The Border Security Force (BSF) on the night of November 1 foiled a major infiltration attempt by a group of five militants at Galard Border Outpost (BOP) along the International Border (IB) in Samba sector (Samba District), reports Daily Excelsior.

The Border Security Force (BSF) on the night of November 1 foiled a major infiltration attempt by a group of five militants at Galard Border Outpost (BOP) along the International Border (IB) in Samba sector (Samba District), reports Daily Excelsior. BSF personnel of 51 Battalion observed movement along the IB with their Night Vision Devices (NVDs). According to details, Pakistan Rangers, violating ceasefire, opened unprovoked fire to facilitate the infiltration bid by the armed militants. BSF personnel retaliated to neutralize the militants. No casualties or damage on Indian side were reported. However, in search operations the following morning, no breach of fencing was found.

Pakistan based United Jihad Council (UJC - an alliance of Pakistan-based terrorist groups) ‘chairman’ and ‘supreme commander’ of the Hizb-ul-Mujahideen (HM) Syed Salahuddin issued fresh threat to the elected panches (member of village level local self government institution called Panchayat) and sarpanches (head of Panchayat) asking them to either resign or face dire consequences, reports Indian Express on November 3. Salahuddin in an interview with a New Delhi based newspaper had on Friday said that panches and sarpanches in the state will continue to be targeted irrespective of the level of their security by government as Government of India was exploiting them to project Kashmir as “pro India’’. Shafiq Mir, chairman of All Jammu Kashmir Panchayat Conference – an umbrella organization representing nearly 33,000 panches and sarpanches, in reply to the threat said, “If he wants to execute nearly 33,000 panches and sarpanches who are unarmed and living without any security cover across the state, such an action will be nothing but cowardice.” He further said, "However, on our part, we will not resign under militants threat and we will continue to fight against state government for empowerment of Panchayats in Jammu and Kashmir.”

Violating ceasefire, the Pakistani troops fired at forward village Churanda along Line of Control (LoC) on November 2, in Hajipeer sector of Uri in Baramulla District before the visit of a State Minister and local Member of Legislative Assemble (MLA), Taj Mohi-ud-Din, reports Daily Excelsior. Sarpanch (head of the village level local self-government institution) of the Churanda village Laldin said that Pakistani troops fired at an Army post in the village adjacent to the podium which they were erecting for a meeting with the State Minister but shifted it to the safer place in the shade of a mountain away from the Pakistani machine guns. Sources from the Army said that Pakistani troops are firing on Indian posts to help infiltrators cross the LoC in the sector.

Asian Age on November 4, reports, interrogation report of six militants of Lashkar-e-Toiba (LeT), including Zahoor Ahmed Khan alias Zubair, alleged mastermind behind burning down of Jama Masjid at Narbal (Budgam District) and Baba Hanifuddin shrine on July 15, 2012, reveals that the LeT aims to push back the economy of Jammu and Kashmir and disrupt the communication system in the state by destroying the mobile towers. Director General of Police (DGP) Ashok Prasad asserted that around 300 militants are active in Jammu and Kashmir and that Pakistan is pushing the militants to create disturbances in the State, reports Kashmir Times on November 4. DGP Prasad said, “There are 250 to 300 militants actively involved and all of them have to show their performance. If some are fighting against the security forces, others try to prove their mettle in creating disturbance by using fault lines like religion, caste.” He further added, “The militants in some cases are successful in motivating local youth and recruit them. Later they carry incidents with the help of them as is evident from the recent encounter in Sopore and Ganderbal where foreign militants were accompanied by the locals.”

General Officer Commanding (GOC) Srinagar based Chinar Corps, Lieutenant General Om Prakash on November 4, said that though majority of infiltration attempts were foiled by the Security Forces (SFs) around 40 militants have managed to infiltrate into Kashmir valley this summer, reported Daily Excelsior. "It is a difficult terrain and infiltration can take place and is taking place", he said. He also said that more and more militants are running out of money and weapons but they are desperate to infiltrate before the snowfall. Lieutenant General Prakash said that peaceful atmosphere in Kashmir is due to the cooperation given by the people to the SFs and the Government. He said that in next couple of years the situation in Jammu and Kashmir will be absolutely normal.

He observed, “I don’t set deadlines. It’s an ongoing discussion on which some forward movement is being made. Beyond that it won’t be appropriate to share any details. I had a very fruitful discussion on this subject during the recent visit of the Union Home Minister and as I’ve said – it’s work in progress.” Commenting upon the recent threats issued by Pakistan based United Jihad Council (UJC - an alliance of Pakistan-based terrorist groups) ‘chairman’ and ‘supreme commander’ of the Hizb-ul-Mujahideen (HM) Syed Salahuddin he further added, “In terms of what Syed Salahuddin has said regarding Panchayati Raj (village level local self government institution) Institutions, unfortunately his own tune is changing. If I remember correctly after the first few phases of elections, he was the one who said -‘there will be no threat made to Panches (members of Panchayat) and Sarpanches (head of Panchayat) and that these elections can go ahead without any sort of threat.’ I do not know now why he has suddenly jumped on this bandwagon of issuing threats. As far as we’re concerned, we’ve geared up to deal with any eventuality.”

A Chinese pistol, two pistol magazines, four rounds of pistol ammunition, three Under-Barrel Grenade Launcher (UBGL) grenades, three rocket shells and 113 rounds of AK ammunition were recovered from them. The militant had taken the route of Karachi (Pakistan)-Kathmandu (Nepal)-Bihar (India)-Jammu (Jammu District) to reach Rajouri. Ali, son of Mohammad Sharief R/o Pangai, Thanna Mandi (Rajouri District) and his wife Hameeda Kousar, 20, a resident of Mirpur (Mirpur District) in Pakistan occupied Kashmir (PoK) were retained for the interrogation. Senior Superintendent of Police (SSP) Rajouri, Mubassir Latifi said that during interrogation Showkat Ali admitted his involvement in militancy before crossing over to PoK for arms training in January, 2003 when he was 15 years old. Some local ‘commanders’ of the LeT had lured him into militancy. Showkat Ali had undergone arms training at Muridke in Punjab (Pakistan) for several months. Police further said that a missing report of Showkat Ali had been registered on January 18, 2003. Earlier he along with his wife and children even tried to cross the border from the Line of Control (LoC) in Mendhar sector of Poonch District but was sent back by the Army. A case against Showkat Ali and his wife has been registered under Section 3 of Indian Passport Act and 3/14 Foreigners Act for further investigations.

UK High Commissioner to New Delhi Sir James Bevan in a letter to Chief Minister Omar Abdullah said: “The improvement in the security situation has led us (the UK) to lift the advisory against UK citizens travelling to both the cities of Jammu and Srinagar and travel between these two cities on the Jammu-Srinagar highway.” “We advise against all travel to rural areas of Jammu and Kashmir other than Ladakh; all travel in the immediate vicinity of the border with Pakistan, other than at Wagah,” the advisory said. However, the advisory against travelling to the rest of the State was still in place, officials said. Germany and Japan are two other countries which have already lifted ban on its citizens to visit the state. However, countries like the US, Australia and New Zealand, however, still advise its citizens to refrain from visiting J&K despite repeated requests by the State Government to lift these restrictions. The travel advisories were issued after militancy gripped the State in 1989 and the abduction of six tourists by Al Faran, a mysterious terrorist outfit, near Pahalgam in July 1995. Out of the six, Norwegian Hans Ostro was beheaded and American John Chides managed to escape from the captivity of terrorists. Police sources told that LeT militant Showkat Ali alias Walid, son of Mohammad Sharief, a resident of Pangai, Thanna Mandi in Rajouri District, who was arrested by Police on November 6 along with his Pakistan occupied Kashmir (PoK) wife and two children, disclosed during interrogation that he along with two militants from Kashmir—Zakir Ahmad and Mohammad Hamid—had crossed into India from Jatti border on Kathmandu-Patna route in Bihar last week from Nepal. He disclosed that Zakir was also accompanied by his PoK wife and children while Hamid was alone. All three militants boarded two trains to reach Jammu from where Walid reached Rajouri while the Kashmiri militants had left for Srinagar. Zakir and Hamid were also LeT activists. All Party Hurriyat Conference – Geelani (APHC-G) chairman Syed Ali Shah Geelani and Jammu and Kashmir Liberation Front (JKLF) chairman Mohammad Yasin Malik on November 22, warned that the possible execution of Mohammed Afzal aka Afzal Guru could have serious repercussions, reports Kashmir Times. Afzal Guru is a convict in the December 13, 2001 Parliament attack case and has been sentenced to death by the court. His mercy petition is pending before the President of India. Geelani said that Guru was denied fair trail and was falsely implicated in the case. Security Forces (SFs) on November 24 shot dead a ‘divisional commander’ of Jaish-e-Mohammad (JeM) in Rafiabad area of Sopore in Baramulla District, reports Daily Excelsior. A joint operation was launched by Special Operations Group (SOG) of Jammu and Kashmir Police and Army’s Rashtriya Rifles (RR) after receiving a tip-off about the presence of Yasir Tunda at a hideout. Terming it a major achievement, the Police said that Yasir Tunda, a Pakistani national, was operating under the code names of Showkat, Shoaib and Shehzeb in Handwara area of Kupwara District and Rafiabad-Sopore areas of Baramulla District. Tunda had infiltrated into Kashmir valley in 2002. He became ‘divisional commander’ of the outfit in 2007 and was injured in an encounter in 2008. Tunda, according to Police, was involved in number of attacks on SFs and civilians including the killing of Peoples Democratic Party (PDP) leader Ghulam Mohammad Mir at Ladoora (Baramulla District) in 2008 and National Conference’s (NC) activist Ghulam Mohiuddin at village Chatloora (Baramulla District) in 2010. A laptop, an AK-47 assault rifle, 2 Magazine, 20 AK ammunition rounds, one Chinese pistol, one pistol magazine, two pistol rounds and 3 Chinese grenades were recovered from the encounter site.

Pakistan troopers resorted to heaviest firing of the year in almost entire Krishna Ghati sector (Poonch District) along Line of Control (LoC) on the nights of November 25, and November 26, as the Cease-fire Agreement (CFA) along LoC and International Border (IB) between India and Pakistan completed nine years, reports Daily Excelsior. Pakistan troopers fired more than 6,000 rounds including 5,000 from heavy machine guns which were reportedly aimed at expressing displeasure against the Pakistan’s leadership. The ceasefire came into force on November 26, 2003, reducing mounting tensions between the two states in the wake of attack on Indian Parliament (December 13, 2001) after which India had deployed heavy troops along the India-Pakistan border. Sources said that it was for the first time in 2012, during nine years truce, that Pakistani Rangers directly targeted civilians on the Indian side. No casualties or damages were reported on the Indian side of the border, however, due to the firing, forests in Krishna Ghati caught fire, which was controlled by locals and Army personnel.

In the wake of sectarian tension in Baramulla and Budgam Districts of Jammu and Kashmir on November 27, over an alleged sacrilegious marking on some shoes, the Police imposed curfew for indefinite period in areas falling under the jurisdiction on nine Police Stations in old Srinagar city (Srinagar District) on November 28, reports The Hindu. The nine Police Stations are Nowhatta, M.R. Gunj, Safakadal, Khanyar, Rainawari, Nigeen, Lal Bazar, Zadibal and Parimpora. A Police statement reads, “The Police have taken cognisance of some skirmishes between two sectarian communities in Zadibal area. The civil and Police administration are monitoring the situation. There are no reports of anybody getting injured. However, sporadic incidents of stone pelting have been reported.” Sources said that Police had seized about 10 pairs of the controversially designed shoes of a Chinese company.

On November 29 that 122 militants trying to infiltrate into the Indian territory were turned back by the Security Forces (SFs) this year (till October 31), down from 147 in the corresponding period of 2011. Further, sharp decline is also to be seen in the number of militants shot dead by the SFs along Indo-Pakistan border while infiltrating. This year’s figures stand at nine, compared to 35 in the year 2011. Militancy related incidents, too, has declined to 195 (until November 13) this year, from 312 in the corresponding period last year. The number of militants active in the Jammu and Kashmir was recorded at a much lower 54 compared to 99 last year. Civilian killings too are down from 28 (until November 13) last year to just 13 this year, and SFs killings from 30 in 2011 to 10 this year. The Union Ministry for Home Affairs (UMHA) has also decided to assess the methods used by various agencies to arrive at infiltration figures.
