On March 1, External Affairs Minister Pranab Mukherjee, answering a question in the Rajya Sabha (upper house of the Indian Parliament), said that Jammu and Kashmir was an integral part of India and therefore concepts like President Pervez Musharraf’s “joint management” cannot be the basis of any solution to the Kashmir issue, , reports Daily Times. “Any demilitarisation or re-deployment of security forces within the territory is a sovereign decision of the Indian government, based on our own assessment or the prevailing security situation,” Mukherjee said. Mukherjee further said that Jammu and Kashmir enjoys autonomy under the Indian Constitution and has a democratically elected government in place. “On the other hand, there is only nominal autonomy in Azad Jammu and Kashmir and there has been no popular election in Gilgit-Baltistan, which does not even have a legal or constitutional status.”

The ‘commander-in-chief’ of Hizb-ul Mujahideen (HM) Pir Panjal Regiment, identified as Mohd Yasin, and his associate, Shafaat, were killed by Army and Police in an encounter at Morha Daraj under Kandi police station jurisdiction in the Rajouri district. Yasin was carrying a reward of INR Five lakh on his head, official sources said. Two AK rifles, three magazines, six grenades, one sophisticated wireless set and a number of incriminating documents were recovered from the encounter site.

Unidentified militants killed a released Harkat-ul-Jehad Islami (HUJI) cadre, Mohd Amin, and his father Ahmedoo Baksh, in a rented house on outskirts of Kishtwar town in the Doda district on March 1-night, reports Daily Excelsior. Mohd Amin, a resident of village Sigdi Baina in Chatroo area of Doda district, was an active militant of HUJI outfit and was arrested in December 2005. He was released in April 2006, and was since then putting up near Kishtwar town as he was reportedly being pressurised by the terrorists to again join their ranks.

Prime Minister Manmohan Singh speaking on the sidelines of a book release function at his official residence in New Delhi on March has ruled out troops reduction in Jammu and Kashmir. He said such a step could be contemplated if terrorist activities ended in Jammu & Kashmir, reports The Hindu. The Prime Minister also rejected the contention that the Army was an "army of occupation." Troops were in the State to protect the citizens, their lives and liberties from those who believed in violence and terror, he said. Earlier on March 2, the All Parties Hurriyat Conference chief Mirwaiz Umar Farooq had said that India and Pakistan had agreed on troops reduction. The Prime Minister described the APHC chief’s statement as “speculation”.

The Hindu reports that over 11,000 Border Security Force (BSF) personnel engaged in counter-terrorist operations will be pulled out of five of the worst violence-hit towns of Jammu and Kashmir next week. BSF sources told that while eight battalions would move out of the Kashmir Valley — two each from Tral, Sopore, Pulwama and Chrar-e-Sharif, two would pull out of the town of Doda. The pullout was expected to end by next weekend and these units would be relocated along the Line of Control after rest and retraining. Each battalion is being replaced with a newly raised Central Reserve Police Force (CRPF) formation. Each CRPF battalion has seven companies, compared to the BSF's six. Thus, the withdrawal will mean an increase in the number of personnel available to the Jammu and Kashmir Police for counter-terrorism operations.

They have been identified as Mohd Yusuf Bhat of Gool in the Udhampur district, Rajia Begum and Misra Begum, both sisters and residents of Kulgam in the Anantnag district. The hawala consignment and telephones were given to them by a HM 'district commander' for Kulgam, Muneeb and were to be handed over to HM 'divisional commander' Mushtaq Ahmed at Gool. According to sources, all three accused boarded a bus at Wanpoo in the Anantnag district along with the consignment given to them by Muneeb. According to Indian Express, in his three-page letter to former chief minister and PDP patron Mufti Mohammed Sayeed, Prime Minister said the Centre "appreciated" his concern but feels that the security situation is not ripe and conducive at the moment to take any decision on demilitarisation. "If the diminishing trend (in violence) continues in summer, we can review the situation," he said. Giving reasons for deferring the review of the troop presence in the state, Prime Minister has cited "intelligence inputs that suggest that militants might raise the level of violence in coming months". "We may, therefore, take up this (demilitarisation) issue for review in mid-summer after properly monitoring the situation. I personally agree to your concern but an abrupt reduction (in troop strength) right now would not be politically advisable", Prime Minister further said.

After meeting Prime Minister Manmohan Singh in New Delhi he said as Chief Minister he did not favour any cut in troops on grounds of ensuring security, stability and peace in the region. "We are at a crucial and decisive phase in our fight against terrorism and militancy. Any complacency will jeopardise our desired goal of peace and stability in the region," he told newspersons at Parliament House. He added, "I have been maintaining time and again that we also want the troops to go back to the barracks, but only when the situation is conducive..." He stated that violence in the State had come down, but not militancy. "Infiltration is still on; the militant infrastructure is intact in Pakistan and Pakistan-occupied Kashmir (PoK) and fights between the security forces and militants are routine. In such a situation, is there any party which will guarantee the safety of the common man," he asked, and added further, "As Home Minister and Chief Minister, it is my duty to protect the lives and property of the people in the prevailing situation.... Ruling out any redrawing of its boundaries, India said it was open to 'cooperative and consultative mechanisms' on Jammu and Kashmir involving the two parts of the State that were actively encouraged by New Delhi and Islamabad, reports PTI. Such cooperative mechanisms can multiply the gains of cooperation in solving the problems of social and economic development of the region, according to the Defence Ministry's annual report placed in Parliament on March 20. Emphasising that India wanted good neighbourly relations with Pakistan, for which it had taken several initiatives, the Defence Ministry said Prime Minister Manmohan Singh had already declared a readiness to find a ‘pragmatic solution’ to the Kashmir problem. Singh has envisaged a situation ‘where the two parts of Jammu and Kashmir can, with active encouragement of the governments of India and Pakistan, work out cooperative, consultative mechanisms so as to maximise the gains of cooperation’. In an effort to build cordial relations with Pakistan, India has taken several policy initiatives and proposed confidence-building measures to enlarge the areas of convergence and to build trust, the report said. However, India continues to have security concerns with Pakistan on cross-border terrorism, the Ministry noted in the report which provides a yearly update on defence-related issues.

Sources said that five of the militants surrendered before Army authorities of 6-Bihar at Braripora, near Bijhama, and three more laid down arms before officials of 1/9 GR at Kamalkot in the Uri area of the Baramulla district. They also handed over five AK-47 rifles, three pistols and a quantity of assorted ammunition to the Army authorities.

On March 28, a Lashkar-e-Toiba (LeT) militant of Pakistani origin was killed by security forces in an encounter at village Nar in Mankot area of Poonch district. Daily Excelsior reports that the militant was later identified as Sehraj Ahmed, a resident of Kamalpur in Hazira area of Pakistan occupied Kashmir (PoK). He was operating with code names of Abu Harara and Abu Abdul Rehman. Recoveries made from the possession of slain militant include one AK-47 rifle, three magazines, two rounds, one grenade and some incriminating documents besides eatables including biscuits.

On March 29, Chief Minister Ghulam Nabi Azad rejected the demand for troops reduction in Jammu and Kashmir, saying that politicians or political parties should not decide on the role of the security forces. After meeting Prime Minister Manmohan Singh in New Delhi, Azad told The Hindu, "Any decision on adjustment of forces should be left to the security agencies and the State Government and no political consensus is required on the issue." The Chief Minister, however, agreed on the constitution of a committee of officials to look into the demands of the People's Democratic Party (PDP) but made it clear that there should be no political representation on it. The committee is likely to be announced soon.
