National Investigation Agency (NIA), probing August 5 attack on Border Security Force (BSF) convoy at Udhampur, has announced cash reward on six Lashkar-e-Taiba (LeT) and Hizb-ul-Mujahideen (HM) militants through posters in South Kashmir’s Pulwama District, reports Daily Excelsior on October 2. The posters written in Urdu and English, were pasted by the NIA at different places in Pulwama including Kakapora hamlet. The NIA announced cash rewards for informants leading to arrest of these militants which include LeT ‘commander’ Abu Dujana, who is deputy of outfit’s ‘divisional commander’ and Udhampur attack mastermind Abu Qasim. The other militants include Adil Sher Gujri alias Abu Baqir of Handarpora in Kakapora (LeT), Mu’een Kachroo alias Altaf Dar of Hawoora in Kulgam District (HM), Aashiq Hussain Bhat alias Ubaia of Chursoo in Awantipora (LeT), Majid Zargar alias Talha of Qoimoh in Kulgam (LeT) and Manzoor Ahmad Bhat alias Fahadullah of Samboora in Pampore (LeT). The NIA has announced INR 800,000 each on the heads of Dujana, Adil and Mu’een while INR 500,000 have been announced on the heads of Ashiq, Majid and Manzoor. The NIA has given two mobile numbers, an email and a postal address for information sharing. Last month on September 3, the NIA in the same way announced INR 1 million cash reward on Abu Qasim and INR 500,000 on Abu Okasha.

Pakistan’s spy agency Inter-Services Intelligence (ISI) is preparing to escalate the proxy war against India by nurturing terror sanctuaries in Pakistan occupied Kashmir (PoK), Khyber Pakhtunkhwa (KP) and Gilgit-Baltistan, New Indian Express reports on October 4. According to the Indian dossier Pakistan has activated at least 17 terror training camps there. Dulai, a locale in PoK, has undergone a terrifying transformation in two to three years. The ISI, which runs an interrogation centre, has brought hundreds of potential terrorist recruits from various parts of the country to Dulai camps that exist blatantly under state protection. As per the fresh evidence, ISI operationalised two other terror camps in PoK at Maskar-e-Aqsa and Abdullah Bin Masood, both with close links Dulai’s camp trainers. The Lashkar-e-Taiba (LeT) has also been able to keep three terror camps active in KP to train its suicide units. The training camps in KP are Umar Bin Khitab, Garhi Habibullah and Batrasi. The Pakistani Army also has a sizeable presence in Batrasi and Garhi Habibullah, which is an administrative subdivision of the Mansehra District. According to the Indian dossier Pakistan has activated at least 17 terror training camps there. The files state that LeT terrorists have also found a safe haven in Balakot in KP, where sources said recruits from Jaish-e-Mohammed (JeM) are also being trained by retired Pakistan Army officers. The LeT has another camp at Barali, a village and Union Council in PoK. According to the Indian dossier, JeM, is operating a terror camp in Chellabandi in Muzaffarabad of PoK. The most worrying trend for the Indian security establishment is growing firepower of Hizb-ul-Mujahideen (HM), which is fuelling the insurgency in Jammu & Kashmir. HM is operating its training camp from ‘Khalid Bin Walid’ in Muzaffarabad. With cadre strength of at least 1,500 terror modules, it is active in Districts of Bandipora, Baramulla, Anantnag, Pulwama and Rajouri. Sources said they have identified the pugmarks of 26 terrorists affiliated to HM. “Some top terrorist commanders like Anam Ul Haq Malla and Aadil were trained in Muzaffarabad. Along with several modules, they are operating in various areas of Shopian including Molu, Maldara, Kapran and Chak chollan,” a source added. Indian intelligence is also tracking the footprints of HM 'commander' Burhan Din Wani, trained in a camp in KP, is learnt to be operating from HM hideouts in Doodhkulian Forest, Lurgam and Khalil. He is part of six HM modules in Awantipora. The ISI is also supporting seven terrorist sanctuaries and training facilities in Muzaffarabad and KP to support these outfits

Two militants of the Jaish-e-Mohammad (JeM) were killed in an encounter with Security Forces (SFs) in Pulwama District of Jammu & Kashmir on October 4, reports The Times of India. The encounter erupted after a joint team of Police and Army cordoned off Hari village in Tral in Pulwama and started a search operation following an intelligence input, Police said. As the search operation was going on, the militants, who were hiding in the area, tried to break the cordon and opened firing on the forces, Superintendent of Police (SP), Awantipora, Irshad Ahmad said. He said two militants were killed in the encounter. "They belonged to JeM and have been identified as Adil Pathan and Burmi," the SP said.

Four Army personnel and a militant were killed in two separate gun battles in Kupwara District on October 5, while Security Forces (SFs) launched searches against infiltrators, reports Daily Excelsior. Army’s 6 Rashtriya Rifles (RR) launched large scale searches at Tilpatren forest area, near the Line of Control (LoC), in Handwara area of Kupwara District following inputs about the movement of a militant in the area since last few days. On seeing the Army, militants opened heavy fire on them triggering an exchange of fire. In the encounter, four Army personnel, identified as Sepoy Surinder, Sepoy Buta Satyam, Lance Naik Gurdev Singh and Sepoy Surindera, were killed. Reports said that it was freshly infiltrated group of militants which had infiltrated three days ago from the Handwara area of LoC. In another encounter between militants and Army’s 28 RR and 9 Para at Darpora forest area in Lolab of the above mentioned District, a Lashkar-e-Taiba (LeT) 'commander', identified as Usman Tada killed. He hailed from Pakistan and was active in the area since last two years. Gujarat Anti-Terrorist Squad (ATS) on October 5 arrested the kingpin of a drug-trafficking racket from Jammu and Kashmir (J&K), reports The Times of India. Gul Mohammad Jargar alias Gul Jamadar, 65, a resident of Bijbehara town of Anantnag District, was caught from near his residence with the help of J&K Police. ATS alleged that Jamadar was actively involved in "narco-terrorism" and was associated with Ahmedabad-based underworld dons, including Abdul Wahab and the slain Abdul Latif, for peddling drugs in Gujarat. ATS officials on October 6 said their operation to arrest Jamadar had been going on for the past six months. Police said Gul is wanted in cases registered with state ATS; Narcotics Control Bureau (NCB); and Bharuch, Anand and Ahmedabad Police. Gul's name emerged as a supplier after 16.5 kilogram Cannabis was seized in Ahmedabad in 2005. Gul had joined the Central Reserve Police Force (CRPF) as a Constable in 1970 but resigned after four years of service. For the next four years, he worked with J&K Police as an Armed Constable after which he joined a drug syndicate involving ex-armed forces personnel.

The Jammu and Kashmir government on October 5, informed the assembly that 69 people including 35 Security Force (SF) personnel were killed and 199 injured in militancy-related incidents and Pakistani firing in the state this year, reports The Times of India. While 49 people - 29 SF personnel and 20 civilians - lost their lives in militancy-related violence, six SF personnel were among 20 people killed in firing from across the border till September 22 this year, Chief Minister (CM) Mufti Mohammad Sayeed said in a written reply to a question by National Conference legislator Mian Altaf Ahmad. He said 124 people including 71 SF personnel were injured in militancy-related incidents and 75 wounded in Pakistani firing. They included 16 SF personnel. CM Sayeed said in militancy-related violence last year, 35 civilians were killed and 70 injured while 47 SF personnel lost their lives and 84 wounded. The firing from Pakistani side left 14 civilians dead and 101 others injured, while four SF personnel were killed and 16 others injured last year, he said. Further, the chief minister said an ex-gratia relief of INR 34.43 lakh and INR 19.32 lakh was given to the next of kin of those killed and injured in Jammu division and Kashmir division, respectively.

A Police officer was killed in a gun battle at Gund Dachin area of Bandipora District in North Kashmir on October 7, after he intercepted a vehicle in which militants including ‘divisional commander’ of Lashkar-e-Taiba (LeT), Abu Qasim, was travelling to receive a group of militants in the area, reports Daily Excelsior. Acting on information, a Police team from Srinagar headed by Sub-Inspector (SI), Altaf Ahmed Dar, chased Qasim, who was travelling from Srinagar to Bandipora in a TATA 407 vehicle. On reaching Gund Dachin area in the District, the Police team opened fire and tried to intercept the vehicle in which militants were travelling. However, the militants retaliated, triggering a brief shootout. In the brief gunfight, SI Ahmad, was seriously injured and later succumbed to his injuries. The militants, fled from the scene, leaving behind the TATA 404 load Carrier bearing registration No JK05E-1096. The vehicle was seized by the Police. Abu Qasim is the mastermind behind Udhampur attack on Border Security Forces (BSF) that took place on August 5, 2015. He was wanted by National Investigating Agency (NIA) and has INR one million on his head. Indian Security Forces (SFs) have achieved greater success in thwarting terrorist infiltrations from Pakistan this year but at a greater cost as 34 men in uniform were martyred until September as compared to 25 in the corresponding period of 2014, reports The Times of India on October 8. Total incidents at 151 match the levels recorded until September last year and as many as 77 militants were killed over this period as against 78 in 2014, even though civilian fatal casualties are slightly lower at 16 from 19 last year. The latest infiltration figures accessed by TOI show a major decline in attempts, both successful and unsuccessful. In 81 attempts reported until September this year, 32 terrorists were neutralized by SFs manning the Line of Control (LoC) /international border (IB), 37 were forced to return to the Pakistan side and two were arrested. Only 10 militants could successfully cross into Indian Territory. This is in stark contrast to the figures for 2014, when there were 222 attempts, ending in killing of 52 intruders and the turning back of 105 others, even as 65 managed to sneak into Jammu and Kashmir (J&K). However, what is striking is the sharp rise in infiltration over the past two months of August and September, with attempts jumping 33% to 81 by September-end from 61 in July. This is largely attributed to attempts to push in as many militants before winter sets in and the passes get blocked by snow. Attributing the rising component of local recruits vis-a-vis foreign militants in J&K essentially to "falling levels of infiltration", an intelligence operative claimed the stepped-up guard at the LoC/IB limited the successful infiltration attempts to just 10 as compared to 65 in the whole of last year. This has pushed up the percentage of local terrorists as part of the total numbers active in the Valley. Union Home Ministry sources said around 200-220 terrorists/militants, both local and foreign, are estimated to be holed up in the Valley. Though they possess arms, not many are actively engaging the SFs in encounters. "This could be due to their poor and inadequate training. Earlier the militants could exfiltrate and train at camps in Pakistan occupied Kashmir (PoK), but the heightened vigil by Indian forces at the border has made this a difficult proposition... not many local recruits are well-versed in the use of arms, which has made them less of a worry to the security agencies," a senior officer in the security establishment told TOI. Sources said much of the local recruitment was taking place in Tral and Pulwama. "Many of the new recruits are unable to adapt to the hard life of a militant that involves living in the jungles... they are not as committed or hardened and there have been some cases of these terrorists wanting to return to their families," said the officer.

Moreover, the Police Modernization grant being given by UMHA has fallen victim to inordinate delay in furnishing of pending Utilization Certificates (UCs) of previous financial year despite the fact that crucial period of current financial year has already lapsed. Official sources said that J&K Police is grappling with unprecedented deficiencies in infrastructural facilities mainly at Police Station and Police Post levels, which otherwise are first contact points for the people in distress. “Due to these deficiencies, the efficient and effective police functioning at these two important levels remain at stake and as primary function of watch and ward, patrolling and surveillance is getting hampered”, sources further said. The intensity of the deficiencies can be gauged from the fact that 18 Police Stations and 103 Police Posts across the State are presently without own buildings. Moreover, numerous Police Stations and Police Posts are without reception, interrogation room and rest rooms. Even huge number of Police Stations and Police Posts lack desired level of mobility facilities thereby hampering the functioning of Jammu and Kashmir Police, which is not only vested with the responsibility of ensuring basic policing but also the task of maintaining hawk’s eye on the activities of anti-national elements, sources revealed. Notwithstanding the fact that cops require adequate number of barracks, State Government has failed to provide them this vital facility, sources said while disclosing that there is a shortfall of around 100 barracks for the State Police Force against its actual requirement. “The Police Force is facing these and other deficiencies despite the fact that Bureau of Police Research and Development (BPRD), which comes under UMHA, has a number of times stressed that adequate steps should be taken by the J&K Government for providing all requisite infrastructural facilities”, sources added.

Security agencies in Kashmir are grappling with a growing number of youths joining the militant ranks and the authorities are nipping these attempts in the bud by identifying the probable recruits on the basis of their activities. A case in point is Pulwama District where 24 boys were dissuaded by the Police in just two months. On September 24, at least 16 boys were handed over to their parents. A top counter-insurgency officer told The Hindu on condition of anonymity that HM commander Burhan Muzaffar Wani (22) was a “motivation for some of these boys.” “The video of Burhan and online activism did play a role in attracting these youths to militancy. Many youths were attracted to militancy after listening to separatist leaders’ speeches at the funeral of slain militants,” he added. “The J&K Police have a separate wing to track the online activities of these young men. While some operate with pseudo-identities, some are genuine accounts. Mostly they belong to Tral, Pulwama and other parts of south Kashmir. They are being counseled and dissuaded from joining the militant ranks,” said the UHM official in Delhi.

In an exclusive interview to Excelsior, Lt General Dua said that for past few weeks their attempts to infiltrate have increased ahead of snowfall that closes the mountain passes. “Just before snow sets in, they keep trying to push in militants. There are over 300 militants who are ahead on the launch pads waiting to be launched. But unfortunately for them, they are not finding an opening. The infiltration that happened this year is negligible and whatever does get through shallow area is being caught there”, he added. The GOC said that due to coordinated efforts and multi-tier counter infiltration grid militants are finding it difficult to infiltrate and in frustration they create some incident on the LoC. “Because of our coordinated, multi-tier counter infiltration grid, they are not able to get through in the numbers they want to. The operation was still on with troops trying to eliminate rest of the militants, who were making desperate attempt to infiltrate into the Indian Territory by resorting to firing on the troops. The operation could resume tomorrow (October 15), morning, as weather was very dark along the LoC in Balnoi tonight (October 14). Latest reports indicated that the remaining militants hadn’t retreated so far to Pakistan occupied Kashmir (PoK) but could make an attempt to return in the midnight in view of heavy presence of troops on Indian side of the LoC. In a major step towards curbing terrorism and expediting investigations in terror related cases, the Union Ministry of Home Affairs (UMHA) on October 14, has given its nod to set up a separate and exclusive office of National Investigating Agency (NIA) for four States of Northern India, which will be headquartered in Jammu, reports Daily Excelsior. This will be fifth office of NIA in the country, which presently has four offices including Mumbai, Kolkata, Lucknow and Kochi, having it’s headquarter at New Delhi. Official sources said that the UMHA has given nod for setting up of an independent office of the NIA at Jammu to cover four North Indian States of Jammu and Kashmir, Punjab, Himachal Pradesh and Haryana. At present, all these States were being covered by New Delhi headquarters of the NIA by deputing their officials for investigations and raids, wherever and whenever required. “The exclusive office for Jammu and Kashmir with area of operation extended to three more States, which were peaceful and almost free of militancy, was necessitated following recent terror attack at Udhampur and Dinanagar in Gurdaspur, Punjab, bordering Kathua district of Jammu region, followed by Lashkar-e-Toiba (LeT) network in Kashmir, where an alive Pakistani militant was arrested after the apprehension of Pakistani Mohammad Naved from Narsu encounter in Udhampur district on August 5,” sources said, adding the proposal was mooted immediately after the terror attack at Udhampur in which two Border Security Force (BSF) personnel were killed and scores of others were injured.

Pakistani terror outfit Lashkar-e-Toiba (LeT) has now developed an exclusive mobile application for its operatives active in Jammu and Kashmir (J&K) and elsewhere to make their communication secure, a report said on October 14, reports Zee News. As per a report published in The Hindustan Times, the new mobile application will help the LeT operatives in keeping their communication highly secure. The application allows the user to make phone calls and send text messages to other users who have the same application installed on their devices. This was confirmed by a central counter terror official who said that captured LeT terrorist Mohammad Naved alias Usman had revealed during his interrogation that his ‘commander’ in the Valley, Abu Qasim, was using an application on his mobile to stay in touch with his handlers and other operatives. Naved also confirmed that the mobile application was specially developed by LeT for its operatives. The official also said that they suspect that the app is running on a separate server that may be installed in Pakistan. Technical experts at National Investigating Agency (NIA) are trying to get more details about the application, added report. It is not the first time LeT has shown innovation in using communication tools. During the 26/11 Mumbai attacks, LeT ‘commanders’ sitting in Karachi used Voice over Internet Protocol (VoIP) service to stay in touch with their attack squad in India’s financial capital, Mumbai. Later, there were also reports of LeT developing an exclusive VoIP for its field operatives.

According to a report , Bandipora area in North Kashmir, that was militancy free since 2008, has become active once again for past over a month as there are reports of LeT militants establishing a base in the forests of the border District. Since 2008, there was no militant presence in Bandipora while adjacent Sopore was hot. But of late, Security Forces (SFs) have regular inputs of militants of LeT making movements in Bandipora as they have established base in the forests of Bandipora. A senior Police officer told Excelsior that since SFs have put pressure on them due to which they failed to make Sopore as their base which was earlier used as transit for several years. He said that LeT was trying to make inroads in Sopore but they failed due to sustained pressure. An Army Officer said that Army and Police conducted massive operations since May this year in North Kashmir forests putting pressure on the militants. “So far we have killed 54 militants in North Kashmir including those killed on the Line of Control (LoC) while infiltrating”, he said. SFs have reports that at least 12 militants of LeT are operating from the forests of Bandipora area in North Kashmir for past two months. These militants are believed to have shifted to Bandipora forests recently after intense pressure in other forest areas of North Kashmir where massive operations are on since May this year.

Inspector General of Police (IGP), Jammu Zone, Danish Rana, said, “We were tracking them. The area has been free of militancy for the past several years. These two special police officers (SPOs) had run away with weapons but we eliminated them within shortest period.” The slain SPOs, who had joined the Hizb-ul-Mujahideen (HM) in the first week of September, were identified as Ghulam Nabi Mangnoo alias Maulvi code name Gulla Tailor, and Riaz Ahmed. Mangnoo was first arrested in 2010 when he was working as ‘district commander’ of the Lashkar-e-Taiba (LeT). He later joined the Police as SPO. Ahmed was working with the HM in 2010. On the night of September 7-8, the duo fled, along with an AK rifle and an INSAS rifle with 60 and 70 rounds, respectively, and joined militancy. Two Hizb-ul-Mujahideen (HM) militants, identified as Irshad Ahmad and Adil Khanday, were killed in an encounter at Manzimpora in South Kashmir’s Shopian District on October 22, reports Daily Excelsior. Army’s 62 Rashtriya Rifles (RR) and Special Operations Group (SOG) of Jammu and Kashmir (J&K) Police had launched a joint cordon-and-search operation in apple orchards in Manzimpora area of Shopian, when Militants hiding in the area opened firing on Police and Army leading to a gun battle. A large quantity of arms, ammunition and other war like stores has been recovered from the slain terrorists. Senior Superintendent of Police (SSP) Shopian, Altaf Khan, said Adil Khanday was A-category militant and was active in the area for past 3 years and Irshad Ahmad who had done Masters in Islamic Studies was active for one year. This was the first major incident on the IB after the Director General level talks between BSF and Rangers from September 9 to 12 for four days in New Delhi. Official sources said the Rangers first opened firing at Mangu Chak in Samba sector at 5.10 pm targeting the labourers, who were repairing fence along the IB in forward areas. The Rangers directly targeted the labourers, killing one of them, identified as Raj Kumar, a labourer from Chhattisgarh, and injuring two others, identified as Baldev Singh, a resident of Ferozepur in Punjab and Bhagwat Prashad, a resident of Chhattisgarh. While initial spell of firing stopped at 5.40 pm, the Rangers resumed firing at Mangu Chak, Kheora, Chalyarian, Chak Durma and Regal in Samba sector again at 8.45 pm prompting immediate retaliation from the BSF. The Rangers also fired mortar shells on forward Indian post during ceasefire violations.

Nearly 15 border villages and over dozen Border Security Force (BSF) posts were being targeted in the two sectors, drawing appropriate and adequate response from the BSF, which was anticipating such a misadventure from Pakistan after last night’s (October 23) shelling. Sources said Police sent bullet-proof bunkers to shelling hit villages. A woman Kailasho Devi (52), resident of Mawa in Samba was seriously injured after a mortar shell fell inside her house. Another civilian Pritam Chand (45) was injured in the same village. General Officer Commanding (GOC) of Army’s 15 Corps, Lt General Satish Dua, said in Srinagar that there will be a desperate bid from militants to infiltrate into Kashmir before the mountain passes are blocked with winter snow. “Almost all the infiltration attempts are getting frustrated. There, however, will be a push by infiltrators, the last ditch effort, before the passes close,” Lt Gen Dua said. The GOC claimed that the counter infiltration grid is very strong, which is preventing militants from crossing into Indian Territory. The Army officer said that they have intensified patrolling, operation and surveillance along the LoC so that militants are denied entry into Kashmir. He said that this is crucial phase and Army is maintaining alertness along the LoC. Lt General Dua said there has been a spurt in the number of local Kashmiris joining the militancy. He said there are 229 militants at present active in Kashmir, 51 of whom are foreigners. “More locals are joining… there are seven foreign terrorists in South Kashmir and 44 in North Kashmir,” he added.

Army’s 44 Rashtriya Rifles (RR) and Special Operations Group (SOG) cordoned off Drabgam village of Pulwama after they received specific information about the presence of militants in the village. Militants opened fire on the troops during cordon and search operation leading to a gun battle. The Security Forces (SFs) killed both the militants, identified as Afaq-Ullah-Bhat of Karimabad and Abdul Manan Dar of Amarbugh, Shopian, while a JCO, KVS Reddy, of 44 RR, injured in the encounter, later succumbed to injuries. Both the militants were associated with HM and appeared recently in pictures and videos of the militant outfit in which their commander Burhan Wani was also seen. They were part of the HM militant group headed by Burhan Wani of Tral in South Kashmir. Reports said that one of the militants Manan Dar had joined militancy in May this year and was active since then. SFs have recovered two AK-47 rifles from the deceased militants.

Meanwhile, as nearly 3000 people migrated from border villages of Samba sector finding no let up in heavy mortar shelling and firing by Pakistani Rangers, the administration on October 26, opened about 20 Government buildings and religious places to accommodate the migrants while 30 Border Security Force (BSF) posts and 24 villages remained under constant shelling and firing intermittently throughout the last night (October 25) till early hours of October 26, reports Daily Excelsior. There was no let up in heavy mortar shelling and firing by the Rangers in Ramgarh, Samba, Hiranagar and Kathua sectors throughout the last night (October 25). The shelling and firing intermittently continued till 7 am on October 26. Nearly 24 villages and 30 BSF posts were targeted by the Rangers, who expanded area of mortar shelling and firing from Samba to entire Hiranagar, Kathua and parts of Ramgarh sectors. However, after firing two heavy mortar shells in Arnia sector, the Rangers didn’t fire again in the sector. The forward villages, where massive shelling and firing was reported included Paharpur, Chor Gali, Pansar, Manyari, Bobiya, Chandre Chak, Patti and surroundings in Hiranagar and Kathua sectors, Benglard, Mangu Chak, Mawa, Chalyari, Chechwal, Regal, Khowara, Sadoh and Sadho Camp in Samba sector. Security Forces (SFs) launched a massive operation after a brief encounter with a group of Lashkar-e-Taiba (LeT) militants in the forests in Bandipora District of North Kashmir on October 27, reports Daily Excelsior. An Army search party was fired upon by a group of 3-4 LeT militants in the Serinder Kudara forest area of North Kashmir’s Bandipora District, where the LeT militants had established a base for past two months. After a brief encounter with the Army, the militants, however, managed to escape due to dense fog in the area. SFs recovered two pouches during the operation which militants had left behind while fleeing. Later, more troops of Army’s 14, 27 and 13 Rashtriya Rifles (RR), 7 para-commandos, Central Reserve Police Force (CRPF) and Special Operations Group (SOG) of Jammu and Kashmir Police launched a massive operation against the militant group.

The former military ruler also asserted that terror leaders like Osama bin Laden and Ayman al-Zawahiri were Pakistan’s “heroes” but later became “villains”. “In 1990s the freedom struggle began in Kashmir…At that time Lashkar-e-Taiba (LeT) and 11 or 12 other organisations were formed. We supported them and trained them as they were fighting in Kashmir at the cost of their lives,” Musharraf said in an interview to Dunya News. The former army chief’s remarks came while responding to a question about demand for action against LeT’s Hafiz Saeed and Zakiur Rehman Lakhvi. He said Saeed and Lakhvi-type people enjoyed the status of heroes at that time. “The Kashmiri freedom fighters including Hafiz Saeed and Lakhvi were our heroes at that time. Sources said these LeT militants who are 17-20 years of age are highly trained and Qasim carried them last week (October 19 – 25) from Bandipora to South Kashmir where they have formed several small modules. SFs have launched massive operation against this new LeT group in South Kashmir but they are believed have formed small modules with two foreigners in each group. Two students of a Government school were booked for allegedly raising pro-Pakistan and anti-India slogans in Rajouri District on October 30, reports The Hindu. “Around eight students of a particular community studying at Government Higher Secondary School in Sialsoi village raised pro-Pakistan and anti-India slogans after they came out of their classes after an exam on Thursday (October 29),” a Police officer said. He said that a group of around 50 persons reached the school on Friday (October 30) morning and forced the closure of the school authority. However, on the intervention of the Police, the school functioned normally. “The two students have been identified and we are trying to arrest them. Violent protests broke out in Srinagar on October 30, after Friday prayers after Security Forces (SFs) disallowed a requiem prayer for the Lashkar-e-Taiba (LeT) ‘commander’, Abu Qasim, who was killed in an encounter in Kulgam District on October 29, reports The Hindu. Protesters, mainly youths, took to the main entrance of the Jamia Masjid in the old city and tried to offer prayers for the militant. Some youths flagged the banners of Hizb-ul-Mujahideen (HM) ‘commander’ Burhan Wani, who is still active in south Kashmir. The protesters hurled rocks and threw back tear-gas shells at the SF personnel. Scores of people, including SF personnel, were injured in the clashes. There were protests and spontaneous shutdown in the three Districts of Kulgam, Pulwama and Anantnag in south Kashmir over the killing of Qasim.

The Inspector General (IG) of Central Reserve Police Force (CRPF), Atul Karwal, on October 31, said that the militancy in Jammu and Kashmir has suffered major setback in last two months due to eliminations of key commanders, reports Daily Excelsior. “The security forces have neutralized 24 militants including top commanders since September. Some other militants were also killed due to infighting. So, for sure they have suffered heavy losses,” the IG said. Karwal said the CRPF, which is actively assisting Army and Police in counter-insurgency operations, is increasing its capabilities to battle militancy. He said the militants are now using social media to lure local youths towards militancy. “The recent rise in local recruitment is a result of militants’ online propaganda. However, the militancy related incidents are on decrease and we are maintaining continuous pressure on them,” he said.
