A delegation comprising Jammu and Kashmir Democratic Freedom Party leader Shabir Shah, Kashmir Committee Convenor Ashok Bhan and news paper editors Dileep Padgaonkar and M J Akbar met with Union Defence Minister George Fernandes, in New Delhi, on September 1. The delegation apprised Fernandes about their stand on the Kashmir issue and the seven demands put forward by Shabir Shah as confidence-building measures. After the meeting, Shah expressed the hope that the dialogue process would continue. Shah, who has been camping in New Delhi since August 28, has been meeting various political leaders to discuss his party’s stand on the Jammu and Kashmir problem, including participation in the forthcoming State Legislative Assembly elections.

Two AK assault rifles and some ammunition were recovered from the encounter-site. Another JeM terrorist was killed during a separate encounter in Walkul-Lalpora, Kupwara district. A security force (SF) personnel was killed and another injured, too, in the encounter. Some arms and ammunition were also recovered from the incident-site.

Jammu police, on September 1, meanwhile, destroyed a wide network of the Lashkar-e-Toiba (LeT) spread over four districts––Jammu, Poonch, Rajouri and Doda––by arresting five front-ranking terrorists of the group and recovering a large quantity of arms from their possession. According to a media report, the existence of the Lashkar module came to light during the interrogation of Zulfikar alias Abu Jehad alias Mir Hussain, a Pakistani terrorist of the outfit, who was arrested from the Ustaad Mohalla locality of Jammu, on June 15. Official sources indicated that Zulfikar had reportedly succeeded in setting up the LeT network in Jammu, Poonch, Rajouri and Doda districts within a very short span of time. He was in the process of establishing LeT units in Kathua and Udhampur districts when he was arrested.

"In view of the law, all detainees who are permanent residents of Jammu and Kashmir State shall not be lodged in jails outside the State", ordered a single bench comprising Justice Muzaffar Jan. The petition had been filed on behalf of Geelani, currently lodged in Birsa Munda Central Jail, Ranchi in the State of Jharkhand. As reported earlier, Geelani was arrested on June 9, 2002, under the Prevention of Terrorism Act (POTA) from Srinagar and shifted to the Ranchi jail. The entourage was proceeding to attend the funeral of slain Jammu and Kashmir State Law Minister Mushtaq Ahmed Lone, following his assassination by terrorists a day earlier at an election rally, in Tikkipora village, Lolab. Briefing presspersons, Deputy Election Commissioner Sayan Chatterjee said, "Taking all factors into consideration and the arrangements made for the polls, we are satisfied with the turnout in the first phase". Giving the district-wise figures of polling percentage, he said in Poonch recorded 48 per cent; Rajouri 47 per cent; Kargil 67 per cent; Baramullah 37 per cent and Kupwara 40 per cent. But in Sopore in Baramulla, only three to five per cent of the electorate cast their votes. Asked whether the Kashmiri migrants voted, he said out of the 55 persons registered in Delhi, 14 had voted. In Jammu, out of the 4,189 persons registered, 1,643 had voted and in Udhampur out of the 321 registered, 135 voted through Electronic Voting Machines (EVMs).

When reports last came in, a search operation was in progress in Katarmal forests to track down a group of 20 to 25 terrorists hiding in the area. According to media reports, initially the terrorists had taken shelter in three houses, but later escaped to the Katarmal forests after SFs commenced cordon and search operations. As the SFs headed for Katarmal forests, they were attacked by the terrorists and in the ensuing encounter two terrorists and an SF personnel were killed. Later, in a resumed encounter, five more SF personnel including, a Junior Commissioned Officer (JCO), and a terrorist were killed. While two SF personnel were injured in this encounter, four civilians are reported to have been killed in the cross firing. Official sources said a group of 20 to 25 terrorists had infiltrated into India from the Line of Control (LoC) on September 15 with a view to disrupting the ongoing electoral process.

Official sources in south Kashmir said the terrorist lobbed a hand grenade at the paramilitary-guarded house of Sakeena Itoo at Damhal Hanjipora in the Kulgam area. However, it failed to explode and no one was killed or injured. This was the second attempt on her in the last week. As reported earlier, unidentified terrorists, on September 15, set-off an Improvised Explosive Device (IED) explosion at Dhanow Kandimarg village near the Pir Panjal range, south Kashmir, where she had gone for campaigning. Minister of State for Tourism and ruling National Conference (NC) candidate from the Noorabad Assembly constituency, Sakeena Itoo, escaped another attempt on her life on September 21. Unidentified terrorists set off an Improvised Explosive Device (IED) blast and ambushed her motorcade at Mirhama in Kulgam when she was on the way to her residence in Damhal Hanjipora in south Kashmir. The IED missed the intended target and hit an escort vehicle, killing one Central Reserve Police Force (CRPF) personnel and injuring six others. Terrorists and the Minister’s escort personnel exchanged gunfire after the blast and official sources later said six civilians sustained injuries in the blast and consequent firing. One of these civilians, a resident of Mirhama, later succumbed to his injuries. This was the fourth assassination attempt on Minister Itoo since August 2002.

Official sources said a group of six terrorists were spotted in Mengana forests by SFs deployed at forward locations. Even as the terrorists were asked to surrender, they resorted to indiscriminate firing, In the ensuing encounter, five of them were killed while one managed to escape. Media reports said terrorists carried out approximately 30 attacks on polling stations and security forces (SFs) since September 30 night to disrupt the third phase of polling to the State Legislative Assembly, on October 1, in Pulwama and Anantnag districts of Jammu and Kashmir. Seven security force (SF) personnel were killed in Pulwama district when a vehicle carrying a unit of the 47th battalion of the Border Security Force (BSF) returning to Awantipora was targeted at Graogund in Sangam-Awantipora belt. The vehicle was blown-off in the powerful explosion. Another SF personnel sustained critical injuries in the attack and was admitted to at a hospital. No terrorist outfit has yet claimed responsibility for the attack.

With the third phase of polling to the State Legislative Assembly being conducted in Anantnag and Pulwama districts in south Kashmir, on October 1, today, terrorists launched a number of rocket and grenade attacks on security forces and polling stations on September 30. Terrorists lobbed a hand grenade at a polling station at the Government Primary School, Ariguthan, in the Damhal Hanjipora area of Noorabad constituency. Two SF personnel were injured in this incident. Within five minutes of the blast, terrorists hurled another grenade on the polling station at Middle School, Awdora, in the adjacent Kulgam constituency. It exploded inside the protected premises, causing injuries to two Border Security Force (BSF) personnel. In a separate incident, a polling station situated in the Government Primary School at Halan, Kokernag, was set ablaze.
