"Snow has started melting on the peaks on Indo-Pak border. Militants from across the border might try to sneak into the Valley to swell the number of ultras. This is the time it (infiltration) happens, " said Sinha and added, "Twenty-four CRPF jawans sacrificed their lives in the year 2005 on altar of duty and almost double of them faced injuries."

According to Daily Excelsior, three cadres of the Lashkar-e-Toiba (LeT), including ‘district commander’ Abu Suleman alias Nima 4, were shot dead by the security force (SF) personnel at Gursai in the Mendhar area of Poonch district on March 4. Faisal Mohammed, in whose house the three had taken shelter, was arrested for questioning. One AK-47 rifle, one AK-56 rifle, eight magazines, 240 rounds, three hand grenade, one kg explosives, one remote control device, one dynamo set, two Alinco radio sets, three micro cassettes and two matrix sheets, two SIM cards and one stamp were recovered from the incident site. One soldier was wounded in the incident.

According to Daily Excelsior, the troops launched a search operation at Deri Lalyot on securing information about the presence of three terrorists. In the consequent encounter, Major Sham Sunder and a soldier, identified as Raman Rao, were killed. Identity of the slain terrorist has not been established so far. "The formal dialogue process for resolution of Kashmir issue has not begun yet. Whenever it starts, Hizb will be in the frontline," HM ‘operational commander’, Qazi Misbahuddin, told a local news agency on March 14, according to Press Trust of India. He ruled out formation of a new political party, saying "Hizb is active on both military and diplomatic fronts. We do not need a political party to take part in the talks." Misbauddin also termed the arrest of Hizb 'supreme commander' and United Jehad Council (UJC) chairman Syed Salahuddin by Pakistan as "baseless and beyond reality" as Salahuddin was on a sit-in at the Pakistan occupied Kashmir capital Muzaffarabad along with his associates to protest the Pakistan's changing Kashmir policy. The sit-in would continue till Pakistan assured them that they will "review their policies vis-à-vis the Kashmir issue. As many as 488 persons were arrested and 86 terrorists, including 57 Pakistani nationals, were killed, according to the ministry’s annual report for 2005-06 released on March 16. During 2001-05, 99 espionage modules (including 18 modules in 2005) were also neutralised leading to the arrest of 199 agents. The report said terrorist outfits operating and indulging in acts of terrorism in India continued to be based in Pakistan or Pakistan occupied Kashmir (PoK). "The infrastructure of terror remains largely intact in Pakistan or PoK," it said. The report said known anti-India elements and those declared as fugitives from the law in India are sheltered in Pakistan. "The focus of the Pak-based or Pak-ISI sponsored terrorist outfits is also to promote disaffection and communal disharmony among the Indian people towards the state with a view to destabilising the country," it said. The report also said the main features of the ISI strategy in India included: intensification of low cost and proxy war operations in a wide area extending from Jammu and Kashmir (J&K) to the hinterland, focusing on plans of coordinated attacks by terrorist outfits on security forces, mainly in J&K and increasing use of India’s immediate neighbourhood for executing its plans.

These people were booked under the Public Safety Act. The decision to release them was taken after a meeting between Centre and State officials held in Jammu on March 22 following Prime Minister Manmohan Singh’s directives during the Round-Table Conference convened by him on Kashmir on February 25, 2006. The Jammu and Kashmir Government had submitted a list of more than 400 prisoners for screening out of which names of 40 cases were cleared, official sources said. The Prime Minister, during the Round-Table Conference, had asked Union Home Minister Shivraj Patil to form a high-level committee of officials to examine all current cases of detention and release prisoners, who are not facing serious charges, by March 31, 2006.
