Union Minister of New and Renewable Energy, Farooq Abdullah on February 4 said India would have to be "extremely cautious" after the withdrawal of US troops from Afghanistan, and ruled out any security relaxation claiming that "terrorist outfits will try to destabilise" the country, particularly Jammu and Kashmir, reports Daily Excelsior. He said, “There is no doubt that we all are really worried as to what will happen after the American troops leave Afghanistan. We are worried about what is Taliban going to do, what is Al-Qaeda going to do because there is a feeling that the Pan-Islamic forces want to spread through gun and it is going to be dangerous for all of us”. Farooq Abdullah said, “as far as AFSPA is concerned National Conference’s stand is that it should be revoked from the areas where it is no longer needed. It should go from those places where Army is not operating”. He, however, advocated continuance of AFSPA in the border areas. “On the border we need AFSPA because we have got problem from our neighbour. So you cannot give up from the border areas but in the hinterlands where there is no question of militancy of that nature, AFSPA should be revoked”, added Abdullah.

Defence Minister A K Antony informed Rajya Sabha (upper house of the Parliament) on February 5 that in the last two years, there have been 541 attempts to infiltrate into Jammu and Kashmir (J&K), reports Economic Times. "In 2012 and 2013, there have been 541 infiltration attempts in Jammu and Kashmir," he said in a written reply. In 2013, 65 terrorists were killed in J&K in encounters with the Indian Army. He also said, "No Pakistani soldier was apprehended on the LoC [Line of Control] in 2013. However, on February 14, last year, one Pakistan Army soldier was killed while intruding across the LoC in the Naushera sector."

The seizure included one Light Machine Gun (7.62mm), one magazine of LMG, two Chinese pistols with two magazines, five shells of Under Barrel Grenade Launcher (UBGL) and one UBGL thrower.

Jammu and Kashmir Policeman Khurshid Alam, arrested on January 20, 2014 made revelations in his disclosure statement which have forced sleuths to speed up investigations into Hizb-ul-Mujahideen’s (HM) modules in India, The Times of India reported on February 7. Khurshid told Police that he had promised his handler Fayyaz Shamsher who is Pakistan based HM ‘ launching commander’ that he would facilitate infiltration of terrorists through Kashmir border and provide them with logistical support once the passes opened up after winters. But he was arrested before that. "Khurshid had become the group's prized possession because of his occupation as a cop," said the source. Khurshid also revealed that Fayyaz, who was declared dead in the files of Indian Intelligence agencies is a brother of Dawood Khan, a close aide of HM ‘chief’ Syed Salahuddin chargesheeted by National Investigation Agency (NIA). "While Khan runs a tabligh (indoctrination camp) in Abbottabad, Fayyaz …handles transfer of the trained operatives from his brother's camp into Indian territory. Both brothers were swiftly rising within the outfit.” Fayyaz, Police said, was active in Ganderbal (Ganderbal District) in Kashmir till 2006 and thereafter returned to Pakistan. "Khurshid's elder brother, Yusuf, is also a Policeman. Fayyaz and Dawood are Yusuf's brothers-in-law. Khurshid's father-in-law was also a policeman and was even shot at three times," said a senior police officer.

On the first death anniversary of Parliament attack convict Mohammad Afzal Guru who was hanged inside New Delhi's Tihar Jail on February 9, 2013, Malik, along with dozens of his supporters tried to take out a protest march from his office in Maisuma towards city centre Lal Chowk. The JKLF march was part of the group's demand for the return of the mortal remains of Afzal Guru to his family.

Addressing a joint session of the Jammu and Kashmir (J&K) legislature Governor N.N. Vohra on February 10 said A decline in terrorist violence across J&K have been seen in five years. He said there has been a decline in incidents of terrorist violence, with terrorist related incidents declining by around 23 percent in 2013 as compared to the previous year, but added that there were 244 ceasefire violations on the borders, "which marked a large increase over the past year". He termed it a matter for concern that as many as 53 Security Force personnel were killed in 2013 against 15 such casualties in 2012. "The state police is playing an increasingly important role in maintaining law and order and undertaking counter-insurgency operations, and it is hoped that in the coming time it shall be in a position to deal with most internal security challenges on its own," he added.

Security Forces on February 16 killed ‘divisional commander’ of Hizb-ul-Mujahideen (HM), identified as Mohammad Shafi Sheikh alias Shafi Peer alias Rashid in an encounter at Bhat Mohalla of Seeloo in Sopore of Baramulla District, reports Daily Excelsior. One Pistol with eight rounds and a grenade was recovered from the site of the encounter. Sources said that he was ‘communication commander’ for HM between 2001 and 2003. According to sources, Shafi he was an IED expert and was involved in a number of IED blasts including the blast at Police Station Sopore in 2011. Moreover, he has been involved in number of killing incidents in 2011 and 2013. He went across to Pakistan occupied Kashmir (PoK) for arms training in 1995 and returned back in 1998. He was active in North Kashmir before he was arrested in 2003. He was released in 2004 and re-arrested in 2006. He was released in 2008 and was actively involved in the militancy since then.

Over two decades of militancy in Jammu and Kashmir (J&K) killed at least 5,300 security personnel, according to Chief Minister (CM) Omar Abdullah, New Indian Express reports on February 24. “As many as 3,906 security personnel, including Army, CRPF, BSF and other paramilitary personnel and excluding policemen, have been killed in the State after militancy erupted in 1989,” said Omar Abdullah. 119 security personnel were killed in militancy-related incidents in 1990. As many as 141 security personnel died in militant attacks and encounters in the State in 1991. In 1992, 158 Army and paramilitary personnel were killed. The killings of security personnel dropped to 49 in 2010. In 2011, 18 security personnel were killed. The figure stood at nine in 2012 and 32 in 2013, he said and added that 942 Policemen were killed in militancy-related incidents in the State since 1989.
