While speaking in Delhi he said, "People are closely monitoring the stands of various separatist groups and political parties. Anyone working against the wishes of the people would be wiped out of the State politics as people are eagerly looking for all avenues for peace." He added, "I have nothing to tell them. Security forces, on March 2, killed two terrorists of an unidentified, infiltrating group on the Line of Control (LoC) in Mendhar sector, Poonch district in Jammu and Kashmir (J&K). Two or three more terrorists of the group escaped. The dead bodies of the slain terrorists were later recovered from the incident-site. An AK rifle with a magazine, 30 rounds, a Pika gun and 200 rounds of ammunition were also recovered.

A joint search team of 10 Rashtriya Rifles and Special Task Force (STF) personnel killed four hardcore terrorists of the Hizb-ul-Mujahideen (HM), including ‘district commander’ Javed Mukhtiyar alias Sajid, in an encounter at Lari village, Doda district, on March 4-morning. Media reports quoting official sources said, acting on a tip off, the search team intercepted the terrorists, on March 3-night, who, however, clashed with the security forces (SFs) and opened indiscriminate fire. The terrorists hid themselves inside a nearby thick jungle, even as SFs returned fire. However, the search was resumed on March 4-morning and the terrorists were killed in the following encounter. Two AK rifles, a Self Loading Rifle (SLR), two radio sets, two binoculars and a huge quantity of ammunition, among other things, were recovered from the incident-site. A terrorist hideout was also destroyed during the encounter, the reports added.

According to media reports, US President George Bush told Indian Prime Minister Atal Behari Vajpayee, over telephone, on Mach 4, that the US would continue to exert pressure on Pakistan to stop cross-border terrorism in India. Vajpayee reportedly impressed upon Bush that India was not prepared to enter into a dialogue with Pakistan till it stopped cross-border terrorism and infiltration into the Indian State of Jammu and Kashmir (J&K). He also pointed out that, with summer approaching, the snow will melt and this could, "as in the past", lead to escalation in infiltration, media reports said.

On March 4, arrested All Parties Hurriyat Conference’s (APHC’s) women activist Anjum Zamrooda Habib alleged in a court in New Delhi that she her confession on receiving money from the Pakistan High Commission was made under ‘police pressure’. She reportedly said police had "forced" her to make "false entries" in the diary that was seized from her possession. She also backtracked from her earlier statement of having admitted the receipt of "nazrana" (gift) when she was produced before the Court on February 7. Quoting a senior Indian Army officer, a media report of March 7 said that, though the armed forces have lost over 1,000 soldiers in terrorist attacks in the last three years, the ratio of security forces (SFs) killed to terrorists killed was overwhelmingly in favour of SFs. A rough calculation of the latest figures, the report said, revealed that the ratio in Jammu and Kashmir (J&K) on the whole hovers around 1:5, occasionally even going up to 1:10 during some months. The report further added, "The recent increase in the number of specially-trained battalions of the … Rashtriya Rifles (RR) to around 55 has strengthened anti-terrorist operations in J&K." Additional RR batalions are needed because infiltration from Pakistan is likely to increase during the approaching summer. Over 15,000 terrorists have been "neutralised" in J&K since 1990. In the year 2002, 1,522 terrorists were killed in the State, while 1,432 terrorists had been killed in the year 2000. The report said, "Over 60 per cent of them [terrorists killed] have been foreign mercenaries". Another report said, according to figures tabled in Parliament on March 6, as many as 982 troops of the army were killed and 2,507 more injured in terrorist violence in J&K, between January 2000 and February 2003. During the same period, 65 troops were killed in the Northeast.

These sources also said that the terrorists abducted seven persons and injured nine others. They also looted all arms and ammunition from the destroyed police post, including 28 rifles and a Light Machine Gun. They also set ablaze the police post, a Primary Health Centre building and eight houses in the village before escaping. Further, when last reports came in, the whereabouts of four police personnel and three civilians held hostage by the terrorists remained uncertain. A massive search operation has reportedly been launched by the Border Security Force (BSF) and police to trace the hostages and track the terrorists, whose number was stated to be between 30 to 35 with a majority of them being foreign mercenaries. Official sources said the terrorist attack appears to be in retaliation to the killing of Hizb-ul-Mujahideen’s Chenab division ‘commander’ Iqbal Fareed, and his four associates, in the same area on February 25. Sources added that a group of approximately 30 to 35 terrorists and at least 50 civilians, who were being used as a human shield, attacked the Ind police post, which was being manned mainly by the SPOs. Meanwhile, a message intercepted by the security forces later in the day indicated that cadres of four terrorist groups had jointly carried out the raid. According to official sources, approximately 25 heavily armed terrorists dressed in police uniform came to the village, 75km away from Srinagar, and disarmed the policemen guarding the village. Later, they fired indiscriminately killing 24 Pandits on the spot. The village has 11 Pandit families, comprising 52 persons. The area has been cordoned-off and a massive search operation has been mounted. In another incident, expelled ‘chief commander of operations’ of the Hizb-ul-Mujahideen (HM), Abdul Majeed Dar was killed by two unidentified gunmen at his home in Noorbagh, on the outskirts of Sopore, on March 23. Quoting eyewitnesses, media reports said four armed terrorists attacked the house of Fayaz Ahmed Dar, brother of Majeed Dar, and pumped bullets into him and escaped. Dar was rushed to the hospital where doctors declared him brought dead. In the shoot-out, his mother and sister were injured. According to a media report, an outfit calling itself the ‘Save Kashmir Movement’ claimed responsibility while labeling Dar as ‘an informant of Indian agencies’ and an ‘enemy of the Kashmiri people’. Another media report, however, said a terrorist group calling itself the Al Nasireen claimed responsibility for the killing. In a message to a local news agency, a person claiming to be the spokesman of the Al-Nasireen said activists of the outfit killed Dar for his anti-movement activities. Some reports said terrorists loyal to HM ‘supreme commander’ Syed Salahuddin had a hand in the killing of Dar. However, the HM has not made any statement on the killing, thus far. Dar had shot into prominence when he announced a unilateral cease-fire with Indian security forces (SF) on July 24, 2000. However, the Pakistan-based leadership of the HM withdrew the cease-fire, apparently against Dar’s wishes. Subsequently, a war of supremacy ensued between Salahuddin and Dar. On May 4, 2002 Dar was suspended by Salahuddin and replaced with Saiful Islam as the HM’s ‘chief commander of operations’ in Kashmir.

India on March 28 welcomed the US-UK joint statement asking Pakistan to terminate infiltration across the Line of Control (LoC) as well as terrorist violence in Jammu and Kashmir, saying it repudiated Islamabad’s claim that it has no responsibility in continued acts of violence in the State. The statement by US Secretary of State Colin Powell and British Foreign Secretary Jack Straw "is largely welcome", said External Affairs Ministry spokesperson Navtej Sarna in Delhi. According to official sources, the slain terrorists were operating in the mountain area of Nawapachi and surrounding areas for the past 18 months and were involved in a series of subversive activities across the hilly areas. Recoveries made from the encounter site included two AK-56 rifles, four magazines, 43 rounds of ammunition, a wireless set, two Improvised Explosive Devices (IED), literature of JeM and two kg explosive material.

The Union Government has decided to set-up a special group to review the existing macro-strategies of the security forces and intelligence agencies in Jammu and Kashmir (J&K). This was decided at a high-level meeting chaired by Deputy Prime Minister L K Advani in Delhi, on March 31. The meeting was attended, among others, by Defence Minister George Fernandes, External Affairs Minister Yashwant Sinha, J&K Governor Girish Chandra Saxena and Chief Minister Mufti Mohammed Sayeed, besides top Army, intelligence and security force officers. According to media reports, the meeting called for "special" measures for protecting Kashmiri Pandits (descendants of Brahmins) in the Valley and deploying multi-tired forces along the Line of Control (LoC) and the International Border (IB) to counter infiltration. The special group, to be headed by Ashok Bhandari, Special Secretary (Jammu and Kashmir Affairs) in the Union Home Ministry will submit its report in three months.
