Two infiltrators were killed in the failed intrusion bid from Pakistan at Mangral post in the Agre Chak area of Ranbirsinghpora sector of Jammu District in the night of October 1, according to Daily Excelsior. While one intruder was killed in the night, another appeared to have succumbed to his injuries somewhere in the mid-night. Dead Bodies of both the intruders were recovered in the morning of October 2 when firing from both sides had stopped. Both of them were believed to be Pakistanis. According to sources, Pakistani troops were reported to have opened firing from their posts Atta Shahid and Putwal, located about 600 to 800 meters from the IB targeting Mangral post of the Border Security Force (BSF) in a bid to push about six militants into Indian Territory. In view of effective retaliation by the BSF, two intruders were shot dead while four others were reported to have escaped back to Pakistan.

An over ground worker of the LeT was arrested in the Handwara area of Kupwara District by the SFs. Identified as Sonaullah Mir alias Akash, son of Mohammad Abdullah Mir, resident of Changi Mulla Police post in Zachaldara area of Handwara, Mir was working for LeT commander Rehman Bhai. On his disclosure one pistol, two pistol magazines, 20 rounds of pistol ammunition and two hand grenades were recovered from a garden in the village Changi Mulla Zachaldara.

An unidentified militant was killed in an encounter with the SFs in the in Dard Haji forests of Zachaldara in the Handwara area of Kupwara District. An anti-insurgency operation was launched by the SFs following receipt of specific information about presence of militants in the area, official sources said. Security forces were closing in at the hiding place of the militants when the militants opened heavy and indiscriminate firing on them. The firing was retaliated by the troops, leading a fierce exchange of firing between the two sides. One unidentified militant has been killed in the exchange of fire so far, the sources said, adding the operation was in progress when reports last came in.

Official sources said a Village Defence Committee (VDC) member Yashpal observed a Pakistani moving inside the fields of a forward village SM Pur in Ramgarh sector of Samba District at 6.30am (IST). Elsewhere in the State, Army recovered a consignment of explosive devices and ammunition during a search operation conducted in the forest area of Mansar in Samba District. No arrests have been made during the search operations, official sources said. The recoveries include 4.5 kg RDX, 105 rounds of SLR, one country made pistol and a pithoo bag. Sources said the consignment might have been dumped by the militants. Mansar forest route is reportedly used by the infiltrators to reach the upper districts of Udhampur and Doda.

Police on October 5 arrested Ashiq Hussain Bhat alias Abu Umair, the Lashkar-e-Toiba (LeT) ‘district commander’ for Doda, along with his wife during a operation in the Batamaloo area of capital Srinagar, Daily Excelsior reported. "In its continuous fight against militancy in the State, Srinagar Police has arrested a LeT commander from Batamaloo area," a Police spokesman said. Bhat, a resident of Chek-e-Bhaderwah in Bhaderwah revenue division, was also operating under the codenames of Bilal and Aslam. His wife, who has been identified as Rabia alias Sakhi, was also an active LeT cadre and used to accompany him all the time. One Chinese pistol, its magazine, a fake identity card and some other incriminating material has been recovered from the possession of the arrested couple. During questioning, the militant commander led the Police to three of their associates in the city, who were also arrested. Two of the arrested persons have been identified as Manzoor Ahmad and Rayees Ahmad.

A Hizb-ul-Mujahideen (HM) ‘district commander’ was killed along with his associate in an encounter with the Security Forces (SFs) at Dumlu Top in the Udhampur District on October 6, Daily Excelsior reported. A third associate of the militants, however, managed to escape from the incident site. The Deputy Inspector General of Police (Udhampur-Reasi range), Gulzar Singh Slathia, said the civilians had earlier informed the SFs about the movement of three militants at Dumlu Top in Sudh Mahadev hills, bordering the Marmat area of Doda District. The militants, who had converted a natural cave into a hideout after fleeing from Marmat due to increasing pressure of the SFs and Doda Police, reportedly approached two to three houses for blankets and some eatables. The people obliged the militants but simultaneously informed the troops about their movement in Dumlu Top. The slain militant has been identified as Javed Iqbal alias Matin Ahmed alias Mohammad Usama, a resident of Marmat in Doda District. Matin was stated to be a Post Graduate in Science but had joined militancy on being persuaded by Javed Qureshi, a former ‘divisional commander’ of the HM. The BSF vehicle was damaged during the incident. The troops recovered of a huge quantity of arms and explosives, including four AK-47 rifles, three pistols, 17 hand grenades and 16 anti-mines, on the Line of Control (LoC). Official sources said preliminary investigations have revealed that the consignment of arms and explosives was appeared to have been smuggled from PoK by an advance party of the militant guides in the night and dumped in a small forest at Peeli Pona, very close to the LoC. "Definitely, something major has happened on the LoC. The consignment is too big that at least a group of four to six militants had either crossed or was planning to cross in this side of LoC from across", sources said, adding that troops were already on high alert on the LoC.

Asserting that infiltration of militants from Pakistan and Pakistan occupied Kashmir (PoK) was continuing, Union Home Minister P Chidambaram said in Srinagar that the Centre would start a dialogue process with every shade of political opinion in Jammu and Kashmir for the resolution of Kashmir issue but it will be a "quiet dialogue" and "quiet diplomacy", away from the media glare, till a political solution to the problem is arrived at, Daily Excelsior reported. "There is a political problem in Kashmir and it has to be solved. Prime Minister has made the policy of the Government clear on many occasions. We are not afraid of dialogue… we are not shying away from the talks. There will be a dialogue with every section of opinion on Kashmir problem," Chidambaram said in his address to the All India Editors' Conference. The Home Minister said instead of holding dialogue under the media glare, the process this time will be quiet dialogue and quiet diplomacy for finding a political solution to the Kashmir problem. "The dialogue cannot take place in the glare of the media. There will be no dialogue then … it becomes a show. The dialogue will be held quietly - one-on-one, two people to two people. Let me assure you that it will be quiet diplomacy until we find a political solution. Once the broader contours (of a solution) are arrived at, it will be made public," Chidambaram said. He said the Centre will hold talks with mainstream political parties like National Conference, People's Democratic Party, Congress and other smaller parties. Without naming any separatist outfit, he added that the dialogue process will also include other groups which are not organized and are referred to as extremists. However, the Home Minister declined to answer a question as to whether a formal invitation will be extended to the groups like the All Parties Hurriyat Conference (APHC). On the alleged non-implementation of reports submitted by the working groups formed after Round Table Conference convened by Prime Minister Manmohan Singh in 2005, the Home Minister said "these reports are being absorbed in our Kashmir plan. It is not right that these are being ignored." On the security situation in the State, he said there has been a marked improvement. The number of violent incidents in the first nine months of 2009 was 395, which is the lowest during the corresponding period in the last eight to nine years. He also said the Government's approach to violence in Jammu and Kashmir is of zero tolerance. "There is no place for violence in Jammu and Kashmir. There will be political differences and even voices for secession … we accept that and it is a reality. But whatever the cause, there is no place for violence. There are other ways of airing grievances and mobilizing support for your views through peaceful means," he added. Chidambaram said the main problem in Jammu and Kashmir is posed by the infiltration from Pakistan and PoK where authorities were desperate to push in militants to this side.

The slain militants were identified as divisional commander’ Mushtaq Ahmed Bhat alias Maqsood, Mohammad Rafiq alias Murshad and Mohammad Arshad alias Tahir. Official sources said a noted woman militant, identified as Suraiya Begum, the wife of Maqsood, remained untraced. Officials sources said in the ensuing encounter, three HM militants were killed and a cache of arms, ammunition and war-like stores were recovered from the hideout. The slain militants have been identified as ‘divisional commander’ for Pir Panjal Range, Saquib, and his two close associates Riyaz Poswal and Ishfaq Ahmad alias Adnan. Elsewhere in the State, militants tried to attack the house of Rukhsana, the teenager who along with her brother had shot dead Lashkar-e-Toiba (LeT) ‘commander’ Abu Osama on September 27, 2009, at Kalsian in the Upper Shahdara Sharief area of Rajouri District. The Senior Superintendent of Police, Shafkat Wattali, said the militants reportedly fired rifle grenades targeting the newly set up Kalsian Police Post near the house of Rukhsana at 9.20 pm. Rifle grenades were followed by firing by the militants from a distance. The Police party is reported to have retaliated and after an exchange of firing till 10.10 pm the militants, stated to be four in number, managed to escape. Rukhsana along with her brother and other family members have already been shifted to a protected place by the Police.

However, no loss of life or injuries was reported. The blast was reported to have been caused by a crude explosive device, Senior Superintendent of Police (Doda), Parbhat Singh, said. The blast occurred under a table of the restaurant of Hotel Broadway at Seri Bazaar in Bhaderwah and the crude device was reportedly fitted with fuse and gelatin.

The public sentiment was for peace and peaceful resolution of all problems and the era of violence and terrorism was coming to an end, he added. "When I came to office in 2004, I said our government is committed to having unconditional dialogue with whoever abjures violence. We had discussions with different groups. We had a number of roundtable conferences. All issues were discussed. We tried to give voice to the demands of all sections of the people. We have implemented a number of initiatives as a result of this process," he said at a public meeting in Wanpoh in the Anantnag District of Jammu and Kashmir. "I wish to say again today that we are willing to talk to anyone who has any meaningful ideas for promoting peace and development in Kashmir. We want to carry all sections of the people with us in resolving the political and economic problems of Jammu and Kashmir," he said. Later Dr. Singh inaugurated the Anantnag-Qazigund railway link. The Prime Minister also asserted that India will insist on Pakistan taking action against the terrorist network on its soil. He said, "We will press Pakistan to curb the activities of those elements engaged in terrorism against India. If they are non-state actors, it is the solemn duty of the Government of Pakistan to bring them to book, destroy their camps and eliminate their infrastructure. The perpetrators of acts of terror must pay the heaviest penalty for their barbaric crimes against humanity." Dr. Singh also said it was a misplaced idea that one could reach a compromise with the ideology of terrorists or that they could be used for one’s own political purpose. "Eventually, they turn against you and bring only death and destruction. The real face of the terrorists is clear for the people of Pakistan to see with their own eyes," he opined.

Addressing the media at the end of his two-day visit to the Kashmir Valley, Dr. Singh said: "We are not going to act under any pressure. Resolution of all issues through a dialogue process is in the interests of people of Jammu and Kashmir, India and Pakistan." The Prime Minister was responding to a question whether Centre had offered talks to separatists and Pakistan following wide international interest in Kashmir issue which saw Organisation of Islamic Conference (OIC) appointing a special envoy on Kashmir, statements from Libyan President Moamar Gaddafi and a Saudi Prince and China issuing separate visa sheets to residents of the State. Referring to the OIC move, the Prime Minister said he regretted that the OIC had got into this business. He stated, "We have lodged a protest with the OIC on this account." The Prime Minister said the Centre wanted a peaceful resolution to Kashmir issue on both internal and external fronts. "I made an appeal yesterday (at Anantnag) for dialogue and I hope that it will be reciprocated in the spirit in which it was made. We have to carry all stakeholders with us to achieve a permanent and peaceful reconciliation in Jammu and Kashmir so that we can concentrate on an ambitious development agenda that will lead to a full economic revival and reconstructions," he said. On the Pakistani allegations about India's involvement in fomenting trouble in Balochistan and funding Taliban, Dr. Singh said these allegations were baseless, false and far from truth. He said, "These allegations have no basis. Those who are leveling these baseless charges know it jolly well." About the allegations about Taliban leveled by a senior Minister of Pakistan, he said "nothing can be (more) far fetched. It is far from truth. The fact is that we are victims of terrorism aided and abetted from Pakistani side." On the progress made by Islamabad in probing the Mumbai terror attacks of November 2008, he said "we are not satisfied. We sincerely hope that Government of Pakistan will take effective measures to bring the perpetrators of these attacks to the book."

Ilyas Kashmiri, operational chief of the Harkat-ul-Jehad-al-Islami (HuJI), who was believed to have been killed in a US drone attack at Turrikhel in the North Waziristan Agency of Pakistan in September 2009, has been found alive and was reportedly plotting a major terrorist attack like the November 2008 Mumbai incident (26/11) in India. Ilyas Kashmiri, a resident of Kotli in Pakistan occupied Kashmir (PoK), had operated in the twin border districts of Rajouri and Poonch for a very brief period but was instrumental in directing terrorist attacks in Jammu and Kashmir from across the Line of Control (LoC) from 1999 to 2003. The Army foiled an infiltration bid near the Line of Control (LoC) in Tangdhar sector of Kupwara District on October 29, killing one militant. Defence sources said the intruders were challenged by the troops but they opened indiscriminate firing on the Security Forces. The firing was retaliated by the troops, triggering a gun-battle that lasted nearly 10 hours. One intruder was killed in the exchange of gun fire between the two sides. "The firing has stopped but searches have been deferred till morning. The area has been sealed off to prevent the militants, if any alive, escaping from the area," sources said. The sources said further details of the operation including the group affiliation of the slain militant and his identity will be known on October 30 (today).

Two Pakistani militants of the Jaish-e-Mohammed (JeM) outfit, including a ‘divisional commander’ and his body-guard, were killed inside the house where they had been trapped since October 28-night at Sarhuti Top in the Mendhar tehsil (revenue unit) of Poonch District in the early hours of October 29, Daily Excelsior reported. A Government teacher, Mohammad Mushtaq, who had reportedly given shelter to the militants in his house, has been arrested by the Police. The house was completely destroyed in the fire as explosives stored inside caught fire after being hit by rocket launchers leading to a major blaze. The slain militants have been identified as ‘divisional commander’ Abdul Sattar alias Babbar alias Omar and his body-guard Shahid Khan alias Shahid. Recoveries made from the encounter site include two AK-47 rifles, one Chinese pistol, one wireless set and two AK magazines. According to official sources, Babbar was operating in the twin border districts of Poonch and Rajouri for the last eight years. He was among the militants present in Bhatti Dhar forests encounter in Poonch which had lasted for 11 days from January 1, 2009. Sources also said Babbar was second-in-command after the Jaish chief for Poonch and Rajouri Districts, Dawood, who had been headquartered at Pir Panjal range.

The Pakistan Army violated the cease-fire between India and Pakistan along the Line of Control (LoC) in the Keran Sector of Kupwara District by firing 14 mortar shells to give cover to a column of infiltrating militants on October 30, Daily Excelsior reported. Two militants were killed in the ensuing encounter near the LoC. One of the slain militants is believed to be a Pakistani Army regular as an identity card of Pakistan Army was recovered from him. Sources said the identity card bears the name of Zohaib Niyaz, a soldier of Punjab Regiment of Pakistan Army. "Fourteen mortar shells were fired from across the Line of Control at our positions at around 8.30 PM last night. Simultaneously, some movement was also observed," a Defence spokesman said in capital Srinagar. The Army retaliated the action from Pakistani side by firing small arms and engaged the infiltrators in a gun battle, Defence spokesman Lt Colonel J. S. Brar said. He said bodies of two intruders were recovered from the incident site along with two AK rifles, an Under Barrel Grenade Launcher, one ICOM Radio Set and one Thuraya Radio Set.
