Ruling out the transfer of Indian territory, Prime Minister Manmohan Singh said on February 1 that the Government was committed to a "pragmatic and practical" solution to all outstanding issues between India and Pakistan, including Jammu and Kashmir. Replying to a question on the Kashmir issue, Dr. Singh told reporters at a press conference in New Delhi that he could not do certain things, such as negotiate on transfer of the Indian territory. The Prime Minister said there had been movement forward in the India-Pakistan relations, noting changes such as enhanced people-to-people contacts, the bus services between the two countries and opening up of five points along the Line of Control for the divided families on the two sides to meet. About the internal aspect of the Kashmir issue, he said the Government was prepared to interact with all shades of opinion in the State who were willing to abjure violence.

An alleged Hizb-ul-Mujahideen (HM) operative and a close associate of All Parties Hurriyat Conference (APHC) chairman Mirwaiz Umer Farooq was arrested from the Defence Colony area of national capital New Delhi on February 4 on charges of funding separatist organisations in Jammu and Kashmir, according to Press Trust of India. Nasir, an alleged Inter-Services Intelligence agent who hails from Jammu and Kashmir, was arrested near South Delhi Public School after a tip off from central intelligence agencies, Deputy Commissioner of Police (Special Cell) Ajay Kumar told reporters. He had been staying in Dubai for quite some time and was a regular visitor to the national capital, Kumar said adding two kg RDX, one pistol along with six cartridges, one ABCD timer, one detonator and Rupees 55 lakh was recovered from him. Police said he had received the money through Hawala channels from Latif, another HM operative, at a South Delhi hotel an hour before his arrest at about 5:30pm.

Calling upon the Indian leadership to reciprocate Pakistan’s proposals for the resolution of the Kashmir issue, President Pervez Musharraf on February 5 said New Delhi would have to show more flexibility, according to The News. Addressing a public meeting in Muzaffarabad, capital of Pakistan occupied Kashmir, on the occasion of ‘Kashmir Solidarity Day’, the president said he had proposed de-militarisation and self-governance in Kashmir as the people were tired of the presence of the Indian army. He said demilitarisation could start from Srinagar, Baramulla and Kupwara. He also said if there was no dispute resolution, there could not be progress on confidence-building measures.

In his first meeting with Malik, Dr. Singh said there was an air of optimism in Jammu and Kashmir and an opportunity to bring lasting and permanent peace in the State, according to Press Trust of India. Terming his meeting with the Prime Minister as part of "consultations", Malik claimed that the peace process would become irreversible only after key militant leaders were included in the talks. Malik said he wanted the Union Government to hold talks with separatist leaders in a third country on the line of negotiations being held with Naga insurgent group NSCN-IM. Malik is the second leader after Sajjad Lone of the People’s Conference to be invited by the Prime Minister for talks on the Kashmir issue. The Prime Minister’s meeting with Malik comes a week ahead of his talks with a cross-section of political parties and separatists groups from the State.

An official spokesperson said that SF personnel dismantled a hideout in the Lassana area under the jurisdiction of Surankote Police Station in Poonch and seized one grenade launcher, one AK magazine, 30 rounds of AK and one mobile hand-set. Another hideout was neutralised in the Tharal village of Udhampur district and 1.5 kg plastic explosives, five detonators, 64 rounds, .303 ammunitions, 48 rounds, 7.62 mm ammunitions, 47 rounds of AK and 10 meters electric wire were seized.

Replying to questions, Patil said infiltration by terrorists was only taking place in Jammu and Kashmir whereas such infiltration through the Eastern and North-Eastern borders was negligible, though these regions were affected by insurgency.
