The troops along the LoC intercepted, engaged and eliminated 16 militants and while conducting joint operations, based on actionable intelligence, in the hinterland, 26 militants were killed.

Five persons were injured in clashes with Security Forces (SFs) at Malaknag in Anantnag District on October 1, reports The Hindu. The curfew was extended on October 1 to Pulwama and Shopian District headquarters. At Malaknag, a group of persons defied the curfew and threw stones at SFs, prompting them to fire warning shots, burst teargas shells and use batons. Two persons were injured, officials said. Three persons were injured when SFs lobbed teargas shells and used batons to disperse a group of youths in Baramulla town.

Nine militants and a Policeman were killed in separate encounters in the State, reported Daily Excelsior. Army foiled an infiltration bid at Maidan Behak in the Machhil sector near the Line of Control (LoC) in Kupwara District and killed five militants on October 1. Identity and group affiliation of the slain militants could not be ascertained immediately as the operation was still in progress. A huge cache of arms, ammunition, war like stores and sophisticated communication and navigation equipment were recovered from the encounter site.

On October 2, the month-long operation against a column of infiltrating militants in the Gurez sector near LoC in Bandipora District ended with the killing of one more militant, taking death in the operation to 16, including two Army troopers. "One militant was killed in Baktoor area of Gurez sector this afternoon. With this, the operation against the group of infiltrators from Pakistan-occupied Kashmir (PoK) has come to an end," Army sources said. The operation in Baktoor began on September 5 as. This was the second biggest anti-infiltration operation of the Army in 2010 as a large number of militants were killed in a similar operation in the Hafruda forest area of Kupwara District in May.

Militants abducted brother of a Special Police Officer (SPO) from his house at village Harni in the Gursai area of Poonch District but released him after handing over him after assault in the night of October 3, reported Daily Excelsior. Reports said two unidentified militants stormed into the house of Parvez Ahmed, who was posted as a SPO in Mendhar. While the SPO was not present in his house, the militants abducted his brother Mohammad Naseer and took him to Jabran forests of Gursai. The militants assaulted Naseer asking him to tell his brother to give up the job of SPO.

Two other security force personnel and a civilian were injured in the gun fight which was going on till reports last came in. Times of India reports that the Armed Forces on October 4 once again expressed their reservations against any move to withdraw the Armed Forces Special Powers Act (AFSPA) from trouble-torn Jammu and Kashmir. The Indian Air Force (IAF) chief Air Chief Marshal P V Naik, who is also chairman of the chiefs of staff committee, said soldiers needed "legal protection'' to be effective in the battle against militancy. "I stand by my opinion expressed earlier that a soldier fighting anywhere at the request of the government, and not voluntarily, must have legal protection,'' said Naik, who however added that it was the government's prerogative to take a decision.

The process of removing static bunkers from the city began with the CRPF picket at Magarmal Bagh crossing. The other CRPF bunkers, which will be removed, include the ones at Hazratbal, Soura, Wanihama, Firdousabad, Batamaloo, Aloochibagh, Miskeen Bagh, Sonawar, Shalimar, Barzulla, Karan Nagar, Wazir Bagh, Sazgaripora, Sumkachbal and Palapora. Militants of several groups, including the Lashkar-e-Toiba (LeT), Jaish-e-Mohammad (JeM) and Hizb-ul-Mujahideen (HM), are waiting along the Line of Control (LoC) in a bid to infiltrate into Jammu and Kashmir, an unnamed senior army official said on October 5, according to Indian Express. "Operatives of several militant groups like LeT, Hizb-ul-Mujahideen, JeM and HuJI [Harkat-ul-Mujahideen], are positioned along the LoC and making desperate attempts everyday to cross the border. There are eight to nine militants in each group who keep attempting to get a chance to sneak into our territory," he said. He also noted that once they fail to succeed at one place due to high alertness of Indian troops, they immediately move to other locations to make a fresh attempt. He further pointed out, "Pakistan Security Forces are clearly involved in supporting terrorist activities to create insecurity in Jammu and Kashmir, especially in Jammu region."

Police and Central Reserve Police Force personnel in the night of October 5 shot dead two top militants of the Hizb-ul-Mujahideen (HM) in a fierce encounter at Deedan Gali in the Mahore area of Reasi District, reported Daily Excelsior. One of them, identified as Mushtaq Ahmed alias Irfan, was a ‘district commander’ of the outfit and was among the few longest surviving militants as he was active since 1999 and was involved in more than 10 killings, Deputy Inspector General (Udhampur-Ramban) range Gulzar Singh Slathia said. Irfan’s associate, Shabir Ahmed alias Abu Hamza was also killed in the gun battle. Official sources said Police had a specific input about the movement of two top militants in the area. As soon as they came to the village and started extorting money from the people, they were challenged by the Security Forces and shot dead in a two hour long encounter. A large quantity of arms and ammunition, including two assault rifles were recovered from the slain militants.

Nearly 40 persons were slapped with fresh PSA cases, which include some top separatist leaders like Kashmir High Court Bar Association president Mian Abdul Qayoom and Dukhtaran-e-Millat chief Aasiya Indrabi. Two committees -- comprising the officers from Civil Administration, Army and Police -- have been formed for Valley and Jammu regions to review the areas declared "disturbed" under the Armed Forces Special Powers Act (AFSPA) so that the Act can be revoked from the areas wherever possible. The Government has already decided to release all the students arrested during the fresh series and dropped charges against them following the advice from the Centre.

Asserting that Kashmir was an outstanding issue requiring a political solution, Chief Minister (CM) Omar Abdullah on October 6 said a dialogue process to address the external and internal dimensions needs to be started to resolve the matter. "It (Kashmir) is an outstanding issue which needs to be resolved. It is a political issue and cannot be addressed through development, employment or good governance only," Omar said winding up the two-day debate in the State Assembly on the prevailing law and order situation in Kashmir. Maintaining that separatists alone did not hold key to the resolution of the issue, he, however, said talks have to be initiated with them also. "It is an issue between India and Pakistan in which Jammu and Kashmir was getting smashed in between. An external dialogue process has also to be started," he said. The Chief Minister said nobody has been claiming that the talks should be focused on Kashmir only. "People from Jammu, Ladakh and Kargil, besides the Valley have to be involved in the settlement process and a solution acceptable to them and our neighbours (Pakistan) has to be found," he noted.

Earlier in a written reply to the Assembly, Omar Abdullah on October 6 said his Government had ordered magisterial inquiries into 13 cases of alleged violation of human rights in the State in the past 20 months and taken action as per law in most cases. 13 magisterial inquiries were ordered during 2009-10 to investigate alleged human rights violations leading to the killing of 19 people. He said the inquiries were in progress in four cases while action had been taken in the remaining as required under law. He also said a total of 98 civilians were killed during the unrest in the Valley between June 11 and October 4, 2010. The CM also said Kashmir had witnessed a cycle of violence since April instigated by separatists over alleged human rights violations. He also said a Commission of Inquiry had already been ordered into 17 cases of civilian casualties during law and order disturbances from June 11 to July 29, 2010.

At least three students were injured on October 7 as protestors pelted stones at school buses at two places in Kashmir Valley, where the Syed Ali Shah Geelani led All Hurriyat Conference-Geelani (APHC-G)-sponsored strike disrupted life with shops and business establishments in the main markets closed and public transport off the roads, according to Daily Excelsior. A group of protesters pelted stones at a State Road Transport Corporation (SRTC) bus, carrying students of a private school, at Zindshah Masjid in Rainawari locality of downtown Srinagar, an unnamed Police spokesman said. He said three students were injured and the vehicle was damaged in the incident. Another group of protesters damaged a school bus at Nowshera locality of Soura on the outskirts of the city. However, none was hurt in the incident, he added. Barring these incidents, the situation in the Valley remained by and large peaceful, the spokesman said.

A new phenomenon called 'legal infiltration' is causing concern among security agencies in Jammu and Kashmir as reports emerge that youths are visiting Pakistan on regular visas which are extended to facilitate their basic training in handling explosives and weapons, Times of India reports. The matter came to the fore when Police arrested one person from Budgam who had ostensibly gone across the border for meeting relatives and later extended it by another two weeks during which he underwent the Daura-e-Aam (basic) training being organiszed by Lashkar-e-Toiba (LeT). During interrogation, the youth, whose identity has not been revealed, told the investigators that there were other youths who were using the same modus operandi to get the training facility. In first week, a complete religious course is imparted after which assembling of assault rifles and detonating of grenades are taught. An unnamed senior official said LeT adopted this method and has been targeting educated unemployed youth in the Valley. "We have approached the immigration officials to keep a close tab on youth who extended their visas in Pakistan and the Gulf," the official said.

A Pakistani militant of the Lashkar-e-Toiba (LeT) was killed and his local guide arrested in an encounter with Security Forces (SFs) at Lathishat in the Bomai area of Sopore town in Baramulla District on October 10, reported Daily Excelsior. The slain militant, identified as Ikrama alias Topiwalla, was an 'A' category militant and had been active in North Kashmir area for past couple of years, the sources said, adding, Ikrama was a close associate of top LeT ‘commander’ Abdullah Yuni. The arrested local guide was identified as Showkat Ahmad alias Shawa. This is for the second time that Showkat has been detained by the SFs in identical circumstances as he was earlier arrested during a gun battle near Marble. Singh said that infiltration bids from across the Line of Control (LoC) in Jammu and Kashmir have increased during the last two months, with around 25 such incidents being witnessed in which nearly 40 militants were killed during the period. To deal with the situation, the Army has evolved a strategy under which even if somebody manages to infiltrate the Indian Territory "he gets killed later on", he added. "As far as infiltration is concerned, we have controlled it to a large extent... In the last two months, there have been many attempts to infiltrate and we have achieved a lot of success also in this regard," he told reporters. He, however, did not give the figures preceding August. Talking about the last two months, he said, "we have had approximately 20-25 attempts and the total number of terrorists killed during this period has been about 35-40." Asked about reports suggesting that Hizb-ul-Mujahideen (HM) chief Syed Salahuddin, along with officials of Pakistan Army and Inter Services Intelligence (ISI), has been visiting terror camps situated along the LoC, General Singh said, "Salahuddin is on the other side... We are not worried with whom he goes around. If he tries to infiltrate, he would also be dealt within the same way his accomplices are."

"The arrests were effected during a checking of vehicles at Tangmarg in Kulgam following intelligence inputs about movement of arms and ammunition," a Police spokesman said. He said Police had been monitoring the movements of Mohammad Farooq Deeded and Qasim Jan, wife of Mohammad Bashir Deeded. "The duo were close associates of a Hizb-ul-Mujahideen militant Abdullah Inquilabi of Peer Panjal Range. They were to hand-over a consignment of arms, ammunition and cash to the militant," the spokesman added. The other two arrestees were identified as Nazir Poswal and Mohammad Iqbal Magray. The recoveries made include INR 4 40 000, one PIKA gun, 18 rounds of PIKA ammunition, one Chinese pistol, one binocular and two RPG shells, four AGL shells, two improvised explosive device circuit boxes, one mobile charging apparatus and one kilogram explosive material.

The Centre on October 13 named three interlocutors to hold a sustained dialogue with all sections of people in Jammu and Kashmir, reported Daily Excelsior. Noted journalist Dilip Padgaonkar, Information Commissioner M. M. Ansari and Delhi Policy Group trustee Radha Kumar have been entrusted with undertaking a sustained dialogue “to understand their problems and chart a course for the future,” an official release said. It said all three interlocutors had done credible work in public life and brought with them a significant understanding of political and economic issues, specially in the context of Jammu and Kashmir. “The Government hopes that after interacting with all shades of political opinion they will suggest a way forward that truly reflects the aspirations of the people of Jammu and Kashmir, specially youth,” the release added. Union Home Minister P. Chidambaram said, “We may add one more interlocutor later. We hope that they will begin a process of sustained uninterrupted dialogue with all sections of people of Jammu and Kashmir, especially with youths and students and all shades of political opinion." The terms and references of the panel will be to hold talks with all shades of opinion including mainstream political parties and separatists. The panel will cover views of all the three regions— Jammu, Ladakh and Kashmir. The decision to begin a sustained dialogue and appoint interlocutors was taken on September 25 at a meeting of the Cabinet Committee of Security (CCS), chaired by Prime Minister Manmohan Singh. It was part of the eight-point initiative announced by the Centre after an all-party parliamentary delegation, led by Chidambaram, visited Srinagar and Jammu on September 20 and 21. Daily Excelsior reports that the Government has constituted two Special Task Forces for Jammu and Ladakh regions to examine the allocations in terms of infrastructure needs and make suitable recommendations to overcome the deficiencies. While Abhijit Sen, a Planning Commission (PC) member, will be leading a Task Force on Jammu, Narendra Jadhav, another PC member, will be the chairperson of the team on Ladakh, an official notification said. It said the two Task Forces have been constituted keeping in view the immediate objectives to maintain peace and order and defuse the situation through confidence building measures. The decision on forming of three Task Forces was taken at a meeting of the CCS on September 25. The terms and references of the two Task Forces would be to identify the special development needs of the region and suggest measures to address them and to examine allocations to the regions in terms of infrastructure needs. They will make suitable recommendations to overcome the deficiencies. The Task Forces have been given three months to submit their reports.

Faced with the leadership crisis, decreasing number of Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahideen (HM) cadres and lack of local support in many pockets of the Jammu and Kashmir, the terrorists have made a shift in their operational strategy while over 450-500 trained armed militants are reportedly waiting at the launching pads on that side along the Line of Control (LoC) in the South of Pir Panjal range, reported Daily Excelsior. "There has been a shift in the strategy of militants due to lack of considerable local support from the populace in the hinterland. They are not getting hideouts, food and shelter in the populated areas. Top terrorist leadership has been wiped out and the lower cadre is at the run. They have now changed strategy of mingling with the crowd and processionists, instigate them to resort to violence and stone pelting", General Officer Commanding (16 Corps) and Security Advisor Lieutenant General Rameshwar Roy said at Nagrota, near Jammu on October 13. The Corps Commander also said that the intra-organisational rivalries mostly between LeT and HM have also created problems for them in carrying on their activities. Both the outfits are unable to get new recruits and adequate support from the over ground workers or the local support. The recent spurt in violent crowd in parts of Poonch and Kashmir Valley gave sufficient inputs regarding mixing of such elements with the crowd and indulging in destruction of public property, attacks on forces and instigating youth to stoning, making them their soft targets. While referring to the impact of disturbances in Kashmir Valley, he said that it had a very little effect on this side of the Pir Panjal, which divides the Valley and Jammu region. The protests in Kashmir have disrupted the economy, tourism and other development activities, which otherwise was at peak during 2008, 2009 and first half of 2010. In reply to question he said as per intelligence inputs and intercepts nearly 450-500 trained armed terrorists are waiting to cross over to this side at the launching pads along the Line of Control (LoC) in south of Pir Panjal. There may be almost equal number of militants across the LoC on the north of Pir Panjal but these figures may not be accurate. When asked about the infiltration status in Jammu and Rajouri-Poonch sectors, he said that infiltration attempts have been increased but there was sharp decline in the terrorist violence. There was no let up in the anti-terrorist operations and since January 2010, nearly 227 militants have been eliminated along LoC and the interior areas in the State. He however, claimed that infiltration level was almost zero but in view of human error some times or mountainous topography of the area along LoC in Poonch and Rajouri, a few number may have been able to cross over to this side. When asked about the involvement of women in militancy, he said, "We do not have confirmation about them being active in terrorism but some of them may be working as over ground workers".

The SFs cordoned off Lone Mohalla of Chewan village in the Keller area in the night of October 13 following information about the presence of three militants in the area, official sources said. Search operations were launched in the morning of October 14. As the SFs zeroed in on the target house of one Manzoor Ahmad Lone, where the militants were hiding, the militants opened indiscriminate firing on them. Later, in an encounter that lasted several hours all three militants were killed while the house of Lone was completely damaged. The slain militants were identified as self styled ‘battalion commander’ Jehangir Ahmad alias Jana Khan, Shabir Ahmad alias Abu Sikander and Arif Ahmad alias Abu Umer. An Army officer, identified as Major Prabhat, sustained minor injuries during the operation. In the following encounter, one of the militants was killed while another took refuge in a nearby mosque in an injured condition. Underground since June 2010, Alam, was arrested in Tailbal locality on the outskirts of the city. Alam would be booked under the Public Safety Act (PSA), official sources said. Sources said he carried a reward of INR 5 lakh on his head, adds The Hindu. He was seen as the one who chalked out 10-day protest calendars signed by Syed Ali Shah Geelani, APHC-G Chairman. His five family members were already in PoK. Reports said Abdul Rashid, a resident of Kirni, who was working in a Madarsa in Kirni and collecting funds from the villages, crossed over to PoK from Kalsan village of Kirni. Ex-filtration by Rashid, who was reportedly working as a guide for the militants, was detected by security agencies in the morning of October 20. Subsequent investigations by Police have also revealed that he had managed to cross the LoC over to PoK. Rashid’s wife along with four children, including two sons and two daughters, had already crossed over to PoK in 2006 from Kirni and was staying in PoK, reportedly in camp run by the militants. His wife was used to make calls to her husband quite often asking him to sneak into PoK.

"The tight focus will be for seeking a political outcome so that we put this dispute well and truly behind us," said senior journalist Dileep Padgaonkar, who along with academician Radha Kumar and information commissioner M. M. Ansari, met Union Home Minister P. Chidambaram. Padgaonkar said the Home Minister gave an extensive idea of the mandate for the group. "The mandate, to put very simply, is that our group will hold the largest possible consultations with all sections of opinion in Jammu and Kashmir and the focus of this dialogue is to seek as large area of agreement as you can to get to arrive at a comprehensive, political settlement of the Kashmir dispute," he explained. He said, the panel's approach and focus will be a political one, and "we will, therefore, be engaging with opinion leaders, political leaders, civil society groups and others in order to carry forward this dialogue". "We will be talking also to the political leaders who were part of the all-party delegation to J&K and get a sense of how they assessed the situation. Armed with these wide consultations from the basis of what we learn, we shall then proceed to Srinagar," Padgaonkar said. The team is likely to make its first trip to Srinagar next week. The group of three interlocutors will have a mandate of one year and hold consultations with all sections of opinion in the three regions of Jammu and Kashmir – Ladakh, Jammu and the Kashmir Valley, adds The Hindu.

Singh disclosed on October 21, according to PTI. "Currently, 42 terrorist training camps are located in Pakistan/PoK. Inputs reveal that some new camps have also been established in PoK for undertaking terrorist training," he said in an interview. Pakistan has "invested heavily in the proxy war against India" and there has been "no substantial effort" by it to act against terror groups which operate from its soil and are used as a "strategic tool" by that country. Noting that Pakistan perceives Kashmir as an "unfinished agenda", he said, adding, "It is assessed that Pakistan will continue to foster terrorism against India and the terrorist infrastructure is likely to remain intact in the foreseeable future." Now even women are being trained to wage Pakistan's proxy war against India. General Singh said infiltration has gone up recently and around 600 terrorists are waiting at "launch pads" in PoK along the Line of Control (LoC) and international border to sneak into India. "Launch pads are used extensively for infiltration into Jammu and Kashmirand are located all along the Line of Control and parts of International Border," he said, adding "As on date, approximately 600 terrorists are located in the launch pads, poised for infiltration in the near future." Talking about infiltration, he said it has recently gone up, with 10 incidents being recorded in June, six in July and 33 in August. General Singh felt that about 20-25 infiltration attempts had succeeded, which is indicated by the fact that 12 to 15 terrorists were killed in the last 15-20 days. "This shows people have come from somewhere," he said. Significantly, August witnessed the peak of stone-pelting incidents and other forms of agitation in the Kashmir Valley, which also was being fuelled from across the border. To a question on cease-fire violations by Pakistan in the recent months along the LoC and International Border, he said these are "generally in few specific areas and we are trying to ensure that these remain confined as also reduce altogether." He said the ceasefire has generally been holding out except for a "few aberrations".

Troops launched a search cum cordon operation in the Malroo locality on Srinagar-Bandipora road late in the night of October 20 after receiving information about presence of at least three JeM militants in the house of one Abdul Majid Bhat, official sources said. The SFs started house-to-house search in the morning of October 21 and came under firing from the militants hiding inside the target house. Later, the SFs pounded two houses with mortars in the evening, resulting in the killing of two militants in the first house. The third militant is believed to be buried under the debris of second house, which will be searched today (October 22). "During initial investigations, the slain militants have been identified as Yusuf Bhai and Mumtaz," a Police spokesman said. He said Yusuf Bhai was an improvised explosive device expert (IED) expert and both the slain militants were highly trained. "According to Police sources, they had plans to carry out fidayeen attacks on Security Force establishments in and around Srinagar," he added. Senior Police officials said the militants were trying to infiltrate into the city in order to carry out attacks, hoping to catch the security apparatus off guard as it has been busy dealing with street violence since June 11, 2010. This is the first militant attack in Srinagar since January 6 suicide attack by militants in Lal Chowk area of the City.

"The next 10 days are very crucial. We have information that the militants will try to engage in violence in the run up to the US president's visit to India," a Government official said. The official said, "Militants may also try to attack security forces and public properties before or during the shift of government machinery from Srinagar to Jammu, the winter capital of the State, on November 4 and 5". "At present, there are about 500 active militants in the State, and there also is need for us to step up vigil in the border areas as the threat of infiltration persists," Jammu and Kashmir's Director General of Police Kuldeep Khoda told reporters in Srinagar on October 21. Illahi and Zargar, who had taken aerial route to enter India from Pakistan via Nepal and subsequently reached Jammu from New Delhi where they were arrested, were reported to have disclosed that majority of 1400 militants from Jammu and Kashmir were affiliated with Lashkar-e-Toiba (LeT) and HM outfits while the number of Jaish-e-Mohammed (JeM) militants has considerably gone down as its cadre have mostly diverted to the LeT outfit. The militants had been in Pakistan since 1999 where they had been training the militants after completion of their own training. The arrested militants have been identified as Basharat Ahmed, a resident of Gandoh in Doda District and Musharat Hussain of Kishtwar District. The militants disclosed that they were sent on a confirmed visa and passport by HM leadership from Karachi (Pakistan) to Nepal by air. From Nepal, they entered into India by a bus. They reached Uttar Pradesh and then New Delhi. From Delhi, they reached Jammu by train where they were arrested. The militants were planning to travel to Doda by a TATA Sumo where they had to mobilize local youth into militancy in Doda and Kishtwar Districts and offer them training in handling of weapons in upper reaches. The militants had been promised that a group of militants already operating in Doda and Kishtwar Districts and over ground network of HM will help them in co-ordinating their activities.

Two Rehbar-e-Taleem (ReT, Teaching Guide) teachers were abducted by the Hizb-ul-Mujahideen (HM) militants in Marwah area of Kishtwar District in the night of October 26, according to Daily Excelsior. Official sources said Ghulam Mohammad and Irshad Ahmed were abducted when they were returning from their duties. While Ghulam managed to escape from captivity of the militants, Irshad was still held hostage by the militants. The abductors included Sajjad Ahmed alias Rezwan and Shakir Hussain alias Chota Hafeez besides their two unidentified associates.

Five civilians and three Policemen were injured when stone-pelting protestors clashed with SFs at Bandipora. Four protesters were injured in the clashes in Cement Bridge area of Baramulla town. In Sopore town, a teenager, identified as Aqib Ahmad, was injured when he was allegedly hit by a marble hurled from a slingshot by the SFs during protests. Police arrested Mohammad Altaf Sheikh alias Shera, an alleged stone-pelter from his native Abi Guzar area of Lal Chowk in Srinagar in the evening of October 28, official sources said, reports Daily Excelsior. Shera had been evading arrest for many months now and was instrumental in instigating protests in Abi Guzar area. He was also involved in enforcing strikes called by All Party Hurriyat Conference-Geelani (APHC-G) leader Syed Ali Shah Geelani in Lal Chowk area, the sources said adding he was wanted in many cases of stone-pelting. Elsewhere, shops and business establishments were open and all modes of transport were plying in almost entire Valley, including the summer capital Srinagar, after authorities lifted curfew from Srinagar, Baramulla, Bandipora and Kupwara Districts and APHC-G exempted the day from the purview of its strike calendar. As per the schedule issued by Geelani, there will be no strike on October 29 (today) also.

As reported earlier, two ReT teachers were abducted by the Hizb-ul-Mujahideen (HM) militants in Marwah area of Kishtwar District in the night of October 26. The Security Forces (SFs) on October 30 intensified search operation for four top ranking Hizb-ul-Mujahideen (HM) militants at Aiyyar forests in Navapachi area of Marwah in Kishtwar District of Jammu and Kashmir as more troops were rushed to dense forests in mountainous areas to neutralise the militants, who were holed-up for last six days, reports Daily Excelsior. Official sources said the militants were equipped with sophisticated weapons. The militants, according to intercepts, were identified as Sajjad Ahmed alias Rezwan, Shakir Hussain alias Chota Hafeez and Mohammad Shaffi. Identity of their fourth associate was not ascertained so far. Rezwan and Chota Hafeez were ‘commanders’ of Hizbul Mujahideen outfit while two others were their associates.

''Pressure will definitely be on Pir Panjal Range as passes will close with the onset of winters but we are equipped to meet any eventuality,'' the GOC said.
