The SF sources added that the terrorists have established their hideouts in the high mountains taking advantage of the hilly terrain and natural caves. These terrorists are reportedly scattered over an area of 150-Km from Sawjian in Poonch to the Simthin pass and their number is estimated to be approximately 300. Sources added that SFs have reportedly killed 80 terrorists in different encounters on the Line of Control (LoC) in January 2002.

A report by a web news agency ‘Indo-Asian News Service’ on February 4 has indicated that a new terrorist outfit, comprising thousands of Pakistani Taliban fighters airlifted by Pakistan following the siege of Afghan town of Kunduz, may step up violence in Jammu and Kashmir in the coming weeks and months. The outfit, Shoora-e-Furqan’ (Assembly of Believers) would reportedly be based in Pakistan occupied Kashmir (PoK) and is likely to step up violent activities to prove that Jehad in Kashmir was not dead, said the report. While approximately 5,000 Taliban and Al Qaeda cadres were reportedly airlifted from Kunduz by Pakistan in November- December 2001, the report quoted sources as saying that the number was "much higher". According to "a source in Kabul close to assassinated Northern Alliance Commander Ahmed Shah Masood", there were between 25,000 to 30,000 Taliban, Pakistani and Al Qaeda fighters at Kunduz at that time. "While about 6,000 of them surrendered, Pakistani military aircraft evacuated the others", this source told the news agency, adding it was a "day and night operation which continued for several days" and could not have taken place without the knowledge of US forces. The evacuation of these fighters could "substantially increase terrorism in Jammu and Kashmir", said the report.

In an interview on February 5, the former chairman of the secessionist alliance, All Party Hurriyat Conference (APHC), Mirwaiz Umer Farooq, denied that any constituent of the alliance would be participating in the forthcoming elections to the State Legislative Assembly, to be held in the second half of 2002. Miwaiz Farooq was responding to a statement by K C Pant on February 4, indicating that some members of the alliance would participate in the elections. K C Pant is the Union Government’s representative mandated with the task of holding talks with Kashmiri organisations and individuals. The Mirwaiz also said that that the announcement of the formation of an Election Commission by the executive body of the conglomerate was aimed at proving the representative character of the leadership and resolving the Kashmir issue. The proposed APHC’s Election Commission, he said, would be " an Independent Commission and will comprise people who have an international credibility and are acceptable to India, Pakistan and people of the State." He denied reports that indicated that there were differences within the alliance on the issue of the Commission. Meanwhile, another senior leader of the alliance, Abdul Gani Lone, accused the Union government of attempting to create dissension within the alliance. Deputy Inspector General (DIG) of Police for Kupwara and Baramulla, Mohammad Amin Shah, said the person whom local authorities earlier claimed to be a terrorist and killed in retaliatory action by security forces was in fact a villager who died of cardiac arrest near the besieged Jamia Masjid at Tutigund village on hearing gun shots. He said the stand off between the terrorists, possibly foreigner mercenaries, and the security forces continued as efforts to persuade them to surrender bore no fruits. "We tried our best to see a peaceful end to the crisis and sent in civilians to persuade the ultras to surrender but they refused," Shah added. He also added that efforts were underway to ensure safety of the place of worship and peaceful end to the crisis. This is the second incident of terrorists taking shelter inside a mosque in North Kashmir within five days.

"It will not be prudent for us to talk to a bureaucrat less in rank and status than that of Planning Commission deputy chairman KC Pant," said senior APHC leader Abdul Gani Lone. "When we had earlier categorically refused to hold negotiations with Pant, how can any one expect us now to talk to a person who is much junior in bureaucratic hierarchy?" he asked. On whether the secessionist conglomerate would consider negotiations if "a bigger name" is assigned to the job, he said "if the Hurriyat has to talk, it should be somebody having proximity to prime minister Atal Bihari Vajpayee". When asked if he had any specific name in his mind, Lone said "it can be anyone...Someone like Brajesh Mishra". While denying reports that certain Hurriyat leaders had met Habibullah and discussed the APHC’s participation in the forthcoming Legislative Assembly elections, Lone added that there "has been no formal or informal dialogue or discussion with Habibullah on the issue." Giving details, sources said that the one of the arrested, Akheel Ahmed, was an over-ground operative of the outfit and several LeT ‘commanders’ used to periodically visit his house for strategy sessions. However, the residence of a Village Defence Committee (VDC) member, Baldev Singh, was situated close to Akheel Ahmed’s residence. Akheel Ahmed had attempted to purchase Baldev Singh’s residence to ensure that the visits of LeT ‘commanders’ were not noticed. However, when Baldev Singh refused to sell his residence, the plot to kill him and his family members was prepared and executed. The second arrested in an associate of Akheel Ahmed.

The Ikhwaan is an organisation aiding security forces (SFs) in counter-insurgency operations. Police sources said a police party which had gone to arrest an Ikhawaan leader was ambushed by a large group of Ikhwanis. The police party had gone to arrest Abdur Rasheed alias Rasheed Billa on charges of extortion and looting. The Ikhwaan leader, reacting to the incident, in a statement alleged that police in the area were resorting to extortion and looting and that an Ikhwaan party returning from an SF base with remuneration for the local unit (Rs. 600,000) was ambushed by the police party attempting to loot the amount.
