A three-member All Parties Hurriyat Conference (APHC) delegation from the hardline Syed Geelani faction met the Pakistan High Commissioner, Abdul Basit in New Delhi on September 1, reports Times of India. The delegation also handed over a letter from Geelani to Pakistan Prime Minister Nawaz Sharif. "We handed over Geelani sahab's letter for PM Sharif to the officials at the Pakistan High Commission in New Delhi," Ayaz Akbar, spokesperson for the APHC, said in a statement. Geelani's top aides — Ayaz Akbar, Peer Saifullah and Altaf Ahmad — met Basit at his office and stayed for more than an hour.

One Lashkar-e-Islam (LeI) militant and one Army soldier were killed during a gun battle in Ladoora area in Baramulla District on September 2, reports Daily Excelsior. Police said that on specific information Police along with Army launched a cordon and search operation in Ladoora area. During the search militant present in a house fired upon the joint search party. The fire was retaliated. In the ensuing encounter one militant identified as Riyaz Ahmad was killed while two Army soldiers were injured. One of them later on succumbed to his injuries. One AK 47 rifle, 2 AK magazines and AK rounds were recovered from the encounter site.

The National Investigation Agency (NIA) on September 2 got 14 days custody of Showkat Ahmed Bhat, third accused in the Udhampur attack in which two Border Security Force (BSF) troopers were killed and nearly a dozen others injured early last month, reports The Indian Express. Showkat is the third person arrested on September 1 in connection with Udhampur terror attack after Lashkar-e-Toiba (LeT) terrorist Mohammad Naveed of Faislabad (Pakistan) and a local truck driver Khurshid Bhatt of Chursu in Awantipora. Showkat had transported four Lashkar terrorist including Naveed and Noman from near Baba Riishi in Baramulla District to South Kashmir soon after they had infiltrated into the Indian territory from Pakistan occupied Kashmir (PoK). The other two terrorists included Abu Akasha and Mohammed Bhai.

National Investigation Agency (NIA) on September 3 launched massive hunt against three top Lashkar-e-Toiba (LeT) commanders involved in Border Security Force (BSF) convoy attack at Udhampur in which two BSF personnel were killed and around a dozen were injured, reports Daily Excelsior. Coloured posters written in Urdu and English, were pasted by the NIA at different places in South Kashmir and announced cash rewards for those who would give information to the agency about LeT Divisional Commander Abu Qasim and two other LeT militants Zargham alias Muhammad Bhai and Abu Okasha. Qasim , who is believed to be mastermind of Udhampur attack, carries INR 1 million bounty on his head while as Zargham and Okasha carry INR 0.5 million each on their heads.

Official sources said Pakistan army started heavy firing with automatic weapons and Heavy Machine Guns (HMGs) in entire Sabzian sector targeting forward Indian posts of the Army followed by civilian habitations. Pakistani troops started pounding civilian population with 120 mm and 82 mm mortars and heavy calibre weapons when the people had started going to the fields. The Indian side retaliated effectively, leading to heavy exchanges. As per the interrogation report of the recently arrested United Kingdom (UK) based Kashmiri Physiotherapist, Shaheen Ahmad Baba, militants have been told to target the former Police officers who were with the Special Operations Group (SOG) of Jammu and Kashmir Police. “Amir Khan (Deputy supreme commander of Hizbul Mujahideen) directed us to target senior retired police officers who had played an active role in counter-insurgency operations over the years. I was given an example of a senior police officer who retired recently”, the interrogation report of Baba reads. “Amir directed me to create a new module of militants in which I was advised to recruit youth who had no past links with militancy or any political party. He further informed me that once the module was established and equipped, will help in fund transfer locally”, the report adds. Baba told his interrogators that he was trained in handling explosives and was asked to use locally available material for making IEDs and use door bells and central locking system of cars for their detonation. “I was asked to read the manual about different types of explosives and procedure of making them during my training in Pakistan occupied Kashmir (PoK). I was also trained in making IEDs and detonating them. I was told that it is difficult to send circuits etc to Kashmir considering the restrictions on the border. I was asked to use door bells or central locking system as an alternative to it”, the report reveals. Baba told his interrogators that he was asked that once his module gets established to target Army convoys with IEDs in remote areas of Kashmir valley. The targeting of Army in remote areas was to avoid civilian killings. Baba was also told by his handlers across to collect information about the activities of two middle rung All Party Hurriyat Conference (APHC) leaders, both from Central Kashmir, who were working for Indian agencies. However, Baba told interrogators, he didn’t get time to keep a tab on their activities.

India and Pakistan on September 10, decided to evolve new border protocols to put an end to ceasefire violations as the Director General (DG)-level border dialogue got under way here, reports The Times of India. In a positive sign, the talks were extended by a day to "discuss and finalise' these protocols and strategies. During the discussions, the two sides agreed to have in a place a mechanism of coordinated patrolling and hold sector, battalion and post-level talks on border issues and monitoring ceasefire violations. A joint accord is expected on September 11 (today). "The most significant takeaway of the talks has been that the two sides agreed that maintenance of peace and tranquility on this border is the most important issue and this needs to be implemented on the ground," said a source. The Indian delegation, led by Border Security force (BSF) DG Devendra Kumar Pathak, didn't bring up the issue of arrest of Lashkar-e-Taiba (LeT) terrorist Mohammad Naveed Yakub involved in Udhampur attack and Gurdaspur attack. "We won't gain anything from the past. Let's forget about it and work towards peace at the border. Let's talk about the future," a government source quoted Pathak as having said at the beginning of the talks with the Pakistani delegation, led by DG (Punjab) Umar Farooq Burki. Burki asked BSF to initiate joint patrolling along some mutually identified areas, which was agreed by India, sources said. Sources said the Pakistan Rangers "did not bring on table" the issue of activation of the UNMOGIP (UN Military Observer Group in Indian and Pakistan). The Pakistani officials expressed their inability to monitor infiltration. "Pak officials claimed that they are unable to check infiltration as they don't have high-tech instruments and infrastructure like the Indian security forces," said a source. On their last day in Delhi on September 12, a joint record of discussions will be signed by the two sides.

Army and Police have launched search operations to nab the ‘militants’. “The escape of two SPOs from the District Police Lines (DPL) Doda was part of Lashkar-e-Toiba (LeT) efforts to revive militancy in the sensitive district, which had been declared militancy-free for the past quite some time. The duo also tried to win over another surrendered militant-turned-SPO but he had refused,” official sources said. The third SPO has been taken into custody for questioning. The SPOs-turned militants who had escaped were identified as Gul Mohammad Mingno alias Gulla, a resident of Mohalla Dandyan, Doda town; and Riaz Ahmad, resident of Marmat in Doda. The militants took away with them their service weapons including one Insas rifle, an AK-47 rifle and their three magazines each, while deserting police and joining the militant ranks. Gul Mohammad had surrendered in Doda in 2010 while Riaz had surrendered in Kathua in 2002. They were later recruited as SPOs in Police for their good work against the militancy. Even after posting as SPOs, they had done lot of work against the militancy.

Shabir's Freedom Party (FP), Nayeem's National Front (NF) and Agha Syed Hasan's Anjuman-e-Shar-e-Shian were welcomed by Geelani into his fold, later addressing a press conference at his Hyderpora residence. "My doors are open for everyone who believes in unity among pro-freedom camp and want to strengthen it," Geelani said. It was pointed out by an observer that efforts at unification have been on for the last seven years precisely because there was never any agreement among them, and now that the separatists are facing existential threat, they are trying to put up a united face. Shabir said, "When anti-Kashmir people from Nagpur to Srinagar are getting one, there's a need of having unity based on strength and common ideology was the need of the hour." Nayeem said he will invite other separatists to unite under Geelani. The locals found three bullet ridden bodies of LeI militants in local orchards of Shutz Dangerpora village on Nihalpora-Wailo road in Pattan area. Immediately after the incident, there were protests in Pattan area and the town observed shut down. All the three men have been identified and they are aides of Qayoom Najjar whose group as per police was behind the attacks on cellular companies and killing of three former militants, one of whom was member of hard line separatist leader Syed Ali Shah Geelani’s outfit. Police identified them as Amir Reshi (17), Ashiq Wani (21), and Naveed Ahmad Khan. LeI were disowned by HM and they were alleged to have been working for security agencies. Speaking to reporters at 16 Corps Headquarters at Nagrota this morning (September 22), Lt Gen Nimbhorkar said India and Pakistan Armies have agreed to maintain November 2003, ceasefire agreement between the two countries to adhere to ceasefire and maintain complete peace along the borders including the Line of Control (LoC), which was rocked by intense shelling by Pakistan during the past one and a half month leading to several civilian casualties and damage to the property. “We have no reasons to doubt Pakistan’s commitment to maintain peace on the LoC, as of now. We hope they will not violate the ceasefire agreement and yesterday’s assurance given during the one and a half hour long Brigade Commander level Flag Meeting. We hope the flag meeting will lead to peace on the LoC and civilians will resume their work. On our part, we are committed to maintenance of peace on the LoC,” the GOC said, adding “safety, security and protections of the civilians is our major priority and we will fulfill our responsibility at any cost”.

If we pull out now, we may just lose the ground and that space may be filled by elements which are inimical to the civil society,” General Officer Commanding (GOC) of Srinagar-based 15 corps Lt Gen Satish Dua told reporters in Srinagar. He said due to persistent efforts of the Army and other Security Forces (SFs), “today we have a network grid of security forces in Kashmir, which saw a lot of violence over the last 25-26 years”. “We have brought the situation down to such a manageable level, to a low level of violence so that the work for development can be undertaken,” Lt Gen Dua said. “We have made these gains painstakingly, with blood and sweat of our comrades and friends from civil life. Now that we have come to this, I think we need to give it some more time,” the top Army Commander said. Further, Lt Gen Dua termed the waving of flags of Islamic State (IS) by masked youths in after Friday prayers as an exercise to “grab attention”. He, however, said there was radicalisation and it needed to be checked.In addition, Lt Gen Dua said, up to 1150 militants are in about 17 training camps in Pakistan and parts of Kashmir under its occupation and about 325 ultras are at launch pads along the Line of Control (LoC) waiting to sneak in. “As per our intelligence inputs, there are about 17 terrorist training camps in Pakistan and Pakistan occupied Kashmir (PoK) put together. Out of that, nine are opposite the 15 Corps zone. Four each are in Manshera, which is in Pakistan and Muzaffarabad. “Total strength of terrorists in these camps is anything in between 1000 to 1150,” he said. He said that there are 23 different launch pads on the other side closer to the LoC having strength of 315 to 325 militants waiting for opportunity to sneak in. There is a bulge in the militants in the launch pads because they are unable to get across, Gen Dua said. “Whenever they have tried an infiltration bid, it has always been foiled or the militants have been eliminated. So, what is happening is that their numbers are swelling up but they are unable to get across,” the Army Commander said.About the trend of infiltration bids by militants this year, the Corps Commander said attempts are always there to step up such activities before summer season comes to an end and the mountain passes close due to snow.On recruitment of youth into the ranks of militants, Gen Dua said “there have been some recruitments and we are aware of them. In fact, not only have there been recruitments, seven of them have been caught, killed or have returned also. Some boys have even returned back from the fold of militancy.”Referring to the use of social media by militants especially Hizb-ul-Mujahideen (HM) commander Burhan Wani, he said they are doing so to grab news headlines. A senior Police officer said after receiving specific input about the presence of militant, the Security Forces (SFs) including Police’s Special Operation Group (SOG), the army’s 55 Rashtriya Rifles (RR) and 130 Battalion of Central Reserve Police Force (CRPF) cordoned off Kawani village in Awantipora District in the afternoon. “As the searches were underway, the hiding militants fired upon search parties triggering an encounter,” the officer said, adding one HM militant was killed in the gunfight. The slain militant has been identified as Muzamil Ahmad Dar, resident of Chhaterpora in Shopian District. Sources said that there were three militants hiding in the area and two managed to escape. Deputy Inspector General (DIG) of Police, Nitish Kumar said that two grenades were recovered from the possession of slain Muzamil. He said that two of his associates managed to escape from the encounter spot and they also took away his rifle after he was hit by a bullet.

Following the information, about the presence of a bag full of arms and ammunition at Rakh village of Hygam area in the outskirts of Sopore in Baramulla District, the Army’s 52 RR and SOG personnel launched a search operation and recovered the bag from stagnant water. “The security forces today at 4.30 pm recovered one pistol, two grenades, three AK magazines, 90 AK rounds, on ICOM Radio set, one pouch and a blanket,” Police sources said. On being asked whether India has taken notice of a statement reportedly made by Sharif in this regard, MEA spokesperson Vikas Swarup said "When a statement comes from him (on Kashmir), then we will reply." On a question that Pakistan PM Sharif will be raising the issue in his address to the UN, Swarup said, "The first thing is, has any action been taken by the United Nations? If there is an action taken by the UN, we will respond appropriately, and if no action is taken by the UN, it itself tells that nobody has taken the cognisance." In the interim, reacting to the allegations made by Pakistan that India was raising a 197-kilometers-long, 10-meter-high and 135-foot-wide wall on the Line of Control (LoC), MEA spokesperson Vikas Swarup said that India was aware of the two letters written by Pakistan to the UN. "The first letter was written on September 4, which states that there was no bilateral dialogue. After that the Border Security Force (BSF) and Pakistan Rangers have already met. So the letter has itself contradicted itself that there is no dialogue as there has been a dialogue," said Swarup in response to a question by ANI's Smita Prakash. A Police official told Daily Excelsior that the woman identified as Shakeela, wife of Ghulam Mohammad Mir, who is former militant, was shot by two “militants” inside her house at around 8:30 pm. She was hit in leg. “The militants were talking to her husband after barging into her house. They reportedly asked him to accompany somewhere but he refused and in the meanwhile, the woman had a scuffle with the militants and they fired upon her and fled from the spot,” the Police official said. He said it was not possible to construct a wall along the IB keeping in view the topography of the area where the IB is situated. “This is a story created by Pakistan. Pakistan's Prime Minister (PM) Nawaz Sharif on September 30, called for an expanded United Nations Military Observer Group in India and Pakistan (UNMOGIP) to monitor the ceasefire between India and Pakistan, as part of what he proposed would be a new peace process between the two countries, reports The Times of India. In an address to the United Nations (UN) that was widely anticipated in the subcontinent because of previews in Pakistan that he would present evidence of India fomenting unrest in Pakistan, Nawaz Sharif came up with zilch. Aside from generically saying neighbors should not foment instability in Pakistan (which could apply to several countries) there were no charges, forget any shred of evidence, which Sharif's National Security Advisor (NSA) and other officials had promised to produce. Instead, it was a familiar lament about how Kashmir has been neglected by the UN and resolutions on the issue had not been taken up, although Pakistan stands in violation of most aspects of the resolution such as vacating Occupied Kashmir. "Global threat of terrorism cannot be defeated without addressing the underlying causes," Sharif said, repeating an argument that has been largely discredited as validating terrorism. Without naming India, he said some countries were suppressing the rights of self-determination in the name of fighting terrorism. Sharif said he had reached out to the Indian leadership when the new dispensation took over in New Delhi last year but things had gone south with the escalation in border tension in recent days. To avert further escalation, he was proposing a new peace with India with steps, including formalising and respecting the 2003 understanding on ceasefire with a ramped up UNMOGIP, an affirmation that neither side will resort to force or threat of use of force, steps to demilitarize Kashmir, and mutual withdrawal from Siachen. Earlier, indirectly accusing India for its instability, Sharif said in his United Nations General Assembly (UNGA) speech, "Wisdom dictates that our immediate neighbor refrains from fomenting instability in Pakistan. The two countries should address and resolve causes of tension and take all possible measures to avert further escalation." Countering Sharif's charges, Swarup said, "Pakistan's instability arises from its breeding of terrorists. Blaming neighbours is not a solution." Sharif in his speech also suggested a new peace initiative between the two countries. One of the ways to achieve peace, according to him, was to demilitarize Kashmir. Apart from this, he also wanted unconditional and mutual withdrawal from Siachen Glacier, the world's highest battle ground. Swarup seem to have reacted to this in his tweet: "To de-militarize Kashmir is not the answer, to de-terrorize Pakistan is." Special Judge National Investigation Agency (NIA), Y P Kotwal on September 30, extended the judicial remand of Lashkar-e-Taiba (LeT) militant Mohammad Naved alias Usman of Mohd Yaqoob of Faisalabad in Pakistan, Khursheed Ahmed Bhat, son of Ghulam Mohammad Bhat of Bhatpora Chursoo in Awantipora, and Showkat Ahmed Bhat, son of Ali Mohd Bhat of Pulwama, who were involved in Udhampur attack in Jammu and Kashmir (J&K) on August 5, 2015, reports The Times of India. After perusal of the CD files, Special Judge NIA observed, “the investigation of the case is scattered across various places of J&K and more persons are involved in conspiracy which needs to be verified”, adding “some of the co-accused are still absconding which is causing difficulties in unearthing the larger conspiracy behind the attack on BSF (Border Security Force) convoy”. With these observations, court extended the 14 days judicial remand of Naved, Khursheed and Showkat.
