Jammu and Kashmir Chief Minister Farooq Abdullah stated in the State Assembly, now in session, that terrorism has ruined the State’s economy. Stating that because of Pakistan-sponsored terrorism tourism had sunk, industry had suffered and unemployment had increased in the State, the Chief Minister said that the American President should advise Pakistan, during his forthcoming visit to that country, to stop sponsoring terrorism. If Pakistan didn’t, it should be declared a terrorist state, Abdullah added. The Chief Minister informed the House that the State Police had acquired a ‘new punch’ with expansion and modernization, and that coordination between various agencies had improved. He expressed satisfaction with the functioning of the Unified Command. Besides, two border-belt police battalions were being raised and work on fencing the international border to curb infiltration by terrorists was progressing, the Chief Minister stated.

In three separate encounters, Indian security forces killed three militants including a foreign militant in different parts of the Kashmir Valley on March 15. The encounters occurred in Badgam, Kupwara and Udhampur districts. Several arms, ammunition, rockets, rocket launchers and explosives were recovered in these operations, which also included a raid on a militant hide-out in Anatnag district. An Improvised Explosive Device (IED) planted by militants in Anantnag was detected and defused by security forces without causing any damage.

In the wake of the arrest of constable Mohammed Altaf on charges of spying and engineering several bomb explosions, screening of policemen will be made a regular feature in Jammu and Kashmir. Altaf had earlier worked with the Jammu and Kashmir Liberation Front ( JKLF) and later joined Al Mujahid. After his training in Pakistan, he had become a top ISI agent because of his posting in the security wing. Altaf had been assigned the task of providing militants with access to residences and official chambers of VIPs so that they could be eliminated.

The incident occurred when 40 to 50 heavily armed militants descended upon Chatisinghpura village in Anantnag district at around 9 pm (IST) and called out members of Sikh families, police said. Male members were separated and shot at. While 34 died on the spot, one person died in an Ananatnag hospital and another was referred to Srinagar hospital with serious injuries. This is the first time that the Sikh community has been targeted in the decade long militancy. The militants were dressed in camouflage uniforms. The incident is viewed as part of the ethnic cleansing efforts of militant groups and intended to provoke a communal backlash in other parts of the country.

Security agencies are expecting a recurrence of attacks on security installations in Jammu and Kashmir and minorities during the current South Asia tour of US President Bill Clinton. The Lashkar-e-Toiba which was involved in the March 20 Sikh massacre has been directed by its Pakistan based mentors to kill at least 100 minority community members during Mr Clinton’s visit. Besides this, the group's top leader in Kashmir, Abu Zaid has also been directed to intensify attacks on security installations in an attempt to draw world attention to the Kashmir issue.
