Border Security Force (BSF) personnel on May 1 foiled a major infiltration bid after a fierce gun battle with militants along the Indo-Pak border in Samba District. The BSF picked up movement of a large group of armed militants near Ballard forward post in Ramgarh sub-sector in the morning. The militants opened fire on the post following which BSF personnel and patrolling parties retaliated. The exchange of fire continued intermittently till 4:00hours. Later, militants managed to escape towards the Pakistani side, BSF said, adding the militants were given cover firing by security forces on the other side. There was no casualty on the Indian side. A search operation has been launched in the area.

During preliminary questioning, Zargar is reported to have confessed that he had to depart for New Delhi on May 1 as per directions of the Lashkar outfit. He was told that a person, whose identity had not been disclosed to him, will hand over explosives to him in the vehicle enroute Jammu to New Delhi. He had to plant explosive devices in busy markets of New Delhi to trigger blasts. Sources said simultaneously one or two more militants, who had been camping in New Delhi, had to plant explosives in other markets. The Lashkar plot was aimed at engineering serial blasts in busy markets of New Delhi, sources said.

Reports said two militants lobbed a grenade inside the house of a Village Defence Committee (VDC) member Dev Raj at village Khangna in Koti area under the jurisdiction of Doda Police Station. While Dev Raj, who was target of the militants, survived, his 18 year old son Rakesh Kumar and a neighbour Chuni Lal, 60 were injured. Police on May 2 arrested a militant of Tehreek-ul-Mujahideen (TuM) outfit, presently working for Lashkar-e-Toiba (LeT), who was linked to a major terror plot to carry out blasts in busy markets of New Delhi on May 2 or May 3 (today) for which a high alert had been sounded by the Union Home Ministry and an advisory had also been issued by the United States and Australia. The militant, identified as Omar Zargar son of Ghulam Nabi Zargar, a resident of Nawa Bazaar, was arrested from a terror hideout at Nawa Bazaar in Srinagar City before he could reach New Delhi to execute the plan along with some other associates, reportedly camping in the Union Capital. A satellite telephone, which is generally given by Pakistan Army and Inter-Services Intelligence (ISI) to top commanders, has been recovered from the possession of Omar Zargar. According to sources, Zargar was an active stone pelter and had rather become a ring leader of stone pelters for the past some time.

Security agencies believed that Hizb-ul-Mujahideen (HM) militant Basharat Saleem has been killed by a top ranking commander of Harkat-ul-Mujahideen (HuM), a senior Police officer said, Daily Excelsior reported on May 2. "Basharat is most likely dead. There are credible inputs that he was killed by HuM militants led by the outfit's commander Noman four to five days back," the officer said added. Basharat was on most wanted list of the security agencies in North Kashmir as he had evaded their dragnet three times since the beginning of 2010. "Basharat was one of the few local militants who rose quickly through the ranks to be among the most powerful ultras in North Kashmir within a short span of time," he added further. The officer said efforts were on to trace the body of the militant.

The area of operation has now been expanded to jurisdiction of all the three Police Stations - Vilgam, Kralgund and Handwara -- of the Handwara sub-division. "The cordon-cum-search operations in the forests falling between Baramulla and Kupwara districts have been intensified following intelligence inputs about presence of 11 more militants in the area," sources told Daily Excelsior. They said top LeT commander Abdul Rehman, who heads the subversive activities in North Kashmir, was believed to be among the group of militants hiding in the forests. "The rehabilitation process is being fine-tuned and is in final phase as most formalities have been completed. Now the focus is on identifying the crossing points along Line of Control (LOC). We will endeavour to have as fool-proof a policy as it is possible to have," he said. However, he said it is not possible to get an accurate assessment of the number of militants set to return to their homes from across LoC. "It will vary depending on whom you talk to...I do not think policy requires to identify the numbers, but what it requires is safeguards. We will ensure maximum safeguards are in the policy so that it is not open to abuse," he added further. When asked about a possible increase in the number of militants returning to the State via the LoC after announcement of the rehabilitation policy, he said, "It is important that you understand that nobody will come across on a policy that has not been (officially) announced so far," adding that in the past several years, militants and their families have come to the LoC and surrendered to the army at their posts. "We want to channelise them, give them cleaner, safer and secure environment for rehabilitation and maintain vigilance check of them," he said, adding further that there is an idea that the policy has a single-window system whereby people who come back and get rehabilitation are kept under watch.

"The overwhelming feeling in the Army is that this experiment is enough, as it has given us mixed results. Though these former terrorists-turned-soldiers have provided us intelligence leads and have helped in eliminating active terrorists, they seem to be trigger-happy in settling old personal scores," an unnamed officer said on May 12. "The 162 Infantry Battalion (Territorial Army) Jammu and Kashmir Light Infantry, which was formed in 2004-05 with these surrendered terrorists as its men, has eliminated around 300 terrorists, which is quite impressive," the officer said. However, the problem was with their discipline. "The unit soldiers, however, have not jelled into the Army discipline expected of them," another officer said. "Hence, no new Ikhwani units are envisaged in the near future," he said, adding that these men could be used in regular units to provide robust intelligence inputs.

Superintendent of Police (Kishtwar) Shaheen Mughal said that the four, all 15, were handed over to their parents but would be kept under surveillance. "We're investigating the incident and looking out for the people who motivated them to join the terrorist ranks," he said. He said this was first such incident in 2010 and that the Police were keeping a vigil on the elements luring gullible teenagers. He disclosed that the youths, who were getting training in different militant training camps in PoK wanted to return homes and lead a peaceful life. He further said that neither he nor other militants had any knowledge of the State Government’s proposed rehabilitation policy for them. He confessed to have received training at a militant training camp in Kacharban, PoK. He disclosed that over 2000 militants from this part of the State (Jammu and Kashmir) were active in training camps in PoK though some of them felt disenchanted with the militancy, adds Daily Excelsior. He revealed that all training camps of HM and Lashkar-e-Toiba (LeT) were fully active and were imparting arms training to the militants freely with active co-operation of Pakistan’s Army and Inter-Services Intelligence (ISI). He disclosed that LeT and HM were the only two dominant outfits to whom majority of militants were affiliated at present in PoK while Jaish-e-Mohammed (JeM), once a force to reckon with in Pakistan, has virtually been rendered irrelevant with very few cadre. This is a huge jump from the average pay of INR 5,000 they were getting earlier. Also, those staying back in refugee camps of PoK too have been given increased financial benefits. From INR 1,800 per month, their financial allowance has gone up to INR 2,400 a month early this year [2010], sources said. There are no clear numbers, but some estimates say as many as 30,000 could be in PoK, holding State Subject Facility Cards which grants them certain rights.

Police sources said that 85 youths have been appointed as SPOs and deployed in areas, which are most sensitive and infamous for stone pelting. They said that the incidents of stone pelting have considerably decreased after the deployment of stone pelters-turned-SPOs in the area. The State Police says that militant outfits based in Pakistan occupied Kashmir (PoK), particularly HM and Lashkar-e-Toiba (LeT) have prepared dozens of groups who are paid to instigate stone pelting in the valley. Official sources said an Army truck was moving from one post to another at Nangi Tekri, about one kilometre ahead of border fencing in KG sector when hostile fire came from the LoC between 4.30pm to 4.45pm leading to the killing of driver and co-driver on spot. As the bullets hit driver, the Army vehicle lost the balance and struck against a tree leading to injuries to three Army personnel sitting on back. “It was a hostile fire from the LoC on an Army vehicle moving from one post to another'', Defence spokesman Lt Col Viplab Nath said, adding, that the area where the truck was targeted is not very far from the LoC and was just a kilometre ahead of the fence. It was, however, yet to be ascertained as to whether the shots were fired by Pakistan military post or the militants from across the LoC or by the militants from near the fence, sources said. The Security Forces (SFs) on May 19 shot dead two Lashkar-e-Toiba (LeT) militants, identified as Abdullah Aniece alias Ans alias Faisal Hafiz and Abdullah Mohammad alias Abu Maaz, both belonging to Pakistan, in a day long gun-battle at village Joura under the jurisdiction of Gandoh Police Station in Doda District, reports Daily Excelsior. A Special Police Officer (SPO) who sustained injuries in the incident died later. Recoveries made from their possession include one AK-47 rifle, one AK-56 rifle, five AK magazines, one sophisticated wireless set, 48 AK rounds, one IED, two pouches and documents. They had fired a large quantity of ammunition and lobbed explosive devices during the encounter. Inspector General of Police (IGP, Jammu) Ashok Gupta said that the SFs launched an operation in upper reaches of Joura after developing a specific input about the presence of two Pakistani militants—Ans and Abu Maaz—who had escaped from dragnet of SFs several times in Doda. The encounter ensued when the militants, hiding inside a house, opened fire as the SFs asked them to come out and surrender. In the exchange of fire the two militants were killed. Ans was a ‘deputy divisional commander’ of LeT and was operating in Doda district for last nine years while Maaz was a ‘district commander’ of the outfit and was active in the district during last seven years. Presently, they were co-ordinating activities among left out militants of LeT and Hizb-ul-Mujahideen (HM) outfit and were trying to strengthen their cadre with local recruitment. "For the first time in last two decades, Doda District has been cleared from Pakistani militants. Only two surviving foreign ultras in the district have been wiped out’’, IGP Gupta said. "Only 22 listed militants have been left in Doda District and all of them were locals. "The Security Forces including Army, Police, CRPF [Central Reserve Police Force] and BSF [Border Security Force] have seized more than 30,000 AK rifles from the militants and militant hideouts in the State over the past 20 years when militancy began here," said authoritative sources. They said over 12,000 pistols were also seized by the security forces during the anti-insurgency operations in the State. "The quantity of arms and ammunition that the security forces have recovered from the militants and their hideouts across the State is good enough to arm 42 battalions of security forces," an unnamed senior intelligence official said. He said many countries in the world had lesser arms, ammunition and explosives to defend their country. "Many countries even do not have armies and many countries do not arm their police personnel," he added. More than 50,000 grenades of various makes and types have also been seized since the turmoil gripped the State in 1990. "The security forces have also recovered tonnes of other explosives like RDX. The trend of women’s recruitment into militant cadre of Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahideen (HM) has been checked to quite an extent due to mobilization of elderly people, former Panchayat (village level local self Government institution) members and families of the women by Police and Intelligence agencies in Doda District. ‘‘The trend (of women joining militancy or lending support to the ultras in different forms) has been checked. It has been rather reverse. Police strategy to tactically wean away the women from the ranks of militants has paid off’’, Inspector General of Police (IGP) Jammu Ashok Gupta told Daily Excelsior after a two days visit to Doda District where he reviewed law and order situation of Doda, Kishtwar and Ramban Districts in a joint meeting. At least half a dozen women have shun the cadre of militants and silently stopped working for them on the intervention of some influential villagers, who have considerable say in their areas. The women were working for them by arranging food and shelter or even transporting their weapons in Doda District. Police have decided not to book the women as they have voluntarily given up the path of militancy. Sources, meanwhile, said only those girls, who have married the militants, have refused to join the national mainstream and continued to stay with the commanders of LeT and HM in their hide-outs located in mountainous areas. Family members of these girls, all of whom have been identified, were reported to have done their lot along with elderly villagers of the area to win back the women but couldn’t succeed. Sources admitted that prospectus of return of the women, who have married the ‘commanders’ after joining the militancy, were bleak. Accordingly, police have declared these women as ‘B’ category militants for their active participation in militancy.

India has to accept the disputed nature of Jammu and Kashmir and should be ready for a tripartite dialogue, otherwise every dialogue process will prove futile." "If India is sincere about holding talks with the militants, it should repeal the draconian Acts. It should release all innocent detainees and should accept the tripartite status of Jammu and Kashmir," he added. "The Government of India must realize that the bilateral efforts made in the past have proved futile due to the absence of the real Kashmiri representatives in such initiatives. India's stubborn attitude towards Kashmir issue has always been an impediment in the meaningful talks," Syed Sadaqat Hussain was quoted as saying by local dailies in Srinagar on May 26, reports Hindustan Times. The militant conglomerate, though have set pre-conditions for the talks, has scaled down on their demands compared to its past statements on dialogue. "If Dr Manmohan Singh is sincere on initiating meaningful talks with militant leadership, he must take these initiatives to set the process in motion," said Hussain. The pre-conditions set by the UJC to sit with New Delhi are revocation of the Armed Forces Special Powers Act (AFSPA) and Public Safety Act (PSA), release of political detainees and curbing all kinds of ‘human rights violations’ in Jammu and Kashmir.

Senior Superintendent of Police (SSP, Poonch) Manmohan Singh said the teacher and SPO were arrested following disclosures made by Azam during his preliminary questioning that both of them were assisting him in carrying out the militant activities. They have been identified as Nissar Ahmed Banday, working as a teacher in a private school and Mohammad Yunus, a resident of Surankote, posted as a SPO at District Police Lines, Poonch. The SSP said Nissar had taken a weapon from Azam and handed it over to Yunus for INR 20,000. The weapon was to be provided to the militants. All three accused including Azam, Nissar and Yunus were part of a HM Mujahideen module operating in Poonch District and helping the militants in procuring weapons and hawala money from across the LoC.

The document says four "Hindu militants" were among those killed in encounters with the SFs over the years, while one had surrendered and another was arrested. "Some of the (Hindu) militants are listed in the ‘A’ (the most dreaded) category and all are from various Districts of the Jammu region. The first time any Hindu was known to have joined a militant group was in the early 1990s," an unnamed Police officer said. The dozen-odd surviving Hindu militants are with the Hizb-ul-Mujahideen (HM), Al Badr, Lashkar-e-Toiba (LeT) and the Harkat-ul-Ansar (HuA), the officer said, adding they are active in the Jammu Districts of Rajouri, Kishtwar, Doda and Reasi. The police document claims that the "Hindu militants" operate with code names. Sham Lal, for instance, became Shamsuddin and he is with Al Badr. Krishan Lal is with the Lashkar. Kripal Singh is also with Al Badr. The Police said one of the longest-serving militants was a Hindu, Bipin Kumar of the HuA. Bipin, killed by the forces in 2008, had been active since 1996. Kuldeep Kumar alias Qamrain of HM died at Kulhind in Doda two years ago [2008] after being active for seven years. Uttam Kumar alias Saif-ullah of the HM died in an encounter in August 2005. Bittu Kumar, who was also with HM, is also suspected to have been killed. The only "Hindu militant" to surrender is Sunil Kumar. He has been absorbed into the paramilitary forces.

"Sneak into India fast and do something big," said a HM ‘commander’ to one of the outfit's leaders based in PoK during a conversation intercepted recently by security agencies, officers of the Indian Army said on May 26. The conversation took place between A-category ‘commander’ of HM code Alfa 01 in Pir Panchal Ranges with HM ‘commander’ in PoK Abu Suhaib. The call for infiltration was given by an HM commander on this [Indian] side of the border to his PoK-based counterpart. "As is evident, terrorists especially leaders have been on the run in both Kashmir valley as well as in Jammu region due to increasing number of encounters initiated by security forces in past," army officers said. "As compared to the past practice of staying in hideouts, militants have changed their tactics and are now regularly on the move, not staying in one house for more than three hours due to fear of encounters", they added. They do not trust the local population whether Hindus or Muslims any more and are always on the run trying to revive lost ground, they further added. 53 self-styled ‘commanders’ from different outfits - 22 of the Lashkar-e-Toiba (LeT), 23 of the HM, five of the Jaish-e-Mohammad (JeM), one of the Harkat-ul-Jehadi Islami (HuJI) and one of Al Badr were killed in 2009, which included the HM’s Deputy Chief of Operation Shabir Ahmed, top ‘Divisional Commanders’ of JeM, HM and LeT-Abdullah Satar, Saqib and Yousuf Gujjar. As many as 37 militants were killed in 2010 till May 15, they said, adding, it included 22 ‘commanders’ of the HM, LeT and JeM.

The State Government acted late in the night of May 27 on the advice of the home ministry, which asked that the militants be released. “Their detention orders under the Public Safety Act (a law that allows the Government to keep people in jail without trial for two years) have been revoked and they would be sent to Wagah in Punjab for their return to Pakistan,” an unnamed official told IANS. All 25 Pakistani militants, who would be handed over to Pakistan authorities at Wagah on May 28 (today), were arrested over the years from Jammu and Kashmir. Some of them were involved in acts of terror, the sources said, but did not specify the exact nature of crime committed by them. Some of them were lodged in jails outside Jammu and Kashmir for security reasons. Most of the militants were of Lashkar-e-Toiba (LeT), Jaish-e-Mohammad (JeM) and Hizb-ul-Mujahideen (HM) outfits.

In Laloor forests of Doda District, a newly inducted cadre of the Hizb-ul-Mujahideen (HM) identified as Abdul Latief, a resident of Laloor killed a ‘district commander’ of the outfit identified as Bashir Ahmed alias Chota Bashir alias Imtiyaz in the night of May 30. Abdul Latief, who surrendered before SFs and Police after the killing, along with AK-56 rifle and charged with murder under Section 302 RPC besides other legal provisions of militancy and Arms Act. Latief reportedly to have confessed that he eliminated his commander, who was pressurizing him to induct two particular girls in the outfit. Identity of the girls has been kept secret by the Police. His further interrogation was on to ascertain his more links in HM as well as hide-outs of the outfit in Doda District. According to the Senior Superintendent of Police (SSP) of Doda District, with the killing of Chota Bashir and the surrender of Abdul Latief, the HM has been wiped out in Doda tehsil (revenue unit). The report adds that Doda District Police with the help of elderly citizens and former Panchayat (village level local self Government institution) members had managed to bring a number of women back into mainstream after working with different militant outfits for past few months. This had led to desperation among the militant cadre as the women were helping a lot to them in transportation of weapons and mobile phones besides arranging hide-outs. Chota Bashir was reportedly trying to bring more women into the cadre of HM. A Defence spokesman said that the failure of militant outfits to recruit fresh youth and drying up of funds has resulted in an internal crisis amongst the HM and Lashkar-e-Toiba (LeT). Further, the elimination of over 40 ultras by the SFs within a span of four months has left a vaccum in top leadership which has triggered a rivalry between the outfits to gain a foothold on the extortion activities and area control. "The killing of Chota Bashir is a clear case of factional rivalry amongst the leaders and various groups for division of areas amongst various outfits operating in Doda District. This also reflects the low morale, lack of unity which is engulfing various militant cadres in the region of Doda, Kishtwar and Reasi due to the relentless joint operation conducted by the security forces. The ultras continued to run for cover due to the recent success by security forces," the SSP added.

Acting on specific information regarding the presence of militants in the dense forest area the Security Forces (SFs) intercepted the militants that triggered a fierce gun battle between them.
