A State Investigation Agency (SIA) was constituted within the J&K Police for speedy investigation and prosecution in militancy-related cases as well as coordinating with central agencies, Kashmir Observer reported on November 2. The J&K Home Department in an order issued on November 1 said the SIA, which will be headed by one Director, will be mandated to probe “terror” offences like militancy finance and false propaganda and those under the Unlawful Activities (Prevention) Act (UAPA). The SIA will be coordinating with the National Investigation Agency (NIA) and other central agencies, and will take all measures, as may be necessary, for speedy and effective investigation and prosecution in terrorism-related cases, the order said.

An Over-ground Worker (OGW), identified as Adil Hussain, son of Mir Haider Shah, was arrested by Police and two AK-47 rifles and four pistols were recovered from his possession at Takia Badarkote in Kupwara District of Jammu and Kashmir (J&K) on November 2, reports Daily Excelsior. Police said that Shah is an OGW besides being involved in narco-militancy. The recovered arms and ammunitions were two AK-47 rifles, two magazines and 208 AK rounds. “Upon further questioning, Adil Hussain disclosed that another person Faraz Ahmed, son of Mir Shah, a resident of Padna Prara is the main supplier of weapons to militants and that he received the seized weapons from the same person,” one Police official added.

The Jammu and Kashmir (J&K) administration on November 2 expelled two top Government officials over alleged terror links, reports Hindustan Times. Feroz Ahmad, the deputy superintendent of the prisons department, and Javid Ahmad Shah, principal of the Government Girls Higher Secondary School, were sacked from their respective services for allegedly actively working with terrorist outfits. The J&K administration invoked Article 311 of the Constitution under which no inquiry is carried out before sacking employees. The move came a week after the administration ordered the premature retirement of eight of its staff following a review. In an order, the administration said the employees were found to be inefficient and “acting against public interest”.

Four suspected persons were detained along with four gelatine sticks and some quantity of phosphorus sulphate from a forest area of Dhara top, four kilometres from Bhaderwah town, in Doda District on November 7, reports Daily Excelsior. The suspects, including two brothers, were picked up by the troops of Rashtriya Rifles from Dhara top. The officials said the Army troops launched a search operation in the forest area after getting information about suspected movement of some persons. On noticing the approaching Army troops, the youth, belonging to Dhara village, threw their belongings, including mobile phones into a fire, which was lit for warmth. However, the troops retrieved the half-burnt belongings, including mobile phones, and are retrieving the contact details from their SIM cards.

One The Resistance Force (TRF) militant was arrested by Security Forces (SFs) in Wahadan area of Anantnag District on November 8 (today), reports Greater Kashmir. A senior police officer said that Hafiz Abdulla Malik resident of Ganjipora was arrested during a search operation by joint forces of Police and Army's 3rd Rashtriya Rifles during wee hours this morning. One pistol and seven rounds were also recovered from his possession. During further questioning, the militant led search parties to Katsu Forest where SFs recovered an AK-47, 02 magazine along with 40 rounds from the spot.

Unidentified militants on November 8 shot dead a muslim salesman of Pandit trader in the Bohri Kadal area of Old City in Srinagar, the capital of Jammu and Kashmir, reports Kashmir Observer. 45-year-old salesman Ghulam Mohammad Khan was fired upon by militants in the Bohri Kadal area. The deceased, Ghulam Mohammad Khan, was a resident of Ashtangoo in Bandipora District. A Hizbul Mujahideen (HM) commander of was killed in an overnight gun battle in Chancer Chawalgam village of Kulgam District in Jammu and Kashmir (J&K) on November 12, reports Daily Excelsior. A joint cordon and search operation was launched by Police, 9 Rashtriya Rifles and 18 Battalion of Central Reserve Police Force (CRPF) after inputs about the presence of militants in the village. In the initial exchange of fire, although one militant was killed in the night of November 11, but due to darkness the operation remained suspended throughout the night. In the wee hours of November 12, police said, repeated announcements were again made to the hiding militants to surrender, but they again fired on joint search party which was retaliated leading to the elimination of another militant. The dead bodies of both the killed terrorists were retrieved from the site of encounter. The dead militants were identified as ‘district commander’ Shiraz Ahmad alias Shiraz Molvi alias Abu Haris, resident of Souch Kulgam and Yawar Ahmad Bhat, resident of Ponipora Kulgam. As per police records, both of them were part of groups involved in several militancy related incidents including attack on security forces and civilians. Shiraz Molvi who was most wanted militant in South Kashmir was active since year 2016. He was also involved in recruiting innocent youth into militancy and in killing civilians as well as political workers in Devsar and Brazloo areas of Kulgam. There were 15 FIRs registered against him for his involvement in militancy related incidents.

A senior Police officer said a joint team comprising the Police, Army’s 9 Rashtriya Rifles (RR) and the Central Reserve Police Force (CRPF)’s18 Bn launched a Cordon-and-Search Operation (CASO) on specific information about the presence of militants in Ashmuji village, Kulgam district, and when the Security Forces (SFs) neared the militant’s hiding spot, the militants opened fire, triggering a gunfight in which a militant was killed. The slain militant was identified as Mudasir Ahmad Wagay, a district ‘commander’, the official said. As per Police records, Mudasir was an A+ categorized militant and was active since year 2018 figuring among the list of most wanted militants in the area, adds Daily Excelsior. He was part of groups involved in several attacks on SFs and civilians, and was also involved in killing of a political worker Ghulam Hassan Lone in Devsar area of Kulgam. Border Security Force (BSF) locations along the Line of Control (LoC) will be getting a steel makeover as the BSF embarks on a major project to fortify defences and enhance living facilities for troops, Kashmir Observer reported on November 21. These deployments are called Forward Defence Locations (FDLs), and the border force guards, either jointly with the Army or independently, over 430 kilometres of the total 772-km-long LoC that falls in Jammu and Kashmir. The FDLs are located in extreme forward snow-bound or dense jungle areas of the LoC and are part of India's anti-infiltration grid to thwart militant activities being conducted from across this un-demarcated frontier. Behind the FDLs on the Indian side are multiple rings of the Army's counter-infiltration deployments. Official sources in the security establishment told PTI that the BSF will convert about 115 of its FDLs to large steel (alloy of iron and carbon) compartments with an overall layout of around Rs 35 crore. The decision was taken after BSF Director General (DG) Pankaj Kumar Singh recently visited the FDLs in Kashmir and reviewed their operational preparedness.

On October 28, 2020, the NIA had searched 10 locations, including that of Parvez, in J&K and one in Bangalore (Karnataka) in a case pertaining to certain so-called NGOs and trusts raising funds in India and abroad in the name of charitable activities and then using those funds for carrying out secessionist and separatist activities in J&K. The case was registered on October 8, 2020 under sections of the IPC and the UAPA on receiving "credible information that certain NGOs and trusts are collecting funds domestically and abroad through so-called donations and business contributions" and then using them to fund terror activities in J&K, the NIA said.

The data says that four militants have also surrendered during the live encounters in different parts of Kashmir. Official figures revealed that last year till September 22, there were 96 encounters in different parts of Kashmir and as many as 207 militants of different banned militant outfits were killed. Police had also filed a case FIR No. 86/2021 at the Maharaj Gunj Police Station to investigate the case. According to the Police spokesperson, preliminary investigations have revealed that the trio linked with TRF have killed Ahmad on the directions of “terrorist handler” from across the border. A senior Indian Police Service (IPS) officer, identified as Arvind Negi, formerly deputed with the National Investigation Agency (NIA) who was investigating the high profile "terror funding" case against the pro-freedom Hurriyat leadership and several Kashmir-based non-profits is now suspected of espionage and has been arrested by the NIA, Kashmir Observer reported on November 28. Arvind Negi, whose residence in Kinnaur in Himachal Pradesh, was raided simultaneously as the NIA carried out searches at the residence and offices of noted activist Khurram Parvez on November 22. “The probe began after an intelligence input that the details of investigation into crucial cases were being shared with (Pakistan’s) ISI by the officer concerned," an unidentified security official said, adding that the allegation is that Negi passed on the investigation's case diary to Pakistan's Inter-Services Intelligence (ISI). Negi, a decorated police officer, was investigating a 2020 case in which the NIA accused Kashmir-based non-profits of being "fronts" to funnel money to militant groups. Khurram's residence was also raided as part of the investigations. The NIA, however, has said Khurram was arrested in a fresh case pertaining to alleged contacts with suspected Lashkar-e-Taiba (LeT) operatives. The Negi had been presented before a court. “The suspicion is that he traded crucial case documents in lieu of money. Investigating agencies are probing his assets, etc," an unidentified NIA officer said. Digital devices from Negi's residence were seized for forensic examination.

Security Forces (SFs) on November 27 arrested two Hizbul Mujahideen associates in Awantipora area of Pulwama District in Jammu and Kashmir (J&K) and recovered "incriminating materials" including ammunition from their possession, reports Greater Kashmir. As per a Police handout, the duo identified as Muzamil Ayoub Bhat, son of Mohammad Ayoub Bhat resident of Shahabad Kharpora Bala Lalgam Awantipora and Suhail Manzoor Mohand son of Manzoor Ahmad Mohand resident of Shahabad Kharpora Bala Lalgam Awantipora, were arrested by SFs. "Incriminating materials, ammunition including 383 rounds of AK-47 were recovered from their possession," Police said. The duo was "in touch with Hizb commanders and were involved in transportation of arms and ammunition besides providing shelter and other logistic support to strengthen terror networks", Police added.

Minister of State for Defence Ajay Bhatt on November 29 informed Rajya Sabha (Upper House of Parliament) that J&K witnessed 1,033 incidents of attacks by terrorists in the last three years with a maximum of 594 being reported in 2019, reports Daily Excelsior. According to details, the Union Territory reported 244 incidents of terrorist attacks in 2020 while the number for the current year was 196 till November 15. The list included one such incident in Delhi taking the total number to 1,034 in the country from 2019 to mid-November of 2021. Bhatt said a total of 177 personnel including from Central Armed Police Forces (CAPF) died in counter-terrorist operation during the period. Without specifying place of the fatal casualties, he said 80 personnel died in 2019, 62 in 2020 and 35 in the current year (till November 15)

One youth hailing from Shopian District was arrested on November 29 in Rajouri District for his link with militant outfits, reports Greater Kashmir. According to Police, the youth in his mid-twenties was found to be in regular touch with militant outfits and was set to join militancy ranks. Officials said that a team of J&K Police in Rajouri district intercepted the youth from Shopian when he was travelling in a passenger cab and was set to join militant ranks. Union Minister of State for Home Nityanand Rai said on November 29 said 40 civilians were killed and 72 injured in incidents of violence in J&K till November 2021, reports Greater Kashmir. Union Minister Nityanand Rai said that 348 security personnel and 195 civilians were killed in J&K during the last five years in violence-related incidents. In 2021, till November 15, 40 civilians were killed and 72 injured, he said in a written reply to a question. Rai said 40 civilians were killed in 2017, 39 each in 2018 and 2019, and 37 in 2020. He said 80 security personnel were killed in 2017, 91 in 2018, 80 in 2019, 62 in 2020, and 35 in 2021 so far.
