The slain terrorists were identified as Navid-ul-Islam and Umer Bhai of Multan, Pakistan, a ‘deputy divisional commander’ of the Tehreek-ul-Mujahideen group. According to official sources in south Kashmir, two Special Police Officers (SPO) were abducted by unidentified terrorists in the Shopian area of Pulwama district on July 2 and later shot dead. Even as no terrorist group has claimed responsibility for the killing thus far, officials suspect it to be the handiwork of either Jaish-e-Mohammed (JeM) or Hizb-ul-Mujahideen (HM). Both the SPOs had reportedly been working with the erstwhile Special Operations Group (SOG) camp of Gagran and they had carried out a large number of counter-insurgency operations.

The US police have arrested the accused under the Federal Neutrality Act (FNA), which bars citizens from engaging in hostile actions against nations with whom the US is at peace. Minister for Rural Development and a senior Congress (I) leader, Pirzada Mohammad Sayeed, escaped an assassination attempt at Larnoo village in the Kokernag area of Anantnag district of Jammu and Kashmir (J&K) on July 4. The headmaster of a Government school died and 28 persons, including the Minister and nine police personnel, sustained injuries in the explosion. The Minister had gone to Larnoo to conduct an inspection of several Government offices. While the Minister visited the office of the Block Development Officer (BDO), an unidentified terrorist lobbed a hand grenade targeting the Minister and his entourage. Even as three of the Minister’s Personal Security Officers were injured, others of his security and escort staff fired gunshots in the air. While no terrorist group has claimed responsibility for the attack thus far, official sources suspect it to be the handiwork of the Hizb-ul-Mujahideen (HM). The assassination attempt is the first ever-terrorist attack on any Minister of the eight-month-old coalition Government in Jammu and Kashmir. Earlier this year, terrorists had caused an Improvised Explosive Device (IED) blast in Baramulla in an attempt to assassinate Finance Minister Muzaffar Hussain Baig. However, Baig had left when the blast occurred. Prior to that, unidentified terrorists had shot dead the ruling People’s Democratic Party’s (PDP) Pampore Legislator Abdul Aziz Mir at his residential village of Konibal on December 20, 2002.

In the ensuing encounter, two terrorists were killed and two women sustained injuries. Sources added that both the slain terrorists were local cadres of the HM. One of them identified as Majeed Tunda was reportedly a ‘battalion commander’, a ‘launching chief’ and an Improvised Explosive Device (IED) expert, who had joined the outfit in 1989. He had never been arrested in the last 13 years. Majeed was reportedly instrumental in dozens of attacks on security forces, counter-insurgents and civilians. Official sources said that the explosions occurred within a span of 10 minutes at a community kitchen even as thousands of pilgrims were en route to the mountaintop temple. Sources added that since a large number of devotees on their way to and return from the temple consume food at the community kitchen the casualty figure might increase. A three-member fidayeen (suicide squad) stormed an army camp on July 22 killing eight security force (SF) personnel, including a Brigadier, and injuring 12 others, including four top Generals, a Brigadier and two Colonels at village Bangti on the Tanda road in Akhnoor. According to reports, at around 0600 hours, three terrorists alighted from a vehicle and stormed the army camp at Bangti lobbing grenades and firing. While a sentry killed one of them, the others managed to enter the adjacent barrack and opened indiscriminate firing killing seven troops, including two Junior Commissioned Officers, and injuring six others. Later, another terrorist was shot dead by SF personnel in retaliatory firing. A few hours later, while a team of front ranking army officials were inspecting the incident site, a third member of the suicide squad hiding in the bushes inside the camp initially lobbed a grenade and then blew himself up killing Brigadier V K Govil and injuring among others, Northern Army Commander Lt Gen Hari Prasad, Commander of the Nagrota-based 16 Corps Lt Gen T P S Brar, two Major Generals D Khanna and T K Sapru, Brigadier Baldev Singh of 10 RT Brigade and two Colonels. Unnamed army sources were quoted as saying that Gen Prasad and Gen Brar had sustained minor injuries and they are "fully functional". While the identity of the slain terrorists is yet to be established, official sources suspect that the trio were Pakistanis. Three rifles and Rupees 6,000 in Indian currency were recovered from their possession. Meanwhile, a hitherto unknown group, the Al-Shahuda Brigade, suspected to be a front organisation of the Pakistan-based Lashkar-e-Toiba (LeT), has reportedly claimed responsibility for the attack. The attack on the camp was carried out to protest visiting Pakistani opposition leader Maulana Fazlur Rehman’s remarks that the Line of Control (LoC) should be converted into a permanent border and that the Kashmir issue should be resolved within the framework of the 1972 Shimla Accord, a hand written press release faxed by the outfit to a news agency’s office in Srinagar said. "We are of the view that self-seeking Muslims have always damaged the cause of Islam and Fazal-ur- Rahman is the chip of the old block. "We will not allow the Indo-Pak peace process to get derailed at any cost. The process will continue," Fernandes told the media after visiting the Akhnoor camp and reviewing its security a day after eight troops, including a Brigadier, were killed in the fidayeen (suicide squad) attack. The Defence Minister was accompanied by Army Chief Gen. N C Vij, Northern Command Chief Lt. Gen. Hari Prasad and 16 Corps Commander Lt. Gen. T P S Brar. As reported earlier, both Prasad and Brar had received splinter injuries when one of the three terrorists involved in the attack blew himself up when they were visiting the camp. The Kashmiri Mujahideen should halt their operations in the Indian State of Jammu and Kashmir now, Leader of Opposition in the Pakistan National Assembly and the Muttahida Majlis-e-Amal (MMA) general secretary, Maulana Fazlur Rehman, said at a press conference in Lahore on July 24, after his return from a nine-day visit to India. The Maulana made this remark while commenting on the July 22-terrorist attack on an army camp in Akhnoor, Jammu, in which eight soldiers, including a Brigadier, were killed and three top Generals injured. A hitherto unknown group called the Al-Shuhda Brigade while claiming responsibility for the attack had said that it was to protest the Maulana’s remarks in India that the Line of Control (LoC) should be converted into a permanent border. Fazlue Rehman said that his party the Jamiat-Ulema-e-Islam condemned the attack and the Mujahideen should cease their operations. "The ultimate end of every militant struggle is negotiations and now the Kashmiri mujahideen movements should reach that conclusion. We are striving for a peaceful solution of the issue for them," he added. Earlier, at the Wagah border, the Maulana said Jehad and a dialogue for peace did not clash with each other and a dialogue could be held even during ‘fighting’.
