"We have proposed triangular talks between India, Pakistan and the Kashmiris," said APHC leader Mirwaiz Umar Farooq at a press conference. "We have come on Pakistan government’s invitation for talks with the Kashmiri leadership here. We hope our discussion would help seek a solution of the Kashmir issue, acceptable to all parties," he added. After a two-day stay in PoK, the APHC leaders are expected to travel to Islamabad to meet President Pervez Musharraf and Prime Minister Shaukat Aziz.

Leaders of the All Parties Hurriyat Conference (APHC) on June 3 urged Kashmiris on both sides of the Line of Control (LoC) to draw up a joint plan to peacefully resolve the issue. They were addressing members of the Pakistan occupied Kashmir (PoK) Council and PoK Legislative Assembly in Muzaffarabad, capital of PoK. Mirwaiz Omar Farooq said they have come to PoK with "solid proposals" for the solution of the Kashmir issue. He also said he wants to share these proposals with the leadership of PoK and Pakistan. "The issue will only be resolved after all the three major parties are included in the peace process," he claimed. Bilal Ghani Lone said Kashmiri leaders have committed mistakes and when people ask questions about it the leadership has no answers. "People are still with us in our struggle. But we need a better approach and strategy," Bilal said. Another Hurriyat leader, Abbas Ansari, said Kashmiris should be included in the peace talks. "Agreement should not be made on our blood. The real party concerned to the dispute is Kashmiris and they must be included in the talks," he is reported to have said.

The Jammu and Kashmir Government said on June 19 that it has received about 1,600 applications from those Kashmiri Pandits (descendents of Brahmin priests) who are willing to come back to the Valley and announced that the first batch of the members of the displaced community is expected to return in August 2005. "There are no hurdles or hiccups in the return of the Kashmiri Pandits to the Valley. There are certain vested interests who are trying to sabotage the process, but they will not be allowed to succeed," State Revenue, Relief and Rehabilitation Minister Hakim Mohammad Yaseen said in Srinagar. He disclosed that residential colonies for the Kashmiri Pandits are coming up at Sheikhpora in the Budgam district, Tullmulla in Srinagar district and Mattan in the Anantnag district at a cost of about Rupees 40 crore. These colonies are expected to accommodate about 500 Kashmiri Pandit families willing to return to the Valley, he added. The minister also said more than 350 families could be lodged in the flats at Sheikhpora, 80 at Mattan and 72 in Kheer Bhawani, Tullmulla. According to Daily Excelsior, official figures suggest that 56,380 Kashmiri Pandit families are living in various parts of the country. Dr. Singh was responding to Vajpayee's charge (in a letter dated June 15) that "the peace process with Pakistan has taken [a disturbing turn]." In his reply, the Prime Minister said "it is our endeavour to take the composite dialogue between India and Pakistan forward while ensuring that India's vital interests are fully safeguarded." Dr. Singh's letter, dated June 20, was released by the Bharatiya Janata Party in New Delhi. He was reportedly involved in a series of attacks on the SFs, including the killing of Deputy Superintendent of Police Mushtaq Ahmed and six police personnel in an IED blast in Doda on July 2, 2004. According to sources in Anantnag, Magray revealed during interrogation that he had lobbed a hand grenade at a crowded place in Bijbehara on June 22 in which one person died and at least 14 others sustained injuries. Magray, according to the Superintendent of Police in Anantnag, revealed that he had been lobbing grenades against a cash payment of Rupees 400 from his organisation. Separately, terrorists fired a rifle grenade on the playfield of Government Degree College Baramulla when the Minister of State for Education, Ghulam Nabi Lone, had just inaugurated a sports event. Official sources said that security forces (SFs) launched an operation after securing information that three Lashkar-e-Toiba (LeT) cadres had taken shelter in a three-storey building owned by Mohamed Shaffi. Initially, two SPOs, who tried to storm inside the house, were shot dead by a terrorist. In the retaliatory firing, the troops are reported to have killed the three terrorists.
