been identified as a local militant Khitab of Kulgam district of South Kashmir and Pakistan national Yehya Khan of Jaish-e-Mohammad outfit. Three Army personnel also sustained injuries during the operations. Police said that two AK 47 rifles, 4 AK-47 magazines, one pistol, one magazines and one grenade have been recovered from the Mundji encounter site. The Security Forces (SFs) had condoned off the forest areas after receiving information about the presence of four militants. The hunt for the fourth militant, Fahadullah, the ‘commander-in-chief’ of LeT, is still going on. Fahadullah, reportedly, infiltrated into the Indian side in 2007 and graduated to the LeT ‘chief’ as the successive chiefs were killed over the years.

Commenting on the seriousness of the problem, he said "It (Maoism) is definitely the largest threat in terms of task given to the CRPF." He further added that, of the total of 207 CRPF battalions, around 37 to 38 percent forces have been deployed in the Maoist affected areas of the country alone, followed by 33 percent in Jammu and Kashmir (J&K), 28 percent in the northeast region and remaining in various parts of the country. The Security Forces (SFs) shot dead six militants belonging to Lashkar-e-Toiba (LeT) outfit in village Saidapora of Sopore locality in Baramulla District on December 18, reports Daily Excelsior. The group, which consist one local militant, identified as Athar Naveed Dar, a resident of Bismilla Colony, Model town, Sopore, was being tracked by the SFs for more than a week now. The rest of the militants, reportedly, are of foreign origin. Superintendent of Police (SP) Sopore, Imtiaz Hussain said that Dar was involved in an attack on an Army patrol in South Kashmir township of Pampore (Pulwama District) in July this year. The operation is still going on and SFs believe that there is at least one more militant trapped inside the village. Two houses, in which the militants took shelter, and a cattle-shed were damaged in the encounter so far. It is worth mentioning here that this is the same area where SFs shot dead a ‘divisional commander’ of LeT and two other militants on December 13.

The data compiled till the end of November 2012, says that only one militant has surrendered this year, whereas 19 militants have surrendered in 2011, 20 militants in 2010, 15 such militants have surrendered in 2009, 38 in 2008, 122 in 2007, 190 in 2006, 64 in 2005, 137 in 2004, 119 in 2003, 159 in 2002, 85 in 2001 and 104 in 2000. The report also says that under the Rehabilitation Policy initiated by the State and Union government 2,881 militants have been rehabilitated, helping them with a fixed deposit for three years of an amount of INR 300,000 and monthly relief of INR 3,000.

The data compiled till November 2012, further says that 11,576 pistols and revolvers along with 1,028 universal machine guns, 80 carbines, 2,264 rocket-propelled grenade launchers, 221 light machine guns/self-loading rifles, 306 .303 rifles, 394 sniper rifles, 69 general purpose machine guns and 2,830 rocket boosters have also been recovered. The AK rifles recovered include those of the 47, 56, 74 series. While 160 AK assault rifles were recovered in 2012, as compared to 177 pieces in 2011. Similarly, 181 pistols were recovered in 2012 as against 162 in 2011. The highest numbers of AK rifles seized were 3,504 rifles, in 1992 and the highest cache of 1,052 were recovered in 1996.

Curfew like restrictions were imposed in the Pulwama town (Pulwama District) since December 28, reports Daily Excelsior. The restrictions was imposed following violent protests in the wake of seven persons being injured in firing by SFs in an operation in village Chandigam and Pulwama town in which two Lashkar-e-Toiba (LeT) militants were shot dead by SFs. Seven persons also sustained injured in firing by SFs. The restrictions were lifted in the evening of December 29, and later re-imposed following sporadic incidents of stone pelting and violent protests in the area. It may be mentioned here that both the moderate and hard-line factions of the All Party Hurriyat Conference (APHC) have called for a complete strike on December 31 demanding withdrawal of armed forces from towns and cities and repealing of the Armed Forces Special Powers Act (AFSPA). Muslim Khawateen Markaz, Jammu and Kashmir Liberation Front - Haqeeqi (JKLF-H), Democratic Political Movement and Salvation Movement have already extended their support to the shutdown. Syed Ali Shah Geelani, Shabir Ahmad Shah, Mohammad Ashraf Sehrai and Nayeem Ahmad Khan have been placed under house arrest ahead general strike.

As many as 12,005 Improvised Explosive Devices (IEDs) and grenade blasts were triggered by militants to target Security Force personnel and civilians in the State since 1990, in which 1770 persons were killed and 15725 persons injured, according to a report compiled by State Home Ministry (data up to November 30, 2012), Greater Kashmir reported on December 31. Of the 12005 explosions, 5725 were caused by IEDs and 6278 by hurling grenades, the report said. The highest number of 1522 explosions took place in 1990 in which 12 persons were killed and 185 injured followed by 1005 explosions in 1993 in which 79 persons were killed and 719 injured, the report added. The highest number of 153 persons were killed and 1021 injured in 945 blasts in 1995 followed by killing of 133 persons and injuring 1,443 persons in 775 blasts in 2001, it said. There have been 33 grenade attacks and IED explosions in 2012 as compared to 41 last year, it said, adding that there has been increase in incidents of hurling of grenades in 2012 as 28 grenades blasts were triggered by militants this year as compared to figure of 25 in 2011. As many as three people were killed in grenade attacks and IED explosions in 2012 and 39 injured as compared to last year's figures of seven deaths and injuries to 42 people. Militants are using IEDs and grenades to cause casualties to security forces and civilians thereby avoiding direct conflict with security forces, an unnamed senior Police officer said. He said this is was part of their 'target-and-hit' strategy to avoid their own casualties.

The report said that the posters put up in the Jammu region by these two outfits have warned the locals from providing information to Security Forces. It also issued a threat to companies involved in railway construction work. Director General of Police (DGP) Ashok Prasad said on December 31 that Police has made every effort to maintain public order and peace to the satisfaction of the people of the State and instill a sense of security among them. He said the conventional curricula have been modified, wherever required, to make it capable for meeting the latest requirements. Various special training courses have been introduced in these training institutions to equip the personnel with the skills of investigation and crime detection. During the year, more than 11,000 personnel and officers were imparted training in different skills and deployed in varied areas of policing. In addition 650 personnel were deputed for special technological skills outside the State and abroad, the DGP said.

In the night of December 31, Pakistan Army violating ceasefire resorted to firing at three posts of Army in Krishna Ghati (KG) sector in Poonch District, Daily Excelsior reported. Official sources said Pakistan Army started firing from their forward posts on the Line of Control (LoC) at KG sector at 11pm. The firing continued for about two hours. Indian side retaliated to ensure that the militants, if any, didn’t manage to infiltrate into this side under the cover of firing from across the LoC. No casualties or damage was reported on Indian side during the firing, sources said. Troops conducted searches on the LoC in the morning of January 1 in entire KG sector. However, there were no traces of any intrusion on the LoC.

Rediff on January 1 reported that the Lashkar-e-Toiba (LeT) in the past two years, since 2010 ‘uprising’, has managed to rope in nearly 70 recruits -- mostly in the age group of 20 and 25. Intelligence officials say that the main trouble they face is that the newer recruits are locals of the Valley. They have better understanding of the terrain which makes their hiding and escape easier. The new recruits have been tracked through a missing persons' chart prepared by the Jammu and Kashmir Police. These persons have gone missing since the past two years. While many have been taken to Pakistan for training, several other have already joined the LeT and are engaged in a battle against India. Sources in the Intelligence Bureau have said that the 2010 ‘uprising’ in Kashmir has started to show its effects today. The Union Ministry of Home Affairs (MHA) in 2010 had put out a warning that the escalation of violence in the region was being fuelled by the LeT through its cronies. A majority of the stone-pelters during that ‘uprising’ were found to be LeT cadres who continued their battle against security agencies.

The separatist sponsored strike against Friday's (December 28) SF firing on protesters paralysed life in Kashmir valley on December 31 while curfew in town of Pulwama (Pulwama District) continued for fourth day, reports Daily Excelsior. As reported earlier, seven protesters were injured in firing on December 28. Police had claimed that curfew in Pulwama was imposed after SFs’ firing on protesters, who, as per Police, had blocked the way for SF vehicles in which four security personnel injured in the Chandipora ( Pulwama) encounter (December 28) were being removed to hospital for treatment.
