Bilal Ahmed Parray alias Bil Wahab, one of the most prominent commanders of Hizb-ul-Mujahideen (HM) in south Kashmir, who had surrendered before Police earlier this year, was reportedly killed by terrorists in the Anantnag district on November 3. According to Daily Excelsior, unidentified terrorists stopped a marriage party at Bumthan on the outskirts of Anantnag town and shot dead Bilal. According to official records, he had functioned as HM ‘Chief of Operations’ in the Anantnag area and appointed as ‘District Commander’ after security forces killed the most wanted Shabir Bidouri. Sources added that Bil Wahab had surrendered before Police with the assistance of two People’s Democratic Party leaders but he had been immediately declared as "traitor" and put on the top of its hit list by the Hizb. HM spokesman Junaid-ul-Islam claimed that militants of his organisation gunned down Bil Wahab for he had surrendered and later arranged surrender of several other militants.

"It (joint anti-terror mechanism) is still being discussed. We are concerned that cross border-terrorism and infiltration are continuing," he told reporters. He said the matter would be discussed at the proposed Foreign Secretary-level talks between the two countries later this month.

Bhat and his wife besides the two girls resisted the terrorists’ attempt, who reportedly wanted to abduct Mobina for forcibly holding her nikaah (marriage) with a Hizb-ul-Mujahideen (HM) cadre, official sources said. Faced with stiff resistance from the family, the terrorists opened firing on the inmates killing all four of them on the spot. According to Daily Excelsior, two cadres of the Lashkar-e-Toiba (LeT) were killed during an encounter with security force (SF) personnel in the outskirts of Pampore town in Pulwama district on November 26. Officials identified the duo as Hilal Ahmed Khanday alias Abu Umair and Saifullah. They said that Khanday, a Class 12 student of Salfia College, had disappeared from his home on September 21, 2006, and was believed to have joined a militant outfit.

According to Daily Excelsior, Suhail Faisal, one of Hizb-ul-Mujahideen’s (HM) most wanted ‘commanders’ in Jammu and Kashmir, was killed by security forces (SFs) at his hideout which he had established in the residential locality of the former Chief Minister Mufti Mohammad Sayeed at Baba Mohalla in the Bijbehara township of Ananatnag district on November 28. According to specific information available with a security agency, south Kashmir's most wanted militant, after the HM ‘operational chief’ Gazi Misbah-ud-din, Mohammad Ashraf Shah alias Suhail Faisal had established a secret hideout at the residence of one Ghulam Ahmed Najjar. As troops encircled the target house, the holed up militant came out of his cell and opened fire which left Major Pitambar of 3 Para critically injured. Another soldier was also wounded. Sources said that Major Pitambar later succumbed to his injuries. In the nightlong operation, Suhail Faisal was killed. Official sources and the HM said in their statements that Suhail Faisal was the group’s ‘divisional commander’ for south Kashmir.
