At least five civilians were injured in a grenade attack by militants in Kupwara District on November 1, reports IBN Live. Unidentified militants attacked a picket of the Rashtriya Rifle personnel near the main bus stand in Kupwara town at around 1.45 pm. The grenade fell short of the intended target and exploded outside the picket, resulting in injuries to five pedestrians, sources said. No militant outfit has so far claimed responsibility for the grenade attack.

Police arrested two persons, who had helped the militants involved in September 7, 2011 blast outside Delhi High Court, from Ramnagar area of Udhampur District on November 2, reports Daily Excelsior. Reports said two persons, identified as Manzoor Ahmed and Mushtaq Ahmed, residents of village Majori in Ramnagar tehsil (revenue unit) of Udhampur District were arrested up by Kishtwar Police. Kishtwar Police was questioning the two suspects to get clues about three Hizb-ul-Mujahideen (HM) militants to whom they had reportedly given shelter. The militants, who had reportedly stayed in the dhoks of Manzoor Ahmed and Mushtaq Ahmed, included Junaid Akram Malik, Aamir Ali Malik alias Kamran and Sheikh Shakeel alias Chotta Hafiz, all three belonging to HM. Wasim Malik, Abid Hussain and Haafiz Aamir Abbas Dev are three militants, who have so far been arrested in connection with Delhi blast. All of them hailed from Kishtwar.

After two National Highways, Close Circuit Television (CCTV) cameras are being installed at all militancy-infested and sensitive towns across the State to keep a vigil on anti-national elements. At present, 33 CCTVs have been installed at Katra and Vaishno Devi track. Further, the Special Mobile Utility Vehicles (SMUVs) with "stretch mark areas’’ for patrolling, frisking and quick reaction on the two highways of Jammu-Srinagar and Jammu-Pathankot are being deployed immediately.

Army on November 3 said that the Armed Forces (Special Powers) Act (AFSPA) cannot be revoked from any part of Jammu and Kashmir till the proxy war in the State abetted by Pakistan continued, reports Daily Excelsior. General Officer Commanding (GOC, Northern Command) Lieutenant General K T Parnaik said militant infrastructure across the Line of Control (LoC) in Pakistan occupied Kashmir (PoK) is still intact and unless and until it is not dismantled, AFSPA can't be revoked. "We feel unless we are able to neutralise that infrastructure and unless we are able to remove interference from Pakistan, it may not be the correct time for us to think of revoking it partially," said the General. "We have a situation which has carried on for more than 20 years now and the Army required the provisions to enable it to act. Without the provisions, the Army will be handicapped… If you are removing the Act from certain areas then it will become difficult for the Army to operate in the manner we operate now," said General Parnaik. He said if the AFSPA is revoked from parts of the State "it will give terrorists and other subversive elements a chance to exploit the situation and we don't want that to happen." The General said the peace in the certain areas where from the revocation of the Act is being suggested is a very fragile one. "And this peace is because of the AFSPA", he said adding "after all we have seen one of the most peaceful summers in 2011 and that has happened with AFSPA only."

A sharp increase has been witnessed in ceasefire violations in 2011 on the Line of Control (LoC) in twin border Districts of Rajouri and Poonch by the Pakistan Army, reports Daily Excelsior. Simultaneously, the infiltration attempts on the LoC have also gone up though most of them have been foiled by the troops. According to official sources, the highest number of 30 ceasefire violations has been reported from the LoC in Rajouri and Poonch Districts alone during 10 months of 2011, the number being only 18 during the corresponding period of 2010.The rise in ceasefire violations by the Pakistan Army has been attributed to increased number of militants, who have been camping across the LoC, awaiting an opportunity to sneak into this side. The number of infiltration attempts made from different parts of the LoC in the two Districts have also gone up to 42 but number of successful intrusion bids had considerably come down or reduced virtually to zero, sources said, adding this has been possible due to sustained pressure maintained by the troops all along the LoC, which exists only in Rajouri and Poonch Districts or some areas surrounding to Sunderbani, in Pallanwalla sector of Jammu region. Sources said in three to four infiltration attempts, the militants had come very close to the LoC. Despite that, they were pushed back, they added.

The illegal trade and smuggling of narcotic and psychotropic substances, which was going to attain alarming proportion, has been contained up to larger extent during the past four months with Jammu Police making seizure of over 5700 kilograms of narcotic substances and 1.67 lakh intoxicant capsules and booking 303 smugglers from across the region. Similar achievement has also been made as far as smuggling of bovine animals to Kashmir valley is concerned as 821 persons were booked under the relevant laws during this period. Inspector General of Police (IGP, Jammu Zone) Dilbagh Singh said that keeping in view the growing activities of the narcotic and psychotropic substances smugglers, a special network was developed across the Jammu region about four months back to check this menace, which poses grave threat to the society in general and younger generation in particular. He noted that due to strict vigil on borders with Pakistan, the incidents of heroin smuggling have been contained up to large extent and this has also given severe blow to the pumping of money in the militancy.

Chief Minister Omar Abdullah on November 5 said there was always scope for re-imposition of Armed Forces Special Powers Act (AFSPA) if things became difficult after its withdrawal from certain areas of the State, according to IBN Live. "I am not for a moment supporting or suggesting withdrawing of army from J&K...the army will continue to have a role in J&K till we have two hostile neighbours -- Pakistan and China," Abdullah said. "Let the army protect the Line of Control and relatively peaceful areas should be left to J&K police. I am not suggesting that we withdraw army from areas like Baramulla or Kupwara or the Line of Control," he said, adding if things became difficult after AFSPA was withdrawn, it could always be re-imposed.

India on November 6 said Pakistan is continuing to harbour terrorists on its soil and despite repeated requests it has taken no steps to dismantle the terror infrastructure there, according to Daily Excelsior. "We have been taking up (the issue) with Pakistan. We have taken (it) up with Pakistan in various forums – bilateral as well as multilateral forums. But unfortunately, it has had no effect on the ground," Union Home Secretary R K Singh told reporters. "Though they (Pakistan) keep telling us that they do not encourage terrorists or that they do not encourage people from operating from their soil, on the ground there has been no difference," he added. According to intelligence reports, around 2,500 terrorists were active in training camps and launching pads in Pakistan-occupied Kashmir (PoK) and some other areas in Pakistan and that all of them had been primarily trained to infiltrate into India, official sources said. The sources said at least 60 infiltration attempts had taken place along the border in Jammu and Kashmir between January and August 2011 and such attempts had intensified ahead of the onset of winter. According to a report of the Ministry OF Home Affairs (MHA), infiltration attempts had shown a marginal increase during 2010 in comparison to 2009. While there were 489 infiltration attempts in 2010, 485 such attempts were made in 2009. There have also been increased incidents of ceasefire violation along the Line of Control (LoC). At least 23 incidents of ceasefire violation have been reported along the LoC till August 2011. There were 77 ceasefire violations in 2008 which came down to 28 in 2009 but increased to 44 in 2010.

Times of India reports that taking note of huge construction activities across the border by Pakistan, which is resulting in erection of 97 additional 'observation post' towers and 162 barracks, a Parliamentary standing committee on home affairs has come out with a number of suggestions for the Government to counter such logistic build-up and asked it to urgently implement the proposal for construction of an earthen 'bund' on the home side of the fencing. The panel has noted that all such additional constructions along the border in Pakistan had taken place in the past eight years after both the nations had agreed for a 'ceasefire' in November, 2003. The panel in its report on "Border Fencing and Flood Lighting Projects along Indo-Pak borders in the Country" has also asked the Government to replace floodlights and cables along the Indo-Pak border that have "outlived" their life and have become "obsolete". The 32-page report was submitted to the Rajya Sabha (Upper House of Parliament) chairman Hamid Ansari on November 3.

A special police officer (SPO) was killed while a ‘divisional commander’ of Hizb-ul-Mujahideen (HM) and one of the alleged conspirators of September 7 Delhi High Court blast, Mohammad Amin Bhat alias Jehangir Saroori, escaped along with his body-guard, Mohammad Riaz, after a heavy exchange of gun battle between the Security Forces (SFs) and militants at Darang forests in Dachchan Haddal area of Kishtwar District in the morning of November 15, reports Daily Excelsior. Deputy Inspector General of Police (DIG, Doda-Kishtwar Range) Manish Kumar Sinha said Saroori, a resident of Saroorh (Kishtwar) along with his body-guard, a March 2010 recruit and a resident of Anzar, opened fire on the SFs after observing their movement. The SFs retaliated. In the exchange of firing, SPO Billal Ahmed was killed while Saroori and his body-guard managed to escape along with arms and ammunition leaving their other belongings on the incident site. The SFs, however, have still maintained a cordon at six to seven places in the forests of Dachchan area to trace the militant who was active in militancy since 1990. HM supremo and United Jehad Council (UJC) chief Syed Salahudin and Jehangir Saroori had reportedly masterminded the High Court blast in which three more HM militants were still absconding. The absconders, on whose head the National Investigating Agency (NIA) had kept a reward of INR 1 million, included Junaid Akram Malik, brother of Wasim Akram Malik, who has already been arrested, Aamir Kamal alias Kamran and Sheikh Rashid alias Chota Hafiz alias Adil. All three were also reported to be operating in Dachchan, Marwah and Warwan areas of Kishtwar after Delhi High Court blast. Besides Wasim Akram Malik, two more militants Hafiz Aamir Abbas Dev and Abid Hussain have been arrested by the NIA. All three arrested militants were residents of Kishtwar while three absconders were also camping in Kishtwar’s upper reaches. Two foreign militants, who had transported explosive material and reportedly planted the improvised explosive device (IED), were also at large.

Police on November 25 said that they arrested a person who was about to hand over the snatched pistol of the Military Intelligence (MI) trooper to Lashkar-e-Toiba (LeT) militants in the Sopore area of Baramulla District. While giving details, Police said they arrested five persons who had assaulted the MI trooper in All Party Hurriyat Conference-Geelani (APHC-G) leader Syed Ali Shah Geelani's rally in Sopore two weeks ago. On the instance of one of the arrested persons, service pistol of the MI trooper was recovered from one Mudasir Ahmad Dar. Police claimed that Mudasir was arrested along with the pistol when he was about to hand it over to the LeT militants. Police said that all the six arrested persons are acting as foot soldiers for Syed Ali Shah Geelani.

Police on November 27 said that Jammu and Kashmir has witnessed a six-time fall in demonstrations called by separatists in 2011 as compared to the 2010, according to Zee News. "There were 35 separatist-sponsored strikes in 2009 and the number increased to 131 in 2010. However, only 21 protests took place till November 15 this year, indicating a six-time decrease," an unnamed senior Police officer said. According to State Home department data, a total of 2,096 separatist-sponsored processions and demonstrations took place in Kashmir Valley in the past two decades. 1,692 such protests were recorded so far from January 1990. The State witnessed highest 416 demonstrations in 1992, while 207 strikes took place in 1991, the report said. Noting that terrorism and insurgency threaten the very foundation of democracy in Jammu and Kashmir, Minister of State for Home Nasir Aslam Wani on November 28 emphasised on better intelligence network and proper vigilance to meet this challenge, according to IBN Live. "There should be better intelligence network in Jammu and Kashmir as there is a need to be extremely vigilant in meeting the challenge of terrorism and insurgency," he said, adding there was a need to revise the strategy for the counter-terrorism operations.

Government on November 29 informed the Lok Sabha (Lower House of Parliament) that 45 cease-fire violations were reported in 2011 along the India-Pakistan border in Jammu and Kashmir, reports Asian Age. 117 ceasefire violations were reported between 2009-11 along the Line of Control (LoC), of which 28 were in 2009, 44 in 2010 and 45 between January and November 2011, Minister of State for Home Mullappally Ramachandran said in a written reply. Nine security force personnel were killed and around 52 injured in various firing incidents reported in 2008-11 along the international border. Besides, two civilian porters were killed in cross LoC firing, he added. "All incidents of ceasefire violations are investigated and protests are lodged with Pakistan military authorities at appropriate level through the established mechanism of hotlines, flag meetings and meetings between the Directors General of Military Operations (DGMO) of the two countries," he told. The issue of cease-fire violations was taken up with the Pakistan side during the Foreign Secretary-level talks between India and Pakistan held in Islamabad in June, he added.

There is around 50 per cent decrease in the grenade attacks, explosions and rocket attacks in 2011 up to November 15 as compared to the corresponding figure in 2010, an unnamed senior Police official said, according to IBN Live. According to data compiled by the State Home Ministry, as compared to 77 grenade blasts, explosions and rocket attacks in 2010, there were only 39 such incidents in 2011 up to November 15, he said. While incidents involving hurling of grenades have fell from 31 in 2010 to 21 in 2011, improvised explosive device (IED) explosions have shown a dip from 25 to 15 and rocket attacks fell down to three from 21. In 2009, there were 56 grenade incidents and 25 IED explosions besides 29 rocket attacks, shows the data, he said. There were 11,961 grenade attacks and explosions in the past 20-year period, 6,242 hurling of grenade incidents and 5,719 IED explosions reported since January 1990, the official said. Highest number of 821 grenade attacks were reported in the year 1994 and the highest number of 1,280 explosions took place in 1990, according to the data. Director General of Police (DGP) Kuldeep Khoda said that the Jammu and Kashmir Police will take all measures to ensure lasting peace in the State. "Police will take all measures to maintain lasting peace in the state. People's cooperation has encouraged our will to curb militancy and bring the state back on the rails of development," he said. "With the active cooperation of the people, the force has succeeded in eradicating the menace of militancy and restoring peace in the state," Khoda added.

Union Home Minister Home Minister P Chidambaram said the efforts of Jammu and Kashmir Chief Minister Omar Abdullah are to denotify the Disturbed Areas Act (DAA) from some places in the State, a move which will pave way for removal of Armed Forces Special Powers Act (AFSPA), according to IBN Live. Chidambaram also made it clear that the decision to denotify areas from DAA would be taken by the State Governor on the advice of the State Government. "At the moment, what the Jammu and Kashmir Chief Minister wishes to be done is to denotify areas which had been originally notified as Disturbed Areas. That is his effort now. That, as I said earlier, is in accordance to the Cabinet Committee on Security decision which requested him to review the matter in the Unified HQs," he said. To a separate question about the report submitted by the three interlocutors -- Dileep Padgaonkar, Radha Kumar and M M Ansari -- on Kashmir, the Home Minister said the report was a "practical roadmap" and suggests a way forward to find a solution to the political issues that have been in Jammu and Kashmir for many, many years. "We are considering the report. I have already briefed the members of CCS once. They have asked for a fuller briefing. We are trying to schedule another meeting of CCS. Once the full briefing is done to CCS, CCS will decide to make the report public. The report will be made public," the Home Minister added.
