Four Over Ground Workers (OGWs) were arrested by Police in Budgam District of J&K on March 1, reports Daily Excelsior. The four OGWs were identified as Muzamil Nabi, Umer Ajaz, both residents of Kanihama, Rouf Bhat and Ishfaq Bhat, both residents of Kantebagh in Sanoor Kali Pora, and recovered incriminating materials including arms and ammunition from their possession. Police said all the four OGWs were involved in providing logistic support and shelter to the militants operating in the areas of Magam in Budgam.

Police arrested an OGW linked to the LeT in Ganderbal District of J&K on March 1, reports Daily Excelsior. The arrested OGW has been identified as Fayaz Ahmed Bhat resident of Akhal area of Kangan. Police said as per the investigations, he was involved in providing logistic support and shelter to the militants of LeT operating in the areas of Ganderbal besides transporting them from one district to another. “Moreover, he was also involved in lobbing grenade on Police Station Kangan regarding which a case stands registered at PS Kangan”, Police added.

Acting on a credible input, Police intercepted a militant borne Santro vehicle on Barzulla-Chanapora road, and arrested Vakeel Ahmed Bhat alias Abu Zarrar and Omar Ismail Das, both residents of Bijbehara in Anantnag District. A house was partially damaged after the Pakistan Army fired and shelled forward posts and villages violating the Cease Fire Agreement (CFA) in Mendhar sector along the Line of Control (LoC) in Poonch District of Jammu and Kashmir (J&K) on March 2, reports Daily Excelsior. Officials said, the house, belonging to Moulvi Mushtaq, was partially damaged when it was hit by a mortar shell in Basoni village under Dhargloon Panchayat (village level local self-Government institution) in Balakote Block (administrative unit) in the District. However, Mushtaq and his family escaped unhurt, the officials added.

No major militant attack took place in the hinterland of the country during the last three years, except a grenade attack in Amritsar in November 2018, the Union Ministry of Home Affairs (UMHA) informed Lok Sabha (Lower house of Indian Parliament) on March 3, reports Kashmir Observer. Jammu and Kashmir (J&K) reported over 1,500 militancy related incidents during the period, UMHA informed. The grenade attack in Amritsar took place at a prayer hall in Adliwal village on November 18, 2018, wherein three persons were killed, Union Minister of State for Home Affairs G Kishan Reddy said. The data presented by the minister showed that 1,550 militancy related incidents were reported in J&K between 2017 and 2019 and 251 security personnel, 118 civilians and 627 militants were killed during the period. Minister, Reddy, said militancy is largely sponsored from across the border as Pakistan’s external intelligence agency Inter-Services Intelligence (ISI), has close links with militant outfits like Lashkar-e-Taiba (LeT), Jaish-e-Mohammad (JeM), Hizb-ul-Mujahideen (HM) and it provides them safe havens, material support, finance and other logistics to carry out militant activities in India.

Pakistan army, in the early hours on March 3, opened firing and shelling violating the Cease Fire Agreement (CFA) along the Line of Control (LoC) in Poonch District of Jammu and Kashmir (J&K), drawing strong retaliation from the Indian troops, reports Daily Excelsior. A Defence spokesperson said, “At about 3.30 am today, Pakistan initiated unprovoked ceasefire violation by firing with small arms and shelling with mortars along the LoC in Mankote and Mendhar sectors.”

Police arrested five Over Ground Workers (OGWs) in Marwah area of Kishtwar District of Jammu and Kashmir (J&K) on March 3, for providing shelter and arms and ammunition to militants, reports Daily Excelsior. Arrests were made during searches conducted by Police in Marwah area after developing specific inputs about the OGW network which was helping the militants active in the District. The arrested OGWs are identified as Ghulam Hussain, Mohammad Yaseen, Zakir Hussain, Mohammad Iqbal and Bashir Ahmed, all residents of Marwah.

A police spokesperson said, “Acting on a specific input, police in Budgam were able to prevent six boys from joining terror ranks… They had been indoctrinated and influenced by false narratives.” The boys are from Narbal and Magam areas of the District. A gun battle broke out during a Cordoned and Search Operation (CASO) at Zenipora village in Chadoora area in Budgam District of J&K on March 4, reports Daily Excelsior. Acting on inputs about presence of a group of militants hiding in the village, a CASO was launched by Security Forces (SFs) including Army’s 53 Rashtriya Rifles (RR) and the Police. During the CASO, the hiding militants fired upon the search party, which was retaliated, leading to a gunfight, in which one Army personnel was injured. An official said that they had information about presence of three militants in the village and they might have fled from the cordon during the initial firing.

A Special Police Officer (SPO) and a civilian were killed while a Policeman was injured in a militant attack at Warpora Police post in Sopore area in Baramulla District of Jammu and Kashmir (J&K) on March 4, reports Daily Excelsior. Militants opened fire upon the Police party near Warpora Police post, killing an SPO on the spot and injuring another Policeman and a civilian. Later, the civilian identified as Umar Subhan (22) succumbed to injuries. During the interrogation of an accused identified as Waizul Islam Ganai (19), arrested from Srinagar early this week, for his involvement in the attack on Central Reserve Police Force (CRPF) convoy in Pulwama in 2019, disclosed that he used his Amazon online shopping account to procure chemicals for making IEDs (Improvised Explosive Devices), batteries and other accessories for Pulwama car bomb attack on the directions of the Pakistani JeM militants. The NIA in a statement said that Ganai has also personally delivered the items to the JeM militants after procuring the incriminating material online as a part of the conspiracy to carry out the Pulwama attack. The NIA arrested him early this week along with Mohammad Abbas Rather (32), of Hakripora in Pulwama. They were arrested during separate raids on their houses in Srinagar and Pulwama respectively.

"There have been 27 encounters with terrorists in the union territory of Jammu and Kashmir (J&K) since August 5 last year to February 23 this year. Forty-five terrorists were neutralised and 7 security force personnel were also martyred," the minister stated. "In addition, 132 cases of cross border firing from August 5, 2019, to December 31, 2019, and 41 cases of cross border firing between January 1 and February 15 this year along the international border and LOC in union territory of J&K were committed," Naik stated. Highly placed sources stated that the meeting was held between the 20-member WC NNPGs delegation led by its convenor, N Kitovi Zhimomi and Governor RN Ravi. The source informed that the issue of the proposed “Upper House” in Nagaland dominated the meeting and that the negotiating parties deliberated, in detail, the composition and functions of the “Upper House”. “The meeting was mainly around the details of the proposed Upper House. We are working on the details so that a draft agreement could be finalised at the earliest,”. Kitovi stated that whatever the two negotiating parties have agreed in principle during negotiations, that concluded on October 31, 2019, have to be finalised and then the same would be forwarded to the Parliament. Earlier on February 23, Kitovi had rubbished speculations that NNPGs were negotiating only for Nagas of Nagaland. Giving details in the Rajya Sabha (Upper House of the Indian Parliament), Minister of State for Home, G Kishan Reddy said the Jammu and Kashmir authorities had taken 7,357 persons in preventive custody since August, 2019 when the special status of the erstwhile State was abrogated and it was divided into two Union Territories (UTs). He said among those detained were stone pelters, miscreants, Over Ground Workers (OGWs) of terrorist outfits, separatists. “Out of these, 451 such persons are presently under preventive detention, which includes 396 persons under Jammu and Kashmir Public Safety Act (PSA),” he said. Two Border Action Team (BAT) commandos, an equal number of militants and three Pakistani troopers were killed during infiltration bid by Pakistani troops on the Line of Control (LoC) in Degwar sector in Poonch District of Jammu and Kashmir (J&K) in the wee hours of March 21, reports Daily Excelsior. Sources said, Pakistan army was regularly resorting to mortar shelling and firing on the LoC at Degwar, Kirni, Kasba and surrounding sectors of Poonch District and only a day before a mortar shell had landed in the heart of Poonch town but didn’t explode averting a major disaster. Pakistan army tried to facilitate infiltration by four militants including two BAT commandos into the Indian territory from Degwar sector of Poonch. Simultaneously, Pakistani troops opened firing from their forward posts to facilitate infiltration by the BAT commandos and militants to which the Indian side retaliated, leading to heavy exchanges. in which all seven persons were killed. However, there were no casualties on the Indian side.

Officials said, Mohammad Shoukat, 26, a local youth working as a porter with the Indian Army, was injured when the Pakistan army opened fire along the LoC in Shahpur sector of Poonch around 2.45 pm [IST]. The major CFA violation by Pakistani Rangers was reported from Manyari in Hiranagar sector of Kathua District where the border residents were forced to take shelter inside underground bunkers for the entire night, the officials said, adding, the firing and mortar shelling by Pakistan started around 9.10 pm on Saturday and continued till 4 am, resulting in damage to four residential houses and injuries to a cow.

Security Forces (SFs), on March 23, busted a module which was trying to revive Lashkar-e-Toiba (LeT) militant outfit in Jammu and Kashmir (J&K), by arresting six persons and recovered huge quantity of arms and ammunition from them in Keran sector near Line of Control (LoC) in Kupwara District of J&K, reports Daily Excelsior. Inspector General of Police (IGP), Vijay Kumar, said that the arms and ammunition was a fresh consignment and it was kept in a hideout in the foothills of Keran. He further said that the special team was able to arrest four persons identified as Ahtisham Farooq Malik resident of Mumkak Mohalla Batpora, Shafqat Ali Tagoo of Jalalabad, Nisar Ahmad Ganai of Pujipora Krankshivan Sopore and Musaib Hassan Bhat of Mumkak Mohalla Batpora Sopore. Police recovered incriminating materials including one pistol and 12 hand grenades from their possession. During the questioning of the arrestees, they admitted that they were in touch with Pakistani based LeT handler who deputed them to recruit local youth for militant activities in Sopore area. They also revealed that they have received arms and ammunition from one Kabir Lone resident of Keran of Tikker Kupwara. The accused was arrested which led to the arrest of another person identified as Sharafat Khan of Keran Kupwara. On the disclosure of Sharafat Khan, a joint Police party from Police District Sopore and District Kupwara along with 6 Rashtriya Rifles (RR) of Army conducted searches in Keran area of Kupwara and recovered incriminating materials besides arms and ammunition including 8 AK rifles, 25 AK magazines, 750 AK rounds, 9 pistols, 16 pistol magazines, 351 pistol rounds, 77 grenades and 21 detonator fuses.
