For strengthening security along International Border in Jammu region, the Union Ministry of Home Affairs decided to take up 15 villages out of total 118 on pilot basis for laying of three-tier network and directed the divisional administration to provide 135 feet corridor to the Border Security Force (BSF) in these villages within a period of two months, Daily Excelsior reports May 2. Out of 118 villages, 72 fall in Jammu District, 17 in Kathua and 29 in Samba District. The total area, which will be handed over to BSF in these districts, is 8648 kilometers. “This decision was recently conveyed to the State Home Department as well as divisional administration of Jammu with the direction to provide 135 feet corridor in these 15 villages, mostly in Kathua district within a period of two months so that Central Public Works Department (CPWD) begins creation of necessary infrastructure”, according to official sources. Sources added, “there is every possibility of resistance from the Pakistan side over this move of the Union Home Ministry as after three-tier security network spread over an area of 135 feet wide corridor that too all along the International Border would ensure complete plugging of infiltration routes”.

The Intelligence agencies are worried as 58 persons including 14 militants, or former militants, along with their Pakistani wives and children reached Jammu and Kashmir from Nepal border during past about one month after spending more than two decades or even more in Pakistan and Pakistan occupied Kashmir (PoK), Daily Excelsior reports on May 2. However, none of the militants and their family members have taken the legal route identified by the Government in the Rehabilitation Policy. The approved routes included Poonch-Rawalakote in Jammu region, Uri-Muzaffarabad in Kashmir, Wagah border in Amritsar District of Punjab and Indira Gandhi International Airport in New Delhi. Official sources said, this was for the first time since the announcement of Rehabilitation Policy by the State Government in 2010 that 58 persons including 14 former militants of different outfits have reached Kashmir from Nepal route in less than a month. A total of four groups have crossed from Nauntawan in Gorakhpur District of Uttar Pradesh along Nepal border last month, they said.

A Ministry of Defence (MoD) Spokesman Lieutenant Colonel Maneesh Menhta, however, said on May 19 (today) morning that this followed attack on an Army patrol by terrorists. The sources added that the victims had gone to rescue a colleague Havaldar Vinod Kumar of 4 Engineers who got injured in a landmine blast near the LoC. However, when they were proceeding towards him, Pakistani troops opened fire. The Indian Army retaliated and the exchange of fire between them continued till late last evening. The firing along the LoC came a few hours after Army troops had foiled an infiltration attempt by terrorists in Bhimber Gali area of adjoining Rajouri District. The MoD Spokesman said that the Army troops noticed three terrorists and opened fire, making the later to flee back to the side of Pakistan occupied Kashmir (PoK). Later during searches in the area, the troops seized an Improvised Explosive Device (IED) apparently planted by terrorists. On May 28, Lashkar-e-Toiba (LeT) 'founder' and Jama'at-ud- Dawa (JuD) 'chief' Hafiz Muhammad Saeed delivered a speech as thousands of followers joined him at Aabpara Chowk situated just a few hundred yards from the Inter-Services Intelligence (ISI) headquarter in Pakistan's capital city of Islamabad and asked them to get ready as the "time has come to perform the final jihad against India to free Kashmir from Indian occupation". "Are you ready to help Kashmiri brothers and sisters? Would you join me for this noble cause?" Saeed asked the gathering. Thousands of his followers responded to their leader by assuring him that they were ready to fight India. "Kadam badhao Hafiz Saeed, hum tumhare sath hain (Lead the way Hafiz Saeed, we are with you". He also criticised Pakistan Prime Minister (PM) Nawaz Sharif for attending Indian PM Narendra Modi's swearing-in and said he (Sharif) betrayed the Kashmiris." Mr Prime Minister, you have stabbed the Kashmiris at their back by shaking hand with Narendra Modi. Kashmiris would never forgive you," Saeed said.
