Army on July 1 refused to allow two Hizb-ul-Mujahideen (HM) militants, who wanted to return to Surankote tehsil (revenue unit) in Poonch District from near Chakan-Da-Bagh by crossing the Line of Control (LoC) and surrender, according to Daily Excelsior. Official sources said the militants were not allowed to return as they were trying to enter into Indian Territory from an "unauthorized route’’. The militants had disclosed their identity to the Army as Nasir Hussain and Mohammad Farooq, residents of village Hari Marhot in Surankote tehsil. The Government had identified four points for return of the militants, hailing from Jammu and Kashmir, who had crossed over to Pakistan or Pakistan occupied Kashmir (PoK) during past over two decades of militants, which included Chakan-Da-Bagh on Poonch-Rawlakote route, Uri-Muzaffarabad route in Kashmir, Wagah border in Amritsar and Indira Gandhi International (IGI) Airport in New Delhi.

Police sealed the property of All Party Hurriyat Conference-Geelani (APHC-G) leader and chairman of People's League, Ghulam Mohammad Khan Sopori, for funding the militancy through Hawala channels and are contemplating to seal property of few more people who are allegedly funding militancy in Jammu and Kashmir. Police sealed house of Sopori at Chanapora in Srinagar for his alleged funding of Harkat-ul-Jehad Islami (HuJI) through Hawala transactions. Also, in Baramulla District, Police attached the property, including house, and seized one Santro car of Abdul Razaq Lone, son of Abdul Aziz Lone of Wagub.

Jammu and Kashmir acting Director General of Police (DGP) K Rajendra Kumar on July 2 called for greater synergy among various law enforcing agencies in the state to efficiently deal with various security issues and ensure sustained peace, reports IBN Live. "There is need for greater synergy among the law enforcing agencies to ensure sustained peace in the state," Kumar said. The acting DGP asked the officials to maintain constant vigil on the activities of anti-national elements, so that peace in state is not disturbed.

The SHRC in its July 2, 2011, report had confirmed the existence of 2,156 unmarked in four Districts of the Valley. That report was prepared after a three-year inquiry by an 11-member team led by the police wing of SHRC. The SHRC investigation had focused on the four North Kashmir Districts of Baramulla, Kupwara, Handwara and Bandipora. In September 2011, the SHRC admitted an application by the Association of Parents of Disappeared Persons (APDP) about presence of more than 3,844 unmarked graves in Poonch and Rajouri and directed the State Government to investigate into it and submit report.

The State Home department in a report on July 2 revealed that there are 2,080 unmarked graves in Poonch and Rajouri Districts, according to Tehelka. According to the report 3,431 militants have been killed in these Districts over the past two decades and of them 2,080 were unidentified foreign militants. The report states that the bodies of the militants, who were not identified, were handed over to local residents who carried out the burials according to religious rites. “The police could not prepare and maintain the identification profile of these slain militants as most of them were foreign terrorists and were operating under code names”, stated the report. According to the report identifying foreign militants has always been a problem in the counter-insurgency operations and hence they are categorized as “unidentified persons”. “However, it is clear beyond doubt that all those killed were combatants. In all the incidents, the bodies of the slain militants who were locals were identified, and handed over to their legal heirs for the final rites,” the report states. The report was presented to the State Human Rights Commission (SHRC) on July 3.

A youth was allegedly shot at and injured by the Army personnel in Zatchaldara area of Kupwara District in the evening of July 3, reports India Today. According to locals, the troopers opened fire on a Tata mobile vehicle in which the youth, identified as Bilial Ahmed Margay, was injured. Soon the residents assembled at the main roundabout of Zatchaldara and held demonstrations against Army. The Kupwara town remained tense on July 4.

Army has foiled several infiltration attempts by militants to enter into Jammu and Kashmir in the last six months, General Officer Commanding in Chief Lieutenant General K T Parnaik told reporters on July 3, according to Times of India. "There have been attempts for the past six months to infiltrate militants to this side. They (Militants) have made number of infiltration attempts, but their attempts have been foiled," Parnaik said, adding, "We have information on that (terrorists are being trained to infiltrate to J&K to create trouble by Pakistan). Terrorists are camped at launching Pads. They have instructions to infiltrate (into Jammu and Kashmir)." He further added that in couple of intrusion bids, the militants had managed to reach depth areas but they were pushed back successfully, adds Daily Excelsior. "So, far we have succeeded in foiling the infiltration bids. Even if some militants managed to infiltrate, we are capable of taking care of them’’, he pointed out.

At least 12 persons, including four Policemen, were injured during the clashes that broke out at Ganderbal (Ganderbal District) after a girl was allegedly assaulted by the college authorities on the allegation that she did not adhere to the dress code. After the incident, the students pelted stones at the college building. As the protesters were protesting and pelting stones, Police asked them to refrain from stone pelting. The protesting students continued stone pelting resulting in Police resorting to lathi -charge. Later people of the area also joined the protest. The clashes between the two sides led to injuries to 12 persons, including four Policemen.

Superintendent of Police (SP, Sopore) Imtiaz Hussain said that local boys were recruited into the outfit building a network of LeT operatives who were bent upon executing various terrorist actions in and around Sopore in criminal conspiracy with one Pakistani terrorist code named Fahadullah, who is operating in Sopore, who in turn has been taking directions from another terrorist code named Hanzullah-an LeT ‘commander’ based in Pakistan. He said that Fahadullah is the only surviving LeT terrorist of Pakistani origin in Sopore active as on date. "After being indoctrinated with Jihadi ideology, the group members had formally joined LeT organization and were provided the communication gadgets and weaponry", he added. "The members of the module have been assigned with various tasks of couriering the weapons and money, identifying the targets vis-a-vis security installations and arranging communication devices. The ammunition recovered includes more than 450,0000 bullets and 63,000 grenades, besides 45,000 kilogram of explosives. The official home document claims: “The recovery of such a big haul of weapons and ammunitions from the possession of terrorists is ample evidence to establish that the state has been facing nothing short of full-scale war by these terrorists at the behest of their motivators and mentors from across the border.” An unnamed Army officer said the recovered arms and ammunition was enough to equip 30,000 soldiers. “A conventional army division has around 10,000 men and officers. The seized weapons would form the basic nucleus of weapons in two to three divisions and will meet their requirement of small arms, automatic weapons or ant-tank capability,” he said. The letters, accessed by a leading English TV news channel, have an authoritarian tone and give an interesting peek into the terror groups’ modus operandi. The letters also reveal how these terror groups dictate terms to the Pakistani Army when it comes to deciding the targets of attack or claiming responsibility. These letters were written in November 2011 by a terror outfit identified as United Jihad Council and addressed to various places in Pakistan, one address being that of a Commander in Pakistani Army, based in Pakistan occupied Kashmir (PoK) near the Line of Control (LoC). As per the letters, several Indian Army Bases, religious sites and top figures are on the radar of the Pakistan-based terror groups. The letters have revealed that a specific instruction has been given to Lashkar-e-Toiba (LeT), under international scanner for its terror-related activities, not to claim responsibility for any militant attacks. These letters provide a clear view of the rapport shared by the militants with Pakistan’s Army as one of them complains about Army “not implementing” their instructions. Militants have also mentioned in one such letter that Pakistan Army won’t fire until a terror group gets under the clutch of Indian Army and that they would communicate with few chosen Pak Army officers. The letters also reveal a detailed account on the methodology used by the militants, while infiltrating to India, including specific routes and the “launching camps”, the places from where the infiltration has been planned. Official sources said the zone between Passana (ahead of Bafliaz, Surankote) to Peer Ki Gali dividing Poonch and Shopian Districts has been described as a very “sensitive zone’’ by the Intelligence agencies as it passed through dense forests, which could be utilized by the militants for taking shelter. "As the militants were running short of men and material in Poonch and Rajouri Districts in the absence of infiltration from across the Line of Control (LoC), their commanders have been sending desperate messages to Kashmir based militants to depute some of the cadre to the border districts using Mughal Road’’, they said, adding one of the message intercepted by the security agencies has confirmed that the militants could use Mughal Road to reach Surankote from Shopian and then head towards various hideouts. Sources said the inputs had been pouring in that the militants were planning to take advantage of heavy rush of visitors at Mughal Road to mix up with civilians and reach Surankote from Shopian on way to Poonch and Rajouri Districts. One of LeT ‘commanders’ searched is the ‘divisional commander’ of LeT for South Kashmir, Mohammad Qasim, a Pakistani militant. Mohammad Qasim reportedly infiltrated into Kashmir valley in 2010. He lied low and was hiding in the Dacchigam forests for almost 18 months. After the killing of then LeT’s South Kashmir ‘divisional commander’ Abdul Rehman alias Rehman Bhai on October 3, 2011, Qasim shifted his base from Dacchigam to South Kashmir and took over charge of South Kashmir. He was preferred over Sajjad who was to replace Rehman Bhai for his foreign origin. Mohammad Qasim is believed to be operating in the Chadoora area of Budgam and Pulwama and Pampore areas where security presence is thin. Another LeT ‘commander’ who is being hunted is Bilal Ahmad Bhat of Lalhar in Pulwama District. Bilal, though being very young is thought to be more active and as per security agencies more ruthless and daring. He was lured into LeT by Rehman Bhai. He is a local trained militant and has worked with Rehman Bhai and is thought to have learned the operational skills from him. Rejecting reports about sudden spurt in so called ‘successful’ infiltration by militants from Pakistan-occupied Kashmir (PoK), Defence authorities in Jammu and Kashmir on July 16 said the counter infiltration grid is on high alert and working properly, according to Daily Excelsior. "We do not have any information that 70 militants had managed to enter Jammu and Kashmir since May this year," Defence ministry spokesman Lieutenant Colonel J S Brar said. He said there were a few attempts by militants to cross into this side after snow started melting on higher reaches, particularly infiltration routes, but alert troops guarding the Line of Control (LoC) foiled their attempts and neutralised the infiltrators. "We have a counter infiltration grid working, which is often reviewing the strategy to foil any such attempt," Brar said adding "even during the winter months, when there was heavy snowfall, we did not lower our guard". He said besides night and foot patrolling, troops are also keeping a close vigil on the borders with sophisticated equipment.

One AK rifle and ammunition was recovered from the dead militant. Massive search operation has been launched in the area to track rest of the militants of the group. As reported earlier, Army in June end had launched a massive operation in the Handwara area after they noticed movement of a group of 8-10 militants who had infiltrated into these forests. "Militancy has almost been wiped out from Jammu region but 10 to 15 militants are still active in twin border districts of Rajouri and Poonch. Security forces are at their job to deal with them," he told reporters. Singh, however, said that 50 to 60 militants have been moved in launch pads close to the Line of Control (LoC) in Pakistan occupied Kashmir (PoK), who were desperate to infiltrate into the state. They have been moved to launching pads to infiltrate them into this side of the border for militancy, he said. "They will certainly try to infiltrate but we have a multi-grid security apparatus in place. We are fully alert to the situation," he added. To a specific query about recent attacks in Srinagar city from where the State Government had recently removed bunkers of the Security Forces, including CRPF, Singh described it as a policy decision. "It is a policy decision but the situation can be reviewed and if needed the bunkers can be rebuilt," he said.

"There are reports that the militants are trying to revive routes of infiltration in Rajouri and Poonch border Districts and also of ceasefire violations there", Dibagh Singh said. "There have been several attempts of infiltration in the past and also ceasefire violations in Rajouri-Poonch belts. Any infiltration attempt in this regard would be dealt with effectively on the ground along the border. There is a threat of militancy along the Moghal road", the IGP said. "As far as Moghal road is concerned, security is put in place from Kashmir and Jammu sides and no militants after infiltrating can travel on it", he added. "The security grid along the border line is strong...If there is any threat in this regard the border security set up is put in place to deal with it", Singh said. Preliminary investigations by the Police revealed that Sarfaraz Ahmad had crossed over to Pakistan occupied Kashmir (PoK) from the Line of Control (LoC) in Mendhar sector of Poonch in 1999 for arms training on being motivated by the Hizb-ul-Islami. Sources said that in a recent security review meeting for the South Kashmir it was suggested that few security camps will be set up in a couple of areas where the security presence is less giving chance to militants to re-group. One of such camps is proposed in the outskirts of Srinagar on the border between Pulwama and Budgam Districts where the security agencies felt that militants are making much movement, sources said. It may be mentioned here that the security presence in various areas of South Kashmir and Central Kashmir was reduced over the years following decrease in the number of militants and militancy incidents. Security agencies admitted that over the years Security Forces focused on North Kashmir where there are more militants than South Kashmir but militants chose South Kashmir where security forces had decreased their presence following relative calm in the area. Security agencies data revealed that there are 25 LeT militants operating in South Kashmir Police Districts of Pulwama, Shopian, Awantipora and Anantnag while there are 62 LeT militants operating in Bandipora, Sopore, Baramulla, Handwara and Kupwara Police Districts. However, the number militants in North Kashmir increased with every successful infiltration attempt and in 2012 as per security agencies around 10-15 militants managed to infiltrate into North Kashmir.

They were crossing illegally to J&K to avail the Return & Rehabilitation policy for Kashmir youth who have gone for arms training to Pakistan occupied Kashmir (PoK). The militants - 22-year-old Maroof Iqbal, 21-year-old Javaid Iqbal (both HM) and Showkat Ali (25, LeT), his wife Shamida Kouser (22), his two children Khalid and Umar - had crossed over from PoK to this side through the LoC in Hamirpur-Bhimbher Gali belt of Poonch late in the night of July 22, an Army officer told PTI. "We told them that this is not the right way to cross via the LoC to this side. This cannot be allowed", he said, adding that they were told to adopt a proper procedure for crossing and return back to Jammu and Kashmir as per the mechanism laid down under the policy. The infiltrators had SIM cards, mobiles, passports from Pakistan and other items but nothing incriminating, he said. Earlier report had mentioned only Showkat Ali.

A 21-year old youth, identified as Hilal Ahmad Dar, son of Ghulam Mohammad Dar of Aloosa in Bandipora, was killed in Army firing in the night of July 24 in Bandipora District resulting in protests in which around 20 persons were injured, reports Daily Excelsior. Defence spokesman said that on information regarding movement of two to three militants in the Aloosa area of Halmatpura, surveillance cum ambush was launched in Ashtiung Nar. The spokesman said that the ambush party noticed suspicious movement in the area. "On being challenged, the ambush party of 27 Rashtriya Rifles was fired upon. A brief fire fight ensued. Later during the search of the area, one body and AK-47 along with ammunition were recovered. The body and the recovered arms and ammunition have been handed over to the Police", the spokesman added. Soon after the news spread about the killing, hundreds of people took to streets and protested against the killing. Large number of people gathered in the village Gurdal and held a protest demonstration in the morning of July 25. They later marched towards the Bandipora town and reached upto Manzgam. During their march they clashed with Police resulting in injury to around 20 people, including Station House Officer (Bandipore Police Station), Nisar Ahmad and eight other Policemen. Police used tear smoke and charged batons to disperse the protesters.

He said there have been increased infiltration attempts from across the border, possibly with the aim to sending more terrorists into Jammu and Kashmir before the onset of winter. "The militant groups are making concerted attempts to push the terrorists through the border. Security forces are dealing with them," he added. Sources further said inputs indicated that some terrorists belonging to Hizb-ul-Mujahideen (HM), Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM) had crossed into the State during May while some more entered it by early July. The terrorists have started using infiltration routes from Uri and Nowgam sectors in Kupwara in North Kashmir that were being used in the 1990s and early 2000 and which have been since been lying dormant, the sources said.

, Army has taken a firm decision of not allowing any militant, whether alone or along with family including wife and children from across the Line of Control (LoC) through any unauthorized route on the ground that their return without following the proper procedure could pose a "grave security threat’’. Official sources told Army has issued clear cut directions to the field commanders posted along the LoC not to allow any militant along with family members to enter into Indian side from any unauthorized route. Sources further said the Army wouldn’t allow any militant, even if his family had applied here for his return from Pakistan occupied Kashmir (PoK) under Rehabilitation Policy, to enter from any unauthorized route from the LoC. "The Government has fixed four routes for return of the militants of Jammu and Kashmir from Pakistan or Pakistan occupied Kashmir (PoK) under the Rehabilitation Policy. The militants can return from these routes but surely they won’t be allowed to come from any unauthorized route’’, they added. However, out of over 100 militants, who have returned to the state from Pakistan or PoK after the Rehabilitation Policy, none had taken authorized routes. Majority of them had flown out from Pakistan to Kathmandu in Nepal and then entered into Uttar Pradesh on way to Jammu and Kashmir.

A Sarpanch (head of a Panchayat, village level local self Government institution) escaped bid on his life while his brother was fired upon and injured by militants in the Pahalpora village of Shopian District in the night of July 28, reports Daily Excelsior. Residents said that two militants intercepted Sarpanch Mohammad Yaqoob Malla when he was coming out of a nearby mosque after. Yaqoob was accompanied by his younger brother Muhammad Rafi Malla, who had an argument with militants resulting in a scuffle during which Yaqoob fled towards his house. The militants fired three shots at Rafi during the scuffle injuring him. Police said the militants involved in the attack have been identified as Inam-ul-Haq Malla alias and Irshad Ahmad Sheikh. It may be mentioned here that the Lashkar-e-Toiba (LeT) militants over the months targeted the Sarpanchs and Panchs (members of Panchayat) in South Kashmir Districts of Shopian, Kulgam and Pulwama forcing scores of them to resign. Hindustan Times adds that the Police on July 29 claimed to have arrested two “militants” in Shopian district for the attack.

A Jammu court on July 28 sentenced a former Hizb-ul-Mujahideen (HM) 'commander' and Pakistani national to nine years of imprisonment, according to The Times of India. Principal Sessions Judge Jang Bhadur Singh Jamwal awarded the term to Noor Ahmed Baloch and imposed a fine of INR 10,000 on him. Baloch, a resident of Chak Zahir Peer in Khanpur (Pakistan), was arrested in Doda District on October 26, 2004, where he was operating as a HM ‘area commander’. On the day, Police recovered a Chinese-made pistol among other things from his possession. Codenamed as Rashid, Baloch had obtained militant training in Pakistan occupied Kashmir (PoK) and was operating in Doda hills in the state.

Rural Development Ministry, which has launched Himayat Programme-- an INR 2.37 billion placement linked skill development initiative for training and placement of 100,000 J&K youth in the next five years, said that it would start similar programme in Naxal affected Districts. "We want to start similar programme in the Naxal-affected districts of the country. These are all the entry level programmes targeting unemployed youths usually 10th standard passed or failed," Rural Development Minister Jairam Ramesh told a new agency. The Ministry has already started the initiative in Chhattisgarh’s Sukma, one of the worst Naxal affected Districts of the country, Ramesh said.

Authorities on July 28 found a 400-meters long tunnel, running between India and Pakistan, along the International Border in Samba District of Jammu and Kashmir, according to Rediff. "We have discovered a tunnel running between Pakistan and India in Samba District," Senior Superintendent of Police (SSP, Samba) Israr Khan said. The tunnel was detected after an area caved-in at two or three places due to rains near the Border Security Force's Chillayari Border out Post (BoP), he added. "After the cave-in, the area was dug out to know the reason. But, the authorities were surprised to find a tunnel," the SSP said. The tunnel, with a dimension of 3x3-feet, was running between Chillayari BoP and Pakistan's Numberiyal BoP, he said. Dug at a depth of 25-feet below the ground level, it was 400-metres long on the Indian side, the SSP said adding, "We are confirming whether the tunnel is operational or not." The tunnel, which seemed to be freshly constructed, had air supply through a 2-inch pipe, he said adding “we are looking into all aspects”. "Since it is difficult to push in terrorists to the Indian side, they decided to set up a tunnel to facilitate infiltration," the SSP said.

The BSF would also be seeking help of seismic experts to trace route of the tunnel including its opening and exit points. Referring to the tunnel at Chechwal, which was spotted by a villager in the evening of July 27, BSF Inspector General (Headquarters) SK Mishra directly blamed Pakistan for construction of the tunnel to facilitate infiltration of militants and smuggling of narcotics into Jammu and Kashmir from across the border. "There is a Pakistan hand in the tunnel, which appeared to have been constructed from across the IB into Indian territory under the cover of firing’’, the IG BSF said, adding, "The purpose (of digging a tunnel into India from Pakistan) is known to everyone - to infiltrate and conduct smuggling from there." "We have also sought the help of experts from Army and Geological Survey of India (GSI) to find out exact length, depth, exit and opening of the tunnel, which had definitely been dug from Pakistan side’’, Mishra said.
