On November 1, the National Investigation Agency (NIA) filed a chargesheet against Hizb-ul-Mujahideen's (HM) 'chief of operations' in Kashmir valley, Muzaffar Ahmad Dar and claimed that he was able to engineer terror attacks in the Kashmir valley and collect funds while being in jail, reports The Times of India. The chargesheet was filed in connection with a case of terror funding in which NIA has alleged that HM was funding its activities through cross-border trade and Non-Government Oraganisations (NGOs) which collected funds in the name of welfare of Kashmiri people.Describing Dar as a terrorist trained in Pakistan and Afghanistan who remained active in the Valley since the late 1990s before he was arrested in 2009, the chargesheet said, "Muzaffar Ahmad Dar continued his terrorist and other unlawful activities from inside Central Jail Srinagar, where he was lodged."The chargesheet described Dar as "a terrorist trained in Pakistan and Afghanistan, who had illegally crossed over the Indian borders twice in 1990 and 1994, infiltrated into India in 1992 and 1999 after obtaining training in Pakistan/PoK and remained active in furthering terrorist activities of Jammu & Kashmir in different capacities in the hierarchy of the said proscribed terrorist organization and was first arrested in 2009." The chargesheet further said HM's modus operandi was to "under-invoice the goods sent from across [Pakistan occupied Kashmir] PoK/Pakistan. Indian counterparts send equivalent goods as per barter system and the extra money generated in this exchange is collected by HM from the traders in India".These funds are then received by HM cadres known as "relief takers". NIA has claimed to have evidence which establishes that "around 263 individuals based in PoK who are assigned the work of relief takers in Pakistan/PoK" are active terrorists of HM. These relief takers had obtained INR 20.9 million from Jammu & Kashmir Affectees Relief Trust (JKART), an overground NGO working as a front for HM to fund terror, for further distribution among 673 beneficiaries. JKART also received funds from another trust 'Relief Organization for Kashmiri Muslims (ROKM)' founded for rehabilitation of migrant Kashmiri Muslims in Pakistan and PoK, it said, adding JKART and ROKM were primarily funded by Pakistan government and its agencies.

A Police spokesman said that Sopore Police and 22 Rashtriya Rifles (RR) busted the module involved in grenade attacks in Sopore. The arrested four members of the module have been identified as Tawseef Ahmad Dar, Majid Gulzar, Tawseef Ahmad Dar and Nameez Ahmad Yatoo. Two hand grenades were recovered from them.

The Chief of the Jama’at-ud-Da’awa (the Lashkar-e-Toiba [LeT] front), Hafiz Saeed, has shifted his operational base to a terrorist training camp of the LeT in Muzaffarabad in Pakistan occupied Kashmir (PoK) to disrupt the Assembly polls in Kashmir Valley, reports Asian Age on November 3. There are reports that both the Pakistan Army and the Inter-Services Intelligence (ISI) have assigned the task of subverting the poll process in the Valley to the man who is arguably the most wanted terrorist by Indian security agencies. On its part, the Pak Army and ISI have assured all help to Hafiz Saeed and his key operators in terms of providing adequate firing cover while trying to infiltrate into India.

After investigating the October 2, Bardhaman blast case, the National Investigation Agency (NIA) has unearthed several calls to Tamil Nadu, Mumbai (Maharashtra) and Jammu and Kashmir, and the investigators have zeroed in on Wadala West, a slum in Mumbai from where numerous calls were made to and from Bardhaman, Birbhum, Murshidabad and other parts of the country, The Times of India reports on November 4. "The calls have been made from an area that is between Wadala and Kingscircle railway station and this area is mainly dominated by Bengalis from Bangladesh. There is a possibility that the people who have fled from West Bengal might have taken shelter in this particular area," NIA sources said. NIA officers are finding it difficult to penetrate the zone because of its geographical location and population density. It is a densely populated slum of more than 450,000 residents, 80 percent of whom are Bangladeshi migrants. "Some have managed to acquire Indian documents like Voters ID cards, driving licenses and ration cards but many more stay here hiding their identity. Police and district administration find it difficult to penetrate this zone," an NIA officer investigating case said.Apart from Mumbai, several calls were made to Jammu and Kashmir and Tamil Nadu. NIA officers feel that if the operatives have their presence in Mumbai and Jammu and Kashmir, then the magnitude of the crime is more diverse than expected. The entire spree of calls caught the NIA's notice after analysis of one of Shakil Ahmed's (killed in the blast) phones recovered from the blast site. It was found that more than 23 SIM cards and international calling cards were used in that single phone. Investigators unearthed the calls made to different states and abroad on analysing the phone's details through EMI number.

Two persons, identified as Fazal and Mehraj, were killed and two others, identified as Shahid and Shakeel, were injured in the evening of November 3 in Budgam District, reports Deccan Chronicle. A statement issued by Srinagar-based 15 Army Corps claimed that based on specific intelligence reports about the movement of terrorists in a white Maruti 800 car between the villages of Nowgam and Pulwama, three mobile vehicle check posts (MVCPs) were established along the road connecting them through Budgam and Pulwama Districts. “At about 5pm, a white Maruti 800 car approached the first check point where the security personnel tried to stop it but it did not. Again at the second check point, the vehicle was signalled to stop but it ignored warning again. At the third check point, the vehicle tried to barge through the check point, resulting into a firing incident in which four persons were injured. The injured were rushed to the Army Base Hospital, Srinagar. Two persons succumbed to their injuries and two are under treatment.”

Army on November 4 foiled a major infiltration bid by the militants along the Line of Control (LoC) at Sona Wali Gali in Mankote Sector of Poonch District, reports Daily Excelsior. Reports said a group of seven to eight militants tried to infiltrate into the Indian Territory from Sona Wali Gali in Mankote Sector at 9.15 pm. The militants opened firing on the troops. Few shots were also fired by Pakistan Army to facilitate infiltration by the militants. However, reports said, the Army personnel lit up the area with para-lites and fired at the direction being used by the militants to infiltrate into this side.

Majority of the websites are maintained by the National Informatics Centre (NIC) and by November 7 morning, all the hacked websites became inaccessible.According to the hackers Facebook page, they broke into 22 websites. On the defaced web sites, the hackers, who identified themselves as `1337 & r00x! - Team MaDLeeTs' greeted the Government of India and then leveled several allegations against the Indian Army in Kashmir pertaining to civil rights violations. A video showing some army personnel assaulting civilians was posted. The hackers claimed that they care for humanity and the website intrusion was not intended for cyber war or steal information. "We are not asking for Kashmir. We ask for peace. Nothing deleted or stolen. Just here to deliver my message to the government and the people of India :)," said the hackers and signed off by saying Pakistan Zindabad. The miscreants gave two email IDs for contact.

Official sources said the troops observed movement of a group of militants trying to infiltrate into the Indian territory from forward village of Chakla in Pallanwalla sector of Akhnoor tehsil (revenue unit) taking cover of adverse weather conditions. As soon as alert troops noticed the militants, they challenged them to stop but the militants opened firing and tried to surge inside the Indian area. The three ask people to "vigorously boycott" the assembly elections in the video. The video also shows Geelani addressing a gathering via phone asking youth not "to undermine the mission of martyrs". As per estimates of the intelligence agencies, around two dozen youth from the state have all been recruited. The youths recruited by the terror groups were imparted extensive training to use deadly weapons besides being indoctrinated by `jihadi‘literature. A brisk 71.28 per cent turnout was recorded in first phase of polling for 15 Assembly constituencies of Jammu and Kashmir with people defying various odds including election boycott call given by the separatists and adverse weather conditions with cold wave sweeping many parts of the segments that went to polls on November 25, reports Daily Excelsior. The turnout in 15 Assembly Constituencies recorded about 10 per cent increase in voting this time as compared to 2008 Assembly Elections and 20 per cent as compared to April-May 2014 Lok Sabha polls. 10 persons, including four civilians, three Army soldiers and three militants, who were members of a suicide squad, were killed in day long encounter at border village of Kathaar in Arnia sector, close to the International Border, of Jammu District on November 27, reports Daily Excelsior. As the reports last came in Para Commandos of Army, who took over the area after the attack, were trying to eliminate the fourth militant. Four pairs of shoes and dresses recovered from under a culvert near the site of gun battle indicated that number of the militants was four. According to the report, a group of four militants reportedly infiltrated into the Indian Territory from the International Border somewhere in Arnia sector at around 8.40am and opened indiscriminate firing on the civilians, who were on way to their routine works killing three of them on spot and injuring another, who died later. The militants then shifted towards the Army bunkers of 157 Territorial Army, which was stationed there as second line protection after the Border Security Force (BSF) and opened firing on their two bunkers, killing two soldiers on the spot and injuring another. They took over one of the Army bunkers and started firing from there on the Army personnel and civilians. Troops retaliated but the militants had hidden themselves inside the bunker. Another Army trooper, a Para Commando, was killed during fighting with the militants in the afternoon. Though identity of the slain militants hasn’t been established, sources said all four infiltrators were believed to be members of suicide squad of Lashkar-e-Toiba (LeT).

Nine soldiers have been indicted for killing two youth in Budgam District on November 3 and will face court martial, the Army said on November 27, reports Times of India. "Nine soldiers of the 53 Rashtriya Rifles (RR), including a junior commissioned officer, have been indicted for the firing incident in Chattergam area in which two youth were killed. The court of inquiry appointed to probe the firing has found gross violation of rules of engagement by the involved soldiers. They have been indicted. There has been a total failure of the command by the officer in charge," an unnamed senior Army officer said. Two youth — Faisal Yusuf Bhat and Mehrajuddin Dar — were killed in Chattergam area of Budgam District on November 3 by a mobile vehicle check post set up by the soldiers of 53 RR. The Army had initially said the car in which the youth were travelling had not halted at the security checkpoint. Lieutenant General D. S. Hooda, GOC-in-C of Army's Northern Command, later had admitted the deployed column of the RR had overstepped its brief and violated the rules of engagement while opening fire at the car.

Death toll rises to 12 after one civilian and one militant killed at village Kathaar in Arnia sector of Jammu District on November 28, reports Daily Excelsior. After completing the operation, Army, Border Security Force (BSF) and Police sanitized village Kathaar and all surrounding areas of Arnia sector before allowing the people into their houses. Bodies of all four slain militants, who were part of suicide squad of Lashkar-e-Toiba (LeT) outfit were recovered from the village. Identity of slain militants couldn’t be established as they were not carrying any documents with them. From the site of encounter, Army recovered four AK-47 rifles, one pistol, one IED, one disposal rocket launcher, two fired disposable rocket launcher cases, three radio sets, hand grenades and a large quantity of AK ammunition. All five civilians killed by the militants have been identified as Vikas Kumar alias Vicky (25), Rakesh Kumar (24), Sham Lal (22), Kishore Kumar (38) and Vijay Kumar (36).

Intelligence Bureau (IB) Chief Syed Asif Ibrahim on November 29 said that while the Communist Party of India-Maoist (CPI-Maoist) is besieged with serious problems and the security situation has shown marked improvement in Jammu and Kashmir, the security situation in the Northeast region was fragile, with some militant outfits still outside the ambit of the peace process, reports The Hindu. Speaking at the 49th conference of the Director General of Police (DGPs), Inspector General of Police (IGPs) and head of all Central Police organizations, the IB chief said that the safe sanctuaries of the militants in neighbouring countries, particularly Myanmar, was compounding the situation. He said that in Assam, the militant outfit Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) accounted for 85 per cent of the civilian casualties. In Meghalaya’s Garo Hills, the militant outfit Garo National Liberation Army (GNLA), operating in tandem with the Independent faction of United Liberation Front of Asom (ULFA-I) accounted for 75 per cent of civilian killings and 40 per cent of the incidents. In Manipur, Meitei underground outfits accounted for 55 per cent of the casualties while in Nagaland, internecine clashes between various outfits for area domination and extortion were still on. In Arunachal Pradesh, turf war between National Socialist Council of Nagaland (NSCN) factions continued in two Districts of Triap and Changlang.
