The package was sent by a Pakistani trader Zaffar to Dewan Trader Poonch based in Poonch District. The State Police on February 4 solved nearly 13 years old case, in which seven persons including four Village Defence Committee (VDC) members were massacred by Hizb-ul Mujahideen (HM) militants, when they arrested one Over Ground Worker (OWG) and three militants of the HM outfit at village Chakka Galiote under the jurisdiction of Panchairi Police Station in Udhampur District, reports Daily Excelsior. Additional Superintendent of Police, Udhampur, Benam Tosh said that a total of 12 militants and an OGW were involved in the massacre, eight of which have already died different deaths and remaining one is at large. The three militants arrested have been identified as Farooq Ahmad alias Nasir, son of Abdul Rehman Beig, resident of Salbala Gool area in Ramban District, Manzoor Ahmad alias Furqan, son of Ghulam Mohammad Nayak resident of village Dalwa of Ramban District and Abdul Latif alias Fayaz, son of Ghulam Nabi Sohil resident of Chhachhwa area in the same district. Two persons, posing as militants, were arrested on February 6, in Dooru area of Anantnag District for issuing threats to the people in the area, reports Daily Excelsior. Police identified them as Mohammad Yousuf Khan, son of Mohammad Shafi Khan and Abdul Rashid Rai, son of Gulam Mohd Rai of the same District. The arrestees were posing as Harkat-ul-Jehadi-Islami (HuJI) militants and were threatening members of the Gram Panchayat (village level local self government institution). Fresh threat posters threatening Gram Panchayat (village level local self Government institution) members and asking them to resign or face consequences appeared in Wadpora village in Kupwara District on February 8, reports Daily Excelsior. Residents found posters pasted on the shops in the morning in the village. The handwritten posters sought resignation of the Panchs (members of Gram Panchayat) and Sarpanchs (heads of Gram Panchayat) of village Wadpora and adjacent villages and threatened of consequences if they failed to comply. A Police party of Police Station Chogul Handwara reached the village and removed the posters and they registered a case and have started investigations.

On February 9, around 40 persons, including 23 policemen, were injured in clashes that broke out between protesters and Police in several parts of Kashmir Valley after authorities imposed indefinite curfew in Srinagar City and other major towns of the Valley. Director General of Police (DGP) Ashok Prasad said February 9 protests were basically confined to North Kashmir, including Baramulla, Sopore and Pattan in Baramulla District and Handwara in Kupwara District. The Central Kashmir was normal, he added. Prasad said few incidents of protests were reported from Srinagar but they were tackled. In South Kashmir, there was negligible impact of protests, he added. The state police chief said protests were also reported from parts of Jammu region but they passed off peacefully. Residents of Ganderbal area (Ganderbal District) claimed one Tariq Ahmad Bhat and two others jumped into the river when they were chased by Security Forces. One youth managed to swim ashore, residents said adding another was saved by some persons. Inspector General (IG) of Central Reserve Police Force (CRPF), Jammu Sector, G J Singh said on February 11 that on the basis of intelligence inputs gathered it has been established that nearly 30 to 40 militants are operating in parts of Jammu region, reports Daily Excelsior. He said majority of them are camping in the hilly areas of District Poonch, Rajouri, Mahore, Ramban, Doda and Kishtwar but most of them have almost stopped their activities for some time now. When asked about the strength of foreign militants, the IG said foreign and local militants are in the ratio of 60: 40 this time in his area of operation (Jammu region). He said the local people hesitate these days even to provide shelter and food to the terrorists. In plain areas of Jammu, their strength is negligible and most of them are operating in the hilly areas. He said due to increasing domination of Security Forces and reducing level of infiltration from across the borders, the strength of militants operating on this side, has considerably gone down in last few years. "The terrorists are lacking local support and changing mindset of the local youth has contributed a lot towards reduction in the number of ultras," he added. He further informed that nearly 15 CRPF Battalions were presently deployed in Jammu zone while in Kashmir, their number is around 52. He said the CRPF has totally taken over from Border Security Force (BSF) deployed in Internal Security duty in Jammu and Kashmir.

Official sources said troops of 22 Rajput Rifles and 49 Rashtriya Rifles observed movement of 4 to 5 infiltrators about 100 to 200 meters inside the Indian territory trying to cut fencing in white dress. The alert troops challenged the intruders and asked them to surrender. However, the militants opened heavy firing on the Army personnel, who retaliated. Army personnel carried out massive searches in the area. Intelligence inputs further revealed that a Pakistani guide Iksaar Ahmad of Muradpur in Pakistan occupied Kashmir (PoK) was accompanying the infiltrators and he managed to retrieve.

According to the prosecution case, on April 23, 2005, Police recovered arms and ammunition and further investigations had revealed that two persons, identified as Gaya and Qasim Din, had acted as guides of the militants, identified as Abu Tallah and Ab Farman. Qasim Din died soon after completion of investigation and subsequently proceedings were dropped against him. While pronouncing the judgement, the Court said, “Under these circumstances when the witnesses have shaken very foundation of the prosecution case and demolished the prosecution structure, the prosecution case straight way merits the acquittal of the accused.”

He decided to reactivate his group in the aftermath of the hanging of Afzal Guru. In recent interviews, Zargar has said a "reinvigorated" armed struggle in Jammu and Kashmir is the only solution to the Kashmir issue. He has said his goal is to "liberate Jammu and Kashmir through an armed struggle". He further added, "Regarding money, men and guns, we can get it from anywhere. We still run training centres on both sides of the Line of Control (LoC)”.

Pakistan based militant outfit Lashkar-e-Toiba (LeT) has asked people to support recently formed coordination committee, Muttahida Majlis-e-Mushawarat (Joint Consultative Council), by various separatist and religious organizations from the State, Greater Kashmir reported. In a tele-statement, LeT ‘spokesman’ Abdullah Gaznavi while quoting ‘supreme commander’ of the outfit, Mehmood Shah, said “We believe the success of MMM (Joint Consultative Council) would be the success of the freedom movement. Addressing to the joint session of State Legislature, he said, "Terror-related incidents have decreased from 188 in 2011 to 118 in 2012, marking a decline of 73 percent." He further added, "Similarly, 31 civilian deaths in 2011 came down to 15 in 2012 and against 33 security personnel who lost their lives in 2011, only 14 were killed in 2012." Quoting the Governor, Kashmir Times added, “We owe grateful thanks to the Police and Security Forces whose untiring vigil along the borders has resulted in considerable reduction in the attempts at infiltration.”
