The fund raiser and ‘divisional commander’ of Hizb-ul-Mujahideen (HM), Waseem alias Talib Lali, and two others, identified as Abdul Rashid Lali and Showkat Ahmad Mir, were arrested from Ajas area in Bandipora District on September 4, reports The Times of India. Lali diverted money out of relief funds collected by a HM-affiliated Non Governmental Organization (NGO) to terror activities. According to the National Investigation Agency (NIA) case, which was registered in September 7, 2011, Lali is allegedly involved in "procuring regular and systematic funding from across the border for HM for the purpose of promoting terrorist activities in India". The funding from across the border is allegedly being routed through Jammu & Kashmir Affectees Relief Trust (JKART), a frontal organization of HM, added the NIA. NIA's First Information Report (FIR) says JKART, which has its head office in Rawalpindi city of Punjab Province in Pakistan and branches in Islamabad (Federal capital of Pakistan) and Muzaffarabad in Pakistan occupied Kashmir (PoK), has pumped in over INR 80 billion into the Valley in the name of relief and rehabilitation work but diverted a major chunk to finance terror. Founded in 1990, the JKART runs refugee camps in PoK.

Army has completely exposed Pakistan’s deceptive strategy on the LoC opposite twin border Districts of Poonch and Rajouri, where it had constructed launching pads and fortified bunkers looking like the civilian houses with a view to target forward Indian posts, reported Daily Excelsior on September 6. Sources said the Pakistani posts and fortified bunkers were exposed during heavy firing and shelling from across the LoC, which was going on in Poonch sector for past about one month now, when troops observed movement of Pakistan Army personnel and militants coming out of some of the houses especially opposite Balakote and Mendhar sectors.

The three have been identified as Tawseef Ahmad Bhat, Mohammad Yousf Sofi and Tariq Ahmad Mir. "These three do not have any previous record of militancy. The fourth person has neither been claimed nor identified by any local. The driver has reportedly told the investigators that the terrorists were speaking in Urdu-laced Punjabi. "We know for a fact that majority LeT cadres are from Punjab region," said an official. The officials say that the modus operandi of the attack also points to the involvement of the LeT, which carried out two similar attacks in 2008. Moreover, security agencies have also reasoned that the Lashkar has, in the past tried, to disrupt National Highway-1, which connects the Kashmir valley to Jammu and is therefore one of the most crucial road links. "It fits into a pattern that we have seen earlier. Also, weapons recovered from the killed militants - three AK-47 rifles, one pistol, eight grenades and 12 magazines - have the traditional trade mark of the LeT," a senior official said. The LeT is known to carry out spectacular attacks with meticulous training, planning and minimal weapons.

A statement issued by the Defence spokesman on September 26 in Srinagar said, “A massive and desperate infiltration attempt by the terrorists, comprising of the mixed group of terrorists from Jaish-e-Mohammad (JeM), Lashkar-e-Toiba (LeT), Al Badr (AB) and Hizb-ul-Mujahideen (HM) is being eliminated by the alert troops deployed in the Keran sector of the Frontier Kupwara Division through intense operations launched since the night of September 24. All three slain militants were Pakistanis, sources said, adding Army recovered three AK-47 rifles, one 9mm pistol, eight grenades, 320 magazines, IEDs in four bottles, dry fruits, one UBGL Launchers with eight grenades, one compass and some medicines from the possession of militants. A total of 10 people, apart from these three militants, were killed during the attacks. The dead include four Policemen and two civilians in Kathua District and four Army personnel, including Lieutenant Colonel Bikramjeet Singh (39) in Samba District. Greater Kashmir reports that three to four militants in combat uniform arrived at Hiranagar Police Station Kathua District in an auto rickshaw and trooped into the premises without facing resistance. They fired indiscriminately and lobbed hand grenades. Four policemen died in the attack. Sources said the militants also gunned down the cleaner of a truck and hijacked the vehicle along with its driver and drove away towards the highway. One more civilian reportedly died in exchange of gunfire. Even as the Police alerted all Police, paramilitary and Army units, the militants stormed a formation of 16 Cavalry on the highway at Samba (Samba District). As a gun battle was on between the militants and the Army, sources said that six Army personnel died in the beginning of the second suicide offensive. NDTV adds that second in command of the 16 Cavalry, a lieutenant colonel, was among the Army personnel killed. Two militants were also killed in the counter offensive. Both Hiranagar and Samba towns are situated just five to 10 kilometers from the International Border between India and Pakistan.

Fifty Village Defence Committees (VDCs) comprising about 300 to 350 personnel have once again been activated and deployed along all possible infiltration routes leading from Hiranagar Sector of Kathua District to Jammu-Pathankote National Highway, reports Daily Excelsior on September 30. Police authorities have also deployed two Police Constables with each VDC to ensure that in case of an encounter with the militants the latter didn’t manage to escape.
