A few hours before the swearing in of Ghulam Nabi Azad as the tenth Chief Minister (CM) of Jammu and Kashmir on November 2, a Fidayeen (suicide squad) terrorist detonated a powerful car bomb in the Nowgam area of capital Srinagar near the old residence of outgoing CM, Mufti Mohammad Sayeed, killing at least 10 people and injuring 18 others. A 10-year-old boy, a female pedestrian, three Jammu and Kashmir Police personnel, including a Sub Inspector, and the terrorist were among the ten persons killed in the suicide attack, responsibility for which was claimed by the Jaish-e-Mohammed (JeM). A caller, who identified himself as Jaish spokesperson Abu Qadam, telephoned local media organisations in Srinagar and said Mohammad Mubashir, a resident of Abbaspora in Pakistan occupied Kashmir, was the Fidayeen who carried out the attack.

Ghulam Nabi Azad was sworn in on November 2 as the Chief Minister of Jammu and Kashmir (J&K) along with a 12-member Council of Ministers by Governor Lt Gen (Retd) S. K. Sinha at the Sher-e-Kashmir International Conference Centre in Srinagar. Senior People’s Democratic Party leader and former Minister of Finance and Law, Muzaffar Hussain Baig, is to be appointed as the new Deputy Chief Minister. After taking oath and presiding over his first Cabinet meeting, Azad is reported to have said that no custodial killing or any act of terrorism would be tolerated in J&K. He also said: "Those who have been and still are destroying the peaceful life of our people can never be our friends. The countries, which have been promoting terrorism, have themselves turned into ruins. People of Jammu and Kashmir want to live with love and peace. They want to get rid of terrorism. They want prosperous future of their sons and daughters."

The security forces (SFs) are reported to have arrested Abdullah Banday, a Congress party leader with alleged links to the outlawed Lashkar-e-Toiba (LeT), from village Bharat in the Doda district on November 3. "Banday, a prominent Congress leader of Doda, was operating as Lashkar’s main conduit for Hawala operations in the district for last more than three years", police sources told Daily Excelsior. Banday had reportedly gone under-ground immediately after three terrorists were arrested from a hotel in Doda town on July 17, 2005 along with a LPG cylinder fitted improvised explosive device (IED). The terrorists, hailing from Mendhar in the Poonch district, had gone to Doda to deliver the IED to Banday. During questioning, the three disclosed that they had already delivered a Hawala consignment of Rupees 5 lakh (INR) to Banday for further distribution among the Lashkar cadres.

Army sources identified the arrested as Ghulam Mohi-ud-Din Lone, a resident of Chapnari, Banihal. Initially he was an activist of the Hizb-ul-Mujahideen (HM) outfit but had recently switched loyalties to the Lashkar-e-Toiba (LeT). "There is no let up in infiltration bids or terrorist activities despite the major earthquake on October 8," Major General V K Singh, Chief of Staff of Srinagar-based 15 corps, told reporters. He said that in 2005 there have been 39 infiltration bids, all of them which were foiled by troops on the LoC resulting in the killing of 147 terrorists as compared to 40 infiltration attempts in the corresponding period last year in which 75 terrorists were killed. Both the terrorists involved in the grenade-and-firing attack were believed to have escaped from the incident site, which is a CRPF formation at the defunct Palladium Cinema. Police and CRPF personnel subsequently launched a joint operation to neutralise the terrorists and rescue civilians holed up at a number of hotels and restaurants. After six hours of the cordon-and-search operation, Inspector General of Police, Javed Makhdoomi, informed that Police managed to rescue as many as 70 civilians. According to him only four to six people were still holed up at Hotel New Peak View where one of the terrorists had been spotted after the shootout. While the exchange of gunfire was in progress, Abu Usama of the Al-Mansooran told the local news agency KNS over telephone that four cadres of his outfit had launched the suicide attack. Simultaneously, another person, who identified himself as Shams Azharul Amaan and claimed to be the spokesman of Al-Mansoorain and J&K Islamic Front, told another news agency CNS that cadres of the two groups had jointly carried out the attack.

As infiltration levels have not decreased even after the October 8-earthquake, the Army has reportedly devised a new strategy to track down terrorists. "We have devised a three tier security system to frustrate evil designs of those trying to infiltrate into this side to spread violence and bloodshed", said General Officer Commanding in Chief (GOC-in-C) Northern Command, Lt Gen. Deepak Kapoor at an informal interaction with the media in Udhampur on November 24. When asked whether infiltration has decreased after the quake, Lt. Gen. Kapoor replied in the negative. "The level of infiltration is same as it was before the October 8 earthquake," he said but admitted that the terrorist infrastructure has been damaged to some extent due to the natural disaster.

Home Minister Shivraj Patil said on November 28 that though the number of infiltrators into the country has gone down, infiltration continues in a calibrated manner with terrorist organisations in Kashmir being "funded from the other side of the border". But there is a fall in terrorist violence in 2005, giving room for increased tourist flow, he informed the Parliament. Asserting that the overall level of violence in Jammu and Kashmir had been perceptibly lower in 2005, Patil said terrorist incidents were fewer by 22 per cent during the first ten months of the current year as compared to the corresponding period in 2004. "Till October 2005, 219 terrorists are estimated to have infiltrated, which is a decline of 55 per cent over 2004," he said in a statement placed on the table of both the Houses of the Parliament. As a result of reduction in terrorist violence, the number of tourists visiting the Kashmir Valley had increased to 533,211 in 2005 as against 303,109 in 2004. Referring to the sudden spurt in violence including blasts using car-bombs, suicide attacks and killing of a few political leaders in October and November, the Home Minister said the terrorists struck in October when the entire Government machinery was engaged in providing succor to the earthquake victims. The attacks during November 14-16 were to make their presence felt during the political transition in the State, he added.
