At least 11 protesters were injured, one of whom died later, in clashes with Security Forces (SFs) who were on a search operation in the Terkiwangam area of Shopian District on May 2, reports Daily Excelsior. According to reports, unidentified militants opened fire upon an Army patrol in Terkiwangam. SFs circled the village immediately. As they approached the suspicious house while firing some warning shots, residents of the village gathered and started stone pelting upon the SFs which led to clashes between both. One Army soldier, Subedar Major Ujain Singh Raghav got injured in stone pelting. The SFs used tear-smoke shells, pellet guns and live ammunition. At least 11 protestors were injured, including six with bullet wounds. A teenager among those 11—Umar Kumar (17) of Pinjura in Shopian District - succumbed to injuries. The SFs used explosives to target the suspicious house —a hideout of militants. The house belonged to the in-laws of Hizb-ul-Mujahideen (HM) ‘commander’ Zeenatul Islam. However, the militants managed to escape. The operation was called-off in the night of May 2.

The Security Forces (SFs) have apprehended that the infiltration of militants from Pakistan-occupied Kashmir (PoK) and recruitment of local youth into militancy would rise this year, reports Daily Excelsior on May 3. As an estimate, around 100 local youth from nearby villages to the Line-of-Control (LoC) have been recruited who share the ethnic bond and have strong relations with the people living near LoC. Such recruitment has boosted the infiltration efforts as these militants may be used as the guide for infiltrators, said unnamed source. Around 28 launch pads are located in PoK areas which are ready to infiltrate into Kashmir. This year, Jaish-e-Mohammad (JeM) is more active than Lashkar-e-Taiba (LeT) as more JeM militants has infiltrated. In 2017, around 120 militants had infiltrated into Kashmir, claimed report of the Multi Agency Centre. However, militants have been directed to stop using the cellular phones due to the fear of being tracked by the SFs. In 2017, 208 militants were killed by the SFs in the Operation ‘All Out’ and majority of the success was on technical inputs. Regarding recruitment, so far, 50 youth from the valley have joined militancy in first four months of this year while, in 2017, only 117 youth had joined the militancy, said unnamed source.

Militants Suhaib Akhoon, Mohsin Mushtaq and Ajaz Gojri opened fire using AK series rifles whereas Bilal Najar used a China-made pistol to commit the murder of three civilians, said Deputy Inspector-General (DIG) of Police, North Kashmir range Dr Sunil Gupta. The SFs recovered two AK series rifles, two China-made pistols, four hand grenades, 50 rounds of AK ammunition, four AK magazines, and two pistol magazines, from the arrested militants and their hideouts. One kingpin of the module—Nadeem Ahmad Dar alias Abu Osama, along with Suhaib Akhoon had been the main motivators and ‘commanders’ of this group, said DIG.With the arrest of these four militants, the SFs and Police were able to solve the cases of two grenade attacks on Police Station Baramulla District by arresting—Naseer Ahmad Mochi, who was provided with grenades on two occasions by Ajaz Ahmad Gojri and he had subsequently lobbed them on Police Station Baramulla on December 2, 2017 and January 22, 2018 in which two Policemen had sustained injuries, said DIG.

Based on specific information, Security Forces (SFs) arrested four persons, including three OGWs of HM, Mohd Arif, Sajjad Ahmed Malla and Khursheed Ahmed Thokar and an ex-militant of Harkat-ul Mujahideen (HuM), Ajaz Ahmed along with hawala money.During initial investigation, it has also come to fore that arrested Sajjad Ahmed Mala was in contact with HM’s ‘financial head’ Khursheed Ahmed based in Pakistan occupied Kashmir (PoK) and the contact between the duo was got established by militant ‘commander’ Saddam Padder who was killed by SFs last week in Shopian. A Border Security Force (BSF) trooper was killed in Pakistani firing from across the border in forward area of Mangu Chak in Samba sector in Samba District in the wee hours of May 15, reports Daily Excelsior. The Border Security Force (BSF) personnel observed an infiltration attempt by well-equipped group of Pakistani militants in the forward area and challenged them. The militants retreated initially but again tried to intrude into the Indian side, this time with the help of covering fire by the Pakistani Rangers, who violated ceasefire to target the BSF troopers and force intrusions. In the exchange of firing, a BSF trooper was injured. He died later. The effective retaliatory firing by the BSF thwarted the infiltration attempt by the militants in Samba sector. Unable to infiltrate, the militants retreated to Pakistan.

The Security Forces (SFs) on May 18 killed three unidentified militants in a gun battle at Brinjal forest area of Handwara in Kupwara District in North Kashmir, reports Daily Excelsior. The Soldiers of 15 Rashtriya Rifles (RRs) of Indian Army spotted a group of militants suspected to infiltrate at Brinjal forest. The militants opened fire on SFs which led to gun battle. The encounter continued for hours before three infiltrators killed by the SFs. It is uncertain to identify the group of these militants but either Lashkar-e-Taiba (LeT) or Jaish-e-Mohammad (JeM) are suspected these militants belong to. Around 250 militants are waiting in 28 active launch pads near Line-of-Control (LoC) in the Pakistan-Occupied-Kashmir (POK). In 2018, JeM is more active than LeT and mostly JeM militants attempted to infiltrate, said an unnamed source. The Multi Agency Centre (MAC) claims that in 2017 around 120 militants infiltrated in Kashmir. This year security forces have killed 72 militants so far and 32 security forces personnel and equal number of civilians were also killed.

An eight month old child, Nitin son of Gopal Dass, a resident of village Seri Pallai in Jogwan village of Khour tehsil in Akhnoor sector, was killed when bullets fired by Pakistan Army hit him in premises of the house, where he was sleeping last night (May 20) along with the family members. The Pakistani firing lasted few minutes, sources said, adding that body of the infant was handed over to his family on May 21 afternoon after completion of legal formalities.

Normally, there are two Rangers in one bunker in the forward areas. The image showed the BSF hitting the target accurately and the Pakistani bunker going up in the flames. Within minutes, it was reduced to ashes. There were no chances of survival of anyone present inside the bunker and all the Rangers (in the bunker) were believed dead. Official sources said that the befitting reply given by BSF units to unprovoked shelling and firing by the Pakistani Rangers on the IB, has forced them to plead for ceasefire. Sources also said the Pakistani Rangers had suffered heavy losses, both in terms of men and strategic assets in their Sialkot sector opposite Arnia and RS Pura sectors of Jammu District. The posts and bunkers of the Rangers were destroyed in the forward areas, which was necessitated as all these posts were targeting civilian areas on the Indian side inflicting casualties and damage to the property.

Nearly 70 heavy mortar shells including 80mm and 120mm fell in Arnia town. Two mortar shells fell inside Arnia police station and hit the building as well as policy Gypsy in which Station House Officer (SHO) Arnia Inspector Deepak Pathania and other police personnel had a narrow escape while a Special Police Officer (SPO) Gurcharan Singh R/o Suhagpur, was injured. The Police Station building suffered damage as shells explode inside the building premises. All villages in Arnia sector came under intense shelling and firing for more than five hours during the day in which a total of nine civilians, five of them women and a SPO, were injured. Police and civilians evacuated the injured and shifted them to hospitals including the Government Medical College, Jammu. All of them had sustained pellet injuries of mortar shells. Sources said Pakistan was using long range weaponry to target Arnia town and other civilian areas with 82mm and 120mm mortar shells. Amidst shelling, Police used Bullet-Proof bunkers to evacuate civilians trapped in forward villages of Treva, Alla, Pindi Charkan, Kathar, Kaku De Kothe, Pindi Camp, Rangpur and Jabowal in Arnia sector while number of civilians braved shelling and firing to reach safer areas. People even in Arnia town and all other forward villages have deserted their houses. While some of them left for the houses of their relatives and friends, others too take shelter at Government Higher Secondary School Slair and Panchayat Ghar Laswara, the two relief camps set up for the border dwellers. Authorities were in the process of opening more relief camps as number of the migrants swelled by late this evening.

Pakistani Rangers continued shelling civilian areas along the International Border (IB) from RS Pura (Jammu District) to Hiranagar (Kathua District) sectors, injuring 19 more civilians, including six women on May 22, reports Daily Excelsior. Official sources said that firing and shelling in RS Pura, Arnia and Ramgarh sectors started late on May 21 night and continued throughout the day on May 22. It was on till late tonight (May 22) when the reports last came in, with brief halts of some time. However, shelling in Samba and Hiranagar sectors started in the morning and continued till tonight (May 22) with brief breaks. The BSF retaliated shelling and firing very effectively in all five sectors inflicting heavy damages on Pakistan side. Senior Superintendent of Police (SSP) Samba Anil Magotra said 13 civilians were injured in Ramgarh sector on May 22 evening when mortar shells fell on over a dozen houses. Five civilians including a woman were injured in shelling at RS Pura sector of Jammu District while another civilian was injured in Hiranagar sector of Kathua District. Ten injured of Ramgarh have been referred to the Government Medical College, Jammu while two injured were admitted in the local hospital. Nearly 40,000 people deserted their houses on the IB and shifted to safer areas including residences of their relatives and friends and relief camps set up by the administration at all places, albeit without any facilities. During past about one week when fresh skirmishes broke out between India and Pakistan, this was for the first time that the Rangers simultaneously targeted civilian population and forward posts of the BSF in five sectors of RS Pura, Arnia, Ramgarh, Samba and Hiranagar, covering all three districts of Jammu region including Jammu, Samba and Kathua, which share international boundary with Pakistan.

The firing continued till mid, however, no casualties were reported due to the shelling. There has been over 300 per cent increase in the incidents of cross-border firing along the India-Pakistan border in Jammu and Kashmir this year (2018) so far, leading to maximum deaths and injuries to Border Security Force (BSF) personnel in the last five years, an official data said, reports Daily Excelsior. According to the data, over 300 unprovoked firing incidents have taken place this year till now, leading to the killing of five BSF personnel and injuring 34 of their colleagues who were deployed along the frontier areas of the International Border (IB) in Jammu region. In comparison to this, a total of 111 unprovoked cross-border firing instances took place last year (2017) along this front while the figures were 204 incidents (in 2016), 350 (in 2015) and 127 during 2014. Two personnel of the border guarding force were killed and seven injured due to sniping and mortar shelling in 2017 while three BSF personnel were killed and 10 injured in such incidents in 2016.Similarly, a BSF jawan (trooper) was killed and five were injured in 2015 and two of its men were killed while 14 were injured in 2014 at this border front in Jammu and Kashmir. The BSF had launched three special operations - Rustam (2016), Arjun (2017) and Bheem (2019) – as part of the Government mandated ‘befitting reply’ policy for retaliation of such firing incidents. The latest spell of these incidents began when Pakistan Rangers and their other units started shelling areas along the IB from May 15 and till now 11 people including nine civilians and two jawans have been killed and over 60 people, including over 48 civilians injured.

Army foiled a major infiltration bid by pushing back a group of 15 heavily armed militants in Keran sector of Kupwara District on May 24, reports Daily Excelsior. Army troops of 5 Gorkha Rifles manning the fence along Line of Control (LoC) near Waziran Shallebhootu area challenged the movement of a group of around 15 heavily armed militants who were trying to sneak in the wee hours on May 24. Militants opened fire on the Army triggering an encounter which continued for several hours. However, the troops pushed back the biggest infiltrating militant group. A massive search operation has been launched in the area to ensure that no militant managed to sneak in. They recovered two bags, two aluminum stairs and walking stick. Army said that there are around 250 militants waiting on the LoC in Pakistan Occupied Kashmir (PoK) for infiltration. The troops have intensified vigil along the LoC and strengthened the counter-infiltration gird to foil the infiltration attempts and Border Action Team (BAT) strikes on the border posts. Last year (2017), as per the Multi Agency Centre (MAC) figures, a record numbers of militants, 120, infiltrated into Kashmir. And this year (2018) despite the tight vigil, at least 5-6 groups of militants have managed to infiltrate into the Valley. Sources said that there are 28 active launch pads in PoK this year where militants to be infiltrated are taken. They said that this year Jaish-e-Mohammed (JeM) is more active than Lashkar-e-Toiba (LeT) and mostly the JeM cardes are being infiltrated.

Senior Superintendent of Police (SSP) Jammu Vivek Gupta said after supervising the spot that militants lobbed a grenade at the Police vehicle parked near petrol pump opposite a restaurant at Bus Stand around 10.45 pm, causing injuries to four persons. “The militants managed to escape from the spot taking cover of darkness but we have laid many cordoned and strengthened nakas to trap the militants. Searches are being conducted at various place,’’ Gupta said. Significantly, the militant attack in Jammu City took place during Ramzan ceasefire announced by the Union Government for Jammu and Kashmir. Sources, however, said that a major catastrophe was averted as the area was crowded as inter-State buses were leaving Bus Stand for different stations and there were large number of Mata Vaishno Devi pilgrims and other tourists at the Bus Stand. Army Chief General Bipin Rawat on May 25 said that India wants peace along the borders and blamed Pakistan for violating the ceasefire that leads to loss of life and property, reports Daily Excelsior. He said that the suspension of combat operations in Jammu and Kashmir can be extended further if the atmosphere of peace continues in the State. Rawat said Pakistan should stop sending militants into the State if it is interested in peace. “If Pakistan really wants peace, then we will want them to take the first step by stopping infiltration of terrorists into our side. The ceasefire violation mostly takes place to aid infiltration,” he said. General Rawat said for peace, it was imperative that cross-border terrorism comes to an end. “It is imperative to stop terrorism from across (the Line of Control), the camps which are there where training is given to them, from where the ammunition is infiltrated into Jammu and Kashmir and India that should stop. If that happens, then I can assure you that peace will prevail on the borders,” he added. The Army chief said that the suspension of combat operations can be extended further if the atmosphere of peace continues in the State, but any action by terrorists would trigger a rethink immediately. General Rawat said the suspension of anti-militancy operations in Jammu and Kashmir was an attempt to make people realise the benefits of peace. “The suspension of operations or what we call NICO (Non Initiation of Combat Operations) has been done to make the people believe and see how the atmosphere is when there is peace. The way an atmosphere of peace and calm is here right now, in my opinion, the people here are very happy with that,” he said. Gen Rawat said the Army will think about continuing the unilateral ceasefire if the peaceful situation continues in the Valley. “If this atmosphere of peace continues, then I assure you that we will think about continuing with NICO. Scores of youths pelted stones on Police and paramilitary Central Reserve Police Force (CRPF) in these areas. The forces retaliated by firing teargas and pellets. At least 20 youth were injured in as SFs used force against protesters. Meanwhile, there were no restrictions in any part of Old City today and the Jamia Masjid was also open for the public where thousands of people offered Friday prayers which was addressed by All Parties Hurriyat Conference-Mirwaiz (APHC-M) chairman Mirwaiz Umar Farooq. A Police spokesman said: “Today was the 2nd Friday of the holy month of Ramadan and police personnel were deployed in the area to facilitate the worshipers and prevent any untoward incident in the area.” “As soon as the Friday prayers concluded, a huge gathering of youth started brandishing anti-national flags and banners and started heavy stone pelting on security forces who were deployed away from the Jamia Masjid near Nowhatta Chowk”, the spokesman said. “During stone pelting, dozens of CRPF/police personnel including SDPO Khanyar and SHO Nowhatta got injured. One of the CRPF personnel namely HC JD Gurcharan Singh F/28 suffered grievous head injury. Then miscreants about 700 to 800 in number assembled near the main gate of Jamia masjid and again started heavy stone pelting on the security forces,” the spokesman said. APHC-M has strongly condemned the use of force and firing of pellets on the people who had come from far off places to offer Friday prayers and listen to the sermon of Mirwaiz Umar Farooq and to seek the blessings of Almighty in the sacred month of Ramadan in unison. Act) registered in Police Station Safakadal, rounded up one suspect Basit Ahmad Malik son of Mohammed Ashraf Malik of Nowpora, Safakadal. “During sustained questioning, the suspect disclosed to have lobbed grenades along with another accomplice Adil Qayoom Najar at two different occasions, one at Chatabal and second at Baripora”, said the spokesman. He described Ramzan ceasefire in Jammu and Kashmir as a “thoughtful decision”, which will give relief to the people during the holy month but regretted that Pakistan has no sympathy for the people as it was violating ceasefire on the borders. Rajnath said there was no confusion in the Government on terrorism and it was very clear that the terrorism has to be finished and whatever hard steps are required for it will be taken. At the same time, he added, the Government is worried about the Kashmir people. “Both Kashmir and Kashmiris are ours. All decisions will be taken in the interest of the people”.Asserting that the Centre was ready to talk with all stakeholders in Jammu and Kashmir including the Hurriyat Conference, Rajnath made it clear that there was nothing wrong in the talks with whosoever comes forward for it. Militants opened fire upon Army camp at Kakapora in the night that led to an encounter in which one soldier and a civilian were killed. Police said that a Sumo driver, identified as Bilal Ahmad Gania was critically injured in the crossfire and later succumbed to injuries in hospital. This was disclosed by Commander Tanghdar Brigade of Army, Brigadier PK Mishra, in a press conference in the border town of Tanghdar. “I would also like to highlight that the movement of the infiltrating column was also detected from very close to the Pakistani force across the Line of Control [LoC],” Mishra said. “The recoveries are indicative of actively aiding and abetting of this kind of a movement by Pakistan because you see a lot of food items equipment with Pakistan markings on them,” Mishra said. The Brigade Commander said that Intelligence inputs do suggest that there are a number of groups across the border on launching pads waiting to infiltrate. “We expect that there will be more such bids in the future”. He said that the troops are vigilant along LoC to foil any such bids or any such attempt. “Our troops are ready to negate any such attempt,” he added. Sources said that the recently killed militants in Brinjal forest area of Vilgam, Handwara had also infiltrated from Tanghdar. The group was intercepted by the soldiers of 15 Rashtriya Rifles (RR) on May 19 and four members were killed. Sources said that it was a big group of around 20 militants who had infiltrated from the Pakistan occupied Kashmir (PoK) and split into four groups, of which, one was eliminated. The operation against the rest of their members is still on.The killing of five militants in Tanghdar comes a day after Army chief General Bipin Rawat called upon Pakistan to stop infiltration to establish peace along border. “We want peace at borders but as you know Pakistan continuously violates ceasefire that causes loss of life and property and in such a case we have to retaliate but if Pakistan wants peace, we expect them to take initiative, which will start with them stopping infiltration,” he said. Army says that there are around 250 militants waiting on the LoC in PoK for infiltration. Last year, as per the Multi Agency Centre (MAC) figures a record numbers of militants, 120, infiltrated into Kashmir. The Police has registered cases against five Twitter handles and filed complaints with service providers against such misleading posts on Facebook and WhatsApp so that necessary action is taken at the earliest, officials said. The officials said a communication had been sent to the micro-blogging site for providing details of the twitter handles so that punitive action could be initiated at the earliest as it would help in reining in what is called ‘keypad jihadis’. Police has laid special emphasis on monitoring the social networking websites and also various groups created on messaging services like WhatsApp, Telegram and similar such tools available on the Internet, they said. The idea behind the crackdown on ‘keypad jihadis’ was to ensure that Police could concentrate more on nabbing or eliminating terrorists with real guns rather than those who wage war against the state machinery using keypads. The official said that post-2016, the misinformation campaign from some groups in Kashmir as well as in Jammu was at its peak with each party trying to project an incident for their political goals which had a potential of pushing the state to communal clashes. They said the new battleground and a new battle is far removed from the conventional weaponry and the conventional fighting zones of the narrow streets and forests where new age jihadis use computers and smartphones to wage war from just about anywhere in the Valley or outside, well entrenched inside their homes or out on the streets, from a nearby café or even just a convenient roadside. “We have passed on several complaints to the Computer Emergency Response Team-India (CERT-IN) for blocking several pages on Facebook and Twitter,” said officials, adding that many SIM cards which were used to spread canards on messaging services like WhatsApp have been blocked with the help of the service provider. The immediate worry for security agencies is the forthcoming two-month long Amarnath Yatra, beginning last week of next month, and they fear that anyone, while just sitting from the confines of a home, can plant fake news in one of the thousand chat groups and the entire State can plunge into communal violence, the officials said.

In a sudden development, which comes amidst rants of Indo-Pak talks, Pakistan DGMO called up his Indian counterpart Lieutenant General Anil Chauhan at 6 pm on the hotline during which both top military officials of the two hostile neighbours reviewed situation along LoC and IB in Jammu and Kashmir. As Pakistan army and Rangers have suffered heavy losses, both in terms of casualties and infrastructure, in retaliation by the Indian troops and Border Security Force (BSF), the Pakistani DGMO mooted the proposal for undertaking sincere measures to improve the existing situation on the borders. “Indian Army DGMO agreed with the proposal to undertake sincere measures to improve the situation to ensure peace and avoidance of hardships to civilians along the borders,” an official handout issued by the Indian Army after the hotline contact said. It added that both the DGMOs agreed to fully implement the ceasefire understanding of 2003 in letter and spirit forthwith and to ensure that henceforth the ceasefire will not be violated by both sides. “It was also mutually agreed that in case of any issue, restraint will be exercised and the matter will be resolved through utilization of existing mechanisms of hotline contacts and border flag meetings at local Commanders’ level,” the handout said. Pakistan army also issued almost a similar handout at Rawalpindi in Pakistan after the DGMOs’ hotline contact. The 2003 ceasefire agreement to which the two DGMOs agreed this evening [May 29] was announced initially by then Pakistan Prime Minister Mir Zafarullah Khan Jamali on November 23, 2003, which was endorsed by then Prime Minister of India, Atal Behari Vajpayee a couple of days later. The statement further said: “Then a few days back Rajnath Singh said that we are ready to talk to Pakistan and Hurriyat to which Sushma Swaraj added riders and caveats and Amit Shah put out his clarifications, not to upset his electoral applecart and calculations.” “Now the question is what these ‘talks’ are about to which Singh is referring to? What is the agenda of these talks? Is it about Modi’s suggestion of development?”, ask separatists. “JRL [Joint Resistance Leadership] does not want to score points by highlighting the discrepancies and conflicts in their statements but wants to understand what GoI is conveying through them to respond accordingly”, the statement said. “JRL said that since people of J&K are at the receiving end of the lingering 70 year old conflict, being the worst affected we are most keen to find an end to it. And hence have always advocated that being a political and human issue it needs to be addressed likewise, not militarily as GoI has been doing. And for a political redressal of the conflict dialogue among stakeholders is the best process and option available”, the statement adds. The separatists stressed for meaningful dialogue. “As J&K is a divided territory and half of it is in Pakistan, this dispute has three stakeholders: India, Pakistan and people of this land. Meaningful talks based on a clear agenda underlined by sincerity among all the three stakeholders is an assured and peaceful way to resolve the conflict of Kashmir in all its forms and dimensions. Absence of any one stake holder in the process will not yield any solution. It is also important to have transparency in such a process and an assurance from all sides that promises and pledges made will be honoured. Talks that are so held keeping in view the concerns and needs of stakeholders especially the most afflicted party, to the satisfaction of all will surely be successful and result oriented”, the statement said. “Any effort that GoI [Government of India] makes in this direction will find takers in Kashmir and Pakistan. Army men are developing contacts with these girls to get them do wrong things,” Naikoo alleged in the 10-minute audio clip which has gone viral in Kashmir. “We appeal to our sisters to remain away from army and policemen and avoid chatting with strangers on social media. Nor you should share your secrets with strangers. It will be used to blackmail you,” he said. Naikoo also cautioned parents and teachers against sending their wards to army-sponsored educational tours. “I am at a loss to understand how parents allow their daughters to go on tours with army officers like Major Gogoi… Army and education are two separate departments and they are not connected to each other even remotely. Army tours are a conspiracy so that they can reach our sisters. Then they lure them to do wrong things and then blackmail them to work as informers for army,” the militant commander charged. “We will not spare those parents and teachers who allow their children to go on tours which are directly or indirectly connected to army,” he warned. Naikoo also claimed that youth were reaching out to militants with complaints that “army was detaining them from streets, calling them to camps and torturing them mentally and physically to become army informers”. “You should share these things with your village elders and share your experiences on social media in the form of videos,” Naikoo advised the youth. A Central Reserve Police Force (CRPF) jawan (trooper) was injured after unidentified assailant attacked him with an axe at DC Office Kulgam in Kulgam District on May 31, reports Daily Excelsior. Police said that some persons attacked the CRPF man with an axe with an intention to snatch his service rifle. However, the paramilitary man resisted and foiled their attempt. He was removed to hospital for treatment.
