Soon after taking oath, Chief Minister (CM) Mufti Mohammad Sayeed during a press conference on March 1 said Hurriyat Conference, militant outfits and “people from across the border”, an oblique reference to Pakistan, allowed conducive atmosphere for Assembly polls, reports Daily Excelsior. Sayeed further said “God forbid if they (militants) would have done something. It would not have been possible to have smooth conduct of the elections.” Sayeed also voiced hope that the induction of separatist turned mainstream politician Sajjad Gani Lone in the Ministry would open avenues for others to follow the suit.

Ali Muhammad, Deputy Inspector General (DIG), South Kashmir said that increasing recruitment of educated youths in terrorist organizations represents one of the biggest challenges for the Jammu and Kashmir Government, reports Economic Times on March 3. He said “Educated youth joining militancy is really a matter of concern for us. There is a need to change the mindset of the youth.” The new Chief Minister (CM) Mufti Mohammad Sayeed may have stirred a controversy by appearing to thank Pakistan for allowing peaceful polls in the Valley, but data shows he will need to win over youths at home to make a success of his tenure. Ashiq Hussain Dar (24), a resident of Turkewangam village, was selected as a village level worker in May 20014 and worked for three months as a Government official before joining Hizb-ul-Mujahideen (HM). Similarly, Shakeel Ahmed Wani (34) was a teacher in a Government school in Pakarpura, Badgam but he gave it up in July 2014, when he joined Jaish-e-Mohammed (JeM). While Wani was killed in an operation in Gaader forests in Keller area of Shopian in January, Dar was gunned down in a major army operation in Hef Sharmal village. Shiraz Ahmad Ghani (26), from Panjaram in Kulgam, who had similarly joined Lashkar-e-Toiba (LeT) while pursuing his PhD after completing his M Com, was killed in November 2014.

The Jammu and Kashmir Government on March 7 released leading separatist leader and president of Muslim League (ML) Masrat Alam Bhat who was accused of being the "mastermind" of street violence across the Kashmir valley in 2010, reports Times of India. Masrat, also a senior figure in the separatist Hurriyat Conference, led the 2010 uprising by issuing protest calendars in June 2010. He was accused of being the choreographer of the violence which rampaged across the Kashmir valley for four months leaving 112 youth’s dead and hundreds of others, including security personnel, injured. Public Safety Act was slapped against him six times since his arrest in 2010, but these were quashed by the High Court. However, he was detained on some other charges for committing similar offences in Jammu.

As the Union Ministry of Home Affairs (UMHA) on March 8 sought an immediate report from Jammu and Kashmir Government on the release of Alam, reports Daily Excelsior. Confirming that the UMHA had sought an immediate report from the Government, official sources said that the Home and Police Departments have prepared an exhaustive report on release of Masrat Alam and would be sending it to UMHA. “The report has been prepared with all facts and figures and the Home Department will be sending it to the UMHA tomorrow morning,” they said.

Protests and torching of effigies against the release of mastermind of street violence across the Kashmir valley in 2010, Masrat Alam Bhat held in Jammu region on March 9, reports Daily Excelsior. Hindustan Shiv Sena (HSS) led by National President Dimpy Kohli held a protest demonstration against the State Government for releasing separatist leader Masrat. Another protest demonstration was held by youth Congress in Jammu West led by Ricky Dalgotra, general secretary of Party for Jammu West against the release of Masrat Alam. The protestors torched the effigy of Prime Minister. Separately, a massive protest was held by Bar Association Kathua against the release of Masrat Alam. The protestors demanded his immediate re-arrest. In another incident, Dogra Front and Shiv Sena led by its President Ashok Gupta held a protest demonstration against the release Masrat Alam at Jammu. The protestors asked Bharatiya Janata Party (BJP) to withdraw support to the Government and put an end to era of uncertainty in the State. Elsewhere, Jammu West Assembly Movement led by Sunil Dimple also held a protest demonstration against the release of Masrat Alam and torched the effigies of Peoples Democratic Party (PDP)-BJP.

Pakistani Rangers violated the ceasefire by resorting to firing along the International Border (IB) in Samba District on March 10, reports Zee News. A Border Security Force (BSF) officer said that Pakistan Rangers fired two rounds on a STOP-2 post of BSF along the IB in Ramgarh sector of Samba District. BSF did not retaliate and there was also no loss of life or injury to anyone in the firing by Pakistan Rangers, the BSF official added.

The Union Ministry of Home Affairs (UMHA) has issued an advisory to the Jammu and Kashmir (J&K) Government asking them to keep a close watch on the activities of freed separatist leader Masarat Alam Bhat and his associates, reports India Today on March 13. The UMHA feels that Alam and his associates are detrimental to the public order and the unity and integrity of the country, particularly J&K. The J&K Government, following the advisory, has told the Centre that Alam's activities are under surveillance and legal action would be initiated against the separatist leader in case of any adverse activities. Revealing about the notice in Parliament on March 12, Union Home Minister (UHM) Rajnath Singh said the advisory also asks the state Government to vigorously pursue all the 27 criminal cases against Alam while taking steps to challenge the orders that granted him bail. "The state government has...informed that a proper system is in place to have an effective surveillance of Masarat Alam Bhat's activities. As and when anything adverse surfaces, appropriate action, as envisaged by law, will be taken," the Home Minister said. "The state government has informed us that all the cases against Alam will continue and that he was booked eight times since February 2010 under Section 8 of the Jammu and Kashmir Public Safety Act of 1978," Singh added. Home Ministry officials revealed that at least 60 militants belonging to Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM) groups are being trained at terror launch pads across the border, waiting for an opportunity to sneak into Jammu and Kashmir, reports India Today on March 18. The officials said that according to intelligence inputs, the militants were looking for opportunities to enter India through both the International Border (IB) and the Line of Control (LoC). According to a Home Ministry statistics, there have been more than 175 infiltration attempts in Jammu and Kashmir in 2014. Around 560 incidents of ceasefire violation also have taken place along the LoC and the IB in 2014. In 2013, there were 354 cases of infiltration along the Indo-Pakistan border in which 56 militants were killed and 145 arrested. There were 332 incidents of infiltration from across Pakistan in 2012 in which 30 were killed and 123 were apprehended. In 2011, there were 317 incidents of infiltration in which 50 militants were killed and 86 arrested.

Defence Minister Manohar Parrikar on March 21 said, the two back to back terror attacks in Jammu is an attempt by the militants to boost their morale which has come down due to the Army operations, reports Indian Express. “When the morale of the opponents are down, they make such attempts to boost it,” Parrikar said replying to questions about the attack by militants in Jammu and Kashmir. Stating that the IB has many “nallas”, he said at times it is difficult to man the area completely. The IB comes under the purview of the Border Security Force (BSF). Giving figures, Parrikar said that about 26 militants have been killed this year by the Army with only one loss from its side. Having failed to execute any major terror strike in the Kashmir Valley in Jammu and Kashmir (J&K) over the last few months and increase militant activity in the region, Pakistan’s Inter Services Intelligence (ISI) is now hatching a major conspiracy to target Indian assets in Afghanistan, including the embassy and consulates, said top Intelligence sources, reports The Asian Age on March 27. Intelligence sources said that security at these installations has been beefed up considerably in wake of these fresh inputs and even the staff working there has been advised to remain on high alert. According to a report prepared by an external intelligence agency, the ISI has roped in both the Lashkar-e-Toiba (LeT) and Taliban operatives for this purpose. LeT is also suspected to have carried out the attack on the Indian consulate in Herat in May 2014 with help of Pak security agencies. The reports stated that “Despite repeated attempts, Pakistan has failed to increase militant activities in the Valley except the recent attacks in Kathua. This is largely due to increased patrolling by Indian forces along the border and the pressure they have mounted on the militants operating in the Valley. Thus the ISI now wants to change its modus operandi and shift focus to neighbouring Afghanistan to target Indian assets there with help of Taliban also.’’ India is actively involved in a lot of infrastructure and construction projects in Afghanistan helping the country re-build after a long internal war. According to this classified intelligence report, Pakistan is extremely skeptical of India’s growing presence in Afghanistan and specially the support that it is receiving from United States (US).

According to reports, Lashkar-e-Taiba (LeT) has set up fresh base camps in areas closer to the Indo-Pak border with active support from the Pakistani Army, IndiaTv, reports on March 29. The LeT is now aiming to execute its plan of terror attacks in Indian territory. In its report to the Union Minister of Home Affairs (UMHA), the Border Security Force (BSF) has said that it has identified more than 10 terror camps aligning the International Border. Militants, trained by the Pakistani Army in the Pakistan occupied Kashmir (PoK), are brought to these forward areas and put on standby to strike at short notice. Bada Bhai Masroor, Abhial Dogra, Chaprar, Sukhmal and Charkbhura in Pakistan, close to the Jammu border, have been identified as the launch pads that are being controlled by LeT. The BSF report also stated that eight infiltration attempts have been foiled in the past two months in the region. Moreover, according to recent intelligence inputs, nearly 60 terrorists from across the border are ready to carry out terror strikes in India. The report also said these launch pads are regularly visited by LeT founder Hafiz Saeed. Sources said most of the border is fenced and about 7 kilometer is not fenced in Jammu. Arnia, Paharpur, Samba, Kathua and Akhnoor in Jammu have been the vulnerable spots in the terror groups' plans to infiltrate India. Meanwhile, the Army has increased security along the border area. The 192 kilometer long International Border in Jammu region runs from Kathua to Akhnoor. The Seemapur region on the border witnesses regular cross border firing. The region also has many small and large rivulets which makes the area more vulnerable for infiltration.

Two of those terrorists were killed by the Army on March 21 after they attacked a camp in Meshwara area of Samba District. The other two were killed when they stormed Rajbagh Police Station in Kathua on March 20. According to details recovered from the killed terrorists and other inputs, four more militants may have infiltrated into India in this group. One official said the possibility of this terrorist group is also corroborated by technical intelligence. The handwritten note recovered from the terrorists killed in Samba also indicate that the group has links to the Jaish-e-Mohammed (JeM).
