A suspected militant was killed on July 1, when the explosives he was carrying exploded during an encounter with Security Forces (SFs) at Sawjian forward area in Poonch District along the Line of Control (LoC) while three other militants reportedly managed to intrude successfully, Kashmir Times reported. Troops observed suspicious movement of four suspected militants in the vicinity of a forward post. Troops challenged the intruders and during the en-suing firing one militant was killed. The militant was carrying some explosives, which detonated as a result of firing by the troops. Intelligence sources claimed that the remaining three intruders managed to enter the Indian Territory and search operation has been launched to flush them out.

An irate mob set the Army’s Goodwill School located in Hajan area of Bandipora District on fire during the protests, The Hindu reported. Officials said that hundreds of residents attacked the school while shouting slogans against Security Forces (SFs). Defence spokesperson said that the school building suffered extensive damage. In addition, normal life remained affected due to the strike called by separatist groups to protest against the killing of two youth in alleged Army firing in Bandipora District. As reported earlier, two persons were killed allegedly in army firing in Sumbal area of Bandipora District, leading to protests by the local residents, on June 30.

The slain militants were identified as HM ‘district commander’ Shabir Ahmad Bhat alias Shabir Hayina and Aijaz Laway alias Majid and. As reported earlier, one Policeman, identified as Mushtaq Ahmed, and a militant, Shahnawaz Amed, were killed in the encounter on July 1. The dead bodies of the three militants along with three AK-47 rifles and ammunition were recovered from the encounter site.

Also, there was a rise in instances of successful infiltration as compared to previous years with 121 terrorists entering Jammu and Kashmir (J&K) in 2012 as compared to 52 in 2011,” MHA told the Consultative Committee members. Meanwhile, Ministry sources said there have been increased attempts by militant groups based in Pakistan occupied Kashmir (PoK) to send extremists into Jammu and Kashmir in recent weeks. They said as of now around 250 to 300 militants are active in the state and are waiting for opportunities to disturb peace in the State.

A group of ‘protesters’ tried to take out a ‘protest rally’ near Kurhama in Ganderbal District on Srinagar-Lar bypass towards the Kondebal in Ganderbal, but the heavy contingent of police and CRPF deployed in the areas stopped their way and did not allow the protest to proceed. The Police action was responded by the ‘protesters’ with stones and bricks and shouted slogans against Army, Police and State Government. The security men also lobbed dozens of tear smoke shells. Chief Minister Omar Abdullah on July 3 said some incidents in the Valley over the past 10 days have lent credence to voices both against and for revocation of controversial Armed Forces Special Powers Act (AFSPA) in the State, reports Samay Live. "I won't talk about AFSPA right now. Last 10 days, we have seen two incidents which have given evidence both for presence and revocation of AFSPA," he stated. Omar said the advocates of continuation of AFSPA in the state cite the example of attack on Army convoy in Srinagar on June 24 in which eight soldiers were killed and a dozen others were injured. "They say that AFSPA cannot be revoked when such incidents take place. Those who want the Act to go cite the Sumbal [Bandipora District] incident, saying there was wrong use of powers ... which led to death of two youths. If there was no AFSPA it would not have happened," he said. Omar said he would continue the discussion with the Centre on the issue of partial revocation of AFSPA in the state. "I will only say that our discussions about AFSPA (with the Centre) will continue," he added.

General Officer Commanding (GOC, 16 Corps), Lieutenant General D S Hooda said on July 3 that firing, ceasefire violations and infiltration attempts from across the border have increased and the situation along the LoC is tense, reports Daily Excelsior. “Firing (from across the border) has increased in the past two to three months. Ceasefire violations have increased. The situation on the border (with Pakistan) is tense but under control,” he said. “Infiltrators are now attacking our security forces, targeting our posts more openly as they are desperate to infiltrate. Attack on security forces to inflict more and more casualties is the new strategy of infiltrators,” the Army officer said. He also said that they are able to infiltrate because of heavy snowfall which damages the fencing erected for checking infiltration. On Border Action Team (BAT) attacks from across the border, the Army Commander said “there are strong possibilities of BAT strikes on our forces from the Pakistani side as experienced previously.” Replying to a query, he said “it is premature to attribute escalation in tension on the border to the change of Government in Pakistan.”

Police arrested an Army ‘informer’, Manzoor Ahmad Sheikh, for his alleged role in the killing of 18-year-old youth, Irfan Ganai, at Markundal in Bandipora District on June 30, according to The Times of India. Kashmir range Inspector General of Police, A G Mir, said Sheikh was arrested on July 3 as he had misinformed Army about the presence of militants where Irfan Ganai was killed. In addition, Higher Education Minister Mohammad Akbar Lone, who represents the area in the State Assembly, said Sheikh had fired on Ganai. Deccan Herald reports that the Jammu and Kashmir Government has cleared the cases of more than 300 militants who want to return from Pakistan occupied Kashmir (PoK) under state government’s ‘surrender-cum-rehabilitation policy’.The report said that a high powered panel has recommended return of more than 300 youth who crossed the Line of Control (LoC) for arms training during the last two decades but want to return and “live a dignified life”. “The panel headed by State Home Secretary Suresh Kumar and comprising top officials of police and intelligence agencies cleared the cases. However, nobody from the Ministry of Home Affairs (MHA) was present in the meeting,” they said, adding that the Ministry had given its nod for holding the meeting in the absence of its representative. Joint Secretary (Kashmir, MHA) is one of the members of the panel. Suresh Kumar confirmed that they have cleared many cases but refused to reveal the precise number. Those militants who had gone to PoK and Pakistan between January 1, 1989, and December 31, 2009, and their dependents are eligible for consideration under the policy. Till the end of 2012, the Kashmir Government had received more than 1100 applications from former militants in PoK for their return under the policy.

Official sources said troops observed four militants trying to sneak into the Indian Territory from near Durga Post in Digwar sub sector of Poonch District in the wee hours of the morning. Troops immediately opened firing to neutralize the militants before they could enter into this side. Within 15 minutes of firing, the troops were able to push back the militants to Pakistan occupied Kashmir (PoK) from where they had been launched. All four militants were heavily armed and appeared to be Pakistanis. They retreated without offering much resistance after finding heavy presence of Army on this side of the LoC. Inspector General of Police, Jammu Zone, Rajesh Kumar said that there had been no successful infiltration attempt on the LoC or International Border (IB) in Jammu sector in current year. “We have been watching the situation completely but so far Army and BSF [Border Security Force] haven’t allowed any militant to intrude into this side,” Kumar said adding though a number of intrusion bids have been made on the LoC in the recent past “all of them have been successfully thwarted”.

Official sources told that three IEDs or landmines were detonated by the militants along the LoC in Sabjian sub sector of Poonch at 7.45 am, 7.55 am and 12.40 pm either using remote control devices, time devices or trip wire technology. While first and third blasts failed to cause any casualties or damage, it was the second blast at 7.55 am in which one porter, engaged by the Army for carrying their goods from one post to another, was killed while three others were injured. Troops have already been maintaining a very high alert on the LoC in Rajouri and Poonch Districts with repeated bids of infiltration by the militants from Pakistan occupied Kashmir (PoK) and attempts by the militants to plant IEDs and landmines on the LoC to target Army soldiers.

General Officer Commanding (GOC) of Kupwara based 28 Division of the Army, Major General Lalit Pandey told that eight to nine militants were moving in the forest area about 500 meters inside Indian territory near the LoC. He said that the militants were immediately engaged by firing from the post located along the fence and it resulted in the elimination of five militants, while the remaining flew towards the LoC under the cover of thick foliage. He said that the group of militants belong to Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahideen (HM) and had crossed the LoC during the day and were intending to cross the fence under the cover of darkness. The GOC said that there are 350 militants waiting on the launching pads on the other side of the LoC in Tangdhar, Keran, Macchil and Gurez sectors. There are 22 accused in the case, including suspected Lashkar-e-Toiba (LeT) ‘commander’ Thadiyantavide Nazeer. “The trial of the case has almost been completed and the court will pronounce the order after a few sittings. The NIA has filed chargesheet against 24 persons, including four Keralites, in connection with the case. The witnesses also include family members of the killed youths. Muhammad Sabir and Wali, the main link between the LeT and the Keralites, are absconding,” NIA officials said. Four youths from Kerala - Fayas, Abdul Rahim, Mohammed Yasin and Fayis - suspected to be involved in the case were killed in an encounter with the Security Forces (SFs). The youths, who were recruited in 2006, were given arms training to wage war against India.

Sources in the Intelligence Agencies said that within two months of Nawaz Sharif's election as Pakistan's new Prime Minister, its Army, along with the Inter-Services Intelligence (ISI) and several militants outfits, including Lashkar-e-Toiba (LeT), Hizb-ul-Mujahideen (HM) and Jaish-e-Mohammad (JeM), have started creating trouble on the Line of Control (LoC) in Rajouri and Poonch Districts, reports The Hindustan Times. Sources in the Intelligence Agencies added Pakistan's Army wants to give message to the Government regarding maintaining its superiority over the civil administration by fomenting trouble near the LoC. Major General SK Singh, General Officer Commanding (GOC), infantry division, said it is too early to comment on Pakistan's relation with its Army. But he agreed that the army, involved in machination with the militant outfits, has often been targeting the Indian troops. "There is no doubt that Pak commanders and the local militants are plotting against us," said the GOC. According to the intelligence agencies, LeT and HM have jointly decided to send the latter's force in Jammu and Kashmir, as they have huge support in the state. During questioning, the Police said, Wani admitted possessing two AK 47 rifles. “He admitted possessing the weapons for the purpose of extortion and also to carry out some militant acts,” said the spokesman. On Wani’s disclosures, the Anantnag Police arrested three of his associates ---- Mohammad Rafiq Wani, Imtiyaz Ahmad Banday and Bashir Ahmad Wani, all residents of south Kashmir. The police investigations revealed that Wani and Banday were “planning to execute a firing incident on the National Highway between Qazigund and Mirbazar”, 60 kilometres south of Srinagar. However, because of the killing of Ashraf Sheikh alias Molvi they could not execute their plans,” said the Police spokesman. A Police spokesman said that a hand grenade was hurled at a Police vehicle, by militants, which was passing through Batamaloo area at about 12.30pm. Kasana was booked under Section 7/25 of the Arms Act and was slapped with the Public Safety Act (PSA). Recently his PSA was quashed by court and he was rearrested and being shifted to Baramulla District Jail for detention. Sources said that Kasana, infiltrated into Kashmir valley from Pakistan in 2012 along with a Pashtun group of militants. He was arrested by Police and detained under PSA. The group headed by Asadullah, a top ‘commander’ of HM is operating in Kangan area of Ganderbal District since it infiltrated into Kashmir.

The spokesman said that a case (FIR No. 225/2013 under Section 505,506, 120(b) RPC and 13 ULA Act) was registered and investigation was taken up during which Police received a tip off, regarding Ashiq Hussain Narchor to be involved in the poster pasting incident. The spokesman said that Narchor was arrested, during his questioning he confessed of preparing and pasting the threat letters at various places in town Anantnag. He also disclosed the name of his associates who assisted him in execution of work. General Officer Commanding (GOC) of Kupwara based 28 Division of Army, Major General Lalit Pandey said: “Army troops noticed the movement of a group of 3 militants who were trying to sneak in at Pant Post on the LoC in Gurez sector last night. We challenged them and opened fire killing one militant while another one was injured and third one fled back to Pakistan under the cover of darkness.” Army has launched a massive operation in the area to ensure that no member of the group has managed to sneak in. The GOC, however, said that it was only a group of three militants that tried to sneak in. He added that there are 350 militants waiting on the launching pads on the other side of the LoC opposite to Tangdhar, Keran, Macchil and Gurez sectors in North Kashmir. The spokesman said that Lieutenant General Gurmit Singh, the Chinar Corps Commander, commended the troops for their dedication and high degree of alertness.

"The Centre is ready for talks, but with whom will they talk? NC [National Conference], PDP [Peoples’ Democratic Party], Congress and BJP [Bharatiya Janta Party] say we will solve the issue within the constitution and they are talking with the Centre. But those who want to solve it outside the constitution (meaning, the separatists), are not ready for talks," the news agency quoted Omar as saying. "The last time the Prime Minister told them (separatists) that they should put their demands in the shape of a memorandum. Let them show it to the people whether they have put it before the PM. Center told them to give a charter of demands on record, which they didn't," he said. On Afzal Guru's hanging (February 9, 2013), Omar said, "I had warned New Delhi that it will have a long-term impact in Kashmir. Situation in the Valley is more and less peaceful. What is happening in the Valley this time isn't related to Afzal Guru. Yes, it has had an impact on the minds of the people of Kashmir. Long-term effect it will have. How it will that has to be seen.
