As reported earlier, a new outfit, the Lashkar-e-Jabbar has announced that it would use violence to implement its directive that all Muslim women adopt an ‘Islamic dress codes’. The intelligence reports have reportedly observed that when implemented, it will be easier for the terrorists to launch attacks wearing the ‘burqas’. The intelligence reports have reportedly added that Lashkar-e-Jabbar was also receiving overt and covert support from the Pakistan-based Haqqania Madrassa, which in turn was funded by wealthy Pakistanis and other Muslims living in West Asian countries. The Haqqania Madrassa is also reported to have secured support from the Saudi terrorist, Osama bin Laden, currently based in Afghanistan. Laden is also suspected to be aiding the Lashkar-e-Jabbar.

The officer added that drugs have been found in the possession of most fidayeen who were either arrested or killed. These fidayeen largely hail from Afghanistan, Pakistan’s North West Frontier Province (NWFP) and Sudan. The IG also told a group of visiting journalists that with relentless counter-insurgency operations by the security forces (SFs), the present scenario indicates that terrorists are unable to secure local support and are also finding it difficult to establish their hideouts in towns and villages and are hence operating from the higher ridges which too are guarded by troops thus foiling their attempts to reassemble and dump their stock of arms, ammunition, explosive and logistics. Naresh Mehra also observed that a well-organised motivation drive has been launched by the Jamaat-e-Islami (JeI), an Islamic socio-religious organisation to lure the unemployed youth for joining various militant outfits. Providing further details to a shift in the terror tactics, he indicated that terrorists have now commenced operating in larger groups of eight to 10 members to attack isolated SF posts in order to inflict maximum casualties. Later, in December 1999, he was released in Kandahar, Afghanistan as part of the terrorist-hostage swap that followed the hijacking of Indian Airlines Flight IC-814. British security agencies suspect that Sheikh has links with Osama bin Laden, the prime suspect in the September 11, 200- terrorist attacks on US targets. Reacting sharply to the proscription of the Students Islamic Movement of India (SIMI), senior All Party Hurriyat Conference (APHC) leader and Jamaat-e-Islami (JeI) ideologue Syed Ali Shah Geelani said, in Srinagar, on September 29, that the ban amounted to ‘execrating’ Islam. While terming the ban as "communal, criminal and even against the Constitution of India" he added that "communal" parties like the Bajrang Dal and the Rashtriya Swayam Sewak Sangh (RSS) should also have been banned as they were operating "freely and fearlessly on communal agenda". According to him, "There should be no ambiguity that banning SIMI is directly smudging Islam. Islam is not a physical entity. It is a way of life being represented by mosques, socio-religious organisations and Islamic schools. If these are attacked, Islam is directly attacked." Disclosing that he has a close association with SIMI, Geelani said he had attended several congregations of the organisation in the recent past.
