A major terror-funding racket pumping funds to the militants in Jammu and Kashmir via Nepal-Bihar-UP route was unearthed by security agencies, reports Daily Excelsior on March 2. According to the security officials, large amount of hawala money had already been pumped into to the militants in Jammu and Kashmir by operatives using the services of certain jewelers, shopping mall owners and other traders in Nepal and sending money with the help of youths operating in villages of Bihar and Uttar Pradesh, bordering Nepal. Officials insist that a number of over-ground workers (OGW) and their sympathisers working at the instance of Pakistan’s Inter-Services Intelligence (ISI), Army, Lashkar-e-Tayyiba (LeT), Jaish-e-Mohammed (JeM) and Hizbul Mujahideen (HM) are involved in the racket and all of them would be rounded up, reports The Shillong Times. According to the modus operandi, Pakistan based ISI, army and militant commanders had been depositing huge cash in the bank accounts of certain Nepal based traders including jewelers, shopping mall owners etc. The Nepal businessmen through their couriers had been utilizing services of the youths putting up in the villages of Bihar and Uttar Pradesh, bordering Nepal, and supplying cash to them between Rs 2-5 lakh. The youths, some of whom were influenced by the ideology of Islamic State had been further supplying hawala money to the persons identified by the Nepal based businessmen, in Jammu and Kashmir. The youths were getting part of the money as commission for the trips between Bihar or Uttar Pradesh to Jammu and Kashmir. The recent arrest of Lashkar-e-Mustafa (LeM) Chief, Hidayatullah Malik, unveiled this hawala racket leading arrest of five of his alleged associates including Javaid Alam Ansari, an OGW from Chapra, Bihar. Javaid admitted to having supplied seven country-made pistols to the JeM operatives working under the cover of LeM in lieu of cash.

Police arrested a militant associate of Jaish-e-Muhammad (JeM) and recovered incriminating materials from his possession, from Larow Jagir Tral village in Awantipora in Pulwama District of Jammu and Kashmir (J&K) in India on March 1, reports Daily Excelsior. Based on specific information regarding presence of militants of JeM in village Larow Jagir Tral, Police along with 42 Rashtriya Rifles (RR) and 180 Bn Central Reserve Police Force (CRPF) launched a search operation in the area and arrested the militant associate of JeM identified as Muzamil Qadir Bhat of Larow Jagir Tral along with incriminating material of JeM in his possession.Police said, “On his disclosure, one hand grenade was also recovered which he had concealed in the compound of his home. Preliminary investigation revealed that the arrested militant associate was in contact with militant commanders of JeM in Tral and across the country. All the recovered materials have been taken into case records for further investigation.”

The National Investigation Agency (NIA), on March 1, arrested four suspected drug traffickers from Srinagar over their alleged involvement in the Handwara narco-terrorism case, in which 21 kilograms heroin and over INR 10 million cash were seized last year from members of a drug syndicate operating in Jammu and Kashmir (J&K) in India, reports Daily Excelsior. Two more accused are yet to be arrested.An official said, “Investigation revealed they were involved in cross-border smuggling of heroin in huge quantities from Pakistan and were supplying the drug in J&K and other parts of India. Proceeds of the sale were used to fund terror activities of Lashkar-e-Taiba (LeT) in Kashmir Valley. The accused also communicated regularly with LeT and Hizbul Mujahideen operatives using encrypted chat platforms.”The arrested were identified as Altaf Ahmed from Ganderbal, Showkat Ahmad Parray from Bandipora, Mudasir Ahmad Dar from Shopian and Amin Allaie alias Hilal Mir from Anantnag, an NIA spokesperson said in a statement. “Handwara Police initially registered a case in June last year after seizing Rs 20 lakh [INR 2 million] along with 2kg [kilograms] heroin was from the SUV of one Abdul Momin Peer during a routine check of vehicles at Handwara’s Kairo Bridge,” the NIA spokesperson said. Later that month, the agency took over the case and filed a chargesheet at a special NIA court in Jammu December 2020, against six accused including Peer, four of whom were arrested on March 1, 2021.

The National Investigating Agency (NIA) on March 2 took over investigations in the case pertaining to arrest of Hedayatullah Malik, chief of Lashkar-e-Mustafa (LeM) outfit, who was arrested by Police and Special Operations Group (SOG) from Digiana locality in Jammu District last month, reports Daily Excelsior. Earlier, SATP had reported that in a joint operation by Jammu and Anantnag Police, Hedayatullah Malikhas been arrestedfrom Jammu District of Jammu and Kashmir (J&K) on February 6. LeM is an offshoot of Jaish-e-Mohammad (JeM) in J&K.Subsequently, his wife, was also arrested from the City.The NIA took over investigations in the case from Gangyal Police Station where the case had been registered initially in the arrest of Hedayatullah Malik.At the time of arrest, Police had recovered arms, ammunition and explosives from the possession of Malik, who had reached Jammu to revive militant activities. He had also conducted recce of some sensitive installations in New Delhi.

IGP, Kumar, said that a blast was being planned using a vehicle by four persons, adding, “One Sahil Nazir of Pampore, a BA first year student, was motivated through Telegram. Two militants of Jaish-e-Muhammad (JeM) were killed in an encounter between Security Forces (SFs) and militants in Krandigam village in Bijbehara area in Anantnag District of Jammu and Kashmir (J&K) in India on March 11, reports Daily Excelsior. Inspector General of Police (IGP), Kashmir, Vijay Kumar, said that militants turned down repeated surrender offers from the SFs during the operation and opened firing on the troops. In the ensuing gunfight, both the militants were killed. The two militants were identified as Adil Ahmad Bhat, resident of Shithpora in Bijbehara and Zahid Ahmad Rather, resident of Sirhama in Anantnag. Both were affiliated with militant outfit JeM. An official said that they had information about presence of JeM ‘commander’ Wilayat Lone alias Sajad Afghani and a foreign militant Abdullah. Afghani, resident of Rawalpora area of Shopian is top ‘commander’ of JeM, and has been active since 2018. The official said that both of them have fled from the security cordon. This way, the money reaches Kashmir Valley without leaving any electronic trail and thus agencies fail to track the transaction”.The security agencies found an empirical evidence of the ISI’s nefarious design when Bihar Anti-Terror Squad (ATS) arrested a local youth on the basis of input provided by J&K Police, who was alleged to have carried cash and at least seven pistols and handed them over of a Kashmir-based youth, who he had befriended during his stay in Aligarh District of Uttar Pradesh.The youth from Kashmir was earlier arrested after it emerged that he had given guns to Hidayatullah Malik, who was arrested on February 6 by Anantnag Police from Kunjwani area of Jammu.The intelligence report, contended that local youths from Nepal’s border Districts with Uttar Pradesh and Bihar are at times unknowingly get into the trap of militants, aided and supported by ISI, and become “cash couriers”.According to rough estimates in each of such transactions an average of INR 300,000 to INR 350,000 is transferred to over ground workers of terror outfits in Kashmir by these unsuspecting youths, who, in most cases, are not aware that they become part of a terror network, the report said.

The duo- Shakir Bashir Magrey and Insha Jan- were arrested by the NIA in two separate operations in February and March last year and were named in the NIA charge sheet in the Pulwama car bombing of a CRPF convoy. Shakir Bashir was arrested from his house in Hajibal area of Kakapora in Pulwama District on February 28, 2020, while, Insha Jan was arrested along with her father Tariq Ahmed Shah (50) from Hakripora village in Pulwama District on March 3, 2020. During questioning, Shakir Bashir disclosed that on several occasions, he collected and delivered arms, ammunition, cash and explosive material to the Jaish-e-Mohammad (JeM) militants including those involved in Pulwama attack. Insha Jan and her father were arrested for providing food, shelter and other logistics to Pulwama car bombers in 2018-2019. As per NIA, Insha Jan was in constant touch with Mohammad Umar Farooq, a Pakistani Improvised Explosive Device (IED) maker and was in communication with him over the telephone and other social media applications. The NIA team along with local Police attached the house of Shakir Bashir Magrey at Hajibal in Kakapora area of the District and Insha Jan at Hakhripora in Kakapora area. The team attached the property in exercise of powers granted under Section 25 of the Unlawful Activities Prevention Act (UAPA), 1967.

There has been a significant decline in terror incidents in Jammu and Kashmir (J&K) in the last three years but instances of shelling from across the border have gone up abruptly, Rajya Sabha (Upper House of the Indian Parliament) was informed on March 17, reports Daily Excelsior. Union Minister of State for Home G Kishan Reddy said, “During the past three years, there has been a significant decline in terror incidents and attempts of infiltration from across the border in Jammu and Kashmir. However, the incidents of shelling from across the border have increased during the past three years.” Reddy said the terror incidents in Jammu and Kashmir have come down from 614 in 2018 to 244 in 2020. He said killings of civilians have come down from 39 in 2018 to 37 in 2020 and deaths of security personnel from 91 in 2018 to 62 in 2020. However, the minister said, instances of shelling from Pakistan increased from 2,140 in 2018 to 5,133 in 2020.

To combat instances of supply of weapons via drones from across the Pakistan border, several steps including round-the-clock effective surveillance, streamlining the intelligence set up and use of modern, hi-tech surveillance equipment, are being taken by the Centre, reports Daily Excelsior. “Certain instances of supply of weapons via drones from across the Pakistan border have come to the notice of security and law enforcement agencies. The government has been taking various steps to meet such challenges, which include round the clock effective surveillance, streamlining the intelligence set up, capacity building of forces, patrolling on the borders,” the Union Ministry of Home Affairs (UMHA) said in Rajya Sabha (Upper House of the Indian Parliament) on March 17, regarding Pakistan using drones to supply weapons. The local population in the border areas in Jammu and Kashmir (J&K) will also be sensitized, along with the establishment of observation posts, border fencing, floodlighting, deployment and use of modern and hi-tech surveillance equipment, etc, it added.

Central Reserve Police Force (CRPF), Director General (DG), Kuldiep Singh, on March 18, said 226 terrorists were killed during operations in Jammu and Kashmir (J&K) since 2020, while 296 were apprehended, reports Daily Excelsior. He also said, stone-pelting incidents in the Kashmir Valley have “reduced drastically”, although they have not stopped completely. The stone-pelting incidents have now been reduced to 10 per cent of what it used to be earlier, he said while addressing a press conference on the eve of the CRPF’ 82nd anniversary in New Delhi. “In Jammu and Kashmir, where the force works in close coordination with the state police and the Indian Army, 215 terrorists were neutralised in 2020 and 11 terrorists were killed this year,” Singh said. During the same period, 296 terrorists were arrested by the Security Forces (SFs) while eight surrendered. Also, the CRPF recovered 378 arms and 41 Improvised Explosive Devices (IEDs), while 275 encounters/attacks took place during the same time period. Asked about the threat posed by “sticky bombs” in Jammu and Kashmir, he said, “While frisking a vehicle, we keep in mind the threat of sticky bombs. Although, we have not seen any such incident where we found sticky bombs attached to a vehicle. But yes, it is a challenge, we know it, they (terrorists) might try to use it and we have briefed our forces about it.” He said at the instance of an accused, a few sticky bombs were recovered from some areas. The DG said normalcy has been restored to a large extent in Jammu and Kashmir.

Jammu and Kashmir Police (JKP) Director General of Police (DGP), Dilbag Singh, in Srinagar District on March 20, said that so far there has been “zero infiltration” on the Line of Control (LoC) across the Union Territory (UT) while there is no fresh Cease Fire Violation (CFV) after the recent peace agreement between Indo-Pak officials, reports Daily Excelsior. The DGP Singh said that so far there is zero infiltration on the LoC in both Kashmir and Jammu region. He further said, “I would love to see zero infiltration throughout the year 2021. Year 2020 was best and I hope to see 2021 more better than the previous year.” About the situation on borders, he said LoC is peaceful and there is no incident of Ceasefire Violation on the LoC after the fresh peace agreement between the officials of India and Pakistan. Apparently, in a joint statement issued by the two sides, India and Pakistan on February 25, 2021, said they have agreed to a “strict observance of all agreements, understandings and cease firing along the Line of Control (LoC) and all other sectors” with effect from the midnight of February 24/25 (Wednesday). The decision was announced after discussions between the Director Generals of Military Operations (DGsMO) over the established hotline on February 22.

He, however, said that there was a need to counter the social media radicalization propaganda sponsored from across the Line of Control (LoC). LG Sinha said, “In J&K UT there are no takers for ISIS ideology. That sort of radicalization is comparatively very, very less in J&K UT. But our concern is that social media sponsored radicalization from across the LoC.” “A human being is clear by his heart, but at times, atmosphere around him, lures him towards wrong. How to prevent this radicalization should be our priority. We need to promote Sufism and teachings of our Gurus. We don’t need any foreign model to deal with this menace,” Sinha said, adding that religious scholars are the torch bearers and hold the key to tackle the challenges like radicalization. Indian and Pakistani armies held a brigadier-level meeting at Poonch-Rawlakote crossing, on March 26, as a follow-up to their agreement to observe ceasefire along the Line of Control (LoC) in Jammu and Kashmir (J&K), reports Daily Excelsior. In February 2021, the Indian and Pakistani armies recommitted themselves to the 2003 ceasefire on the LoC. The return to the ceasefire was agreed upon by the Director-Generals of Military Operations (DGMOs) of the two countries. The army tweeted, “Post the DGMOs Understanding 2021, a Brigade Commander Level Flag Meeting was held between Indian and Pakistan Army at Poonch-Rawlakote Crossing Point on 26 Mar 2021 to discuss implementation mechanism as per the understanding.” On March 25, Army chief General MM Naravane said the LoC has been silent for the first time in around five to six years as not a single shot was fired in March barring an odd incident, and said, “I am glad to inform that in the whole month of March, we have not had a single shot fired at the Line of Control barring an odd incident. It is for the first time in about five or six years that the LoC has been silent. That really bodes well for the future.”

Two paramilitary Central Reserve Police Force (CRPF) personnel including an officer were killed in a hit and run militant attack at Lawaypora area in Srinagar District of Jammu and Kashmir (J&K) in India on March 25, reports Daily Excelsior. Deputy Inspector General (DIG) of CRPF Srinagar sector, Kishore Panday said that at least four heavily armed militants fired on the Mobile Bunker Vehicle (MBV) of CRPF that was part of the Road Opening Party (ROP) at Lawaypora, killing two CRPF personnel and injuring two others in the attack. The slain CRPF personnel have been identified as Sub Inspector GD Manga Deb Barma and Constable Driver Ashok Kumar, while, the injured have been identified as Constable Jagan Nath Roy and Constable Nazim Ali. Inspector General of Police (IGP), Kashmir, Vijay Kumar said that the militants who carried out the attack had come from Bandipora, and preliminary investigations indicate that the attack was planned and carried out by the militants of Lashkar-e-Toiba (LeT) outfit.

Police arrested two Over Ground Workers (OGWs) on March 26, and seized the vehicle used in the attack on Central Reserve Police Force (CRPF) in Lawaypora area in Srinagar District of Jammu and Kashmir (J&K) in India on March 25, reports Daily Excelsior. “Two OGWs who were identified as Muzaffar Ahmed Mir and Javaid Ahmed Sheikh provided logistic support to one Lashkar militant Nadeem Abrar Bhat alias Abu Brar, a resident of Narbal, Budgam. Nadeem is close relative of OGW Muzaffar,” Inspector General of Police (IGP), Kashmir range, Vijay Kumar, said, adding that the trio had conducted a recee of the area on March 24 after which they carried out the attack on March 25. Acting on a lead, Police arrested Javaid Sheikh who was travelling in a Maruti car bearing number HR 10 Q-6583 in which some empty cartridges were also recovered. “After his questioning and interrogation, we also arrested Muzaffar. Raids were conducted on two hideouts, but LeT militant Nadeem and two foreign militants had fled after coming to know about the arrest of Muzaffar and Javaid,” the IGP said. He further said both the arrested OGWs have confessed to the crime. He, however, said that Police are working on leads and very soon the remaining attackers that includes LeT militant Nadeem and two foreigners will either be arrested or killed. Asked whether any weapon was missing from the incident spot, the IGP said: “Yes, one weapon is missing.”

The arrested militant associates have been identified as Aquib Ahmad Wani, resident of Laloo Sheshgari Hyderpora, and Aadil Manzoor Mir, resident of Nadirgund Humhama. Police said that Budgam Police along with 53 Rashtriya Rifles (RR) of Army and 43 Battalion of Central Reserve Police Force (CRPF) arrested two militant associates of LeT involved in providing shelter, logistics and other support to the militants in Hyderpora and Humhama areas of Budgam. Police also said that they have been in touch with Pakistan administered Kashmir (PaK) militant ‘commanders’ through various social media platforms. Incriminating material of outfit LeT been recovered from their possession.
