According to Daily Excelsior, in a major search operation, the troops have been fighting a freshly infiltrated group of 18 terrorists at Lawaypora village in the Bandipore area of Baramulla district since May 4. As reported earlier, four of the holed up terrorists had been killed in the first round of the gun-battle on May 3. Latest reports said that at least 14 terrorists were still holed up. While a number of them were believed to have died during an encounter with the security forces (SFs), a few more were reportedly still offering resistance. However, no official confirmation on the fatalities was available till last reports came in. "We have activated high level security set-up in and around the Baghlihar power project in Chanderkoot area of Doda district in Jammu and Kashmir [J&K] after intercepting militants' conversation of targeting the project," said Deputy Inspector General of Police (Doda-Udhampur range), Satvir Gupta, on May 3. "Hizbul Mujahideen [HM] intercepts by the state police revealed that they were planning to target the project site and their main target could be to kidnap foreigners working there," he said. Two weeks ago, the Union Power Ministry had reportedly apprised the State Government that it had received a note from the Prime Minister's Office that the HM was planning a suicide attack on the project.

At least 400 terrorists, 50 per cent of them foreigners, are waiting across the border to sneak into Jammu and Kashmir during this summer, according to a senior Border Security Force (BSF) officer. We have definite intelligence information that around 400 trained terrorists are waiting at launch pads near the Line of Control (LoC) to infiltrate into this side, BSF Intelligence Chief in Kashmir, K Srinivasan, said on May 8. He said 50 per cent of them are foreigners, mostly from different cities of Pakistan. He also said there are approximately 2500 terrorists in Pakistan and Pakistan occupied Kashmir (PoK) who have been trained to handle different types of weapons in the training camps there. Srinivasan further added that the snow had melted on almost all infiltration routes and sneaking into this side has become much easier now.

The APHC leaders termed as "negative" the Union Government’s view that their travel beyond PoK would be contrary to the understanding reached between New Delhi and Islamabad. "This is a negative approach considering the improvement in relations between India and Pakistan," said former Hurriyat chief Abdul Ghani Bhatt. "Technicalities and politics rarely go together. In politics, there has to be flexibility and if this does not happen, the attitude will have to be rated as negative," he added. Current Hurriyat chairman Mirwaiz Umer Farooq said: "it is premature to react on the Government’s decision giving clearance to the visit of separatists to PoK only. We have not been conveyed about this."

The Union Government said on May 26 that the travel of separatist All Parties Hurriyat Conference (APHC) leaders’ beyond Pakistan occupied Kashmir (PoK) would be contrary to the understanding between the two countries. Pakistan has invited all Hurriyat leaders to travel to that country and the part of Kashmir under its occupation by the Srinagar-Muzaffarabad bus. Speaking to the media in New Delhi, External Affairs Ministry spokesperson Navtej Sarna said the Government has a "clear understanding with Pakistan that passengers traveling on this bus can travel only within the territory of the erstwhile State of Jammu and Kashmir… Any travel beyond the territory would not be in keeping with the understanding between the two Governments."

Syed Ali Shah Geelani, leader of the breakaway faction of All Parties Hurriyat Conference (APHC), on May 29 rejected Pakistan’s invitation to visit that country and Pakistan occupied Kashmir (PoK) by the Srinagar-Muzaffarabad bus on June 2, in protest against Islamabad’s "flexible stand" on the Kashmir issue. "We have decided against going to Pakistan and PoK in the Srinagar-Muzaffarabad bus on June 2. We are showing our resentment to the present policies of the Pakistan Government vis-à-vis Kashmir issue," Geelani told a press conference in Srinagar. Geelani is reported to have accused Pakistan of softening its stand on the Kashmir issue. According to Geelani, "He [President Musharraf] is giving great concessions to India...
