According to Daily Excelsior, two soldiers died in an encounter with two suicide squad (Fidayeen) cadres of the Lashkar-e-Toiba (LeT) in the Baramulla district on June 1. The two terrorists laid an ambush near the Subsidiary Training Centre (STC) of J&K Police at Sheeri in Baramulla, and opened indiscriminate gunfire when an Army convoy began passing through the spot at 1305 hours. The duo also directed heavy volume of gunfire on STC, killing one police constable, Anchal Singh, and injuring six others. Sources said that one of the Army buses was aggressively targeted by the terrorists killing one soldier and wounding 10 others. Both the terrorists were also subsequently killed in the gun-battle. LeT spokesman, Abdullah Ghaznavi, told Daily Excelsior that the incident at Sheeri was his group’s Fidayeen attack on the Army convoy as well as STC of the J&K Police. He claimed that five police personnel and six soldiers of the army were killed and 15 more injured. He confirmed that both the suicide squad cadres were killed in the operation. Spokesperson at Army's 15 Corps Headquarters, Lt Col A. K. Mathur, disclosed that only one soldier, besides a Police constable, had died in the encounter. He said that both the militants were shot dead by troops of Rashtriya Rifles.

Defence Minister A. K. Antony said that April 2007 had witnessed an unusual upswing in infiltration attempts. He said the Army was asked to monitor the situation for three months to discern whether there was a pattern in the bids by militants to sneak across the Line of Control. "There was a hike in infiltration attempts in April, and we will monitor the figures for the months of May, June and July," he said. "But the ceasefire is holding all along the Indo-Pak border," Antony said, pointing out that the Director Generals of Military Operations of the two armies were in "regular touch" on the hotline to discuss the situation along the border. Antony also dismissed reports that Pakistan had built new bunkers and watchtowers close to the border in no-man’s land in the RS Pura sector in Jammu and Kashmir.

A purported al Qaeda compact disc (CD) is reported to have referred to Kashmir as "gateway of Jihad against India," according to Daily Excelsior. The Government of India has reportedly ordered an investigation to judge the authenticity of the CD that carried a recorded statement of an Urdu speaking masked gunman. Personnel of the Srinagar-based Kashmir News Service told Daily Excelsior that an unidentified man delivered a CD besides a five-page statement in Urdu, purportedly from chief of "Al-Qaeda Fil Hind", Abu Abdul Rehman Ansari. The statement, read out in Urdu in the CD by a masked gunman, Abu Ibrahim Al-Aasim, criticized all factions of the All Parties Hurriyat Conference (APHC) and the Muzaffarabad-based alliance of militant outfits, Muttahida Jihad Council (MJC) for "misleading the Kashmiris into the quagmire of UN resolutions and politics of shutdowns and demonstrations." Calling Kashmir as "gateway of Jihad against India", the statement observed that the political and militant leadership had pushed the Kashmiris into a serious confusion about the goal to be achieved in their struggle. It says that the Islamist movements in Iraq, Afghanistan, Chechnya, Somalia, Philippines and Algiers were clearly focussed on "change in system, erasing the borders and installation of Caliphate." "The ongoing armed struggle in Jammu and Kashmir has been transformed into a territorial dispute between India and Pakistan and war of the State interests by the countries under an organised international plot. Some black sheep are also beating the drum of dialogue with the heretic elements and their lackeys. Same people, who, until the other day only, used to euologise the Mujahideen for fighting the occupational forces, have now no hesitation in saying that the role of the gun was over and it is the turn of the dialogue process," it said. Underscoring the significance of "Jihad against India", the statement read that Prophet Mohammad had declared those people as blessed who launched a war against India.

Lt. Gen. Panag stated that as the terrorist training camps in Pakistan are still intact and the perpetrators of Jihad across the border have not changed their agenda, there is no reason to pull out troops from the State. "Since the perpetrators of ‘Jehad’ are making statements (of United Jehad Council (UJC) chief Syed Salahuddin) that there is no change in their agenda and also the presence of 52 militant training camps across the border, we can’t say situation is appropriate for troops withdrawal," the Army Commander said. Elaborating on the deployment of a total of 3, 37,000 Army personnel in the State, he said that “only 25 per cent are into in depth counter-insurgency operations within the State." Of the rest, 45 to 50 per cent are deployed along the Line of Control (LoC) and Actual Line of Control (ALC) to counter-infiltration and remaining are at permanent locations (Garrisons), including support services, Lt Gen Panag disclosed. "So, only 25 per cent (75,000-80,000) soldiers can be pulled out of State while rest would have to be there," he asserted. On the strength of militants active in the State, the Army commander said that data from various agencies have revealed the headcount of terrorists at 1,140. When asked about the increased infiltration from across the border, Lt Gen Panag said it was "marginal" "We are trying to check it", he added.

Ruling out the presence of al Qaeda in Jammu and Kashmir, the Northern Command’s General Officer Commanding-in-Chief, Lt. Gen. H. S. Panag, said in Udhampur on June 17 that nothing has been established so far to corroborate reports about the terrorist group’s operatives in the State, according to Daily Excelsior. "Much has been said by the print and electronic media about al Qaeda’s presence in Jammu and Kashmir but nothing has been established so far to corroborate these reports,” said Panag. He informed: "I would say we also have no records in the past about al Qaeda operatives having being found during counter-insurgency operations in the State. Only one odd case was reported about one al Qaeda militant of Afghanistan long back," adding that after investigation it also turned out to be untrue. He also ruled out al Qaeda’s relations with terrorist groups operating in Jammu and Kashmir — Lashkar-e-Toiba (LeT) and Jaish-e-Mohammad (JeM). "We are only aware of al Qaeda’s strong relations with JeM and LeT in Pakistan," he observed. In Pakistan, al Qaeda has strong relations with LeT and JeM, whose cadres they train and assist them in the operations against the Government, the Northern Command chief said, adding they work in co-ordination in Pakistan, which is a major threat to the establishment.

Statesman quoting intelligence agencies reports that finding it difficult to intrude into India through the Kashmir, Punjab and Rajasthan borders, militant outfits have now changed their intrusion route to the 2.9 million-square kilometer Indian coast, where it is easy to dodge the scarcely deployed coastal guards. Kashmir-based militant groups have earmarked certain soft routes in the western coastal areas to intrude into India. “At least half a dozen such incidents have recently been reported, where terrorists entered into India either by bribing those guarding the coastal areas or by dodging their eyes,” revealed an unidentified officer of a central intelligence agency. The officer also said that “Most of the arms and ammunition smuggled into India either for terrorists, Naxalites or other organised criminals, are coming through the coastal regions.” Interrogation of militants who were arrested by security agencies in Kashmir and wireless intercepts of terrorist conversations have also revealed the intrusion plans of the terrorists into the country. The Union Ministry of Defence has reportedly submitted a $700 million plan to buy military equipment for the coast guard to replace the obsolete technology of coastal patrolling.
