According to sources in the security establishment, Bharatiya Janata Party (BJP)'s Jammu and Kashmir state secretary Anil Parihar was possibly killed in Kishtwar District on November 1 as part of a 'desperate' attempt by Kashmiri terrorists, suspected to be from Hizb-ul-Mujahideen (HM), to unleash an impactful attack in the otherwise calm District after having failed to strike in the valley due to the tight security arrangements for panchayat polls, reports The Times of India on November 3. Intelligence officials said while the assailants of Parihar and his brother were still being identified and traced, the modus operandi and weapons used in the attack point to the involvement of local terrorists, who were possibly assisted and facilitated by over ground workers (OGWs). "Preliminary inquiry suggests that 6-7 Hizbul terrorists had been camping in Kishtwar for past few days. It is a matter of investigation whether they were in Kishtwar to escape the pressure they may be facing in Kashmir due to higher surveillance and deployment of security forces there, or if they had come on a specific mission to kill Parihar. While we are adequately convinced that it was a terror attack and not borne out of any personal vendetta, we are still trying to establish the motive that could be anything from targeting a senior BJP leader to an attempt to divert focus of security forces from Kashmir region to creating a fear psychosis ahead of panchayat polls in J&K," said an officer.The officer hinted at the possibility of HM, facing pressure from its Pakistan-based masters to unleash a big attack to upset panchayat polls in Kashmir, choosing targets in areas like 'Kishtwar' that are not the main focus of Security Forces (SFs) deployed in the State.

Militants shot dead prominent Bharatiya Janata Party (BJP) leader and State secretary of the party, Anil Parihar and his brother Ajit Parihar at Tappal Gali close to their house in Kishtwar town in Kishtwar District on November 1, reports Daily Excelsior. According to sources, both the brothers died on spot as bullets had been fired by the gunmen targeting their heads from a very close range with pistols. Sources said the gunmen, stated to be two in numbers, managed to escape from the spot and remained untraced. They were believed to be fresh recruits in the militancy as there had been reports of new recruitment in the militant cadre in Kishtwar and Doda Districts. As the news about killings of Anil Parihar and his brother spread like wild fire in Kishtwar town, large numbers of people came out of their houses and held massive protests shouting slogans against Pakistan and militants and failure of the administration to protect the BJP leaders, adds Daily Excelsior. Agitated people pelted stones on Police vehicles and Police Station to protest the killing of BJP leader and his brother as they said such selective killings have been witnessed in Kishtwar after several years.

The killed militants were identified as Mukhtar Ahmad Khan, a resident of Brass Arizal Budgam in Budgam District and Mohd Amin Mir resident of Drangbal Pampore in Pulwama District. A Police spokesman said that both the militants involved in a series of militant attacks on security establishments in the area. In the encounter, one soldier was also injured. A LeT militant, identified as Azad Ahmad Bhat, a resident of Shirmaal village of Shopian, was also arrested during the encounter. Ethisham Bilal, a 19-year-old B.Tech student at Sharda University released a six minute audio announcing joining the ISJK. Ehtishma's image, donning a black dress and a turban with IS flag in the background, was superimposed in the audio message that has now become viral in the Kashmir valley. Raising his finger symbolizing the oneness of Allah, the usual trait of Jihadis who join terror, Ethisham took a vow accepting global ISIS chief Abu Bakr Al Bagdadi as Ameer-ul-Momineen (Leader of believers). “I am blessed to have chosen the path of Jihad. We will not sit silent unless we unfurl flag of Islam in valley. We will spill the blood of pagans in Kashmir. We want the rule of Allah in Kashmir. We are ready to sacrifice our lives for the supremacy of Allah”, he said in a six-minute audio. A resident of Khanyar in Old Srinagar city, Ehtisham had gone missing from Sharda University on October 28 and since then his whereabouts were known. A student of B.Tech, he had joined the University just few months ago. However, Director General of Police (DGP), Dilbag Singh said that they are ascertaining the facts. “We are trying to find out where he could be possibly. He came to Srinagar. His leads are up to Srinagar. We are looking into the part after that. Let us confirm before we say anything”, he said.

Acting on an intelligence input, SFs set up a checkpoint at Chutipora crossing in the Handwara area of Kupwara in the afternoon, a Police spokesman said. Shahid Qayoom (22) and Fazil Bashir (23), students of an engineering college in Jalandhar (Punjab), have been arrested, Police said. A Police spokesman said that Security Forces (SFs) in Khudpora area launched a cordon and search operation on November 3 evening based on credible inputs about the presence of militants in the area. As the search operation was going on, hiding militants fired on the search party. The fire was retaliated leading, to an encounter. “Meanwhile following the SOP, civilians from the nearby area were evacuated to safer places. In the ensuing encounter, hiding militants fired on security forces. Consequently, post encounter during the search, two dead bodies were recovered from the site of encounter. The killed militant has been identified as Mohd Irfan Bhat of Pulwama who was associated with HM [Hizb-ul-Mujahideen] militant outfit since June 2017.The other one was identified as Shahid Mir, who as per the police records, was part of case FIR 201/2004 under Section 7/25 Arms Act of police station Shopian for militant related incident. Pakistan Army’s provocative act came within hours of exchange of sweets by the Into-Pak troops at two places in Poonch District including Chakan-Da-Bagh and Hot Spring points. Pakistan army has confirmed the killing of its one soldier. However, according to reliable sources, at least three Pakistani troopers were dead and two others injured. Indian retaliation was necessitated to thwart infiltration attempt by the militants, which they were reportedly planning to undertake under the cover of Pakistani firing, official sources said. Sources said on November 7 night, Pakistan army targeted forward posts of Army in Nowshera sector of Rajouri District and tried to push infiltrators under the cover of firing and darkness. Alert India troops immediately retaliated, leading to exchange of firing. There were reports that at least three Pakistan army personnel were killed and two others injured in retaliatory firing. The infiltrators fled away towards their launching pads after heavy retaliatory firing brought down by the Indian side. There were no casualties or damage on the Indian side, sources said. Sources said Pakistan Army was likely to intensify infiltration attempts by the militants in the month of November along the Line of Control (LoC) as the snowfall will close some of the infiltration routes in December, adds Daily Excelsior. There have been reports that large number of militants have been camping at launching pads on Pakistan side of the LoC, waiting for an opportunity to infiltrate. Despite sufficient inputs from the intelligence agencies during the past several months, the Government has failed to put in place a strong mechanism to check spillover of militancy from Kashmir valley to different parts of Jammu for which desperate attempts are being made by outfits of militants by re-energizing their Over Ground Workers (OGWs) and luring the innocent youth, reports Daily Excelsior on November 9. Reliable sources said that during the past several months the intelligence agencies are regularly receiving inputs that several organizations of the militants are hell bent to spread their activities in Jammu region in order to disturb peaceful atmosphere in this part of the State. The intelligence agencies have gathered credible information that many outfits of the militants have started activating their OGWs particularly in erstwhile Doda District (presently comprising of Kishtwar, Doda and Ramban Districts) and twin border Districts of Rajouri and Poonch so as to conduct reconnaissance as per their (militants) requirements and provide them timely necessary support in their nefarious designs, they further said. “For the spill over of militancy from Kashmir valley to parts of Jammu, the militants are mainly focusing on Kokernag-Sinthantop route, which connects Kishtwar District with militancy hot-bed Anantnag District and Mughal Road, which connects Rajouri-Poonch with Shopian, which is another militancy infested district of Kashmir valley”, sources informed. They further informed that several youths of erstwhile Doda District, who went missing during the current year so far, have reportedly joined different militant groups and have also been given arms training locally in order to carry out subversive activities as and when directed by their mentors. “It has also come to the fore that some terrorists, who during the current year succeeded in entering the J&K territory after crossing the International Border with Pakistan, are in regular contact with Over Ground Workers even in the outskirts of Jammu and desperately looking for the opportunities to carry out their nefarious activities”, sources in intelligence agencies said. The shocking aspect is that even after getting these inputs either directly from the intelligence agencies or from the Union Ministry of Home Affairs (UMHA) no serious efforts have been made by the Government to put in place a mechanism to check spillover of militancy from Kashmir valley to Jammu. Army troopers deployed at forward village of Nathu Kulian in Garrar area of Khour sector in Akhnoor tehsil of Jammu District observed movement and opened firing in which one of the infiltrating militants was killed while his two to three associates fled back to Pakistan. “The infiltration attempt was backed by the Pakistan army, which had sheltered militants in the launch pads, close to its installations and tried to push them into this side with large quantity of arms, ammunition and explosives. Alert troops, however, foiled the attempt,” sources said. Slain militant was believed to be an activist of LeT outfit. A big consignment of weaponry has been recovered from the encounter site, sources said. Recoveries included five pistols, 10 pistol magazines, 60 pistol bullets, one AK rifle, two AK rifle magazines with 234 rounds of ammunition, 15 hand grenades and 12 fuses of Improvised Explosive Devices (IEDs). PRO (Defence) Lieutenant Colonel Devender Anand said that, “This huge cache has scuttled the nefarious plans of the terrorists to derail the peace and harmony in the region and disrupt the forthcoming Panchayat elections in the State. The timely intercept of the intrusion of the terrorists with the cache of arms, ammunition and other war like stores has thwarted any possible untoward incident, planned by the terrorists during the scheduled elections in the State.” He added that the Indian Army is carrying out relentless and robust anti-infiltration operations in the State to break the backbone of terrorism and nip the designs of anti-national elements and the enemy to foment trouble in South of the Pir Panjal ranges in Jammu and Kashmir. Sources also said there had been desperate attempt by Pakistan and its backed militant outfits like Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM) to infiltrate into Jammu and Kashmir and cause terror attacks to disrupt Panchayat elections as restoration of democratic process at grass root level was not being digested by the militants and their mentors sitting across the border. In a statement, the NIA’s spokesman said Andrabi, Sofi Fehmeeda and Naheeda Nasreen were using various social media platforms like Twitter, Facebook, YouTube and TV channels including some in Pakistan to spread “insurrectionary imputations and hateful messages and speeches against India”. The DeM, a banned terrorist organisation, through Andrabi and others, openly advocates secession of Jammu and Kashmir from the Union of India and its merger with Pakistan through violent means. It is engaged in anti-India activities and has been inciting the general populace of Kashmir for an armed rebellion against the Government of India with aid and assistance of terrorist organizations based in Pakistan. The Over Ground Workers (OGWs) were also using local production of narcotics in the Valley to fund militancy. Sources said that the new trend has been witnessed in which some of the infiltrating militants were seen carrying consignments of narcotics with them along with arms and explosives. These consignments have been recovered. Some of the arrested militants and their Over Ground Workers have also confessed that the militants were pumping narcotics into Jammu and Kashmir and the funds generated from it are being used to fuel militancy. “It has been observed that the militants were also forcing the local people especially in South Kashmir to cultivate narcotics to raise the funds and supply them to the militants,” sources pointed out. The Directorate of Revenue Intelligence (DRI), Narcotics Control Bureau (NCB) and other such organizations have also made huge haul of narcotics in Jammu region at various places. “In some of the seizures, the investigations were on to find out the militant links of the narcotics smugglers,” sources said.

The Times of India adds that the woman was arrested by security agencies in Kashmir for allegedly luring youths through Facebook into militancy, especially the Jaish-e-Mohammed (JeM). Four Hizb-ul-Mujahideen (HM) militants and a Para (Special Forces) Commando were killed in an encounter between militants and Security Forces (SFs) in Nadigam area of Shopian District on November 20 morning, reports Daily Excelsior. Three other soldiers were also injured in the encounter. When the SFs launched an operation, the hiding militants fired upon SFs, triggering a gunfight. The killed soldier has been identified as Lance Havildar Vijay Kumar. The killed militants were identified as Abid Nazir Chopan of Padarpora, Basharat Nengroo of Chotigam Shopian, Mehraj-ud-Din Najar of Drawni and Malik Zada Inam-ul-Haq of Mantujan Shopian. Jammu recorded further improvement in the voting percentage in second phase of Panchayat elections with 80.4 per cent electorates exercising their right to franchise in seven districts of the region while Kashmir division also registered significant voter turnout of 52.2 per cent. Overall voting percentage in 14 districts of the State, where 281 Sarpanch and 1286 Panch constituencies went to polls today, stood at 71.1, official sources said. The NIA spokesman said in a statement that the charge sheet was filed under various Sections of Ranbir Penal Code (RPC - substitute of IPC in Jammu and Kashmir), Unlawful Activities [Prevention] Act (UAPA) and the Foreigners Act against the accused. “Investigation conducted by the NIA revealed that four local Kashmiri JeM members, namely Mohd Ashiq Baba alias Mohd. More than 4,000 candidates are contesting in the second phase of elections, officials said. Separatists have asked people to observe a day-long strike against the polls. The Joint Resistance Leadership (JRL) comprising Syed Ali Geelani, Yasin Malik and Mirwaiz Umar Farooq has asked people to observe a strike in areas where the elections are being held on November 20. Police took Jammu & Kashmir Liberation Front (JKLF) chairperson Malik into custody on November 19 evening. The Security Forces (SFs) based on a credible input, launched a joint operation against militants hiding inside a tin shed in an orchard in Sekipora village at Bijbehara. As the searches were going on, the militants fired upon the search party. Troops retaliated leading to a gunfight. Six militants were killed in a brief gun battle and their bodies were retrieved from the site of encounter along with 4 AK 47 rifles and one Insas rifle. The killed militants were identified as Azad Ahmad Malik, Atif Najar, Firdous Ahmad, Shahid Bashir (all four belongs to LeT), Unais Shafi and Basit Ishtiyaq (both HM militants). Police said that Azad Ahmad Malik alias Azad Dada, who was ‘district commander’ of LeT Anantnag was involved in the killing of senior journalist and editor of Rising Kashmir, Syed Shujaat Bukhari. “Azad was a close associate of absconding accused Naveed Jatt”, Police said. “Azad Dada among several other terror offences had also figured in the case FIR No: 51/2018 PS Kothi Bagh pertaining to the assassination of journalist Shujaat Bukhari and his security personnel. Indian Army strongly took up prevention of infiltration by the militants into Indian territory from Pakistan occupied Kashmir (PoK), which were being aided and abetted by Pakistani troops under the cover of ceasefire violations and wanted the Pakistani troops to immediately stop backing intrusions, official sources said. They added that both the Armies agreed to work towards further improving situation along the Line of Control in twin border districts of Poonch and Rajouri, where the two sides had regularly been exchanging firing, leading to fresh tension on the LoC as three Indian Army soldiers were martyred while Pakistan army also suffered heavy casualties. “The flag meeting was held in a cordial and friendly atmosphere and ended with either side assuring to adhere to the norms of 2003 ceasefire agreement and Director Generals of Military Operations (DGMOs) level talks of May 29, 2018,” sources said. The 2003 ceasefire agreement had come into force in November that year after then Pakistan Prime Minister Mir Zafarullah Khan Jamali had declared unilateral ceasefire on borders with Pakistan, which was reciprocated by then Indian Prime Minister Atal Behari Vajpayee.

Six militants and a soldier were killed in an encounter while a protester was killed and 15 others were injured in the ensuing clashes at Batagund area of Kapran in Shopian District on November 25, reports Daily Excelsior. As the Security Forces (SFs) conducted searches, they were fired upon by the hiding militants. The fire was retaliated, leading to a gunfight in which six militants belongs to Hizb-ul-Mujahideen (HM) and Lashkar-e-Toiba (LeT) were killed. The slain militants were identified as Mushtaq Ahmad Mir alias Hammad (affiliated with LeTand was operating as ‘district commander’ for Shopian), Mohammad Abaas, Waseem Wagay, Umar Majeed Ganai, Khalid (affiliated with HM) and a foreigner from Pakistan (affiliation was not ascertained). Sources said that during past few days increased activity has been observed in Pakistani posts of Dhundiyal, Ghandiyal, Chattar, Khanoor and surroundings opposite Samba and Ramgarh sectors. Similar movement has also been noticed in some other Pakistani posts opposite Hiranagar and Akhnoor sectors. “Some militants have been spotted at the launch pads located close to posts of the Pakistani Rangers across the International Border in Jammu, Samba and Kathua districts. Though such movement was not unusual, it has increased during past few days,” sources said, adding that since it will not be possible for the militants to make infiltration attempts from the LoC during the winters due to snowfall and closure of some passes, some of the militants have shifted towards the International Border.A very high alert is already being maintained by Army on the LoC and Border Security Force (BSF)on the International Border to ensure that even if the militants tried to infiltrate, they are eliminated at the border itself. Army and BSF have put strategy in place to tackle the infiltration attempts during the winter especially in the months of December and January when fog will engulf the border belt during night and early hours of morning reducing visibility to virtually zero, making it impossible or difficult to observe movement of the infiltrators.In such months, Security Forces (SFs) have sophisticated gadgetry installed at both Line of Control and International Border to detect movement of the infiltrators and neutralize them before they could succeed in infiltration.

He added that the civilian atrocities, abduction, killings in South Kashmir were being done on his directions. He said that the Police is targeting the top commanders and Naved was also one among them. However, he said that the militant recruitments has decreased as militants have failed to make any recruitment for the last two months, which DGP said is indication that people are getting aware about the futility of violence. Singh also said besides recruitments, the stone pelting incidents have also decreased in the Valley, which is proof of people’s cooperation with the forces. “We are trying to ensure the operations without any collateral damage. The stone pelting incidents are have decreased but some incidents still there. Therefore, I appeal to the youth to stay away from encounter sites and stone pelting,” he said. He also added that he will write to the Union Ministry of Home Affairs (UMHA) to inform Islamabad to take Naved’s body.

Two militants were killed in the encounter and the bodies were retrieved from the site of encounter. One militant fled from the site of the encounter after the Security Forces (SFs) left from the encounter site. Incriminating materials including arms and ammunition were also recovered from the site of encounter. Among the two militants, one was identified as Naved Jatt accused in the killing of Shujaat Bukhari, who was shot dead outside his office in June this year along with his two security guards. Mohammad Naved Jatt alias Abu Hanzalla alias Chotu hailed from Boriwal in Sahiwal Multan in Pakistan. He had joined LeT when he was just 12 and infiltrated into Kashmir in 2012. Police records suggested that he was trained for two years in ‘Dakhan training camp’ before he sneaked into Kashmir from Athmuqam launching pad through Kupwara sector of the Line of Control (LoC). “He was part of Ajmal Kasab’s group at a Madrassa in Pakistan where he had undergone arms training. He was involved in killing of an ASI in Pulwama on May 2013, series of grenade attacks on security forces and killing of CRPF personnel at Awneera, Shopian in August 2013,” Police said. Jatt was arrested by Police in June 2014. However, he managed to escape from the custody in the month of February 2018 while he was being taken to SMHS hospital Srinagar for medical treatment from Central Jail Srinagar. In a shootout that took place at the hospital, two Policemen were killed.

The search party of the Security Forces (SFs) was fired upon by the militants, who returned the fire leading to a gunfight. Two militants, identified as Adil Bilal Bhat alias Umair Al Hizbi (‘district commander’ and resident of Malangpora in Pulwama) and Adnan Ahmad Lone alias Uqaab (resident of Braw Bandina in Awantipora) were killed in the encounter and their bodies were retrieved. Arms and ammunition were also recovered from the site of encounter. Police said that both the militants were wanted by the law for their complicity in a series of militancy cases including attack on security establishments and civilian atrocities. According to Police records, Adnan Lone was one of the top commanders of HM and was active since 2015. He was a close associate of militant ‘commander’ Reyaz Naikoo and had escaped from encounter site at Srinagar earlier. Several militancy cases were registered against him. “Similarly, Adil Bhat being a close associate of Reyaz Naikoo was also involved in several militancy crimes. Among several other militancy offences, he also figured in killing of HC Ashiq Hussain at Awantipora in October 2017”, Police said. Later, thousands of people participated in the funeral procession of the militants in their native villages on November 29.

According to the Police case, these militants identified as Jameel Ahmed alias Abu Chargam, son of Mohd Sadiq of Abatabad and Abdul Majid alias Abu Tala, son of Mohd Ahmed of Sind Pakistan were arrested in Manjakote area of Rajouri District on March 10, 2007 along with two local guides. During the course of investigation, it came to the fore that Abdul Majid and Jameel Ahmed joined the militant organization LeT and took training in the camps in Pakistan. They entered Indian territory through Mumbai from where with the help of local guides reached Chandigarh where accused were given forged election cards to dodge the Security Forces (SFs). These identity cards were procured with the help of employees of Thanamandi Tehsil Office in Rajouri District.
