Director General of Police (DGP) Ashok Prasad on May 1 claimed that April 26, 2013, Haigam (Baramulla District) ambush in which four Jammu and Kashmir (J&K) Police personnel were shot dead was carried by a local group of militants belonging to Hizb-ul-Mujahideen (HM) outfit, Kashmir Times reported. “The mastermind of the plot has been identified and efforts are on to track him down,” said DGP Prasad. He further claimed that there were just a few militants active in Sopore area (Baramulla District), “and all of them belong to Hizb (HM).”

At least two militants suspected to be shot dead by the Security Forces (SF) in an operation at Gatyali Behak locality in Rajwar forest area of Handwara (Kupwara District) on May 2, reports Daily Excelsior. Sources said, “SF fired grenades inside the hideout to eliminate the militants but it was not clear whether the militants are dead or alive. After the grenades were fired there was no response from them to the security SF and it is believed they are dead.” The dead militants are believed to be of Lashkar-e-Toiba (LeT) whose task was to receive the infiltrated militants as the snow has started melting in the sector and militants are ready on launching pads for infiltration.

Baramulla Police arrested a Lashkar-e-Toiba (LeT) militant, Muzaffar Ahmad Lone, son of Abdul Rahim, resident of Raipora in Palhallan. “Muzaffar is involved in case FIR No. 207/2012, under Section 302 RPC, 7/25 I.A Act of police station Pattan for the killing of Sarpanch of village Palhallan. ANI reported on May 7 that the Central Government will soon issue a new set of standard operating procedures (SOPs) for Kashmiri militants, who want to return to India through the Nepal border to surrender under a special scheme. Union Home Secretary R.K. Singh on May 6 said that the Union Ministry of Home Affairs (MHA) has received comments of all stakeholders on the subject and the improved procedures will be out in a few days. Singh said Jammu and Kashmir (J&K) Police will now come and escort these militants from the border to the State and they will also carry out background checks of these individuals. Over 260 ex-militants have returned to J&K via Nepal.

Two groups of nine militants were reportedly moving on Pakistan side across Samba sector for the past few days awaiting an opportunity to sneak into this side. The BSF troopers observed movement of militants trying to infiltrate into this side from Ballarh Post of Ramgarh sector at 5.05am. The troopers immediately resorted to firing to neutralize the militants. Pakistani Rangers also started firing from their posts with a view to give cover to the sneaking militants in violation of the ceasefire agreement (CFA). The firing continued till 5.35am, sources said. “No trace or foot marks of infiltrators were detected along the IB. The militants hadn’t managed to enter into this side. They were reported to have retreated to Pakistan finding the alert security personnel manning the border,” sources said. No casualty was reported.

Union Home Secretary R K Singh, in an interaction said, "We have received comments from all stakeholders and the new policy will be in place soon. J&K Police will escort these people to the state and will also carry out background checks." This is part of the joint effort by the MHA and the J&K Police to draft a standard operating procedure for those coming via Nepal. The route had created controversy after the Delhi Police arrested a former Hizb-ul-Mujahideen (HM) militant, Liyaqat Ali Shah, from Sanauli at Nepal border on March 22. The Police had alleged that he was on his way to Delhi for a fidayeen (suicide) strike ahead of Holi. The J&K Police, however, claimed that he was coming back to surrender and that his wife had already applied to authorities for his return. Union Minister for State for Home Affairs, R P N Singh, had told the Lok Sabha quoting J&K Police report that between 2010 and April 10, 2013, about 262 ex-militants have returned via Nepal as part of the state government's surrender and rehabilitation policy. He said the State Government has received 1,094 applications. None of those who have returned to India came via the designated routes such as Poonch, Uri, Wagah and IGI Airport, New Delhi.

However, the militants managed to give a slip to the Army in dense forests after a brief gun battle. The operation against these militants entered seventh day on May 13 with Security Forces clueless about the whereabouts of these infiltrated militants. Army recovered four haversacks from the Budnal forests that contained dry fruits, roasted chicken and first aid. Sources said that from the recovered items it looks that the group has infiltrated from Pakistan occupied Kashmir (PoK) a night before they had an encounter with Army. “They had taken advantage of snow covered mountain passes”, they added. Sources said that at least 12 militants have also infiltrated from Macchil sector of the Kupwara District where the mountain passes have not opened up yet. Taking the advantage of tough terrain and heavy snow these militants managed to give slip to the Army in freak weather conditions. Army launched operation last week after the movement of the militants was reported in the forests areas of Lolab but no traces of these militants were found as the forests are dense. Also at least six militants might have infiltrated through Nowgam sector on May 1. Sources said that around 800 highly trained militants are waiting at the launch pads across the LoC ready to infiltrate. “They are trying to infiltrate from all the sectors”, sources added.

On May 17, a special court in Delhi released alleged Hizb-ul-Mujahideen (HM) militant Liyaqat Shah on bail, saying probe conducted by the National Investigation Agency (NIA) till now confirms there is "nothing substantial" to link him to the conspiracy to carry out terror attacks in Delhi, The Times of India reported. "No substantial evidence has come up against the present petitioner till date and the prosecution/NIA has failed to make out a prima facie case against the present petitioner/ accused till date," District Judge I S Mehta said while granting bail to Shah, despite NIA's opposition. "Further, the NIA investigation also confirms the same that there is no substantial linking against the petitioner/ accused being involved in conspiracy to commit terrorist attack on vital installations in Delhi till date," the court added. Police on May 23 arrested five persons from Gandoh locality of Doda District in a case related to grenade attack on Police personnel at Thathri Police Station in the same district during the intervening night of April 27 and 28, reports Daily Excelsior. The arrestees were identified as Abdul Rashid alias Abdullah, Akhter Hussain, Mohammad Rafi, Altaf Hussain and Mohammad Yaqoob. One AK-56 rifle, magazines of AK-56, 143 rounds of AK-56 rifle, one Chinese Pistol, one magazine of Chinese Pistol, five rounds of Chinese Pistol, two Chinese Grenades, one Pouch and two Walkie-Talkie wireless sets (Motorola) were recovered on their disclosures. They revealed that had been assigned a task of execution of the plot which included the killing of Police Officers and Jawans (troopers), civilians and prominent persons. When they failed to execute any of the killings they were tasked to hurl grenade at Police Station Thathri to kill the Security Force (SF) personnel so that they can become confirmed terrorists and this group would be added/supplemented by other youths of the area by motivating them. However, the grenade fell just short of thereby averting casualties of SFs. Since there is no active confirmed militant in the District, source of the arms ammunition provided to the accused arrested is being investigated and case is also being investigated from all other angles other than the militancy angle, added Kashmir Times.

A former Harkat-ul-Jehad Islami (HuJI) militant, identified as Nazir Hussain, resident of Marhot in Surankote tehsil (revenue unit) of Poonch District, was arrested on May 24 along with his Pakistani wife and three children upon reaching Jogi Morh naka at Surankote from Karachi (provincial capital of Sindh, Pakistan) via Nepal, reports Daily Excelsior. Nazir had crossed over to Pakistan occupied Kashmir (PoK) from Sabjian sector of Poonch District in 2001 for arms training. He was then affiliated with Lashkar-e-Toiba (LeT) outfit and underwent arms training in Sagosh training camp of PoK for more than one year. He later on came to village Nikyal and joined HuJI. One Nepali SIM card of Nepal Cell, two identity cards, issued by police authorities in PoK on the name of Nazir and Rifat (his wife) and some other belongings were recovered from the possession of the arrested persons. Police said it was being ascertained whether the family of Nazir had applied for his return under Rehabilitation Policy of the State Government or not.

The militants are affiliated to the Hizb-ul-Mujahideen (HM) outfit. Earlier the militants had snatched 3 AK-47 rifles from the dead Army personnel. One snatched AK rifle of the Army and an SLR magazine was recovered from the possession of the dead militant. In most of attacks our men have been targeted,” State Director General of Police (DGP) Ashok Prasad said, adding except Pulwama where an Assistant Sub-Inspector (ASI) was killed, all attacks were reportedly carried out by Hizb-ul-Mujahedeen (HM). “We have issued advisory and have asked our men to be very cautious and remain fully equipped. We have asked them to use bullet proof vehicles, coats and move in any area with all intelligence inputs available with them. Every facility is with police and they have been asked to avail all such facilities,” Prasad said, adding that police is fully equipped to counter attacks. The DGP said there seems a “changing trend” in attacks and that is being studied. “The matter was discussed in Core Group meeting and every security agency has been asked to study the trend. It needs to be seen whether only HM has changed attack trends or other militant groups also,” he said and added that the study will take some time. Prasad said the spurt in attacks have been witnessed after the hanging of Parliament attack case convict Muhammad Afzal Guru on February 9, 2013 in Delhi’s Tihar jail. “These attacks might be one of the fallouts of his hanging and that too is being studied,” he said.

Despite adverse report from Varanasi District administration, the Uttar Pradesh (UP) Government, on May 31, decided to withdraw cases against suspected Bangladesh based militant organisation Harkat-ul-Jihad-e-Islami (HuJI) militant, Shamim, reports The Times of India. The District administration was directed to engage a prosecution officer to complete formalities like submitting application before the court for withdrawal of cases against Shamim as per the Government's decision. Shamim’s involvement in March 7, 2006, serial blasts at Sankatmochan temple and Cantonment railway station was exposed by the Special Task Force (STF) of UP Police. On STF's recommendation, a cash reward of INR 20,000 was announced in 2007 for information leading to his arrest. But, no agency could succeed in tracing him. Shamim's call records maintained by the investigating agencies in 2006 and 2007 showed that he was calling his counterparts in Bangladesh frequently while calls were also made to some persons in Jammu and Kashmir (J&K) and Jabalpur in Madhya Pradesh. The exercise is continuing for the withdrawal of cases against Shamim, who had remained traceless after November 23, 2007 Kutchehri blasts.

The militant has been identified as Mohammad Ashraf Rather alias Ashraf Molvi, a ‘district commander’ of HM. Police sources said, “Molvi had joined the militant ranks in 2005 after which he was arrested and booked under PSA (Public Safety Act). However after his release he again joined militancy in 2009 and was operating as district commander of Hizb-ul-Mujahideen,” added Kashmir Times.
