Admitting a surge in cross-border infiltration, the Jammu and Kashmir Government on March 1 said an estimated 485 attempts were made by armed militants in 2009, up by 143 against the previous year (2008), reports PTI. "It is a fact that infiltration bids have risen. During 2009, the gross infiltration (attempts) was estimated at 485 and net infiltration (number of militants) was 113," the Jammu and Kashmir Minister in charge for Home said in a written reply to Zulfikar Ali in the Assembly. During 2008, infiltration bids were estimated at 342, while 57 militants intruded. There is an increase of 143 bids in 2009 and 56 militants have been able to infiltrate as compared to the previous year. "A number of the steps have been taken to check infiltration. These measures include border fencing and its electrification, installation of night vision devices and heat sensing gadgets," the Minister added.

While expressing satisfaction over the situation in 2009 and describing it as the “most peaceful year” in 20 years of turmoil, Chief Minister Omar Abdullah on March 2 said 2010, however, saw a spurt in infiltration, reports The Hindu. “Militants are grouping in the Sopore area and Kulgam District. These areas are a challenge for us on the militancy front. We are taking extra measures to deal with the militants there,” he added. Referring to stone throwing incidents, he told the Legislative Council that his Government would not allow some 700 youths to disrupt the peace, adding, “They want a volcano to spread, but we will not allow that.” The Chief Minister reiterated that his Government was committed to ensure safe return of the Kashmiri youth, who went for arms training to Pakistan occupied Kashmir (PoK) in 1990 and now want to return and start their life afresh, adds Rising Kashmir. “This is not the surrender policy, it is a rehabilitation policy. The State already has a surrender policy, where youth return with arms and lay before the troopers. Under rehabilitation policy, youth would not come back with arms in their hands, but will come to live with their families. Many youth are coming on fake passports via Nepal,” he added.

The militant training camps for those fighting in Jammu and Kashmir (India) are once again being established in ‘Azad Jammu and Kashmir (AJK)’ and recruitment is also on the rise in Punjab, the British Broadcasting Corporation (BBC) said on March 3, according to Daily Times. In its latest report, the BBC also mentioned that the United Jihad Council (UJC) meeting was held in Muzaffarabad in mid-January, chaired by former Inter-Services Intelligence (ISI) chief Lieutenant General (r) Hameed Gul. The meeting decided that the freedom struggle or jihad should continue until the Indian occupation of Jammu and Kashmir comes to an end. According to the BBC, it looks evident now that the Kashmiri militant groups are once again working under the ‘patronage of the Pakistani establishment agencies’.

In a change of strategy to avoid casualties in its ranks, terrorists have triggered 11,876 explosions which claimed 1,754 lives while 15,589 others were injured during the last two decades in Jammu and Kashmir, reports DNA. According to the latest official data of the State Home Ministry, terrorists have now resorted to Improvised Explosive Devices (IEDs) and grenade attacks to avoid direct conflict with Security Forces in the State since 1990. "Militants are using IEDs and grenades as a tool to cause casualties to security forces and civilians, and thereby avoiding direct conflict with security forces. This is the part of their target and hit strategy to avoid their own casualty," An unnamed senior Police officer told PTI. Of these 11,876 explosions, 5,682 were caused by the IEDs and 6,194 by hurling of grenades. The highest number of explosions (1,522) took place in 1990, followed by 1,005 explosions in 1993, it said. Similarly, the maximum number of casualties reported was 153 killed and 1,021 injured in 1995. While 133 were killed and 1,443 injured in 2001, the report said, adding the number of blasts in those two years were 945 and 775, respectively. However, there was fall in grenade attacks during the past two years with 79 and 170 blasts in 2009 and 2008, respectively. Around 47 persons were killed and 208 injured in these grenade attacks, the report added.

The Union Minister of State for Home Affairs Ajay Maken in the Rajya Sabha (Upper House of Parliament) stated that Security Forces killed 245 terrorists in Jammu and Kashmir in 2009, when the number of infiltration attempts by militants from Pakistan went up marginally, reports Sify.com. "As per the statistics provided by the ministry of defence, the terrorists killed in Jammu and Kashmir are 245 in 2009, and 27 up to Feb 21, 2010," Union Minister said in a written reply. "Attempts at infiltration from across the Line of Control (LoC) [saw] a marginal increase during 2009," he informed, adding that 342 incursion attempts were recorded in 2008 and 485 in 2009. Maken said that terrorist activities showed a 'declining trend - from 708 in 2008 to 499 in 2009' in Jammu and Kashmir. The Minister said the Government had adopted a multi-pronged approach to contain cross-border infiltration in the State. This 'includes strengthening of border management and multi-tiered and multi-modal deployment along international border and the LoC and infiltration routes'. He said the Government was also upgrading border fencing, acquiring latest weapons and equipment, and synergising intelligence flow to check infiltration from Pakistan.

The Jammu and Kashmir Police on March 8 claimed that militant outfits Harkat-ul-Jihad al-Islami (HuJI) and Jaish-e-Mohammad (JeM) have been rooted out of the Jammu region, reports Hindustan Times. The focus, they said, has now shifted to the Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahideen (HM), who remain active. "HuJI and JeM were mostly active in Kishtwar District and have been wiped out. Out of four HuJI militants, three have been eliminated. The fourth has left the organisation and is now working as a freelance journalist," said Ashok Gupta, Inspector General of Police (IGP, Jammu Zone). Nearly 180 militants, including 21 women, are still working in Doda and Kishtwar Districts, Gupta said. "We worked on a strategy for winters and eliminated more and more militants as they came down from the hills. With the support of civilians, we were able to target militants, particularly commanders," he said. This year, 17 militants have been killed in Jammu, of whom 10 were HM commanders, the IGP claimed. Calling the neutralising of militants a major success, the IGP said it was due to "surgical strikes" in south of Pir Panjal in the State, adds Indian Express. Gupta said under "surgical strikes", the Police used two types of planning — "Track and Target" and "Scout, Seek and Kill"— in neutralising the top leadership of the HuJI, JeM and HM outfits in Doda, Kishtwar, Poonch, Reasi and Rajouri Districts of the region. Under the strategy, a large number of Special Operation Groups (SOGs) generated critical real-time information and conducted meticulous operations in high-altitude areas, he said. "Instead of big SOG teams of 20 to 30 members, we formed small teams of five to six men," he said. He said as part of their strategy, the Police targeted militant sympathisers, including women. "We have identified 16 women symathisers of militants in Doda District and another six in Kishtwar District. Now, the process has started in Rajouri-Poonch Districts," Gupta said. While four top ‘commanders’ were killed in Kishtwar, three were in Doda District, and one each in Reasi, Rajouri and Poonch Districts. Two top ‘commanders’ of HM surrendered before the Director General of Police (DGP) Kuldeep Khoda in Doda, Gupta said. "We are focusing on Lashkar," Gupta said, adding there were nearly 100 militants still operating in Doda, Kishtwar and Ramban. Regarding the Police’s summer strategy, the IGP said, "Our concern is that infiltration will increase after snow melts. However, we will ensure the number of militants does not swell and they don’t get supply of arms and funds." He further said that as of now 20 percent militants in Jammu and Kashmir are without guns adding, "So our strategy will be to see that they (militants) don't get these things from across the border, from normal channels... money, persons or weapons. That is our strategy we are working at." Claiming that that around 180 militants were active in the Jammu, he said, "However, they (militants) were running out of weapons due to the loss of their cadre in the last two months. We targeted OGW’s be it ladies or others. We have booked many of them to send our message loud and clear." He described the killing of top JeM ‘commander’ Dawood as the biggest achievement of the Police, according to Kashmir Observer.

As many as 577 militants were killed in various group clashes between different militant outfits during past two decades of militancy in Jammu and Kashmir, reports PTI. As per the recent State Home Ministry statistics, as many as 820 incidents of group clashes have taken place between various militant outfits due to turf war in last 20 years of militancy and 577 militants and 173 civilians were killed in these incidents. Around 102 terrorists and 398 civilians were injured in these incidents, the report said. "The militant outfits clash with each other over turf war, women, land disputes and supremacy. Group clashes between foreign militants and locals were also witnessed more this time," an unnamed senior Police officer said. The highest number of 170 group clashes took place in 1995 in which 108 militants and 35 civilians were killed and 23 militants and 57 civilians were injured. It was followed by 168 incidents in 1994 in which 110 terrorists and 29 civilians were killed and 15 militants and 47 civilians injured. Similarly, 121 incidents took place in 1993 followed by 103 in 1992, 87 in 1996 in which 74 militants and 30 civilians were killed. In 1992, 64 militants and 41 civilians were killed.

Director General of Police (DGP) Kuldeep Khoda told Daily Excelsior that infiltration bids have gone up by several fold in 2010 but most of them have been foiled by Army on the Line of Control (LoC) and the BSF on the IB. However, he asserted, as the number of infiltration attempts was very high during a little over first two months of this year, a possibility of some militants having managed to sneak in can’t be ruled out. "Number of incidents have gone up this year so far as compared to similar period last year mainly because of our initiatives taken against the militants. Our operations against the militants have increased manifold," the DGP said. 39 militants, 30 of them categorised, have been killed during just over two months of 2010, Khoda said, adding that 19 militants were killed in Jammu region and 20 in Kashmir valley. In 2009, number of the militants killed in similar period was just 18. The militants are categorised by Police when they are operating in different parts of the State and not after their killing. He further said that 25 persons have so far been booked under Public Safety Act (PSA) while action under substantive sections of law has been taken against 419 others in connection with stone pelting in the Kashmir Valley so far. "So far, we have booked 25 mentors and organisers of stone pelters under the PSA. Action under law has been taken against 419 others, mostly stone throwers. Process is on and all those who are directly or indirectly involved in stone pelting will be identified and action taken against them", the DGP said. Asserting that the stone throwing, interestingly, has many dimensions, he averred that separatists, Over Ground Workers (OGWs) of militants and certain vested interests have been lending direct and indirect support to terrorists by diverting attention of SFs and Police. "This (the stone pelting) helps militants to move from one place to another. This leaves less chance of ultras [militants] getting detected. Return of peace and developmental activities were also suffering", Khoda added. He added that the Police have identified 700 to 800 stone pelters while number of their organisers was confined to double digit.

Security agencies suspect that several modules of such trained IM cadres may be currently lying dormant, waiting to be activated by LeT ‘commanders’ who may not be holed up in the Kashmir Valley. According to a senior intelligence official, there are inputs of a tie-up between Pakistani Taliban and LeT for attacks aimed at India, and their ‘commanders’ are possibly already in Jammu and Kashmir — as evident from the various encounters in the recent past. These commanders may only be waiting for the right time to move beyond the Valley and activate the local IM modules for logistical help to carry out more terror attacks. “IM is a potential resource base that the LeT hopes to use right from identification and reconnaissance of targets to arranging logistics for terror attacks planned by it,” a senior intelligence official told Economics Times.

"There is no doubt in my mind that we have to find ways to resolve the issues relating to Kashmir. But I think resolving Kashmir is not going to solve the problems relating to LeT," Ashley J. "I always find it interesting that the people conducting the murder and mayhem (in the Valley) today are not Kashmiri. The people who actually are deprived of all their political rights, they are not conducting the murder and mayhem," Tellis added.

A resolution of Kashmir dispute between India and Pakistan would no longer satisfy Lashkar-e-Toiba (LeT) and the militant outfit would continue to pose a serious threat to both India and the western world in particular the US, top experts have told American lawmakers, according to Times of India. "There is no doubt in my mind that we have to find ways to resolve the issues relating to Kashmir. But I think resolving Kashmir is not going to solve the problems relating to LeT," Ashley. J. Tellis, senior associate at the prestigious Carnegie Endowment for International Peace, told US lawmakers at a Congressional hearing on March11. However, the eminent Pakistani scholar and Director of South Asia Centre, the Atlantic Council of the United States Shuza Nawaz said "resolving the Kashmir problem by itself is not going to remove this threat because the aim of these groups is to leverage themselves into a position of power inside Pakistan and to take control," said. Both Nawaz and Tellis were responding to concerns of the US Congressmen at the hearing if LeT would abandon terrorism if Kashmir dispute was resolved; given that LeT was initially popped up by the Inter-Services Intelligence (ISI) of Pakistan for the specific purpose of targeting Kashmir and India in particular.

Chidambaram on March 12 blamed Pakistan for sponsoring terrorism against India, vowing "swift and decisive" response if a fresh terror attack was found to have been directed from within Pakistan. "It is no secret that every militant organisation that is based in Pakistan is supported by ISI [Inter–Services Intelligence]. Lashkar [Lashkar-e-Toiba], Hizb-ul-Mujahideen (HM), Jama'at-ud-Da'awa (JuD), Al Badr -- every one of them is supported by ISI," agencies quoted Chidambaram as saying. The Home Minister said the involvement of Pakistan's State actors was hindering a genuine rapprochement between India and its "difficult neighbour". "If it is the State policy to sponsor terrorism, if the State policy is to export terrorism to India, how will we deal with that State," he said. However, Chidambaram, according to the agency report, responded to Pakistan's High Commissioner Shahid Malik’s denial by stressing that the truth could be found out if Pakistan agreed to, as demanded by India, provided voice samples of terrorists who were mentioned in the dossier India had given to Pakistan. "These can be matched with the voice transcripts of 26/11 [November 26, 2008 Mumbai terrorist attack] attackers and their handlers at a US laboratory. Then we will know whether the person is a State or non-State actor," Chidambaram asserted. In addition, Chidambaram said nothing came out of February 25 foreign secretary-level talks between the two countries, adding, "But I am told we are still open to another round of talks between foreign secretaries." His remarks can possibly be interpreted to signal his distance from the exertions to continue negotiations with Pakistan. He said Pakistan has been a difficult neighbour from 1947 with "lucid intervals". "We have a serious problem with Pakistan revolving around Kashmir. We acknowledge that. If it is a difficult neighbour then it must re-invent itself and one way to re-invent it, if it can, we wish it can become a truly democratic country where the real power lies with the democratically elected leaders," Chidambaram said.

The Army and Police on March 12 neutralised a major hide-out out, consisting of three small under ground rooms, of the Lashkar-e-Toiba (LeT) in the Pathimallah Palmar area of the Kishtwar District. The Security Forces (SFs) recovered 10 rounds of AK-47, six gelatine sticks, two Chinese grenades, three UBGL grenades, four safety fuses with detonator, one mobile charger, torch cell, two blankets, two mattresses, plastic sheets, one small gas cylinder, 20 litre kerosene oil, water cans, utensils and 15 kilograms of ration from the hideout. Superintendent of Police (SP, Kishtwar) Haseeb Mughal said the hide-out reportedly belonged to top LeT cadre Saifullah. Constructed to accommodate 7/9 terrorists with sufficient stocks the hide-out had inconspicuous entry. "The hide-out was a major waypoint for LeT terrorists where they used to take rest and recoup prior to undertaking their nefarious activities in Malar/Bhatta areas", the SP said, adding, "The destruction of hide-out has disrupted the movement of terrorists in the area and adversely affected their chain of supply and replenishment". He further said that neutralising of Saifullah’s hide-out has given some vital clues to the SFs about the group of LeT terrorists active in the area.

According to Daily Excelsior report, the Army Chief General Deepak Kapoor has said that there has been "no decline" in support from Pakistan to terrorists in Jammu and Kashmir and top militant leaders including Lashkar-e-Toiba (LeT) chief Hafiz Muhammad Saeed is operating with impunity from its territory despite international pressure after 26/11 Mumbai terrorist attacks. Pointing to Inter Services Intelligence and Pakistan Army officials aiding terrorist camps and the functioning of top militant leaders including Lashkar-e-Toiba chief Hafiz Saeed and Hizb-ul-Mujahideen’s (HM) Syed Salahuddin from Pakistani soil, General Kapoor said the terrorists "are probably more emboldened". "The comparison of pre and post 26/11 period reveals that there is no decline or change in the quantum of Pak support to terrorists’ operations in J&K. To the contrary, the terrorists are probably more emboldened by the sustained support enjoyed by them despite international pressure on Pak, post 26/11," he said. "In recent times, Syed Salahuddin accompanied by Pak Army and ISI officials’ visits launch pads all along the LoC. At the behest of Pak, he is also exhorting his cadres to step up violence in J&K," Kapoor added. Further he said that, approximately 250-300 terrorists are poised for infiltration across the LoC.

Maintaining that there is improvement in overall security scenario in Jammu and Kashmir, state chief minister Omar Abdullah has said that over 500 terrorists are still operating in the state."There are approximately 550-575 terrorists presently active in Jammu and Kashmir and the security situation is under control," Abdullah said. However, he said cross-border infiltration is a worrying aspect and net infiltration has increased by over 98% in 2009 as compared to 2008."There are inputs indicating that many more trained terrorists are awaiting across LoC at different launching pads for infiltration into our own side," he added. As far as security situation is concerned, there has been improvement in past two years and the State saw a 30 percent decline in terrorists-related incidents, he said. Against 708 terrorists related incidents in which 91 civilians, 85 security personnel and 339 militants were killed in 2008, the year 2009 registered only 499 incidents in which 239 militants, 71 civilians and 79 security personnel were killed.

The militants on March 23 vowed to wage jihad (holy war) to liberate Kashmir from Indian control, reports Daily Times. About 5,000 persons attended a rally in Kotli in Pakistan occupied Kashmir (PoK), shouting, “We are ready for jihad, we are ready for jihad!” The gathering marked the anniversary of the 1940 Pakistan Resolution, in which Indian Muslims decided to struggle for a separate country following independence from British rule. Pakistan was born seven years later on 14th August 1947. “Diplomacy, talks and negotiations spanning several decades have not worked,” said Syed Salahuddin, chairman of the United Jihad Council (UJC), which consists of 16 religious groups, militant outfits and political parties. “The only way to liberate Kashmir is jihad,” said Salahuddin, who is also ‘commander-in-chief’ of Hizbul Mujahideen (HM). He denied that jihadi groups were behind attacks within the country. The rally was also attended by leaders of Jama’at-ud-Da’awa (JuD). A resolution adopted after the meeting said, “Jihad will continue until India ends its occupation of Kashmir.”

Chicago-based Pakistani-American has been arrested on terrorism charges, this time for apparently providing material support to the al Qaeda, reports Hindustan Times. The operative, identified as Raja Lahrasib Khan, was arrested on March 26 by the Chicago Federal Bureau of Investigation’s (FBI) Joint Terrorism Task Force. Khan claimed to have close links to Pakistan-based terrorist mastermind Ilyas Kashmiri, and according to the criminal complaint filed against him, the funds may well have also been intended for carrying out attacks in Jammu Kashmir. Ilyas Kashmiri had already been charged in January 2010 in the terrorism indictment against David Coleman Headley and Tahawwur Rana. According to a US Department of Justice release, Khan may allegedly also have discussed bombing a stadium in the US in August 2010 though “there was no imminent domestic danger”. He apparently knew Kashmiri, who he called Lala, for nearly 15 years. Kashmiri was the ‘commander’ of the Harkat-ul-Jihad-al-Islami (HuJI), a group that has traditionally focused on attacks in Jammu and Kashmir. Khan was under the FBI’s surveillance during the last couple of years.

The rise in attempts to cross the border illegally come after a relative lull in 2009. The number of encounters has also shot up to 40 which is nearly double of last year.

Militants are using GPS for cross-border infiltration and locating safe routes in Jammu and Kashmir, Police said after a high-end GPS was found from Lashkar-e-Toiba (LeT) militants on March 27. "Militants are using GPS for finding infiltration routes and tracks for movement within J&K. The satellite based navigation system is being used by militants as a guide in mountainous terrain," Superintendent of Police (SP, Noushera) R. K. Bhat told PTI. A Taiwan-made 'Garmin GPS' was seized from two LeT militants who had recently infiltrated from across LoC and were killed in Dharamshal area of Rajouri District on May 27, the SP said. As the infiltrating militants are increasingly finding it difficult to get guides to help them move from one area to another, they are now using this GPS system, he added.

Intelligence agencies of Security Forces and Police believed that the number of Kashmiri youths held up in Pakistan occupied Kashmir (PoK) was precisely 2500. "There is no accurate official data as families of most of the youths, who had crossed over to PoK for arms training during past several years of militancy, have not lodged their missing reports. We have through our own sources of information managed to identify most of the youths who were stationed in PoK", official sources told the Daily Excelsior. "To be very precise, the number of such youths could be around 2500. The number, however, varied with different agencies with some putting it at 2000 and others at 2500 or 3000. We are taking it at 2500", they said, adding there was no basis in the claim of some human rights organisations which described the number around 10,000 or so.

"The money recovered from Ganaie can be described as proceeds of terrorism. The Police recovered a letter pad of LeT, a matrix sheet and a mobile phone set from his possession. This is second success of the Police against hawala (illegal money transfer) operators in Kashmir valley since 2009. The Army on March 29 said that nearly 550 terrorists were operative in the State, including around 250 in Jammu region, while 200-250 others were waiting at different launch pads across the Line of Control (LoC) to enter the Indian territory to help the depleted rank and file of militant organizations in launching offensive, according to Daily Excelsior. Brigadier Gurdeep Singh, Brigadier General Staff (BGS) 16 Corps, while addressing media persons at Corps Headquarters, Nagrota, informed that there was no let-off from the side of Pakistan in abetting and aiding terrorism against India, as 42 training camps still exist across the Line of Control (LoC) out of which 34 are working wherein, 2000-2500 militants are getting training. The recoveries, including SIM cards, music players, eatables etc, made from the Pakistani militants killed at Kalakote in the Rajouri District on March 27 have once again proved that Pakistan is aiding and abetting militants, as all the materials recovered from their possession were found made in Pakistan, he said. "Most of the recoveries point to the involvement of our neighbour. Two Nokia mobile sets with 2 SIM cards of Jazz and Telenor mobile companies of Pakistan, perfume brands of Haji Gulzareen Khashbu House of Peshawar (Pak), Star high nutrition mixer of Multan road Lahore, Mosquito replant of Karachi and 2 GB MP player (Pak made)," he maintained. The BGS further said that the Jammu region has been by and large peaceful and so far, in the first three months of 2010, 24 militants, including 11 ‘commanders’ belonging to the Lashkar-e-Toiba (LeT), Hizb-ul-Mujahideen (HM), Jaish-e-Mohammed (JeM) and Harkut-ul-Jehad Islami (HUJI) have been eliminated in different anti-militancy operations with the least of collateral damage. On the number of militants in the State, he said 200 to 250 militants, 50 per cent of them foreign mercenaries, are operating in Jammu region and nearly 300 in Kashmir, adds Rediff. He said, "We have also focused on over ground workers (OGWs) and facilitated their arrest under a pro-active policy to target OGWs of militants". Replying to a question on withdrawal of troops from the State, the officer said, "There is no major troop pullout or withdrawal in the State. There have been redeployments and relocations of troops as per the security assessment from time to time," according to Daily Excelsior. He, however, clarified that his comment was pertaining to Jammu region. About the proposed surrender policy, he said, "The Army is prepared to take up anything. The Government is in the process of formulating such a policy and would automatically take into consideration the safeguards".

Some of the items seized from the eight infiltrators killed in Keran Sector of Kupwara District last week (March 23-27) indicate that there is an Afghanistan link to the insurgency in the State, according to Daily Excelsior. In fact, the militants were carrying arms, ammunition, gadgets, clothing, food and cosmetic products manufactured in at least seven different countries including the USA, the UAE, Afghanistan, India, Pakistan, China and Russia. Army recovered several cans of tin-food meant for the personnel of Afghanistan's defence forces from the slain militants in Keran sector. The cans carried a label which read Wizarat-e-Difa'a (Defence Ministry), Islamic Republic of Afghanistan. The tin cans were part of large haul of arms, ammunition and war like stores recovered by the Army from the scene of five-day operation near the Line of Control (LoC) which began on March 23. The recovery of the tin-food meant for the soldiers of the Afghan Army from militants heading for Kashmir has raised concerns among the security agencies in the State. Defence sources said it was a worrisome development as these things have changed many hands before landing with the Army here. "Given the situation in Afghanistan, the tin food reaching the militants means that there is some link … the militant groups active in Jammu and Kashmir might as well be active in Afghanistan as well," the sources said. The militants were not only carrying things meant to be in Afghanistan only but possessed the state of the art gadgets like Magellan Global Positioning System (GPS), which is made in the US. "This is the latest in GPS technology as it contains seven layers of maps and is operated like a touch screen phone, which reveals the exact location of the person," an unnamed senior Army officer said. To back up the GPS, the militants were equipped with Thuraya satellite phones as they kept in touch with their handlers across the LoC to navigate their way. Thuraya is a regional satellite phone provider with its coverage area in most of Europe, the Middle East, North, Central and East Africa, Asia and Australia. The shoes, water bottles and other allied winter gear, that was used by the militants, carried the 'Made in China' while the AK rifles must have been manufactured in the land of Kalashnikov - Russia. The woolen clothing, like the socks and the hand gloves, had labels showing their land of origin as Pakistan. However, the most surprising recovery made from the slain militants was a tube of popular brand fairness cream - Fair and Handsome -- manufactured in Assam with its head office in Kolkata. However, Brigadier General Staff of Army's 15 Corps Brigadier Gurmeet Singh, during his briefing on Keran operation on March 27, told reporters that there was no corroborative evidence to suggest presence of Taliban elements in the State.
