He pointed out that the Kashmir issue is a nuclear flash-point in South Asia. The Hizb chief claimed that India was getting assistance from Israel. He also added that the solution to the Kashmir issue could only be found when India agreed to hold tripartite talks with Pakistan and the Kashmiris. A delayed report said that a security force personnel was killed during an encounter at Chili, Doda district, on November 18. The Prime Minister's statement, released on November 19, said security forces in the State have been directed not to initiate combat operations against terrorists. This cessation of operations, which came into effect on November 19, is to continue for the period of Ramadhan (28 days, starting from November 26), the holiest month in the Islamic calendar. The Prime Minister, in the statement, added that he hoped "our gesture will be fully appreciated and all violence in the State and infiltration across the Line of Control and the International Border will cease and peace prevail." Differing from the negative reactions of various Pakistan-based terrorist outfits towards this offer, the Hurriyat termed it as "an indicator of a positive change" in the Vajpayee Government’s policy towards Kashmir. This reaction was formulated after the Hurriyat’s Executive Committee, the highest decision-making body, met in Srinagar, on November 21, to discuss the cease-fire announcement. In another reaction, a socio-religious organisation in Jammu and Kashmir State, the Jamaat-e-Islami, said the cease-fire should not be for a particular period but "for ever as Kashmiri society not only aspires for peace and security but wants peaceful settlement of the Kashmir issue." This is the second massacre after Prime Minister Atal Behari Vajpayee’s cease-fire announcement. In this instance, six non-Muslim civilians were segregated from a group of civilians who had got down from a bus and taken to a near by forest. Replying to a discussion in the Rajya Sabha, India's Upper House of Parliament, on November 23, Prime Minister Atal Bihari Vajpayee emphasised that the offer of unilateral cease-fire during the month of Ramadan in Jammu and Kashmir would not be withdrawn despite the efforts to negate the return of peace by inimical elements who perpetrated the November 21 massacre of five non-Muslim truck drivers near Banihal on the Jammu-Srinagar National Highway. The Prime Minister emphasised the need for a political consensus on supporting the initiative in the face of terrorist attempts to frustrate peace efforts in J&K. He said, in announcing the initiative, the Government had taken a risk after properly thinking over the matter. Giving the break-up while replying to a Member's query, Union Minister of State for Home Vidyasagar Rao said, 3188 and 2641 persons were killed by terrorists in J&K and North-East respectively, while Bihar's left-wing and other extremists killed 870 persons during this period. The Minister, during his replies to various Members' queries, also accused Pakistan of carrying out a low-intensity proxy war in Jammu and Kashmir to bleed India. I D Swamy, also a Minster of State for Home, added that there was increasing evidence of Pakistan's Inter-Services Intelligence’s (ISI) involvement in the insurgencies in India's north-eastern region. He also said that the government was aware of reports that north-east insurgent groups were attempting to procure arms from China. He said that India's concern on this has been conveyed to "authorities in neighbouring countries, including China", and added that security forces "have been alerted to intercept any illegal consignment of weapons brought clandestinely into Indian territory". Swamy also informed the House that the key elements of the Government’s strategy to combat terrorists groups active in the North-Eastern region included: focussed efforts to counter terrorist propaganda, modernisation of the State police, removal of any sense of neglect, discrimination or alienation felt by the people through a carefully drawn up programme of socio-economic development schemes and drawing up of a coordinated action plan to tackle terrorism through synergisation of efforts of State police, Army and paramilitary organisations. The Hizb-ul-Mujahideen on November 28 claimed responsibility for a landmine explosion in Anantnag district, Jammu and Kashmir that killed five Indian security force personnel and injured 10 more, on November 28. According to the Hizb spokesman, "India's inflexible attitude towards taking measures for a peaceful resolution of the Kashmir issue had necessitated the action on their part". Hizb sources were quoted in Dawn as saying, "We have not stopped our operations. Nor are we going to stop them unless India shows positive response to our proposals". Referring to the Indian cease-fire offer for Ramazan, the spokesperson said, "We have not rejected it, but we have not accepted it either. We can cease-fire only when India says yes to our conditions."

Security forces reported that the slain mercenary was involved in the November 24-massacre in Ikhalha, also in the same district. The encounter ensued when a group of terrorists fired upon a group of civilians, escorted by security force personnel, were passing through the area.
