An encounter is going on between Security Forces (SFs) and militants at Shatipora village in Rajwar area of Handwara town in Kupwara District reported Daily Excelsior on December 3. The IGP Mir said that on a tip off, Handwara Police and SFs launched a cordon and search operation in Shatipora in Rajwar area of Handwara. “Militants fired upon the joint forces triggering an encounter. The encounter was going on till the reports last came in”, he added. Sources said that SFs had information about the presence of six militants in the village when they cordoned it off this afternoon. “We had information about the presence of LeT chief for North Kashmir, Wali Bhia among the six militants present inside the village. We are not sure whether he has left before the operation or not as only three have been trapped”, sources added.

One Station House Officer (SHO), identified as Shabir Ahmad, was killed and three others including two Policemen were injured in militants attack at Chadoora chowk market of Budgam District on December 2, reports Daily Excelsior. Inspector General of Police (IGP), A G Mir, said that it was a busy market place and Police didn’t retaliate to avoid the collateral damage. He said that the attack was carried out by Lashkar-e-Toiba (LeT) and Police have got certain leads on which they are working. A militant outfit Al-Nasereen has claimed the responsibility of the attack. The spokesman of the outfit, Sami-ul-Haq, in a statement told a local news agency said that militants of the outfit carried out the attack in which SHO was killed.

Security Forces (SFs) on December 3 killed divisional commander of Lashkar-e-Toiba (LeT) militant outfit and his two associates in a fierce gun battle in Handwara area of Kupwara District during which two Army personnel were also injured, reports Daily Excelsior. Director General of Police, Ashok Prasad said that Police got information about the presence of the militants in the area and developed it that led to the successful operation. The Police chief said that Police, Special Operations Group of the Police, 30 Rashtriya Rifles and 21 RR of Army launched a joint operation on December 2 during which the three militants of the LeT were killed.

Kashmir is a flashpoint that can trigger a fourth war between Pakistan and India anytime, Prime Minister Nawaz Sharif said, seeking an early settlement of the issue, reports The Times of India. He also said he had a dream of seeing Indian Kashmir free and hoped to see it happen during his lifetime. "Kashmir is a flashpoint and can trigger a fourth war between the two nuclear powers at anytime," he was quoted as saying in his brief address to the budget session of the Pakistan Occupied Kashmir (PoK) Council. The statement quoted Sharif as saying that the Kashmir issue should be settled according to the aspirations of the people and the United Nation (UN) resolutions as peace in the region was not possible without it. "The Prime Minister said that he had a dream of seeing held-Kashmir free from the Indian occupation and desired that this dream could turn into reality during his lifetime," the statement said.

Pakistan's Inter-Services Intelligence (ISI) agency and other "agencies of Islamic Republic of Pakistan" have been funding activities of Hizbul Mujahideen (HM) in Jammu and Kashmir (J&K) through cross-border trade between India and Pakistan, a chargesheet filed by the National Investigation Agency (NIA) in a case of terror funding has said reported The Times of India on December 5. The chargesheet filed on November 30, 2013, against HM ‘chief’ Syed Salahuddin and nine others, the chargesheet was on December 3 taken cognizance of by the NIA special court in Delhi. Detailing methods of funding terror activities in the Valley, the chargesheet said terrorists of HM, who crossed over to Pakistan in the garb of traders, were involved in trade across the Line of Control (LoC) and misused it to send money and weapons to the Indian side from Pakistan occupied Kashmir (PoK) and Pakistan. It said some truck drivers were also involved in it. This and other methods of funding led to an inflow of INR 800 million into the coffers of Hizb in the past eight years, the chargesheet added. NIA claimed to have evidence that "around 263 individuals based in PoK who are assigned the work of relief takers in Pakistan/PoK" is active terrorists of HM. These relief takers had obtained INR 20.9 million from J&K Affectees Relief Trust (JKART), an over ground NGO working as a front for HM to fund terror, for further distribution among 673 beneficiaries. According to NIA charge sheet, HM pays monthly salary to members associated with it and their "remuneration" has surged around five folds in 2011 compared to what was paid to them in 1990s. "Investigation has revealed that each active cadre of HM receives monthly funds on regular basis for his association with the said outfit. This monthly remuneration has increased from Rs 2,000-3,000 per month in 1990s to Rs 10,000-12,000 per month in 2011," the probe agency said.

Samba Police and Special Operations Group (SOG) on December 4 night conducted massive searches operations at Ramgarh village and surrounding areas in Samba District after an input by an Intelligence agency regarding infiltration of four militants, reports Daily Excelsior. The Border Security Force (BSF) denied the input saying there was no question of infiltration of militants from the International Border (IB).Sources said that there has been movement of militants on Pakistan side opposite Ramgarh, Samba and Hiranagar Sectors but there had been no report that the militants had sneaked-in or tried to sneak-in.

General Officer Commanding (GOC) of Srinagar-based 15 Corps, Lt Gen Gurmeet Singh on December 6 said that the coming months are going to be tough in Kashmir as militants are planning fresh bids of infiltration from across the Line of Control (LoC) but are prepared for any such challenge, reports Daily Excelsior. The GOC said that there are lot of activities on the launch pads across LoC in the Pakistan occupied Kashmir (PoK) and they are preparing for infiltration into Kashmir. “As per our intelligence inputs, there are activities at the launch pads. We also got reports of a senior terrorist leader who has been visiting on and off out there. And we expect infiltration and at the same time we are prepared for any challenge of that sort”, Singh added.

"One of the three terrorists was picked up from Hazrtbal area and the other two were nabbed in Kadekadal area of old city," said an unnamed Police officer. "A special unit of police on Tuesday [December 24] arrested Lateef Ahmad, a LeT militant, from Hazratbal area. Lateef led police to Kadekadal where two other terrorists were picked up during routine frisking on the road," a source said. Initial reports said four unidentified people (who later turned to be cops in plainclothes) shot a youth in his foot and bundled him along with his companion in a private cab in Kadekadal. Sources said interrogation of the three arrested terrorists led police to Yechkoot village of Budgam, resulting in an encounter. However, the terrorists managed to escape under the cover of darkness. Police had received information last week from central and state intelligence agencies that several LeT terrorists were preparing to launch an attack in Srinagar city. Army Chief, General Bikram Singh on December 30 said that terror infrastructure across the Line of Control (LoC) has the potential to vitiate the security environment in Jammu and Kashmir (J&K) and Armed Forces (Special Powers) Act (AFSPA) should not be withdrawn as it is a "strategic imperative" until the US' pullout from Afghanistan in 2014, reports Zee News. "Intelligence reports allude to the presence of over 400 terrorists in the state, who are yet to be neutralised. The terror infrastructure across the LoC is intact and has the potential to vitiate the security environment in the state. Any let up at this stage, therefore, is likely to be exploited by terrorists and other inimical elements to their advantage," Singh added. He noted that AFSPA was an enabling act which provided the requisite legal safeguards for the carrying out of effective counter-terrorist operations. "It is also a strategic imperative that we wait and watch the developments in Afghanistan post drawdown in 2014," he added.
