Defence spokesman Lieutenant Colonel Manish Mehta said that huge cache of arms, ammunition and explosives recovered by Army and Police during joint operation. Recoveries included one AK-56 rifle, two Chinese pistols, two Japan made Kenwood radio sets, one Under Barrel Grenade Launcher (UBGL), 13 hand grenades, nine UBGL grenades, three AK magazines, 423 AK rounds, 20 pistol rounds and some accessories.

Security Force (SF) personnel cordoned off Delina area of Baramulla District on July 2 for most wanted militant, Qayoom Najjar, who is allegedly involved in the recent killings in Sopore town, Daily Excelsior. Police and Army after getting information that Najjar was travelling in a Sumo car and was on way to Delina area to a particular locality, laid ambush but Najjar reportedly disembarked from the vehicle in a nearby locality. Police and Army immediately cordoned off few houses in the locality where he disembarked from the Sumo but he was not found there. The cordon was lifted but immediately laid around Delina and surrounding areas after reports that he is still inside the locality. House to house searches are being conducted as SF personnel don’t want to take a chance to let Najjar go.

A former Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Bijay Singh, was arrested by the Nawajaipur Police in Palamu District on July 3, reports The Pioneer. Confirming this, the Deputy Superintendent of Police (DSP) H L Ravi said the arrest was made when this ex-Maoist was flaunting his illicit weapon to frighten the second party in a disputed land. The DSP said one pistol and four cartridges were found on his person while one gun was unearthed on the house search at Larbandhwa village under Nawajaipur Police Station from where he was arrested. The ex-Maoist was remanded to judicial custody on July 3.

Around a dozen people were injured in clashes that broke out in Lal Chowk area of Anantnag District on July 3 against the arrest of All Party Hurriyat Conference (APHC) Chairman Syed Ali Shah Geelani who was supposed to lead a rally in the Anantnag town, reports Daily Excelsior. The activists of APHC carried out a protest demonstrations after the prayers after Geelani failed to reach there and news of his arrest reached them. Angry youths pelted stones on Police and paramilitary personnel deployed in the area. Police charged batons and fired tear smoke shells to disperse them. Pakistani Rangers resorted to night-long firing and mortar shelling targeting six Border out Posts (BoPs) along Indo-Pak border in Jammu District, reports Times of India. An unnamed BSF officer said, "Pakistani Rangers resorted to firing and mortar shelling targeting six BoPs along the International Border (IB) in Arnia sector of Jammu District throughout the night." They used small arms and also fired 82 mm mortar shells targeting BoPs in the sector triggering panic among villagers located along the borderline, the officer said. The BSF troopers retaliated resulting in exchange of fire which stopped at around 5am, he said, adding that there was no firing since then. There was no loss of life or damage to the property in the firing exchanges, he said, adding the situation is being monitored and troops have been alerted.

The government also said no military approach can help deal with the situation “which is essentially a result of alienation.” Senior People's Democratic Party (PDP) leader and Minister for Education Naeem Akther said the government is “fully aware” of media reports that some 35 young boys have landed in militant ranks in the recent past. “It’s obviously a matter of concern. It has thrown up a big challenge for us on various fronts—moral, political and social. I believe the problem can’t be dealt militarily as the cause behind it is alienation,” Akther said. Pertinently, a group of young-boys-turned-militants posed in a photograph which was uploaded on social networking site, Facebook, sending security agencies in Kashmir into a tizzy. According to Police estimates, 100 youth joined militancy in the past 18 months while 35 youth joined militant ranks this year. These youth mainly hail from South Kashmir.

Director General Recruitment of Army, Lieutenant (Lt) General R N Nair, told reporters on the sidelines of Passing Out Parade of Jammu and Kashmir Light Infantry at Srinagar that Army is making more recruitments in Jammu and Kashmir than its vacancies. “Jammu and Kashmir recruitment is very strong. We have 1400 vacancies for Jammu and Kashmir but we recruit over 2000 every year”, said Lt Gen Nair. The Director General said that the response to the Army’s recruitment rallies is overwhelming. “When we conduct recruitment rallies thousands are queuing up”, he added. Lt General Nair said that there were times in Kashmir when Kashmiri youth were not turning up for Army recruitment rallies. “There were times when we were conducting recruitment rallies here, people were not turning up. Now they come in thousands and they try to get recruited. The motivation to join the Army is there and it has increased”, he added. The Director General said that militants wanted that Kashmiri youth should not join the Army but they have failed in it. “Unfortunately terrorist groups want that civilians should not join the Army. They have totally failed. You find recruitment in Jammu and Kashmir is much more than what we are expecting and what are the vacancies. The coordination between Intelligence agencies and Security Forces (SFs) and Police, who were dealing with militancy and law and order situation, was high on agenda of the Central Government. Official sources said that Union Home Minister (UHM) Rajnath Singh had deputed two high ranking officers including Intelligence Bureau (IB) Director Dineshwar Sharma and Centre Government’s Special Envoy on Extremism and Counter Terrorism, Syed Asif Ibrahim, former chief of the IB to meet with top brass of the State Government, Army, para-military forces, Intelligence agencies and Jammu and Kashmir and discuss with them the steps required to maintain peace in the State. Sources said apart from security scenario, the Central team also discussed certain internal developments in the Kashmir valley like raising of Islamic State (IS) and Pakistani flags by some youths recently. The officers were briefed that number of such youths was very less and areas of their operation were also confined. However, the Centre Government, according to sources, wanted such youths to be weaned away from anti-national activities as they could be pushed to militancy. Reports said that Army noticed the movement of 5-6 militants near Gail Gali post in Keran sector. They were challenged by the troops deployed along the LoC leading to a gun battle in which three militants were killed. The rest of the militants of the group fled under the cover of darkness and dense foliage. Army conducted searches in the dawn and recovered three bodies of militants along with arms and ammunition. The recovered arms and ammunition include three AK 47 rifles, one Under Barrel Grenade Launcher (UBGL), 12 AK magazines, 300 rounds of AK 47, eight grenades and other warlike stores. Army on July 13 killed Lashkar-e-Toiba (LeT) ‘divisional commander’ and member of the outfit’s Border Action Team (BAT), who had beheaded two Army soldiers at Mankot sector in Poonch District on January 8, 2013, when he along with a group of three associates was trying to infiltrate into the Indian territory for fidayeen (suicide) attack in wee hours, reports Daily Excelsior. Official sources said that the infiltrators had planned BAT action in the same Mankot sector as they were well versed with the area but they found the troops on very high alert along the Line of Control (LoC) despite heavy rains in the area at about 3.30 am. Troops took on the militants and eliminated one of them while three others retreated to Pakistan occupied Kashmir (PoK). One of the fleeing militants left behind his bags carrying large quantity of Pakistan made eatables. Documents recovered from the slain militant established his identity as Mohammad Anwar alias Azhar, a ‘divisional commander’ of the LeT and a Pakistani national, who was trained by Pakistan Army in the BAT actions. Azhar along with Pakistan Army commandos had beheaded two Army soldiers Sepoy Hem Raj and Lance Naik Saudagar after intruding deep inside the LoC in Mankot sector of Poonch District on January 8, 2013. The BAT members and Pakistan Army personnel had escaped to PoK. Army recovered one AK-47 rifle, two magazines, 39 rounds, two anti-personnel mines, Rs 10,000 Indian currency and Rs 6885 Pakistani currency. The militants were also carrying Pakistan made two mobile telephones—one of them with Pakistani SIM card and Pak made food items including 11 packets of biscuits, three packets of milk, five packets of ORS, water bottles, half kg almonds and other dry fruits, rain coats etc. All four militants were wearing combat dresses, which indicated that they planned to carry out fidayeen action after infiltration into this side.

In RS Pura sector, four civilians working at village Barsalpur were injured after mortar shell exploded in their field. They have been identified as Balwinder Singh (45), Roop Lal (52), Sandev Kumar (20) and Barinder Kumar (35). Sources said at both the places, Pakistan Rangers and Army tried to infiltrate two groups of militants, each numbering between three to four under the cover of mortar shelling and firing, but alert Army and Border Security Force (BSF) troops foiled the intrusions bids. The militants, who were trying to infiltrate with heavy weaponry with a view to carry out terror attacks on this side, retreated following effective retaliatory firing brought down by the troops. Officials said that as soon as Friday prayers got over at Jamia Masjid in the Nowhatta area, a group of youths waved the flags and raised pro-separatist and pro-Pakistani slogans. The officials said that the youths also set fire to the tricolour before marching towards Nowhatta Chowk on their way towards Khanyar Chowk. However, they were stopped by a large contingent of SF personnel stationed there, triggering the clashes, which continued for some time. The Union Ministry of Home Affairs (UMHA) has moved a proposal for raising 17 India Reserve Battalions, of which five will be for Jammu and Kashmir and 12 for the Communist Party of India-Maoist (CPI-Maoist)-affected states, a senior UMHA official said. The MHA would bear 75 per cent expenditure of the raising of battalions while rest of 25 per cent expenses will be borne by the State Government. Official sources said that Union Home Minister Rajnath Singh has given nod for total of 17 new IRP battalions and five of them would be raised in militancy-infested Jammu and Kashmir. They said the raising of five new IRP battalions would need Rs 305 crore expenditure and the Centre has agreed to bear 75 per cent cost of it i.e. Rs 226 crore worth expenditure would be borne by the Government of India and Rs 79 crores by the State Government.

One civilian was injured when militants on July 24 carried out a series of attacks in Srinagar city against telecoms by hurling grenades at their showrooms and attempting to blow up cell phone towers, reports Daily Excelsior. The first attack took place at Karan Nagar when two militants barged inside the showroom of Aircel and directed the employees and customers to move out. One of them carrying a pistol lobbed a grenade inside the showroom which exploded damaging the showroom. The militants fled from the scene and stopped at another showroom of Vodafone, hardly 300 metres away from the first showroom. They barged into the showroom and threatened the employees for not following the Lashkar-e-Islam (LeI) directive on shutdown of cellular operations. They asked the employees and customers to move out and later hurled a grenade inside, damaging the showroom. Hours after showroom attacks, militants threw a grenade towards a Bharat Sanchar Nigam Limited (BSNL) cell phone tower at Shaheed Gunj locality, in which one painter identified as Mohammad Faiq was injured. Police said that the militants hurled a grenade in Achabal Bus stand outside 164 Battalion of CRPF at around 2 pm, causing splinter injuries to a CRPF jawan and five pedestrians. Police said that Owais Ahmad Fuffo (16) had gone missing on July 18. Police later fished out the body of missing Owais. Youth in adjacent Maisuma area came out on streets to protest against the mysterious death of the boy. They were demanding probe into the matter. Police tried to stop the youth from coming on streets, but the youth remained adamant and later pelted stones on Police. The cops tried to chase away the protesters by resorting to baton charge but the youth resisted the police action. Police fired over two dozen tear smoke shells.

According to sources, the big area of concern for the security agencies is the presence of militants in Dobjan forest area of Shopian District which has made the Mughal road connecting Kashmir valley with Rajouri and Poonch Districts of Jammu region unsafe. There were no reports of any militant movement from the area around Mughal after its opening but of late there are frequent reports of militant movement from the area raising security concern. Another area of concern is the Tangmarg area in Baramulla District which is gateway to world famous tourist place of Gulmarg. There are frequent reports of militant movement in Tangmarg area. The areas which have become active recently are Pampore and Khrew in Pulwama District which is worst hit District in Kashmir valley. There are also reports of militant movement from new areas of Kokernag and Srigufwara adjacent to tourist resort of Pahalgam and Kellar and Yarbal forests of Pulwama District.

This is the second city in Kashmir valley after restive Sopore town in Baramulla District where telecom showrooms have been closed following militant threats and attacks on their facilities and infrastructure. On July 24, militants carried out two attacks on telecom showrooms in Karan Nagar area of Srinagar by hurling grenades inside after employees and customers were asked to vacate these. The showrooms were damaged. However, there was no loss of life. They also targeted two cell phone towers, one in Shaheed Gunj and another in Gogjibagh area of Srinagar city. Two persons were injured in these attacks that led to fear psychosis among telecom operators forcing shutdown of showrooms in Srinagar city.

Sources said that in March, 2015, Border Security Force (BSF) had prepared a detailed dossier and sent it to UMHA stating that infiltration attempts and attacks by Pakistani terrorists were imminent. The report was sent following attacks by fidayeen (suicide squad) in Army fatigues on a Police Station in Kathua and an Army camp at Samba on March 21. Defence Minister Manohar Parrikar in a written reply to Rajya Sabha has said Pakistan Army has made 1,129 ceasefire violations at the border since 2013 which has claimed the lives of 16 Army personnel, reports Economic Times on July 30. As per the figures given by him, there were 347 ceasefire violations in 2013, which increased to 583 in 2014. In 2015, till June 30, there have been 199 ceasefire violations. While 10 Army personnel lost their lives in 2013, four of them besides 13 civilians were killed in 2014. In 2015, till June 30, two Army personnel and two civilians have been killed.

Deputy Inspector General (DIG) North Kashmir, Garib Dass, said that a Tavera vehicle was signaled to stop at Mirgund by a Police party that has established a naka in Baramulla District on Srinagar-Baramulla National Highway. “The vehicle didn’t stop and militants present inside fired at the Police party injuring Station House Officer (SHO), Inspector Mohammad Salim”, he said. Constable Mushtaq Ahmad and Special Police Officer (SPO) Dilshad Ahmad were also injured in the militant firing and police also fired back injuring the driver of the Tavera vehicle, Bilal Ahmad Gojri. The vehicle came to halt after the driver was injured and the two militants who were travelling in the car fled from the scene. The driver of the vehicle was arrested by the Police.
