Around six persons were reportedly injured when clashes broke out in the evening of March 1 between protestors and Security Forces (SF) in different places of the State during the shutdown called by Mutahida Majlis-i-Mashawarat (MMM), an amalgam of various separatist and religious groups in the State, reports Daily Excelsior. Normal life remained affected across the State as shops, business establishments, petrol pumps and some banks remained closed. There was however, no curfew clamped in the State.

Police said two masked militants came in a car and shot dead Azad Chand and Santosh Kumar of 13th battalion of IRP. No militant outfit has yet owned responsibility for the attack.

Meanwhile, Defense Minister A K Antony told the Lok Sabha (Lower House of Parliament) that there have been 188 instances of ceasefire violations by Pakistan along the Line of Control (LoC) in Jammu and Kashmir between 2010 to 2012 and three Indian Army personnel were killed in these. In 2010, Pakistan violated the ceasefire agreement with India on 44 occasions. 51 such incidents were recorded in 2011 while it peaked to 93 in 2012. Two army personnel were killed during these violations in 2010, followed by a single incident in 2012. A total of 16 military personnel were injured in these incidents from 2010 to 2012. In a written reply to the house, he said, "Government of India has taken up the issue of ceasefire violations with Pakistan consistently."

One protester, identified as Tahir Latief Sofi, was killed and two others were injured in Baramulla town (Baramulla District) on March 5 in alleged Security Forces’ (SF) firing on violent protesters agitating against the suicide by a Kashmiri Student in Hyderabad (Andhra Pradesh) on March 2, reports Daily Excelsior. However, the Army has denied involvement in the killing. Srinagar based Defence spokesperson said that Army fired in air when they were trapped by protetsers in the township and claimed that someone else shot dead Tahir Sofi with a view to trigger large scale violence. Army has ordered internal investigations into the firing incident. Protests were reported from other parts of the State too, in which over a dozen of persons, including Police personnel, were injured.

Protest and clashes between protesters and Security Forces (SFs) amid curfew continued in various parts of the State for the second consecutive day in which 40 persons, including SF troopers, received injuries, reports Daily Excelsior on March 8. Apprehending trouble after the Friday prayers, authorities announced imposition of curfew in entire Srinagar city (Srinagar District) and major towns of Kashmir valley. A Police spokesman said, “Miscreants pelted stones in Batamaloo and Zakoora in Srinagar (District), Khanpora, Cement bridge and Palhalan in Baramulla (District), Narbal crossing in Budgam (District), Papchan in Bandipora (District), Cherkoot Lolab in Kupwara (District). Police exercised maximum restraint chased them away.”

Police sources said, “At around 65 places there were stone pelting incidents while at around 40 places there were peaceful protests.” A Police spokesperson said that miscreants pelted stones at Soura in Srinagar (Srinagar District), Dewan Bagh in Baramulla District, Shopian (Shopian District), Anantnag (Anantnag District), Awantipora and Qaimouh cities in Kulgam District, Sopore (Baramulla District), Kupwara (Kupwara District), Bandipora (Bandipora District) and Handwara (Handwara District). Out of these 242 have been released on bail and 96 are in police and judicial custody. A total of 73 protesters were arrested, out of which 52 have been bailed out while 21 are in custody, from Pulwama, Kulgam, Shopian, Awantipora and Anantnag Districts while from Baramulla, Kupwara, Handwara and Bandipora districts 158 persons were detained out of which 130 persons have been released only 28 are in custody. In a written reply to a question in Jammu and Kashmir (J&K) Legislative Assembly on March 11 the government said that 3974 Kashmiri militants are still living in Pakistan and Pakistan occupied Kashmir (PoK), reports Daily Excelsior. 241 ex-militants have returned but none through the identified routes under the policy and procedure for return of ex-militants notified by the State Government Vide Order No. Home-1376(ISA) of 2010 dated November 23, 2010, which means that the benefits under the Return and Rehabilitation Policy of the Government cannot be extended to these ex-militants. As reported earlier, four routes prescribed under the Policy included Rawlakote (PoK)-Poonch (Poonch District) in Jammu region, Muzaffarabad (Muzaffarabad District in PoK)-Uri (Baramulla District) in Kashmir region, Wagah border in Amritsar District and Indira Gandhi International (IGI) Airport in New Delhi (South West Delhi District). The government further said that a total of 1089 applications were received on behalf of the ex-militants, willing to return under the aforementioned policy out of which 191 have been recommended. In the aftermath of March 13 fidayeen (suicide) attack at the Central Reserve Police Force (CRPF) camp in Bemina area of the Srinagar city (Srinagar District), one person was killed in alleged firing by CRPF troopers, reports Kashmir Times. The incident happened when some Security Forces (SF) personnel were rushed to Sher-i-Kashmir Institute of Medical Sciences (SKIMS) for donating blood to the victims of the fidayeen attack. SF personnel came under attack while returning as locals pelted stones upon their vehicle. To disperse the violent crowd, CRPF troopers allegedly opened fire in which two persons were injured. Later, one of them, Altaf Ahmad Wani, reportedly succumbed to injuries at SKIMS. Daily Excelsior reports that a total of 10 persons, including six CRPF personnel and four civilians, were in the suicide attack. As reported earlier, five CRPF troopers were killed, and seven persons including, five CRPF troopers, were injured in the attack.

The two terrorists, who carried out the attack, were also killed. "Five jawans have been martyred and seven have been injured," an unnamed senior Police officer told reporters at the spot. He said it was not clear whether there were two or three terrorists who hurled grenades and opened indiscriminate firing at the CRPF camp. "Two fidayeen (suicide militants) were neutralised and searches are going on," the officer said. He said the group affiliation and identity of the terrorists killed in the incident was a matter of investigation. Two civilians were also injured during the attack, Chief Minister Omar Abdullah said while confirming the attack. No militant outfit has claimed responsibility for the attack so far.

Inspector General of Police, Abdul Gani Mir confirmed arrest of a Pakistani militant from Chattabal area of Srinagar but didn’t confirm his involvement in the Fidayeen attack at Bemina. He was arrested from the house of one Ghulam Nabi, a visually challenged person and a pistol which he had concealed in a wardrobe of the house was recovered from him. Sources said that Abu Talha travelled to Narbal in the Northern outskirts of Srinagar around 15 hours before the Fidayeen attack took place at Bemina and received the two Fidayeen. “The duo stayed with him in Chattabal for the night and in the morning he dropped them at Bemina where they carried out the attack”, Police sources added. The sources said that the two Fidayeen who were killed at Bemina were Pakistani nationals and had infiltrated into Kashmir valley recently. “They were in Pattan area of Baramulla District before they came to Srinagar on Tuesday night for carrying out the attack”, sources added. Bashir Ahmad Mir, resident of Uri area in Baramulla District, a former militant and currently working for the security agencies, was picked by the Special Operations Group (SOG) of Police hours after the attack at Bemina. His mobile number was listed in a diary and a Subscriber Identity Module (SIM) card recovered from the dead fidayeen after the encounter. Sources said that Mir had helped the fidayeen to enter Srinagar city from North Kashmir. Based on Mir’s inputs, as reported earlier, a Pakistani militant, Abu Talha alias Zubair Ahmad, was arrested from Chattabal area of Srinagar city (Srinagar District) on March 14. Police further arrested one Pradeep Singh, a Government employee of Kansipora (Baramulla District), accused of providing logistic support to the fidayeen. Singh was on radar of security agency for past several months for his alleged links with militants. He further listed the reasons which prompted security agencies to point to foreign origin of the killed terrorists. He said items like diaries carrying telephone numbers and a Pakistan-made tube of skin ointment found on the terrorists indicated that they were of 'foreign' origin. He added, "Investigations reveal that this tube (Betnovate skin ointment) was manufactured in Glaxo Smithkline Pak Ltd at 35 Dockyard, Karachi. The name of the tube was mentioned in Urdu and the numbers mentioned in the diaries appear to be of Pakistani origin." Emphasizing that the terrorists were suicide attackers, the minister said, "Their bodies were shaven which confirms them to be fidayeen" - pointing to the practice among such terrorists who shave their bodies after leaving their family for the assigned mission. Officials in security agencies explained that bodies of all the fidayeen in the past were found to be shaven. "It may just be a coincidence, but past findings point to this practice", said an official, adding the 'shaven' body could just be a pointer. He further said the government "knew there will be such attempts" after the executions of November 26, 2008 (26/11) Mumbai terror attack convict Ajmal Kasab and December 13, 2001, Parliament attack convict Afzal Guru. Referring to the terror situation, he said, terrorist incidents in Kashmir had reduced. Shinde said against 1990 incidents in 2005 in which 189 security personnel, 970 terrorists and 557 civilians were killed, the number of such incidents reduced to only 220 in 2012 where only 15 security personnel and 15 civilians, besides 72 terrorists were killed. He said there were 340 terror incidents in 2011 in which 33 security personnel, 31 civilians and 100 terrorists were killed, while there were as many as 488 such incidents in 2010 in which 69 security personnel and 47 civilians and 232 terrorists were killed. In 2008, Shinde said there were 708 incident in which 75 security personnel, 91 civilians and 339 terrorists were killed, against 499 incidents in 2009 in which 79 security personnel, 71 civilians and 239 terrorists were killed. The Home Minister said against 406 infiltration attempts in the Kashmir Valley in 2005 of which 255 were successful, such infiltration attempts were reduced to only 222 in 2012 and 121 of these were successful. The infiltration attempts in the Valley were 188 in 2011 and 288 in 2010. Of these, 52 successful attempts were made in 2011 and 82 in 2010. The infiltration attempts in 2006 and 2005 were 355 and 218 respectively, of which 251 and 92 respectively were successful.

The Times of India on March 16 reports that the arrested militant Abu Talha alias Zubair Ahmad, a ‘commander’ of Lashkar-e-Toiba (LeT), revealed that LeT had pushed in nine militants through the Uri sector along the Line of Control (LoC) in Baramulla District to carry out suicide attacks soon after the hanging of 2001 Parliament Attack case convict Mohammad Afzal Guru on February 9, 2013. Talha had escaped the Bemina attack site on March 13. Interrogators of Abu Talha said, "Abu Talha received instructions from his Pakistani handlers on his mobile phone, procured from the Kashmiri boys, not to participate in the Bemina attack and that he would be tasked for another fidayeen attack." Abu Talha also disclosed the identity of the two Pakistani fidayeen, added The Hindu. Hyder is a resident of Sahewal District of Punjab province in Pakistan and Saif is a resident of Dera Gazi Khan District in the same province. Further, since December 2012, intelligence agencies have intercepted several radio communication of LeT to its sympathisers in the Kashmir valley directing to build capabilities to provide housing and other logistic support to terrorist who would cross over, reports NDTV.
