Firing by Pakistan Army on the Line of Control (LoC) at forward areas of Gigriyal and Hamirpur Kona in Khour area of Akhnoor tehsil (revenue unit) of Jammu District continued till November 1 (today) morning, reports Daily Excelsior. Official sources said no casualties or damage was reported on the Indian side in the firing that started at 7.45 pm and ceased at 1.30 am. Pakistan Army had targeted forward Army posts in the firing. However, effective retaliation by the Indian troops had thwarted their designs.

Director General (DG) of J&K Police Ashok Prasad on November 3 said that not more than 200 militants are active in the state, reports Deccan Herald. Prasad was quoted by a local news agency as saying, “Police have the figures which indicate that 180 militants are operating in valley besides 20 in other parts of the state. The total number of militants present in the state is 200”. However, he said that there could be the variation in the numbers between various security agencies operating in the state. “Holding gun alone does not qualify to be a militant. There are so many Over Ground Workers (OGW), many work here without the gun, some are militant informers,” he said and added there are several definitions of the word militant, therefore the numbers could vary.The Centre has recently ordered a fresh assessment of number of militants and militant groups presently active in Jammu and Kashmir after contradictory figures were given by Ministry of Defence (MoD) and Ministry of Home Affairs (MHA). Sources told that MoD has informed the Centre that above 300 militants are operating in J&K state. “These figures are at variance with the assessment of the MHA which has put the figures at a lower scale. MHA put the figures at around 200,” they said.

Security Forces (SFs) on November 3 recovered a cache of ammunition from a militant outfit's hideout in Darvaish Bagh area of Baramulla District, reports DNA India. At least 147 rounds of 7.6 mm ammunition, six hand grenades and one wireless set were found by a joint group of Army, CRPF and Police, who were conducting a raid in the Darvaish Bagh area of Baramulla after receiving specific intelligence input, Police sources said.

Indian Army on November 4 foiled an infiltration attempt by the militants on the Line of Control (LoC) at forward area of Deri Dabsi in Mendhar Sector of Poonch District, reports Daily Excelsior. Official sources said the troops observed movement of a group of four to five militants trying to sneak into the Indian Territory from the LoC in forward area of Deri Dabsi at 9 pm. The troops opened firing to neutralize the militants, who retreated to Pakistan occupied Kashmir (PoK) after offering resistance for about 20 minutes.

Hurriyat Conference (M) Chairman Mirwaiz Umar Farooq on November 6 said that Assembly elections are being conducted in the State to serve administrative issues and these elections will never find any political solution or would not change the disputed nature of Jammu and Kashmir (J&K), reports Daily Excelsior. Mirwaiz also said that these elections have never been able to change the nature of the issue and nor it will happen in future as well. “The genuine struggle cannot be suppressed by offering economical grants or by using force against people”, he added.The Hurriyat chairman said mainstream political parties in the State are continuing with the policy of divide and rule and should realize that the time has come that J&K issue cannot be put in cold storage for longer. Mirwaiz said mainstream politicians always resort to double speak on the J&K issue. The Hurriyat Chairman said that New Delhi and Islamabad should hold serious negotiations on suggestions put forth by Hurriyat Conference and the conglomerate would extend its full cooperation for such a process. He said Hurriyat Conference can exist as a bridge between India and Pakistan in a bid to fully restore the relations between the two countries.

Two Central Reserve Police Force (CRPF) personnel, identified as Pradeep Gana and Mahesh Kumar, were shot dead by militants on Srinagar-Jammu highway near Awantipora town in the Pulwama District on November 7, reports Daily Excelsior. Deputy Inspector General (DIG) of Police, South Kashmir range, Vijay Kumar, said that the two CRPF men were on Road Opening Party (ROP) duty near Pandav Park in Awantipora on the National Highway. Kumar said that one militant used the boat to cross river Jhelum and struck on the highway. He said that after crossing the river, the militant travelled around 100 metres and fired indiscriminately upon the two CRPF men. Kumar said Police suspected hailed that the militant who carried out the attack was Irshad Gania of Lashkar-e-Toiba (LeT) who hailed from Padgampora village in Pulwama District. A US federal court has reduced the prison sentence of Kashmiri separatist and Inter Services Intelligence (ISI) agent Ghulam Nabi Fai by about four months in response to a petition from the US Government, reports Deccan Chronicle. In a petition filed on November 15, 2013, US Assistant Attorney Gordon Kromberg sought a reduction in Fai's prison term because he had cooperated in bringing to book other persons involved in transferring funds from the ISI to the US to serve the cause of Pakistan. "Upon consideration of the government's motion for reduction of sentence and the court, after reviewing the record and hearing the arguments of counsel and having found that the defendant has rendered substantial assistance to the government, it is accordingly ordered that the government's motion for reduction of sentence is granted," District Judge Liarn O'Gra said in an order issued on November 22. Fai, 63, was arrested on July 19, 2011, for concealing the transfer of USD 3.5 million from the ISI to fund his illegal lobbying efforts and to influence the US government on the Kashmir issue. Prosecutors said his actions violated the Foreign Agents Registration Act. In December 2011, Fai pleaded guilty to federal charges of acting on behalf of the ISI. He also acknowledged receiving money from ISI through clandestine routes and causing revenue losses. In March 2012, Fai was sentenced to two years in prison for "conspiracy to defraud the US" by concealing the transfer of the funds from the ISI. He was scheduled to be released in March 2014.

Pakistan's spy agency Inter-Services Intelligence (ISI) and other "agencies of Islamic Republic of Pakistan" have been funding activities of Hizb-ul-Mujahideen (HM) in Jammu and Kashmir through cross-border trade between India and Pakistan, a chargesheet filed by the National Investigation Agency (NIA) in a case of terror funding on November 30, reports The Times of India. This and other methods of funding led to an inflow of INR 800 million into the coffers of HM in the past eight years, the chargesheet said. Filed against HM ‘chief’ Syed Salahuddin and nine others, the chargesheet was on December 3 taken cognizance of by the NIA special court in Delhi. Detailing methods of funding terror activities in the Valley, the chargesheet said HM terrorists, who crossed over to Pakistan in the garb of traders, were involved in trade across the Line of Control (LoC) and misused it to send money and weapons to the Indian side from Pakistan occupied Kashmir (PoK) and Pakistan. It said some truck drivers were also involved in it. The chargesheet further said HM's modus operandi was to "under invoice the goods sent from across PoK/Pakistan. Indian counterparts send an equivalent goods as per barter system and the extra money generated in this exchange is collected by HM from traders in India." NIA claimed to have evidence that "around 263 individuals based in PoK who are assigned the work of relief takers in Pakistan/PoK" are active terrorists of HM. These relief takers had obtained Rs 2.09 crore from Jammu and Kashmir Affectees Relief Trust (JKART), an overground NGO working as a front for HuM to fund terror, for further distribution among 673 beneficiaries. JKART also received funds from another trust 'Relief Organization for Kashmiri Muslims (ROKM)' founded for rehabilitation of migrant Kashmiri Muslims in Pakistan and PoK, it said, adding JKART and ROKM were primarily funded by Pakistan government and its agencies.

Special Director General (DG) of Central Reserve Police Force (CRPF) D K Pathak on November 30 disclosed that militants may strike during the forthcoming elections in Jammu and Kashmir (J&K) in 2014, reports Daily Excelsior. While replying to a question on possible militant strikes during elections, he stated, “Only time will tell. But as infiltration has happened, we expect some attacks.” The officer expressed apprehensions about increase in the militant attacks on Security Forces in the coming months ahead of elections but said it is fully alert to counter the threat. “Some of the attacks on security forces this year were daring and we expect such attacks to continue in the coming months… We are fully alert to deal with any situation,” said the DG.

The National Investigation Agency (NIA) on November 30 charge sheeted chief of the Hizb-ul-Mujahideen (HM), Syed Salahudin, along with nine other top militant ‘commanders’ for funding militancy in Jammu and Kashmir, reports Daily Excelsior. The charge sheet was filed in the NIA Special Court, Patiala House, New Delhi, against ten accused persons belonging to the HM. The accused include chairman of Pakistan based Jammu and Kashmir Affectees Relief Trust (JKART), an organization used by HM to “finance militant activities in the State. The case regarding regular and systematic funding of HM for carrying out militant activities in the State was registered by the NIA against Salahudin and others in October 2011. The NIA investigations have established that under the cover of the JKART, the HM operatives based in Pakistan used to provide funds through different channels for militant activities in India. NIA sources said that permission had been received from the government to send letter rogatory (LR) to Pakistan asking the authorities to arrest Salahuddin, who has taken shelter in Pakistan since 1989, and seven others named as proclaimed offenders in the charge sheet, adds The Times of India. It is the first case in which Salahuddin has been declared a proclaimed offender, paving the way for authorities to send an LR for his arrest. "We have conclusively proven the flow of funds from across the border to the outfit and are sure of taking the case to its logical conclusion. Following the LR, we will also get an RCN issued against Salahuddin," said an unnamed senior NIA official.
