Akmal Hashim, a terrorist of Pakistani nationality, arrested from the Damal Hanjipora area of Jammu and Kashmir on August 23, was flown to Mumbai on September 2, according to The Hindu. Affiliated to the Al-Badr outfit, Hashim is to be questioned for his possible role in the July 11, 2006-serial bomb blasts in Mumbai. According to Hashim's interrogation report, a group of Lashkar-e-Toiba (LeT) terrorists with whom he had been billeted in the Gool-Gulabgarh high-altitude forests of Udhampur claimed organisational responsibility for the bombings. "Mujhe Lashkar ke bhaiyon ne bataya ki hamney blast karaye [the Lashkar brothers told me that their organisation had executed the bombings]," the report records Hashim as saying. Hashim, belonging to the Gujrat town in Pakistan, served as a Lance Naik in the Pakistan Army until 1996. After resigning from the Army, he reportedly joined the Al-Badr.

Meanwhile, a few days after the recovery of Al-Qaeda chief Osama bin Laden’s provocative CDs from village Gursai in the Poonch district from an encounter site, SFs have now seized CDs of Lashkar-e-Toiba (LeT) chief Hafeez Mohammed Sayeed from the possession of another group of infiltrators in the same district. After viewing and hearing both video and audio CDs, official sources told Daily Excelsior that Saeed was heard provoking the local youths of Jammu and Kashmir to join the Jihad as strength of their cadre, undergoing arms training in Pakistan and Pakistan occupied Kashmir (PoK), was dwindling. Sources said this is for the first time that audio and video CDs of Hafeez Sayeed have been seized from the possession of slain terrorists during the 17 years of militancy.

He was identified as Tasleem Ayaz Rather alias Farzar Gohar alias Shahjar Khan, a resident of Thannamandi in the Rajouri district. "The militant reportedly left Mumbai following increased pressure of police in the wake of July 11 serial blasts in which nearly 200 people were killed and scores others were injured", official sources said. Senior Superintendent of Police (Rajouri), Farooq Khan, confirming the arrest, said police was trying to ascertain whether he had any role in the Mumbai blasts as he was reported to be operating there when the serial blasts occurred. "Of these, the Hisari and Batrasi camps are located in Mansehra district while a third camp is located in Boi in district Abbottabad," Herald reported. It quoted unnamed sources to say that thousands of other terrorists were confined in camps run by half a dozen smaller Kashmiri groups or predominantly Pakistani outfits like the Lashkar-e-Toiba (LeT), Jaish-e-Mohammed (JeM) and Al-Badr Mujahideen in the frontier and Pakistan occupied Kashmir regions. The report quoted an unnamed Islamabad-based militant leader as saying that the top brass of the Inter-Services Intelligence (ISI) had "conveyed to the Kashmiri militant leaders in January 2006 that they should not even think of crossing the Line of Control (LoC), armed or unarmed." It said the official funding traditionally made up the "bulk" of the financial inflows of these groups. Quoting "knowledgeable sources", the Herald said "until recently”, small groups like the Tehrik-ul-Mujahideen, Al-Umar Mujahideen, Jamiat-ul-Mujahideen, Al-Fatah, Al-Jihad, Al-Barq, Tehrik-e-Jihad, and Islamic Front were receiving between 400,000 and 700,000 rupees a month. "We see that levels of violence have come down during the past two years. Things have improved substantially since our coalition Government came to office. However, deliberate attempts are being made to portray the picture as otherwise," he said addressing a conclave of Congress party Chief Ministers in Nainital. Describing as "worrisome" the activities of externally sponsored terrorist groups, the Prime Minister warned of a spurt in suicide attacks targeting religious, economic and sensitive institutions in the country. He termed as disconcerting reports that suggest the existence of a number of terrorist modules and sleeper cells in some urban areas which provide the backup for foreign terrorist outfits. "The activities of externally-sponsored terrorist outfits is equally worrisome. Their involvement has grown… The concern is that there could be a further intensification involving greater use of Fidayeen [suicide squad] elements and targeting of a wider range of religions, economic and sensitive objects," Dr. Singh said.
