Information received by the Union Government indicates that there has been inflow of funds from across the border to activists who are involved in clashes and stone pelting against paramilitary forces in Jammu and Kashmir. "There have been intelligence reports since past three months which clearly indicate that funding is being made available from across the border to elements in Jammu and Kashmir for fomenting trouble, including stone pelting," an unnamed senior defence official said on July 1. Some conversation between individuals and agents across the border intercepted by the security agencies related to cash transactions for fomenting trouble in the State.

Four militants were killed as Army foiled an infiltration bid along the Line of Control (LoC) in Nowgam sector of Srinagar, a defence spokesperson said on July 3 (today), reports Times of India. Troops observed a group of heavily-armed militants along the LoC late in the night of July 2. The intruders were challenged and in the subsequent gun battle, which continued through the night, four militants were killed, the spokesperson added. The operation was still on when last reports came in.

At least 60 ‘protesters’ were injured in clashes as people tried to defy curfew at several places. The Security Forces (SFs) on July 5 arrested an associate of the Lashkar-e-Toiba (LeT) ‘district commander’ from Bonjwah area falling under the jurisdiction of Kishtwar Police Station, reports Daily Excelsior. The arrestee has been identified as Abdul Latief Bhat alias Hafiz Latif. From his possession, one mobile phone and three SIM cards were recovered which he used to furnish information about the movements of Army, Kishtwar Police and Special Operations Group to LeT ‘district commander’ Issaf Ahmed Bhat (code Atiq), a resident of Ghoni in Kishtwar. The spokesman said that Abdul Latief was also providing shelter and eatables to the LeT militants, particularly ‘district commander’. Sources also said that it was only due to information about the movement of SFs being provided by Abdul Latief that the SFs were not getting the ‘district commander’ despite several operations during the past one-month. "The arrest of Abdul Latief is a great set-back to the outfit and we are sure to bust all the hide-outs of the commander besides getting information about the plans of the outfit", they said, adding "the recovery of four SIM cards from the possession of Abdul Latief clearly indicates that terrorists continued to have free assess to the SIM cards of different cellular service providers despite stringent verification norms".

The troops later recovered 176 kilograms of explosives, which included 75 kilograms of explosive material packed in two bags, six improvised explosive devices (IEDs) weighing 15 kilograms each (90 kilograms of explosives), 75 gelatine sticks, 23 grenades, 12 bore rifles and various other materials. This is the biggest cache of explosives recovered in the State in 2010, an unnamed Army officer said.

Intelligence reports said a HM’s ‘district commander’ Hanief Mohammad alias Basharat, a known motivator of youths into militancy who was operating in Mahore for past several years, has recently crossed over to Kulgam along with his couple of associates two to three days back on being called by his Valley based ‘commanders’. Three LeT militants led by Abu Qatil have also moved to Kulgam and Shopian areas bordering Mahore through Pir Panjal range during the past few days along with arms and ammunition, reports said. Security Forces (SFs) and Police have intercepted a number of messages of the militants which confirmed departure of Basharat and Qatil along with their associates from upper reaches of Mahore to surrounding Kashmir areas of Kulgam and Shopian. Due to their migration, the activities of remaining cadre of LeT and HM outfits have virtually come to a standstill despite the fact that 14 militants, including four to five foreign mercenaries were still active in Mahore, Arnas and Chasana areas. Reports added that there could be some other reasons also behind migration of the militants from Mahore to Kulgam and Shopian though the apparent cause at this stage appeared to be latest upsurge in Kashmir which the LeT and HM outfits are trying to exploit to the best possible extent. Mounting pressure of Army and police against the militants especially their leadership in Mahore might have also forced the militants to take refuge in some "safe shelter houses’’ in Kulgam, Shopian and surrounding areas for the time being. Recent incidents of inter-group rivalry among the LeT and HM cadre in Mahore in which some militants have been killed could also be a reason for some militants shifting to Kashmir to get the differences sorted out with the help of their ‘commanders’, reports added further. Few days back, Security Forces and Police had recovered skeleton of a militant in Mahore which was later identified as that of Zubair Gujjar, a LeT militant, who had been shot dead by Irfan Kashmiri, a HM ‘area commander’. Investigations had revealed that Zubair was killed by Irfan Kashmiri to take the revenge of his colleague Abu Talha, a HM militant from Kashmir operating in Mahore-Gool-Gulabgarh belt for past several years. Reports said Hanief alias Basharat, a HM ‘commander’ and Abu Qatil, a LeT militant might have been called by their group leaders for a truce between the two outfits before they suffer more losses.

The Union Ministry of Home Affairs (MHA) has released undated transcripts of conversations between a Hizb-ul-Mujahideen (HM) terrorist based in Pakistan-occupied Kashmir (PoK) and a local contact who was under surveillance by intelligence agencies, Times of India reported. Union Home secretary G. K. Pillai told Doordarshan that there were a "large number of intercepts" from Kashmir and across the border, which clearly indicated that efforts were being made to foment "public disorder". Pillai also said money was flowing from a variety of sources to fund the Jammu and Kashmir unrest. "In about 12 cases, we have found illegitimate transfers and we have taken action," he added. In fact, one of the intercepts discussed the absence of Army deployment in Shopian and Pulwama, indicating those areas could be the target. The intercepts have revealed yet again the role of separatists in fuelling unrest in the State.

Reports said Pakistan Rangers started firing at Border Security Force’s (BSF) Khawra post in Mawa area between Pillar Nos. 164 and 165 at 11.30 pm (IST) in the night. The BSF personnel retaliated to neutralize the militants who were trying to intrude into this side taking cover of firing by the Rangers. The firing stopped at 12.30 am after about an hour. The Army Chief also felt that certain other initiatives should also have been taken to improve the situation. “So far as the Army is concerned, I think as security forces, a lot of work has been done. The situation has been brought to a particular level when other initiatives should have started to make way for betterment,” he said when asked about measures required to check violence in the valley. “The Kashmir situation has been tense for quite some time and the reasons are many. Operations at both the places were going on with a group of at least seven more LeT militants including a couple of foreigners being searched in Keshwan while at least one or two militants managed to escape from Kalakote gun-battle. The militants were spotted which led to a heavy exchange of gun-battle between the two sides. In the initial round of cross-firing, one militant of the LeT outfit was killed in the evening. Other militants escaped deep into the forest area and were being chased. Of seven militants at large, at least two were foreign mercenaries while five other were locals of Kishtwar and Doda Districts. The slain militant was identified as Imtiyaz Hussain son of Ghulam Mohammad Rather, a resident of Koti Basti of Doda. One AK rifle, two magazines, 38 rounds, three grenades, a radio set and some other items were so far recovered from the encounter site. Sources said the group of eight militants was holding a meeting in Keshwan forests to devise a fresh strategy of recruitment of new youth into militancy and give a spurt to militant activities not only in Kishtwar but neighbouring Doda District. Reportedly, the Union Ministry of Home affairs had asked security agencies to conduct a secret audit of whether the telecom operators were following the recently revised guidelines that comprised strict verification norms. Official sources said Zarr, believed to be a Pakistani national, was second in command of LeT’s Kashmir chief Abdullah Yuni. Zarr was the highest ‘ranking’ LeT militant in North Kashmir as there were several reports earlier this year that Abdullah Yuni has managed to slip back into Pakistan-occupied Kashmir (PoK) after completing his designated "tenure" of operations in the Valley.

At a meeting of its executive chaired by party President Farooq Abdullah, the NC passed eight resolutions concerning the prevailing situation in the State. One resolution stressed that the Kashmir issue was primarily a “political” problem and emphasised that it needed to be resolved through peaceful political means. “The only way to bring normalcy and permanent peace to the State and the sub continent is to restore autonomy in its pristine form as guaranteed in the Indian Constitution. However, the National Conference reiterates its stand that if a better solution than autonomy is forthcoming, the party will welcome it,” the resolution said.

The Supreme Court (SC) recorded Pakistan’s hand in the killing of Mirwaiz Moulvi Farooq by militants from Jamaat-e-Islami and Hizb-ul-Mujahideen (HM) in 1990 in Srinagar, Times of India reports. While upholding the conviction and life sentence to Mohammad Ayub Dar for the murder, the SC said Dar's confession was clear about the training in use of firearms he and his accomplices received in Pakistan during his visit there in 1989. "Dar has given details of the whole outfit including the names of the leader and other companions and the confession also refers to the firearms brought by the group of terrorists from Pakistan and the training which was for bringing into effect the terrorist activity in the Kashmir valley," the SC said. "It has also come in the confession that Dar had visited Pakistan, Lahore and Muzaffarabad to meet other members of the group namely Hyder, Hanif Hyder, Nasir Khan and Yusuf Bangroo on fake passport. The said confession also gives details that the said passport was issued in Sikar, Rajasthan, with visa of Pakistan," the Bench noted. It said: "We are thoroughly convinced that this confession is not only a good, voluntary and truthful confession but a reliable one also and the trial court has committed no mistake whatsoever in relying upon the said confession."

Sources said main motive of the militants was aimed at planting IEDs on Jammu-Srinagar National Highway to disrupt ongoing Amarnath pilgrimage. As many as 740 militants tried to sneak into Jammu and Kashmir (J&K) over the last 18 months. "In 2009, 485 terrorists had attempted to infiltrate into J&K. This year, from January to June, a total of 255 terrorists have attempted to infiltrate,'' Defence Minister A. K. Antony told Lok Sabha (Upper House of Parliament). The Security Forces, on their part, killed 114 terrorists -- 59 of them while infiltrating -- and arrested 60 others in J&K in the first six months of 2010. "Along the LoC, the Army had adopted a robust counter-infiltration strategy, which has an appropriate mix of technology and human resources to check infiltration effectively. Innovative troop deployment, efficient use of surveillance and monitoring devices and the LoC fence have enhanced the ability to detect and intercept terrorists attempting to infiltrate/exfiltrate. The Army's counter-infiltration posture is an effective deterrent to infiltration attempts,'' he added.

The Centre on July 28 said it was aware that anti-India elements, who are based in Pakistan, are provoking the people of Jammu and Kashmir with the support of certain sections of secessionist groups in the State, according to Times of India. Union Minister of State for Home Affairs Ajay Maken informed the Rajya Sabha (Upper House of Parliament) that these anti-India elements were inciting people on various pretexts to arouse public sentiments. "The statements of All Party Hurriyat Conference (Abbas) and All Party Hurriyat Conference (Geelani) in the media and LeT [Lashkar-e-Toiba] across the border in this regard are documented," he said. Maken said though the average annual quantum of arms and ammunition and funds coming to the State cannot be quantified, INR 76, 84,600 in cash and INR 50,000 in cheques were seized in 2009, which was being carried through hawala channels, and cases have been registered. He also informed that 668 AK-47 and 56 rifles, PIKA guns, sniper rifles etc, 1,142 magazines, 59,333 ammunitions including RPG ammunition etc., explosive material including RDX, INR 56,15,071, Pakistani currency, fake currency and remote control panels etc. were recovered from militants during 2009.

Stating the Government's stand, Union Home Minister P. Chidambaram said: "From day one, I have favoured a quiet dialogue with all sections of opinion, all groups, all political parties." Responding to a question whether the Centre was willing to hold talks with separatist groups including the Hurriyat Conference in the state, he said: "I continue to meet leaders of different groups and political parties." He, however, admitted that "there has been some interruption in the process...I do not deny that." "We are always prepared to meet everyone who is willing to meet us. The Prime Minister Manmohan Singh said he favours a dialogue with all groups. Chief Minister of the state (Omar Abdullah) is encouraged to meet all groups. Talking to our won people -- what is the reservation? There is no reservation at all. We are willing to talk to our own people," he said. Asked whether any political party was also involved in disrupting peace in the Valley, Chidambaram nodded in agreement and said "presumably". The Home Minister disagreed with a suggestion that the separatists' writ was running in the State. "I don't agree with you that the writ of the separatists is running. Four youths were killed in Sopore and Pattan towns of Baramulla District and nearly 70 persons, including six Police personnel injured, elsewhere in Kashmir valley in stone-pelting by protestors and firing by Security Forces (SF) on July 30, reported Daily Excelsior. Hundreds of residents from Amargarh area in Sopore marched out on the roads after Friday prayers in an attempt to reach towards Maisuma on the call of hard line faction of Hurriyat Conference. The sources said the protestors were stopped by SFs, leading to clashes which lasted several hours. The SFs opened firing on the protestors, resulting in critical injuries to five persons. Two of the injured persons, identified as Showkat Ahmad Chopan and Mohammad Ahsan Ganai, succumbed to injuries. The second incident took place in the Pattan area as a 14-year-old boy was reportedly killed in SFs firing. The residents said four persons sustained bullet injuries in the firing and one of them, identified as Adil Ahmad, succumbed to injuries. Agitated over death of the boy, a mob attacked the Police Station and started pelting stones at the building. They entered the premises and set ablaze vehicle and an annexe of the Police Station. Later, another injured person died. Five police personnel, including the Station House Officer were injured in the stone pelting.

Authorities directed the Superintendent of Police, Srinagar, to ban the transmission of SEN channel and SEN Awaz for allegedly violating the Cable Television Network (Regulation) Act 1995, officials said. "The two channels have been giving wide coverage to the provocative speeches and activities of secessionist elements for creating law and order problems. The Executive Director of SEN and SEN Awaz has been advised to observe programme code as envisaged under the Cable Television Act," District Magistrate Mehraj Ahmad Kakroo said.

Pakistan Army on July 31 again resorted to cease-fire violation and tried to push infiltrators into Indian Territory from the Line of Control (LoC) in forward area of Balnoi in Krishna Ghati sector in Poonch District, according to Daily Excelsior. Pakistan troops started firing on Indian positions near Chajla Man Post in Balnoi area of Krishna Ghati sector at 6.30am. Under the cover of firing, the Pakistan side also tried to push a group of five to six militants into this side of the LoC, official sources said. Troops, who were maintaining a high alert on the LoC, opened firing to neutralize the militant group trying to intrude into this side. Firing continued till 7.30am, sources said, adding, the infiltration bid by the militants was foiled with effective retaliatory firing brought down by the troops. The militants, believed to be the cadre of Lashkar-e-Toiba (LeT), who had come very close to the LoC to force their entry into this side taking advantage of covering fire of the Pakistan Army, were pushed back due to timely action by the troops. Sources said movement of five to six militants was observed from this side near Pakistan Army’s posts of Chuha and Dakku opposite Balnoi area of Krishna Ghati sector. Following firing from across the LoC, the militants had moved very close to LoC, they said, adding the firing from this side was aimed at ensuring that the militants didn’t manage to come close to LoC.
