The terrorists fled to the upper reaches of the Pir Panjal range consequent to observing the movement of SFs. In the ensuing encounter, six terrorists were killed. Search and cordon operations are reportedly continuing in the area as two to three more terrorists had escaped during the encounter. A large cache of arms and ammunition were also recovered from the encounter site. All the slain terrorists belonged to the Hizb-ul-Mujahideen (HM). Sources added that search operations have been intensified in the Surankote, Mendhar and Mandi belts of this district consequent to reports of terrorist-presence in some remote villages.

As far as infiltration is concerned, there is no cause for complacency and there is need for exercising vigilance". According to official sources, India is yet to see a "strategic shift'' in Pakistan's disposition towards it. Sources said there was a "visible escalation" in infiltration in March 2001 compared to last year. In comparison to 113 incidents in March last year, infiltration bids had risen to 132 this (2002) March. The level of infiltration in March 2002 had been particularly discernible because of the sharp decline in incidents of cross-border infiltration in January and February. For instance, compared to 104 incidents last year, infiltration attempts in February stood at 58 this year.

Official sources indicated that the slain terrorists were categorized as ‘most wanted’ and carried a reward of Rs 1.50 lakh on their heads. The reward money would be distributed among the VDC members, sources added. Sources said the VDC members rushed to Dammi village after securing information that two hardcore Pakistani terrorists had arrived to carry out a massacre of the minorities. After encircling the terrorist hideout and engaging them in an encounter, the VDC members succeeded in killing both the terrorists. From their possession, the VDC members recovered two AK-56 rifles, a wireless set, a grenade and 50 rounds of ammunition. Media reports indicated that the slain terrorists were wanted in a number of subversive activities across Doda district, including the killing of five civilians at Patti Mahal, Kishtwar, in November 2000. Accusing Pakistan of being the primary source of supply of arms and ammunition to terrorists in Jammu and Kashmir, the report said that Pakistan also continued its policy of sponsoring terrorism in other parts of India. While mostly women and children were among those killed, approximately 48 others, including nine security force (SF) personnel, were injured. All three terrorists of the suicide squad who were wearing army uniforms and were suspected to be Pakistanis were killed by security force (SF) personnel in retaliatory firing. Official sources indicated that the death toll could increase as condition of many of the injured was stated to be critical. The injured persons had sustained bullet and splinter injuries and included primarily women and children of SF personnel’s families residing in the quarters that were targeted by the terrorists. Sources added that among those killed was a two-month old child. Official sources and witnesses indicated that three terrorists in combat dress boarded a passenger bus that was on way from Manali, Himachal Pradesh, to Jammu between Samba and Vijaypur. All of them were reportedly carrying three bags containing AK-47 rifles, grenades and explosives devices. As soon as the bus crossed Kaluchak bridge, the terrorists lobbed grenades and also started indiscriminate firing at the bus passengers. Even as most of the passengers managed to escape, seven of them including the bus driver and two women were killed on spot while another passenger sustained injuries. Thereafter, the terrorists are reported to have moved towards the quarters of SF personnel, located approximately 20 yards near the Kaluchak bridge. As the terrorists fired indiscriminately, one of the SF personnel in retaliatory firing killed one of the terrorists. The other two terrorists entered the family quarters of SF personnel and resorted to indiscriminate firing and throwing of grenades and explosive devices. These two terrorists were later killed in the ensuing encounter that lasted for approximately five hours. Official sources indicated that a total of 23 persons, mostly women and children, were killed inside the quarters while seven others had died in the bus. 48 others were injured. Sources added that casualties were reported from all the four blocks of the quarters as the terrorists got enough time to move from one block to another in absence of the SF personnel on duty. Although, identification of the slain terrorists was yet to be ascertained, two terrorist groups, Jamait-ul-Mujahideen (JuM) and Al Mansoor (AM), have reportedly taken responsibility for the attack. Media reports indicated that an anonymous caller called a Kashmir-based local news agency and introduced himself as the spokesperson of JuM and said three JuM cadres identified as Abu Zafar, Abu Saleem and Abu Salman had carried out the attack. However, a second caller claimed that AM, a hitherto unknown terrorist group, had carried out the attack. In the exchange of fire, four SF personnel were killed and seven others injured. In retaliatory firing, one of the fidayeen was killed while two others managed to escape. A search operation has been launched in the upper reaches of Chasana and Budhal, where the escaped terrorists are suspected to be hiding. Some arms and explosive material were recovered from the encounter site. Official sources indicated that a large number of terrorists, mostly Pakistanis and Afghans, were hiding in upper reaches of Chasana and Mahore and were in possession of sophisticated weaponry. This was the first major fidayeen strike on an SF camp in Chasana.

Scrapping of the Indus Water Treaty, security of far-flung, interior areas of the Jammu region following deployment of Army on borders and strengthening of Village Defence Committees (VDCs) are reportedly some of the important issues that were discussed during his preliminary discussions with the State government in Jammu on the first day of his visit. After visiting the Military Hospital in Jammu where he met persons injured in the May 14-Kaluchak massacre, he said the perpetrators of the crime will not go unpunished. Hs personal security officer (PSO) was also killed. The assassination occurred at a rally to commemorate the 12th anniversary of Mirwaiz Maulvi Farooq, who was assassinated by terrorists at his residence, that day (May 21) in the year 1990. According to media reports, a 5000-strong procession was led by Mirwaiz Umar Farooq, former APHC chairman and son of Maulvi Farooq, from Mirwaiz Manzil to Mazaar-e-Shuhada. The assembly was organised at the Eidgah Grounds by Mirwaiz Umar to pay homage to his father. The Mirwaiz addressed the gathering along with Hurriyat chairman Abdul Gani Bhat. Reports said amid chaos and confusion at the congregation, two persons reportedly wearing police uniform accosted Abdul Gani Lone who was proceeding towards his vehicle. Eye-witness accounts said they first fired pistol shots on Lone’s PSO and later targeted Lone from a distance of 10 ft. Both Lone and his PSO were killed in this shooting. The gunmen are also reported to have lobbed two hand grenades towards Lone. Another of Lone’s PSO was among the seven others who sustained injuries. Some eye-witnesses said the gunmen also made an unsuccessful attempt to attack Mirwaiz Umar Farooq and other APHC leaders present at the rally, including chairman Bhat. Both the assassins managed to escape from the incident site. Nobody has claimed responsibility for the assassination thus far.

The Premier said importance would be laid on generation of new employment opportunities for the youth of the State and relief for migrants affected by terrorism and cross-border shelling. With regard to strengthening the security grid, he announced that two India Reserve Battalions (IRB) would be raised over the next two years at a cost of Rs 26 crore and provision of Rs five crore would be made over five years for better training and weaponry for the Jammu and Kashmir Volunteer Force (elite group of Special Police Officers). Rs 25 crore is expected to be provided over the next five years for incentive schemes for 4,000 police personnel who are members of the Special Operations Group (SOG). Vajpayee also said that the Village Defence Committees (VDCs) would be provided better weaponry and higher allowances on a selective basis.

They said SFs launched a search operation consequent to securing information that a group of nine terrorists were hiding in three houses in Chawa village. Observing movement of the SF personnel, the terrorists reportedly held the inmates hostage and commenced firing on the SFs. In the ensuing encounter, two SF personnel were killed and four others were injured. Even as the security forces succeeded in getting the civilians separated from the terrorists, two terrorists of the group were killed. The encounter was continuing when reports came in. He has reportedly been a JeI member for the past 33 years. A JeI statement issued on May 25 said that Hanief's activities were contrary to the Jamaat constitution. In response, he said, "All the options are open. Me and my colleagues are soon going to decide whether we must float a new organisation or become part of a like-minded forum." The report indicated that Hanief has been critical of the Jamat's strategy as well as that of the APHC. In October 2001, he reportedly wrote a letter to APHC Chairman Abdul Gani Bhat telling him that the APHC has lost credibility and that the latter should step-down as chairman. Later on May 21, 2002, Hanief issued a statement in which he said "The (separatist) struggle needs to be carried on democratically so that people get breathing space and come out of the existing frustration."

A J&K Police spokesperson said that editor and printer-publisher of a Srinagar magazine Mountain Valley , Imtiaz Ahmed Bazaz of Batmaloo, had reportedly made a number of visits to Pakistan and other countries during the last 12 years of militancy in the State. Besides operating an insurance claim investigating agency, Bazaz was also operating as a private television producer. According to the spokesperson, police discovered that the London-based president of World Kashmir Freedom Movement, Ayub Thakur, and Pakistan-based ‘supreme commander’ of the Hizb-ul-Mujahideen (HM), Syed Salahuddin, had been regularly sending money secured from the Pakistani external intelligence agency Inter Services Intelligence (ISI) to Kashmiri terrorists through Bazaz and his associates. Bazaz and two of his close associates, namely Ghulam Hassan and Abid Hussain, was arrested by Srinagar Police on May 25. During preliminary interrogation, Bazaz is reported to have confessed that he had approached Ayub Thakur for funneling ISI funds to the Dukhtaran-e-Millat (DeM) chief Asia Andrabi. He also reportedly confessed that he had been in regular contact with Syed Salahuddin and other HM terrorists. According to police sources, Bazaz revealed that he had been receiving money from Salahuddin for delivering the same to Saiful Islam, HM’s ‘chief command of operations’, ‘divisional commander’ Abdul Rashid Dar alias Shardar Peer and ‘district commander’ (Srinagar) Javed Ahmed Sheikh. According to a media report, cash worth Rs 6.00 crore has already been seized by the J&K Police while destroying different Hawala channels and financial transactions of terrorist functionaries since December 2001.

The encounter between security forces (SFs) and the fidayeens was continuing till last reports came in. Media reports said that this was second attack on the DPL Doda during last six months. In the previous attack, four police personnel were killed while the fidayeens had managed to escape. According to official sources, the suicide terrorists hailed from a particular locality of Doda, which has been identified.

According to media reports, the 16-hour encounter between two fidayeen (suicide terrorists) and security forces (SFs) inside the District Police Lines (DPL) in Doda ended on May 30 with the killing of both the fidayeen. The death toll of SFs, which earlier reports said was two has risen to three with the killing of another SF personnel. Three other police personnel were injured. A police spokesperson said the fidayeen entered the building in army uniforms, and on being intercepted by the sentry on duty, killed him. Later, two more police personnel were killed when they attempted to stop the terrorists. The fidayeen took position in the Canteen block of the DPL, adjacent to a dispensary and family quarters, the spokesperson said, adding one of them blew himself up while another was killed by a police personnel. The fidayeen also took possession of the weaponry of the police, which had been kept in a store near the Canteen block. Official sources said both the slain terrorists were Pakistanis affiliated to Lashkar-e-Toiba (LeT). From their possession, police recovered two AK-56 rifles and some ammunition. The terrorists had also lobbed six hand grenades inside the DPL building causing extensive damage. This was the second fidayeen attack on the DPL in Doda. In the first attack on October 1, 2001, three police personnel were killed and 15 others injured while the fidayeen had managed to escape.3

All the three students had been rescued and restored to their families. According to official sources the Moulvi and his associate, with the assistance of a local group of terrorists, got three youths abducted from their houses few days back. They said the abducted youths were taken from Doda to Ramban and lodged in a hotel. From Ramban, they were taken to Qazigund, Verinag and later to a forest area in Kampran. At Kampran, the youths were reportedly introduced to a group of LeT terrorists where they were given a route from where they had to cross over to Pakistan. The youths escaped from Kampran and, consequently, the police brought them back to Bhaderwah.
